Some West Shore residents have developed a bad habit. It’s one the Sooke School District and City of Langford would like them to break, as too many people are stepping in it.

Some West Shore schools have noticed a number of dog owners using school fields despite posted signage prohibiting pets. Dogs have even been spotted on the rubberized track at Royal Bay secondary school in Col-wood.

“It is the policy that animals aren’t on the property, no matter the convenience to the other person,” said School District 62 spokes-person Lindsay Vogan.

Exceptions include service animals, approved pets for show and tell and class-room pets that live in the school.

It especially becomes a problem for the Dis-trict when dog owners don’t clean up after their pets. Vogan said it’s creating a health con-cern, especially around elementary schools where children are most active on the fields, getting their hands dirty and sometimes track-ing it through the school, which creates more problems.

A protective canine saved a woman from a potentially bad situation. The 35 year old was walking her dog on Humpback Road in Langford near the junction with Sooke Road at around 1:30 p.m. on Friday when a man in a 1980s Volkswagen Rabbit pulled up beside her.

The man driving the vehicle struck up

a conversation then reached through the open window and grabbed her arm.

Her dog, a Rottweiler, reacted by biting the man’s arm, allowing her to break free from his grasp and run away. She was not physically injured.

The driver is described as Caucasian, aged 40 to 45 with an acne-

scarred face and a prominent mole on the left side. He was wearing a white button-up shirt and the car was rust- or red primer-coloured.

West Shore RCMP ask anyone who may have seen the suspect or vehicle in the area to contact them at 250-474-2264 or through Crime Stoppers at 1-800-222-TIPS.

While no other cases have been reported, police also encourage residents to report any suspicious activity.

Langford offers dog owners optionsAnimals are prohibited at all

times, she said, not just when school is in session (which is the case for some school dis-tricts) and that may be causing some of the confusion for pet owners.

Some alternative locations to exercise your furry friends include Danbrook Park, Glen Lake Beach Park, Kettle Creek and the Langford Lake boat launch, which were all devel-oped with a dog-friendly approach in mind.

Where possible, the City of Langford has also provided dog bag dispensers and nearby waste bins for the convenience

of park users who are there to walk their dogs.

However, City staff have noticed lately that some resi-dents are diligent in picking up their dog’s waste, but then dis-pose of it by tossing the bags into the bushes.

While most of the bags are biodegradable, they do not start to decompose for roughly six months.

As more and more bags accumulate trailside, the natu-ral scenery quickly becomes unsightly.

While the City is looking at expanding the number of dog-friendly areas around Langford, Coun. Lanny Seaton, chair of the parks, recreation, culture

and beautification committee, said if the problems continue they may have to stop putting out bag dispensers.

“We can’t have them hang-ing in the trees,” he said. “We’re just asking everyone to be responsible.”

He encouraged residents to offer a friendly reminder to oth-ers if they see someone drop-ping bags in bushes and to maybe suggest a nearby recep-tacle.

The rabbits often seen grazing on the sides of the Trans-Can-ada Highway and the Helmcken Road interchange in View Royal will soon have a new home.

A plan is in place to move the population of roughly 80 rab-bits to a private sanctuary in Texas. A professional trapper will soon begin capturing the rabbits, which will be spayed or neutered by local veterinarians before being relocated.

“I think it’s great,” said View Royal Mayor David Screech, who joked that he won’t miss having to talk about rabbits on the site.

“We’re thrilled to see it happen-ing. We’ve been working with the province for two or three years to get something going there.”

He added it is good news for residents in the immediate area, some of whom have experi-enced rabbits burrowing under their homes. “I hope the … trap-ping will be fulsome and they’ll get all of them.”

A local volunteer group, including Hillside Veterinary Hospital veterinarian Laurie Gaines and recent University of Victoria law graduate Erin Gray, has been working to find a humane solution to the prob-lem. They approached the Min-istry of Transportation and Infrastructure last fall, offering the funds to spay or neuter and relocate the rabbits.

Screech was pleased that the group’s plans do not involve the use of tax dollars.

The Ministry stated in a

release that the rabbits need to be removed because they create a distraction for drivers and are a potential hazard for all road users.

