i. History of the Institution Government College of Education, Chandigarh is one of the oldest and premier teacher
education institutions of the region. Established in 1954 as Post Graduate Basic Training
College, it was renamed as Govt. College of Education, Chandigarh, in the year1968. Known
for its distinction, this college has maintained a strong commitment to provide high quality
teacher education programs by conscientiously evaluating priorities and efficiencies to
become a stronger institution in the chosen area. This co-educational college of education has
a campus and facilities that are second to none - a naturally lit extensive ground, well-
equipped computer and language laboratories with intranet and internet facilities, spacious
auditorium/ college hall. The only Government College of Education in Chandigarh that has
taken the initiative of becoming research resource centre in the area of teacher education is
striving to become a model centre of excellence for teacher learning. We strive to advance the
most important objectives of our college- creating excellence in prospective teachers. We
continue to learn and collectively endeavour to build the academic environment of
learning beyond classrooms in the campus and our college, as an institution. The National
Assessment and Accreditation Council (NAAC) has accredited Grade ‘A’ to this College in
the year 2004.

iii. Mission and Objectives Mission : The motto of the college ‘Aaroha Tamaso Jyoti’ meaning ‘Ascend from Darkness
to Light serves as mission of the college. It symbolizes the journey of the community of intellectuals from darkness of ignorance to the brilliance of light of knowledge aiming at comprehensive and value-based learning system for academic excellence and social transformation.

Significant Achievements • Dr. Mrs Harsh Batra, Dr. Renu Verma, Dr Jasvir Kaur Chahal, Dr. Sapna Nanda, Dr.
Anurag Sankhian, Dr. Vandana Aggarwal and Dr. Vijay Phogat have been Members,
Faculty of Education, Punjab University. Dr Jasvir Kaur Chahal has remained Fellow
Panjab University for more than a decade. She has also been syndic (2009-10) and Dean
of Education (2010-11) and Member Board of Studies in Yoga and Naturopathy. Panjab
University. Dr. Harsh Batra, Dr. Renu Verma and Dr. Sapna Nanda, Dr. Punam Bansal

and Dr. Sanjeev Kumar are members of Academic council, Panjab university during

• Dr. Sheojee Singh is Member, Board of Studies, Swami Vivekananda Studies, Panjab

• Dr. Mukhtiar Singh was honoured by Haryana Punjabi Sahit Academy for his book
‘Puadi Lok Geet’ in Folk Literature category for Haryana Punjabi Sahit Academy Awards
on April 13, 2010.
• Dr. Sapna Nanda got elected as General Secretary, Indian Dietetic Association,
Chandigarh during October 2010. She is also executive member of Chandigarh Amateur
Softball Association.
• Mr. Lilu Ram is Member of Senate, Panjab University (November 2012- October 2016).
He is also Member of Faculties of Arts, Science, Education, Business Management and
Commerce.
• Mrs. Neelam Nagpal, College Librarian has been the President of ‘Chandigarh Librarians
Association’ since August 2006. She is also the Life Member of Indian Librarian
Association (ILA).
• Dr. Sheojee Singh and Dr. Vandana Aggarwal are Members, State Resource Group of
Department of Education under Sarv Shiksha Abhiyaan. Dr. Vandana Aggarwal is also
Member, State Resource Group constituted by State Project Director-cum-DPI(S) for
training of SMDC members for all secondary schools under Rashtriya Madhyamik

• Dr. Pritpal Kaur has been on the panel of Referrals for Guidance and Counseling of U.T.

• Dr. Neelam Paul was appointed as Team Manager of Panjab University Volleyball Girls
Team for North zone Intervarsity Tournaments held at Kot Khai, Shimla from October 6-
10, 2014. She was Observer for Inter college Volleyball Tournament of Panjab University
and selector of Volleyball team of Panjab University in All India Intervarsity
competitions.

