It hopes to fool the advertiser into believing that their advertisement is drawing attention from potential customers and thus pay the owner of the website per click. However, advertisers are not stupid, they have tech support. Tech support and system administrators can almost always tell the difference between a bot with a proxy and a true unique internet user. As a result they can uncover the scam and take punitive actions against the website owner that tried to scam the in this way. At the very least they will stop doing business with the owner. At worst they will blackball the owner from getting business from other similar agencies in the future. This sort of scam is also punishable under law since it is a

fraudulent practice and is covered under the cyber-crimes section of the legal code in most countries. Punishments, if convicted may range from hefty fines to jail time.