Their burrows undermine the sidewalk and affect the ability to maintain the median. Once the animals are removed, crews will begin repairing the damage done by the burrowing, includ-ing hardening existing infra-structure to discourage future attempts at recolonization.

For safety reasons and to ensure the success of the trapping efforts, the Ministry reminds drivers not to stop, feed, pet or catch the rabbits. It added that abandoning pet rab-bits outdoors is an unfair and inhumane practice that creates public safety issues. Housing Minister Rich Coleman was flabbergasted at the angry response to his solution to the Victoria courthouse “tent city,” the latest tarp-covered camp to spring up in southern B.C.

Coleman announced two temporary shelters with three meals a day and medical supports. One is a former nursing home close to the courthouse squat, conveniently located near panhandling and drug dealing spots as well as taxpayer-funded services.

The other offers indoor or outdoor tent space at the former youth custody centre in View Royal, with a dedicated downtown shuttle bus so these “victims” of “homelessness” don’t have to endure B.C.’s most generous transit bus system.

We weren’t consulted, said the indignant spokespeople for those bringing new-looking tents to take advantage of food and other handouts, offered in B.C.’s warmest climate by the province’s most naïve local government (Victoria).

But this was just a show for the media by our resident professional protesters, some of whom aren’t really “homeless.”

After the reaction, which Coleman described as “bizarre,” the combined 88 housing opportunities are being snapped up. Those on welfare will have to fork over their $375 monthly housing allowance, as

the province continues to convert more housing and offer more rent subsidies.

It’s no wonder that southern B.C. is the destination of choice. Coleman said it’s always been a seasonal thing, but this winter has been the highest in a decade, largely due to an exodus of economic migrants from the downturn in Alberta, naturally heading for B.C.’s most desirable real estate.

I asked him about two other homeless hotspots. In Abbotsford, campers have ignored a city

deadline to take down structures in a three-year-old camp, after temporary shelter and costly provincial supports were brought on. A courtroom and street confrontation looms with self-styled “drug war survivors” and their Vancouver legal help.

In Maple Ridge, a tent camp sprang up next to the local Salvation Army shelter, with people cycling through the shelter’s 15-day limit, camping and being fed until they could go back in.

Mayor Nicole Read, who has worked in Vancouver’s Downtown Eastside, said Maple Ridge took on its own outreach, shelter and housing effort because the province’s $1 million-a-year Salvation Army operation isn’t working.

Coleman is not amused. He said he’s had no complaints about Abbotsford’s Salvation Army

shelter, and Read is the only one griping. And no mayor is going to tell him how to spend provincial dollars. Maple Ridge now has two shelters with accompanying street drugs, prostitution and crime.

I asked Coleman about the 10-year-study led by Simon Fraser University researcher Julian Somers on the housing, outreach and services in Vancouver’s Downtown Eastside. This is the heart of B.C.’s “housing first” strategy, where the province has bought and renovated 30 “single room occupancy” buildings, built another dozen and poured in every possible support, including the buyout of high-living executives at the Portland Hotel Society.

The study found that the hardest cases are worse off than ever, based on court, hospital and other service records, while the influx to the notorious Vancouver drug ghetto have tripled in 10 years.

“I haven’t had a chance to go over that report yet, but I disagree with the assumption I’ve heard already, because I walk the Downtown Eastside,” Coleman said. “I don’t know if they do every few weeks to a month, but I’ve been doing it for about nine or 10 years and I can tell you it’s a whole lot better down there.”

The question is whether problems are being solved, or just better hidden from view.

2009 WINNER

For many residents of the West Shore and around the Capital Region, dogs are a big part of their life. And, as animals that need to be exercised – like us – dogs need to be taken out on a regular basis.

The biggest difference between what happens with our dogs and ourselves on those outings around the community is that dogs tend to relieve themselves on whatever green space or bush is close by when the need arises.

The vast majority of owners dutifully clean up after their dogs and deposit the bag into the nearest trash can. But there are still those who either don’t bother to clean up the mess or chuck the bag into the bushes, mistakenly believing it will decompose in a short time.

In years gone by the western communities were largely rural, an almost frontier part of the region where dogs were seldom on leashes and seeing owners gather their dogs’ business – as with other areas – was equally uncommon.