Dr. Harsh Batra is the Editor-in-chief of the Journal ‘The Educational Beacon’ being published
by the college. Dr. Anjali Puri and Dr. Anurag Sankhian are the editors of the same. Two
research papers of Dr. Mrs. Harsh Batra have been published in the current volume. Research

Dr. Renu Verma, Dr. Sapna Nanda, Dr. Anjali Puri, Dr. Anurag Sankhian , Mr. Lilu Ram and
Dr. Kusum contribured their research papers in the journal ‘The Journal of Education’ published
by Dev Samaj College of Education, Chandigarh .
A research paper authored by Dr. Jasvir Chahal was published in International Multidisciplinary
E- Journal. Another paper of Dr. Chahal was published in Quest: Journal of Educational
Research published by Kshatriya College of Education, Indora, Kangra.
Dr. A.K. Srivastava and Mr. Lilu Ram contributed their research papers which were published in
Intellectual Quest, an online refereed Journal.
Research paper of Dr. Anjali Puri was published in International Journal of Multidisciplinary
Educational Research, a peer reviewed, refereed and indexed journal with impact factor. Another
paper by Dr. Puri got published in Elixir Psychology, an international, peer reviewed, refereed
and indexed international journal with impact factor. Dr. Anjali also contributed her paper in
Researchers Tandem, a peer reviewed and refereed journal.

Dr. Balwinder Kaur’s research paper was published in a peer reviewed and International Journal
Indian Journal of Applied Research with impact Factor. Her another paper was pubished in
journal of advanced studies in education and management published by Keharnam Memorial
Educational Society, Ludhiana. Dr. Balwinder also contributed a paper during International
conference proceedings sponsored by CDC Panjab University Chandigarh in Collaboration with
World Punjabi Council Toronto Confederation College, Ontario, Canada which was published in
the conference proceedings.
A co-authored paper by Dr. Meena has been approved for publication in the Indian Educational
Review by N.C.E.R.T., New Delhi. Another paper by Dr. Meena entitled Usage of Facebook in
Education has been published in the Journal of Indian Education, by N.C.E.R.T., New Delhi.
Dr. Sanjeev Kumar authored a research paper which was published in Online International
Interdisciplinary Research Journal with Impact Factor. Another paper of Dr. Sanjeev got
published in Conflux Journal of Education- a Peer Reviewed, Indexed, International Journal,
published by Nas publishers, Malappuram, Kerala.
Dr. Sheojee Singh contributed a research paper in International Journal of Management and
Social Development. One of his papers was also published in an International Pezzottaite
Journal.
Dr. Punam Bansal collaborated with editorial board of ‘International Journal of Educational
Policy Research’ and reviewed its manuscript. A research paper of Dr. Punam Bansal was
published in ‘Journal of Advanced Studies in Education and Management’ published by Bhutta
college of education, Ludhiana. Her another paper got published in refereed International Journal
of School of Basic and Applied Sciences’ Maharaja Agarsen University,Baddi. Dr. Bansal also
authored a paper which was published in book titled ‘Right to Healthy Environment’ by Bhutta
College of Education, Ludhiana
Dr. Neelam Paul authored two books Basics of Test, Measurement and Evaluation in Physical
Education and Sports and Yoga for Good Health which were published by Twenty first century
Publishers and Saptrishi Publications respectively. A research paper authored by Dr. Neelam
Paul was published in Indian Journal of Psychology and Mental Health.
Dr. Kusum authored a paper on Hindi Language in Global Perspective which was published in a
journal published by Kanya Maha Vidhyalaya, Jalandhar.

