Navin Kumar is the first Chairman of the Goods and Services Tax Network. A member of the Indian Administrative Service (1975 batch), he superannuated in 2012 after serving with the Government of India and the State Government of Bihar for 37 years in various senior administrative positions.

Born in 1952, Kumar did Post Graduation in Physics with First Class academic credentials. He joined the Civil Service in 1975 at the early age of 23 and was assigned to the state cadre of Bihar. In his long career, he served in areas such as urban development, education, social security, youth affairs, water resources, energy, industries, broadcasting, IT and finance in Central and State Governments.

He is an IRS Officer and Former Commissioner of Customs, Central Excise and Service Tax.He took Voluntary Retirement from the Service after completing 20 years. He was Partner AZB & Partners Law Firm for over 2 years.He has studied at the JNU, London School of Economics, Cambridge University (both UK) and Nyonrode Business School, Netherland. Currently he is handling Indirect Taxes including VAT Litigations predominantly at the CESTAT, High Courts and Supreme Court. Also, he is a Qualified SAP – FI/CO Consultant and has more than 21 years of experience in Indirect Taxation and specializes in all aspects of Service Tax, Value Added Tax (VAT)/ Central Sales Tax (CST), Central Excise, Customs, Foreign Trade Policy (FTP), Special Economic Zone (SEZ), Export Oriented Unit (EOU), Export- Import Laws and well acquainted with the concept and impact of way forward Goods and Services tax (GST).

He has working experience of more than 18 years in renowned Companies viz. LG Electronics India Pvt. Ltd, Honda Motorcycle & Scooters India Pvt. Ltd, Hindustan Development Corporation Ltd, Khaitan & Company and presently he is the Executive Director of A2Z Taxcorp LLP - a boutique Indirect Tax firm.

Prior to joining the law firms, he was a part of the tax practices for some of the leading consulting firms like KPMG and BMR Advisors. Manish also worked with Indian Oil Corporation, where he handled tax functions for Refineries at their Head Office in New Delhi.