That was then and this is now. Today, very few people on the West Shore would consider opening the door and letting their dog run wild, no matter how remote the park. Rules for municipal and regional parks are clear on when and where dogs are allowed to run free.

Some pet owners might claim that when their dogs are off running, they don’t know where they’re dropping their land mines. Not having your dogs under control, even if they’re not at your side, is no excuse. In fact, the aforementioned rules around dogs in parks acknowledge that not everyone likes dogs or feels comfortable around them.

The Sooke School District has an outright ban on dogs in its schoolyards, for various reasons, but not every pet owner obeys that rule. As such, some schools have found themselves dealing with the challenge of unwitting children tracking dog feces into the building.

While not bagging up what their animal leaves behind is not acceptable behaviour anywhere and shows disrespect for others, doing so in areas clearly marked as no-dog areas is an even greater affront to authority.

As most owners understand, having a dog comes with various responsibilities. Properly cleaning up after them is just one, but it’s the one that potentially affects the most people.

Notice is hereby given that an application has been made for a Temporary Use Permit for an industrial use of land at 640 Lomax Road in the District of Metchosin. The land that is the subject of the proposed permit is legally described as:

OPINIONSewage project cost will create serious repercussionsBy Ian PhillipsSpecial to the Gazette

I’m not a “couch potato” looking to throw stones at Langford’s sewer oversight committee. I simply want to bring to light aspects of this project that, for some strange reason, politicians in Langford and Greater Victoria don’t want to share or discuss with their citizens.

I have followed this project from its inception and it has become perfectly clear that it is, as the scientists say, not necessary. It is also a project our communities cannot afford. Some argue we’re getting free funding from the feds and the province. This is not free money, this is our money. They’re just simply returning it to the taxpayers.

Before I itemize key aspects of this project that will directly impact West Shore citizens, there’s a couple of significant points that will affect us all.

1) The Capital Regional District estimates this project will cost $1 billion or more. That is simply not true. First of all they have not included the annual maintenance costs of up to $2 million and most importantly the value of

the dollars that will leave our community in payments to architects, engineers, contractors, material suppliers (the Blue Bridge project is a perfect example).

One of the basic principles of economics is that $1 spent in a community can be worth up to $6. If I spend $1 at the grocery store, that $1 is likely to be re-circulated locally, thereby providing increased financial benefit to the community as a whole. If it leaves the community and say, goes overseas, it results in a significant drain on the community’s wealth and well-being. I would argue that most of the costs for this project will be leaving our communities. The math is straightforward and the financial impact will be crippling.

2) The size of the tax increase to be applied on citizens by municipalities partaking in this project will likely prevent approval of other significant capital works projects for years to come. For example, Victoria recently announced it will drain its reserves of approximately $30 million to pay for the construction of a new No. 1 fire hall on Yates Street. A project of this significance

traditionally goes to referendum. Why not in this case?

I wonder how the City of Victoria and all the other municipalities plan to fund the growing billions of dollars in deferred maintenance liabilities they will be faced with over the coming years? Other pressing examples include the Crystal Pool recreation centre and Point Ellice (Bay Street) Bridge, not to mention the aging sewer, drain and water pipes.

3) Once we commit to this project, the financial drain will be in perpetuity. Remember, this sewerage treatment plant is only    designed to last 25 years. After that we start all over again. It is clear that all levels of government are essentially broke and the   taxpayers are getting squeezed on all fronts. Imagine the financial challenges we will be faced with without even considering having to deal with another round of this time and money waster 20 some years from now.

West Shore residents, please take the time to read the list of additional financial impacts this project will place at your front door.

1) The cost to obtain a sewer connection to your street

property line will be approx. $10,000.

2) The cost to run the pipe from the street property line will be a minimum of $10,000 (includes digging the trench and laying the pipe, restoration to fences, driveway, landscaping etc. and de-commissioning the septic tank etc.). Owners whose residences are below street grade and have bedrock to contend with, or whose homes are some distance from the street, could be faced with costs exceeding $50,000.

3) Many streets in the core neighbourhoods are already in need of replacement. They are in such bad condition that the impact of the sewer project construction on these streets will necessitate the total repaving of the street surface at the immediate cost of millions of dollars. These secondary costs won’t be spread out over a repayment period of 25 years like the sewerage treatment plant(s), but will be immediately payable through an increase in taxes.