International Enterprise
Dr. Jasvir Chahal acted as a resource person during 13th International Conference on Spirituality
and Management at Sri Guru Teg Bahadur Khalsa College, Sri Anandpur Sahib on November
27, 2015.
Dr. Meena presented her paper at International Gandhi Jayanti Conference 2015 on Education as
a basic right of Humankind on October 3-4, 2015 in New Delhi organized by Indialogue
Foundation, Institute of Advanced Studies in Education, Jamia Milia Islamia and Gandhi Smiriti
and Darshan Smiti. This paper was also published in the conference proceedings. She presented
another paper at 3rd International Conference on Booming Service Sector from Achievements to
Growth Prospects on February 4-5, 2016 at Sri Guru Gobind Singh College of Commerce,
University of Delhi which was also published in the conference proceedings.
The biographical profile of Dr. Punam Bansal got published in Asian American Who’s Who
(vol.VII), Asian Admirable Achievers (vol. VIII), 2015, Famous India: Nation’s Who’s Who
and Asia/Pacific Who’s Who (vol.XIII).
Dr. Neelam Paul presented her paper at Global Conference on Scientific culture in Physical
Education and Sports sponsored by ICSSR organised by Dept. of Physical Education, Punjabi
University, Patiala on February 18-20, 2016 which was also published in the conference
proceedings.
National Level Perspective
Dr. Mrs. Harsh Batra was the organizing secretary for RUSA sponsored National Seminar on
Quality Concerns in Teacher Education held in the college on February 24-25, 2016. Dr. Renu
Verma was the convenor and Dr. Sapna Nanda was the co-ordinator for the same. Principal Dr.
Mrs. Harsh Batra and majority of the faculty members presented their papers during this
seminar. These papers will also be published in the conference proceedings.
Dr. Jasvir Chahal acted as a resource person and delivered a talk at National Seminar on
Conflict in Contemporary India at DAV College of Education, Amritsar on March 12, 2016. Dr.
Chahal also presented a paper on NCFTE in light of NCTE 2014 Regulations at DAV (PG)
College of Education & Nalanda College of Education, Dehradun on October 3-4, 2015.
Dr. Ajay Kumar Srivastava, Dr. Anjali Puri and Dr. Anurag Sankian presented their papers
during RUSA Sponsored National Seminar on Ethics and Social Responsibility in Context of

Dr. Mukhtiar Singh presented a paper at Bhasha Vibhag Punjab, Patiala sponsored National
Seminar on Samkali Nari Kavita organized by PG Govt. College, Sector 46, Chandigarh on
March 14, 2016. Dr. Singh also presented a parer at DHE, Haryana Sponsored National Seminar
on “Guru Granth Sahib: Vichar Dharak Paripekh” at Markanda National College, Shahbad
Markanda on February 11, 2016.
Mr. Lilu Ram presented a paper during ICSSR Sponsored National Seminar on Quality
Parameters in Higher Education and Teacher Training organized at Shree Satya Sai B.Ed.
College, Karaiwala, Muktsar on August 30-31, 2015.
Dr. Vandana Aggarwal and Dr. Vijay Phogat presented their papers at ICSSR sponsored
National Seminar on Media Technologies: A Critical Evaluation organized by University
School of Open Learning, Panjab University, Chandigarh on February 16, 2016.
Dr. Neelam Paul presented paper at National Seminar cum Workshop on Yoga, accredited and
sponsored by Central Council of Research in Yoga and Naturopathy organised by Directorate of
sports, P.U. Chd. on June 21, 2015. Dr. Paul also presented paper at National Seminar on
Quality Assurance and Quality Sustenance at GPC, Alour, Khanna on March 16, 2016.
Dr. Vijay Phogat presented his paper during National Seminar at BMCE, Sonepat on December
19, 2015.
State and College Level Initiatives
Dr. Mrs. Harsh Batra is the Member of Committees to formulate recommendation norms for
elementary and senior secondary teachers, Deputy DEO, DEO, Deputy Director Schools and
Principals School Cadre, Chandigarh Administration, Chandigarh. Dr. Mrs. Harsh Batra is also
the Member of Committees to recommend the norms for conferring National as well as State
awards for teachers; Executive District Literary Council and State Advisory Committee for
Adolescent Programme. She acted as member of various selection committees for selection of
Principals and lecturers of Education Colleges affiliated to Panjab University.

