Mentor-Protégé Programs Definition & Description

Mentor-Protégé programs are the Government’s answer to coaching/boot-strapping Small Businesses to be successful in the Federal & Military procurement – acquisition – contracting arena…achieved by encouraging large

businesses to partner w/ SB’s for 1-3 years – under a Federal Agency approved mentoring program (instruction/training/support)




Mentor-Protégé ProgramsAdvantages

Contract officers frequently disqualify bids primed by SB’s, that have a large business as the Tier One subcontractor performing the lion’s share of the scope-of-work. This type of disqualification is pursuant to the “Ostensible Subcontractor” provision in the FAR

However, when an SB submits a bid with its Mentor as the Tier One, it’s a 180 Degree difference – the contract officer (1) sees that the SB-large business team is “blessed”, e.g., pre-approved as a Mentor-Protégé team by the M-P Program host Agency; and (2) considers that his/her risk is minimized by the Mentor’s obligation to support the Protégé in performing the contract – with respect to all aspects of delivery, from quality assurance to professional assets/skill sets to financial back-up




Mentor-Protégé Programs Advantages

Encouragement for Large Business:* Able to legally bid on Small Business set-asides through its Protégé* Allowed to utilize Protégé for its own required subcontracting credits

* Strengthens a given proposal above & beyond typical teaming partners* Substantial PR & favoritism as Govt. wishes for MPP to be successful

Mentor-Protégé ProgramsDeveloping & Managing It

Accomplish the steps required to apply for & secure approval of a Defense Dept., Homeland Security or other agency Mentor-Protégé Program Agreement – with a Tier One Defense, Security, Energy, IT, Healthcare or other Contractor in the wider Government services sector.





This will involve:

(1) Familiarizing the prospective Protégé’s principals & business development managers on the specific process & required procedures & steps in developing a Federal Mentor-Protégé Application package of the "Mentoring Activities Plan" that must be contained and detailed in each Mentor-Protégé Agreement





(2) Representing & accompanying the SB firm’s principals if desired in meetings with the prospective Mentor firm(s)

(3) Advising the company on how to effectively coordinate/negotiate with the larger Prime Contractor in co-developing the joint Mentor-Protégé Agreement proposal

(4) Instruction on developing the particular training & instructional tracks, schedule of milestones/GANTT chart, and correlated budget elements





(5) Assisting in the technical writing, editing & submission of the Mentor-Protégé Program Application – so as to justify approval of the M-P Application by effectively emphasizing how the Protégé's service lines complement the Prime Contractor (Mentor)’s sales channels/distribution operations or other core competencies, & how the Prime as a Mentor will be able to leverage the SB into wider Govt. & Military markets

(6) Helping manage specific tracks of the approved, ongoing M-P Program, if required (metrics monitoring, periodic reporting requirements, adjustment/ expansion of credit or reimbursable agreement schedule elements – technology R&D, technical instruction/training, organizational development, cost estimating, marketing & sales, etc)