My suggestion to West Shore residents is to start planning for the financial tsunami that is sure to come to our community. Planning solutions that come

to mind include bold savings plans, cashing in retirement savings, obtaining a line of credit, re-mortgaging one’s home or if all else fails, selling one’s home.

If none of the above work for you, all I can suggest is hide your wallet and head for the hills.

Is foliage burninga hole in your lawn?

The Colwood public works yard is open for branch, leaf and grass drop-offs the first and third Saturday of every month.

The program, aimed at pre-venting backyard burning, runs from 8:30 a.m. to 4 p.m., even if the date falls on a statutory holiday. Branches with a maxi-mum diameter of four inches, grass clippings and leaves are accepted, but leaves must be in a separate container. The pro-gram is for Colwood residents only and proof of residency may be required.

Spot the early signs of spring while hiking

The Capital Regional District is inviting anyone five years of age and older to join a regional parks naturalist on a walk down to the beach at Witty’s Lagoon Regional Park in Metchosin.

Look for birds, plants and other early signs of spring along the way, all while learning more about what you see.

This guided hike is free and goes on Sunday, Feb. 21 from 1 to 2:30 p.m.

Meet at the Nature Centre off Metchosin Road.

Organizers are warning partic-ipants to wear sturdy shoes and dress for the weather because the hike will go rain or shine.

How to useointments correctlyOccasionally one uses prescription or non prescription

eye ointments to treat certain eye conditions, infections or diseases. If you thought eye drops were hard to aim, try � guring out how to place ointment in your eye without poking yourself.

Before you use any ointment, be sure to tell your Op-tometrist about any other prescription or non-prescription medications you are using or allergies that you have.

Here are some general tips about correctly putting oint-ments in your eyes.

1. Always wash your hands before handling medica-tions.

2. Begin by expressing and discarding a 1/4 inch of ointment from the tube at each use.

3. Form a pocket by gently pulling the skin of your lower eye-lid between your thumb and index � nger. Squeeze a 1⁄4” to 1⁄2” strip of ointment into the pocket.

4. Twist your wrist to break the strip of ointment from the tube.

5. After placing the ointment in your eye, blink or close your eyes brie� y. Your body heat will melt the ointment so it can spread across the surface of your eyes.

6. If you are applying the ointment to the edges of your eyelids, express about a 1/2-inch strip of ointment onto your � nger and glide it across the length of your closed lids near the base of your lashes.

7. Use a soft, clean tissue to remove any excess oint-ment from the skin around your eyes. Be sure not to disturb the ointment placed in your eyes or on the edges of your eyes.

Be sure to follow all of the instructions that your doc-tor of optometry gives you and to complete the course of medication or treatment that he or she recommends. If you experience any side-effects (such as burning, in� am-mation, puf� ness, itching, etc.) notify your eye care practi-tioner immediately.

Grizzlies’ grip on playoff spot slipping awayBCHL club still winless in February

The Victoria Grizzlies’ results of late are not for the faint of heart.

The Colwood-based squad dropped their seventh straight B.C. Hockey League game on Valentine’s Day Sun-day, 4-1 to the visiting Chilli-wack Chiefs at The Q Centre.

It was the third same-score result in a row for the Griz-zlies (21-27-4-0), who were scheduled to play Cowichan

Valley in Duncan on Tues-day (after the Gazette’s print deadline) and are desper-ately trying to hold off the Alberni Valley Bulldogs for the final Island Division play-off spot with six games left in the regular season. The Bull-dogs (20-27-3-3) pulled into a tie with Victoria for fourth with a 7-2 win over Merritt in Port Alberni on Sunday.

P.J. Conlon converted a passing play from defence-men Chuck Bennis and Kevin Massy with 1:31 to go in the opening frame against the Mainland Division-leading Chiefs, but gave up the tying

goal just 25 seconds later when Jake Smith hit a big hole to Grizzlies goalie Mat-thew Galajda’s right. Taylor Allan, in the second, and Jor-dan Kawaguchi in the third, made it 3-1 before Jesse Lans-dell threw the puck into an empty net in the final minute.