Dr. Renu Verma was designated as Dean and Dr. Jasvir Chahal was designated as Vice
Principal, Government College of Education, Sector 20 D, Chandigarh. Dr. Renu Verma is also
coordinating the research activities of Research Resource Centre.
College organized Two RUSA Sponsored Workshops in lesson planning in all the teaching
subjects taught in our college were held on December 8, 2015 and February 26, 2016. Eminent
Educationists and faculty of various colleges participated in these workshop. Dr. Sapna Nanda
acted as coordinator in the Science and Home Science category; Dr. A.K. Srivastava acted as
coordinator in the Languages Category and Dr. Anurag Sankhian contributed as coordinator in
the Social Science category. All the faculty members of our college acted as resource persons
during these workshops. The association between various parts in the same unit, the selection
and organization of subject-matter, materials and activities in the lesson plan were discussed in
detail. Model lesson plans in the related subjects were also prepared. Dr. Harsh Batra acted as
Organizing Secretary for these workshops. One RUSA Sponsored Workshop on Financial
Planning was also held on 12.2.16.
Dr. A.K. Srivastava, Dr. Neelam Paul and non teaching staff members attended RUSA
sponsored Workshop on Financial Rules and Record Keeping held at our college on February
12, 2016. Dr. Srivastava also acted as Subject Expert for TGT interviews held at Department of
Education, Chandigarh Administration on July 6, 2015.
Dr. Anjali Puri and Dr. Punam Bansal are the life members of AIAER.
Dr. Sapna Nanda is Member, School Management Development Committee, Chandigarh
Administration and Joint Secretary, Chandigarh Amateur Softball Association, Chandigarh
Chapter. Dr. Nanda has also been elected as Vice-President of Indian Dietetic Association,
Chandigarh Chapter.
Our faculty members are performing admission, evaluation and examination duties in the
college, university and other colleges. Majority of them are paper setters of various universities.
Dr. Anurag Sankhian acted as Observer appointed by CBSE, New Delhi for the All India Pre-
Medical/Pre-dental Entrance Examination at Delhi Police Public School, New Delhi on May 3,
2015.
Dr. Sanjeev Kumar is the Life Member of AIAER and IATE.

Dr. Vandana Aggarwal attended RUSA sponsored Workshop on “Financing of Higher
Education” organized under the aegis of Department of Higher Education, Chandigarh
Administration at Post Graduate Govt. College for Girls on November 05, 2015. Dr. Vandana ia
also the Member State Resource Group of Biology constituted by State Project Director-cum-
DPI(S), Sarva Shiksha Abhiyan Society,UT, Chandigarh and Member State Resource Group for
training of SMDC members under RMSA for all secondary schools constituted by State Project
Director-cum-DPI(S),Rashtriya Madhyamik Shiksha Abhiyan, UT, Chandigarh.
Mrs. Atasi Sinhababu presented paper at 6th Chandigarh Social Science Congress”, Panjab
University, Chandigarh on February 25-26, 2016.
Visits by the faculty
Dr. Renu Verma acted as a judge in the painting competition at the District as well as national
level organized by Director, Human Resource Development, Bhakra Beas Management Board,
Chandigarh.
Dr. Jasvir Chahal was invited for a talk on the topic ‘Networking: Electronic & Social – The
New Age challenge to independent thinking’ at Department of Education, Panjab University on
March 11, 2016.
Dr. Anjali Puri acted as Resource person for the Course coordinators of SSA and delivered two
lectures on September 15 and 17, 2015 at GMSSS-22-A. Dr. Puri also acted as Resource person
for the students of Department of Educational Technology and Vocational Education, Panjab
University and delivered lecture titled, “Independent Thinking: Hallmark of a Healthy
Personality” on November 23, 2015
Dr. Anurag Sankhian and Dr. Punam Bansal acted as Subject Experts for the selection of
PRT/TGT Social Science and and PGT Biology respectively at DAV Public Senior Secondary
School, Mohali during April, 2015.
Dr. Sanjeev Kumar acted as resource person to deliver the lecture on Bloom’s Taxonomy at
Navodaya Vidayalaya Training Institute. Dr. Sheojee Singh contributed as a judge for the
International year of Light and Light related Technologies at Carmel Convent School during
November 2015.

