• Start with pathfinder applications and agencies
• Design SOA to support pathfinder apps
• Provide IaaS to support the SOA and the pathfinder apps
• Make cloud portfolio available to all agencies
• Add capability to meet common requirements for new systems
• All business cases must consider the Government cloud option (and will usually pick it)
• Require all agencies to evaluate the case for migrating legacy systems to the cloud, or redeveloping them