Saturday’s game in Col-wood saw the Centennials break open a scoreless game with two goals in the first 2:54 of the second period. Brett Stirling pulled the locals to within a goal at the 17:07 mark, but they could get no closer.

Things don’t get any easier

for the Grizzlies, who embark on a three-game road trip this weekend, with games in Wenatchee on Friday, Pentic-ton on Saturday and Langley on Sunday. They return home to host the Powell River Kings next Friday (Feb. 26).

Saturday’s senior girls AAA city basketball final between eventual champion Oak Bay and Claremont may have gone the way it was supposed to at Belmont, but the warmup game provided plenty of highlights for the home team.

Claire Church and Jessica Thomsen, earlier named to the South Island all-star team, were

forces to be reckoned with, lead-ing the Bulldogs to a 57-31 victory over Mount Douglas in the third-fourth place game.

Church, battling illness much of the week, found her game, scoring 34 points to lead the locals, while the reliable Thomsen added 16.

The No. 3 South seed sees Bel-mont open the Island champion-ships against Vanier from Courte-nay tomorrow night (Feb. 18) at Claremont secondary.

Despite the fact Vanier won going away the only other time the teams met this season, at the Totem Tournament in Port Alberni in early January, Bulldogs coach Brad Lidstone likes his team’s chances.

“We’ve definitely gotten better. I like the progress we’ve made as a team from the last time we played them,” he said.

“We have a lot of momentum coming out of this tournament;

taking third reinforces their con-fidence.”

Helping their development, he said, is the fact some players have been participating in the sports performance basketball class at the school.

Belmont reached the three-four game with a 45-25 win over Stelly’s on Saturday morning. The Bull-dogs outscored the Stingers 37-11 in the second half, after a dismal first half for both teams saw Stel-

ly’s lead 12-8. Thomsen led the Bulldogs with 16 points.

Last Thursday’s opening game saw Belmont beat Spectrum 47-45. The Bulldogs scored the winning basket with 13 seconds to play.

Lidstone credited Jessica Lusk for her standout defensive play, and guard Madison Bullen, the first four-year Belmont girls bas-ketball player, for her heads-up efforts all weekend.

The hoped-for showdown against Oak Bay didn’t happen for the Belmont Bull-dogs, but they nonetheless savoured win-ning the city junior boys basketball title on Friday.

The Bulldogs captured the No. 1 south berth into this weekend’s Island champi-onships at Campbell River’s Carihi with a come from behind 46-39 win over St. Michaels University School in the final at Central middle school.

Belmont No. 1 south seed, opens the tour-nament Thursday night (Feb. 18) against the winner between Reynolds and Mark Isfeld from Courtenay. A win there would pit the Bulldogs against the winner between B.C. seventh-ranked Brentwood College from Mill Bay and Nanaimo’s Dover Bay.

Both teams in Saturday’s final qualify for the provincial championships, as do the third and fourth place teams, who go head to head on Saturday afternoon.

“Our goals were to win the cities, win

the Island and represent at the provincials,” said Bulldogs coach Curt Spaven. “It’s going to be a tough test at the Islands, but we feel we’re going to be up for the challenge.”

With Oak Bay withdrawn from further play last week for disciplinary reasons by school administrators, following a bizarre social media/bullying situation, Belmont drew into the playoffs as the top seed. Both teams finished league play at 6-1, but Oak Bay had been awarded first based on beating Belmont in an early season matchup.

The final saw Belmont down by nine at one point in the third quarter, but rally to overtake SMUS. The Bulldogs were led by swing man Julius Kennedy, who hit six three-pointers en route to a 30-plus point game.

“St. Mikes are a scrappy bunch and the defensive pressure they bring is rat-tling,” Spaven said. “But our

guys showed character in coming back the way they did.”

Last Wednesday’s semifinals saw point guard Nichad Tarak, later named tourna-ment most valuable player, score the Bull-dogs’ first 11 points and finish with 15 in a 64-33 win over Lambrick Park.

Post player Isaac Ickovich and defensive

specialist Lucas Gage were also major fac-tors for the Bulldogs during the tourna-ment, Spaven said.

In the tournament opener, Belmont walked over Edward Milne 77-27. The Sooke team drew in from the B league upon Oak Bay’s removal.

Though she’s just 11, Audrey Darrah has developed quite a competitive spirit.