Dr. Vandana Aggarwal visited Indo-Global Colleges, Abhipur for a PTU sponsored Faculty
Development Programme for Technical Teachers and delivered a lecture on Effective Teaching
and Learning.
Dr. Punam Bansal delivered a talk on undertaking Action Research to cluster resource
coordinators on October 13, 2014 under SSA at GMSS, Sector 10, Chandigarh.
Dr. Kusum acted as a resource person in One Day Training cum Workshop on Guidelines of
Ministry of Health & Family Welfare, Govt. of India organized on September 30, 2015 at
Chandigarh State AIDS Control Society, Chandigarh.
Curricular Contributions
Some of our faculty members are acting as guest faculty at RIMH, Sector 31 in their respective
teaching subjects. Various faculty members acted as subject experts for the revision of Panjab
University B.Ed. and M.Ed. curriculum for the session 2015-2016. Faculty members are also
engaged in the coaching classes for CTET course and Personal Contact Programme classes of
B.Ed. Correspondence course of Panjab University.
Academic Attainments
Out of faculty of twenty one, twenty are doctorate. Majority of our faculty members are acting
as supervisors for guiding M.Ed. and Ph.D. research work. Six students of Dr. Renu Verma
have been awarded Ph.D. One student of Dr. Sapna Nanda has also been awarded Ph.D.
degree.

Dr. Neelam Paul acted as Elected Member, P.U. Sports Executive Committee for session 2015-
16 and Chairperson of the eligibility committee for the smooth conduct of the All India Inter
University Netball (M&W) Championship at Panjab University from March 14-19, 2016. Dr.
Paul also acted as selector for selection of Volleyball teams (Men& Women) of Panjab
University for All India Intervarsity Competitions 2015-16. She also contributed her services as
an observer for Volleyball Inter College Competitions for Men & Women 2015-16.

Details of Academic Programmes like Seminars, Workshops, Training Programmes organized, during the previous academic session:
Seminars and Workshop
1. A RUSA Sponsored Seminar on Quality Concerns in Teacher Education was organized by the college under the initiative of Internal Quality Assurance Cell on 24-25 February, 2016.
2. RUSA sponsored workshops on Steps of Lesson Plan in the subjects of Social Sciences, Languages, Science, Mathematics, Home Science and Computer Science were held in the premises of the college on December 8, 2015 and February 26, 2016.
3. The College Placement Cell organized a one day talk on Personality Development on September 28, 2015.
4. One Day Symposium on Employment Opportunities for Teaching Professionals was
also organized under the RUSA grants.
Training Programmes
• Dr. Sheojee Singh attended NSS orientation programme for NSS programme officers
at Centre of Development and Communication, sector-38, Chandigarh in September
2015.
• Mr. Lilu Ram attended short term course for Assistant Professors grade III-IV
organized by UGC-HRDC, Panjab University, Chandigarh from September 22-28,
2015.
• Dr. Neelam Paul attended Refresher Course in Physical Education from Punjabi
University, Patiala from May 23, 2015 to June 13, 2015 and secured ‘A’ grade.

• Dr. Paul also attended RUSA sponsored seven days training workshop on Research
Methodology held under the aegis of Dept. of Higher Education, Chd. Admn.
organized by P.G.G.C.G- 42, Chd from November 28 to December 4, 2015. Details of events/Celebrations organized during the previous academic session: Regular activities
• One day NSS camp and Teachers’ Day Celebrations were held on September 4, 2015.
• NSS Executive body elections and 1 Day NSS Camp to Celebrate NSS Day with various
competitions and Cleanliness drive was organized in the campus on September 24, 2015.
• World AIDS Day was held with a rally flagged off by Director Higher Education,
Chandigarh Administration on December 1, 2015.
• One day Blood Donation camp was organized by NSS Unit and Red Ribbon Club of the
college on March 15, 2016.
Special Camp The NSS unit of the college organised a ‘Special Seven Day NSS Camp’ from September 28,
2015 to October 4, 2015. Following events took place in seven days:
• Camp was inaugurated on the 28th Sept. by the State Liaison Officer, Mr. Bikram Singh
Rana. Principal Dr. (Mrs.) Harsh Batra congratulated the volunteers for joining the camp
in a large number and wished them well for the seven days of meaningful learning
experiences during the camp.
• During the camp in seven days, the volunteers performed Yoga-asanas, Pranayams and
meditation in the morning under the guidance of Sh. Balwinder Acharya, a veteran Yoga
Expert from the tricity.
• The volunteers visited Govt. High School, Sector-52 (village Kajheri), Chandigarh and
undertook the survey regarding cleanliness measures to improve sanitation facilities in
this village school. They interacted with the students and imparted knowledge regarding
Swachcha Bharat Abhiyan and the need for pollution free environment and conservation
of natural resources. The volunteers also planned and executed campus beautification
drive and planted of 20 (twenty) herbal saplings in the school campus. The in-charge
teacher of the school Ms. Daljit Kaur appreciated the efforts of college NSS units for this
noble initiative and thanked the volunteers as well as NSS programme officers.

