EC ACT-2001

• Energy Conservation Act – 2001 established Bureau of Energy Efficiency w.e.f 1st March, 2002

• Under Clause 15 (d) of the Act, state Govt. has been empowered to notify any agency as Designated Agency to Co-ordinate, regulate and enforce the provisions of this Act.

STANDARDS & LABELLING SCHEME

• It targets high-energy end use equipments and appliances to laydown energy performance standards

• The scheme is being implemented for ACs, Refrigerators, DTs,Motors, TFLs, Ceiling Fans, TVs, Electric Geysers, LPG Stove,Agricultural Pump sets

• The wider creation of energy efficient equipments is expected tosave 18 billion units per annum by 2011 which translates intoannual saving of electricity worth Rs 5,500 crores

• An avoided capacity addition of over 3000 MW during XI plan

more the energy use, more developed is the Nation

For any sustainable development programme, conservation

and efficient use of energy resources are of paramount

importance

One unit of energy saved at the consumption level avoids 2 to

3 times fresh capacity addition

Savings through efficient use of energy can be achieved at

less than one-fifth of the cost of fresh capacity creation

To give fillip to energy conservation measures, Govt. of India

enacted Energy Conservation Act – 2001

SAVE ENERGY PROGRAMME

Objective - To promote energy efficiency in different sectors by

providing technical and financial assistance for conducting energy

audit

Year of commencement – 1987-88

Status – Total 642 units have undertaken energy audits under this

program and energy savings worth Rs. 82 crores is achieved

STATE LEVEL ENERGY CONSERVATION AWARD

Objective – To Instituted state level award scheme

Year of commencement – 2003-04

Status – In the year of 2004 participating industries have saved Rs. 200

Crores energy bill. In the year 2011-12 energy bill worth Rs. 330 crores is

saved by participants.

Focus Area –Industries (Classified in eight sub-sectors), SME’s,

Commercial Buildings, Municipal Corporations/ Councils, ESCOs, Energy

Auditors, Individuals sectors MIDC, MJP, cooperative industries, Government

Building sector, Architects & Builders. This year as per decision of State EC

committee Industrial Associations, Transmission & distribution Companies

circles added as new categories.

ENERGY EFFICIENT STREET LIGHT PROGRAM

Objective - To provide the Energy Efficient Fittings for Street Lighting

in villages.

Year of commencement – 2007-08

Status – Upto March, 2013 programme was implemented in 1000

villages and saved the peak load demand of 1MW of street lighting.

Focus Area – Villages who participated in Sant Gadge Baba Gram

Swachhata Abhiyan etc.

WASTE HEAT RECOVERY PROGRAM

Objective – About 350 MW can be generated from Waste Heat

available in the Industries. To harness the Potential & Penetration of

technologies , Capacity Building of Sector a financial assistance upto

Rs. 1.00 Lacs is available to prepare DPR.

Year of commencement – 2007-08

Status – Upto March, 2011 total 8 units have participated in the

scheme and 7 eligible units have saved equivalent of 2.59 MW.

Focus Area – Industries , Govt./ semi Govt. Co-operative,

organizations.

Walk Through Energy Audit

Objective - To promote energy efficiency in small and medium enterprises

(SMEs) by providing technical and financial assistance for conducting walk

through energy audit

Year of commencement – 2009-10

Status

• Scheme launched for SMEs in the State.

• Technical Assistance: Prepared a panel of 50 Quality Energy Auditing

firms

• Financial Assistance: Subsidy @ Rs. 3000/- per unit (SME) for

undergoing walk through energy audit

Focus Area –Small and Medium Enterprises in the State.

DEMONSTRATION PROJECTS IN GOVERNMENT/ SEMI

GOVERNMENT/ URBAN LOCAL BODIES

• Specifically designed for implementation of energy conservation

demonstration projects and demonstration of energy conservation

technologies.

• MEDA will provide maximum financial assistance of Rs. 25.00 lakhs for

implementation of EC demonstration project in Government Building.

• MEDA will also provide necessary technical assistance for the project. The

technical assistance will be provided for conducting the detailed energy

audit of the building through MEDA empanelled energy audit consultant.

• Scheme focused on replacement of old/ inefficient equipments with

equipments based on latest technology.

• Use of Renewable energy based equipments and energy monitoring

devices shall also be promoted in the scheme.

• Financial assistance provided for Demonstration projects in 20 buildings till

October, 2013

Maharashtra Jeevan Pradhikaran.

• Specifically designed for improving energy efficiency of water

pumping and street lighting systems by installation of energy saving

devices and energy monitoring systems.

• MEDA will provide maximum financial assistance of Rs. 20.00 lakhs

for installation of energy saving devices in street lighting systems

and Rs. 5.00 lakhs for water pumping systems.

• MEDA will also provide necessary technical assistance for the

project.

• Financial assistance provided to 19 Municipal Corporations/

Councils/ MJP till March, 2013

SCHEME FOR CAPACITY BUILDING THROUGH

AWARENESS PROGRAMMES

• Scheme designed for capacity building through awareness programmes to

promote energy efficiency in different sectors.

• Workshops and training programmes will be promoted under this scheme.

• These programmes will be organized for various sectors such as Industrial,

Commercial Buildings etc and technical staff working with it, Engineers

working with Govt./ Semi-Govt., Architects etc.

• Main subjects for the programmes will be energy conservation, use of

energy efficient technologies, energy conservation building codes, Green

buildings, best practices sharing etc.

• Financial assistance will be given to college level, taluka level, district level

and state level programmes.

• Financial assistance will be given from Rs. 4500 to Rs. 50000/-.

• New buildings of Built –up Area of 2000 sq. mtrs & above

• New Buildings in plot area of 500 sq. mtrs & above.

Proposed Provisions

• Use of Energy Efficient technology such as CFL/T-5/T-8 FTL/ LED & Electronic

Ballasts for lighting purpose.

• All prescriptive requirements of ECBC requirements related to Lighting, HVAC.

• Use of minimum Four Star Label Ceiling fan, air conditioners, water pumps,

transformers etc.

• For External Lighting where external load is 500 Watt & above then 50 %

• Use of Solar Water Heating systems in all hotels, hospitals, hostels, guest

houses

• At least 50% of its design capacity shall be provided by SWH with necessary

electrical backup. (Exception: If heat recovery system is used for more than