The View Royal resident, who competes in the juvenile women’s freeskate category for the Vancouver Island-Coastal zone at next week’s B.C. Winter Games in Penticton, has enjoyed some success already.

Not only did she secure a spot on the Games team with her solo performance at provincials last fall, she and fellow Racquet Club athlete Christopher

Horwood took third in pre-novice dance and performed at the Skate Canada Challenge national event in Edmonton in December.

At the Vancouver Island Regionals at The Q Centre this month, she won the juvenile women’s (under-12) category.

“It was a good warmup (for the Games),” she said. “It’s good to have a competition like that to get you fired up and in the mood to go for it.”

She credits coaches Deena Beacom (solo) and Matt Willis (dance)

for pushing her to be her best. “It’s a hard sport; you really have to work for it,” Audrey said. “You can’t just expect you’re going to be great at it.”

As for the Games, she’s excited to be a part of the Island team, along with clubmates Christopher and Jonathan Horwood.

“I think it’s going to be really fun to meet new people and have some fun and relax,” she said, adding that travelling in a group on a bus, as opposed to car pooling to a competition, will be a fun new experience.

As she does warmup stretches on a mat in her Langford living room, flexing her tiny body into shapes most adults wouldn’t dream of attempting, it’s clear Katie Evans is cut out for rhythmic gymnastics.

The 11-year-old Grade 6 Spencer middle school student, one of four Victoria Rhythmic Gymnastics members compet-ing at the B.C. Winter Games next week in Penticton, picks up a sparkly ball.

She shifted to rhythmic only about a year ago, having done the traditional artistic gymnastics for a few years.

“I like that you get to do different rou-tines with different apparatus … The ball is my favourite,” she says, tossing the sphere in the air. In a high-ceilinged gym she’d throw the ball high and catch-ing it between movements.

For those who see rhythmic gymnas-tics simply as “that sport where they use ribbons,” Katie points out that depending on one’s level, apparatus also include rope, clubs, a hoop and

a free routine that is much like ballet. She’ll also compete with the hoop and in the free routine at the Games.

The Winter Games fall right in the middle of com-petition season for her sport. The Island champi-onships follow the week after Penticton, then pro-vincials happen the first weekend in April.

During the week she trains with her Shoreline Community School-based club 12 hours per week in three sessions. She practises another three to four hours a week at home.

“The key in rhythmic is really around flexibility; core strength and flexibility,” said Katie’s dad Morgan.

At the Games, Katie will be focused on her events – her goal is to finish on the podium – but she’s excited to partici-pate in non-competitive activities, too. “I think it’ll be cool to see some of the ath-letes,” she says. “I want to watch some of the other sports, like skating.”

Belmont Bulldogs players gained valuable experience and helped give those south of the border a taste of the quality of B.C. football, during the High Roller Football Showdown in Las Vegas.

Team B.C.’s under-18 squad, which included Grade 11 Bulldogs lineman Dontae Bull and defensive specialist Brett Milligan, led throughout in beating Team Vegas USA 23-20.

Grade 10 Belmont student Nathaniel Blondeau was a starting receiver on the U16 Team B.C. that beat San Jose Hit 28-0, after dropping their opener 14-6 to Team Vegas. The games took place Jan. 20.

Not only did the school send three players to this international football showcase, Belmont head coach and six-year Team B.C. coach Alexis Sanschagrin served as defensive co-ordinator for the U18 team.

Belmont generally has between 15 and 20 players per year commit to what, for those who make the final cuts, is a year-long process. The program begins with initial tryouts at sites around the province, involving roughly 400 players – a Victoria session happens Feb. 21. That number gets cut down to about 100 for a May long weekend skills camp. It’s further cut

to about 50, then come December coaches select the top 35 players in each age group to represent B.C. in international competition.

“It’s great for the ones who make it all the way to the end, but the process of measuring yourself

and seeking out the challenge (benefits all players),” Sanschagrin said.

Playing for Team B.C. is good for young players, he added, as it gives them a chance to experience American competition and see what type of athletes are being produced by

those programs.As for Bull, Milligan

and Blondeau, he said each has good potential, but the Team B.C. exposure “allows them to believe in themselves and show that they can compete at that level.”