• Prof. S. K. Arya, Prof. of Ophthalmology and In-Charge Eye Bank, GMCH-Sector-32
Chandigarh delivered an awareness lecture on Eye Donation in the country. He
highlighted the importance of this noble cause and motivated the volunteers for taking
the pledge for eye donation.
• Heats of volleyball and indoor games took place in the evening where the volunteers
enjoyed the games.
• Prof. R. K. Dhiman, Head of the dept. of Hepatology and In-Charge, Organ Donation
Cell of PGIMER, Chandigarh delivered an awareness lecture on Organ Donation in the
country. He highlighted the importance of this noble cause and motivated the volunteers
for taking the pledge for organ donation.
• The volunteers also visited RIMH, Sector-31, and The Blind School, Sector-26 as well as
Old Age Home Sector-15 along with their teachers.
• Mr. Gurmit Singh, Chief Fire Officer of Fire Dept. along with Mr. Navin Kumar and the
team interacted with the students on fire safety and demonstrated the fire fighting
operations in action in the college premises.
• Prof. K.P.S Shante, Dean PGGCG-42 and head of the Dept. of Geography delivered a
motivational lecture and interacted with the volunteers inspiring them to work with
dedication for excellence in life. The volunteers also carried out cleanliness drive in the
college campus as part of the Rashtriya Swachchhata Abhiyana.
• Groups of volunteers went for door to door survey of Sector-29, Chandigarh regarding
the DBT (Direct Benefit Transfer) Scheme of the Government of India and the need for
Skill Based Vocational Courses of these households.
• Birth anniversaries of Gandhi ji and Sh. Lal Bahadur Shastri were celebrated on Oct.02,
by presentations of Bhajans and songs as well as a organizing a debate competition on
the theme ‘Relevance of Mahatma Gandhi and Lal Bahadur Shasrti for the youth of the
country in Modern Time’.
• The NSS volunteers along with their teachers Dr. Sheojee Singh and Dr. Nisha Singh
observed International Day of Non Violence through the presentations of volunteers and
a group discussion on the Concept and need of Non Violence in our day to day life.

• A special lecture cum interaction session was organized for the volunteers to make them
aware of traffic rules and road safety measures. The Chief Marshal (traffic) of
Chandigarh Traffic Police Mr. Gurnam Singh along with Mr. Naveen Kumar, Ms Pooja
and Mr. Paramjit Singh from the Chandigarh Traffic Police interacted with the
volunteers.
• The volunteers also discussed the possibilities and challenges in making India plastic free
thereby saving the environment from further degradation.
• Various cultural items with powerful social messages were presented by the volunteers in
the concluding session. Experiences were also shared and prizes for various events were
announced by the Chief Guest of the day, Dr. Anurag Sankhian.
• Chandigarh state AIDS Control Society organized Inter College Competition on International Youth Day on August 12
• Speech Competition on the theme Sadbhavna Divas was held in the College Hall on August 20, 2015.
• Poster making and Slogan writing Competition which was held in the College campus
on the theme: AIDS Awareness on November 26, 2015.
• Extension department of the college is actively working to enable the pupil teachers with
the developments and attributes of the present day society. Following are the details of
