PROSPECTUS

FOR ADMISSION TO POST GRADUATE DEGREE COURSES IN

HOMOEOPATHY

[MD (Homoeo)] FOR THE YEAR 2017-18

Ref:- Information Bulletin for the All India Ayush Post Graduate Entrance Test(AIAPGET) 2017 for admission to MD/MS in Ayurveda, Unani, Siddha & Homoeopathy Courses for the 2017-18 Academic Session, published by the Ministry of Ayush, Government of india.

The following Post Graduate Courses in Homoeopathy are offered in the Government Homoeopathic Medical Colleges at Thiruvananthapuram and Kozhikode.

1. Title of Courses: M.D. (Hom.) Materia Medica

(Doctor of Medicine in Homoeopathy – Materia Medica) M.D. (Hom.) Homoeopathic Philosophy

(Doctor of Medicine in Homoeopathy –Homoeopathic Philosophy) M.D. (Hom.) Repertory

(Doctor of Medicine in Homoeopathy – Repertory)

2. Duration of Courses: Each Course shall be of 3 years duration including one year House job. Each course will be conducted under the supervision of the Department concerned.

3. University Affiliation:

The courses offered in the Government Homoeopathic Medical Colleges at Thiruvananthapuram and Kozhikode are affiliated to Kerala University of Health Sciences (KUHS) subject to the satisfaction of the Homoeopathy [Post Graduate Degree Course) [MD (Hom.)] CCH Regulations 1989, as amended in 2016. The Syllabus of the course will be as prescribed by the University as per direction of the Central Council of Homoeopathy and amendment if made by them. Withdrawal of affiliation by the University/CCH/AYUSH is subject to the satisfaction of the terms and conditions – M.D. (Homoeo) CCH Regulations 2016.

4 Mode of Admission/Eligibility for Admission:

4.a Educational Qualifications:-

Applicants who have qualified the AIAPGET 2017 and are seeking

admission to the three MD courses shall submit their applications online on the basis of Notification to be issued by the Commissioner of Entrance Examinations, Kerala. The Commissioner shall take necessary steps

to complete the allotment process, based on the eligibility criteria

detailed below, as per norms.

The eligibility criteria for AIAPGET2017 detailed under para 3 of the

Information Bulletin cited, will be applicable for applicants seeking admission on the basis of Notification issued by the Commissioner of Entrance Examinations, Kerala. The applicants should be in possession of BHMS/Graded BHMS degree/Provisional Pass BHMS Certificate recognized as per the provisions of HCC 1973 Act and possess permanent or provisional registration certificate of BHMS/Graded BHMS degree qualification issued by the CCH/State Board/Universities/Deemed Universities and have completed one year of internship before the

date of counselling. Recognition of the college and course by the University as well as Central Council of Homoeopathy must be essential for under graduate level.

Candidates found to be ineligible at any stage of AIAPGET 2017 will not

be permitted to appear in the counselling. Candidates who are completing their internship after counseling or are likely to complete after counseling are ineligible to participate in the admission process.

The dates indicated by candidates in regard to 12 months Compulsory

Rotatory Residential Internship ie. Starting date, completion date, shall be treated as final and candidates will be required to submit the original Compulsory Rotatory Residential Internship completion certificate at the time of counselling.

Since some of the Universities/Institutions are having regulations that

candidates who are already pursuing any PG course in their University or in another university are not eligible for admission till they complete the course. The candidates who are already pursuing PG courses either through All India Quota or State Quota and are applying for a seat under

All India Quota/State Quota shall confirm the eligibility conditions with the Kerala University of Health Sciences in this regard. MoA/AIIA/State Government/Principal and Controlling Officer/Commissioner of Entrance Examinations will not be responsible if such candidates are refused admission. Such candidates may opt for the subject and the college at their own risk and cost. The eligibility criteria will be as per CCH Regulations and notifications of Ministry of Ayush, Government of India.

Since as per Clause 1.1.4, the AIIA/MOA has no role in counselling, and

since the candidature for the entrance exam is purely provisional, and considering the fact that the authenticity of the documents have not been verified by the AIIA/MoA the qualified candidates attending the counselling sessions shall submit originals along with attested copies of all documents

4.b. Age: The candidates otherwise eligible for admission should not be

more than 45 years as on the first day of January of this year, subject to

relaxation to a maximum of five years in the case of SC/ST and to

Teachers of Homoeopathic Medical Colleges.

4.c. Nationality: Only Indian Citizens are eligible for admission to the Post Graduate courses.

4.d. Candidates claiming admission to various categories noted under second paragraph (Distribution of seats) under Clause 5, against items 5.2 to 5.7, have to produce necessary testimonials to prove their claim for the seats mentioned there under.

4.e. Claim for reservation under Scheduled Castes/Scheduled Tribes

Quota: 4.e.i. Candidates claiming reservation under Scheduled

Castes/Scheduled Tribes Quota(see the list given in Appendix 1

and 2) should obtain the caste/community certificate from the Tahsildar, in the proforma available along with the application form. SC/ST caste status of children of parents contracted inter-caste marriage will be subject to the orders /clarification issued in G.O.(MS)No.11/05/SCSTDD dt.22.3.2005, G.O.(MS)No.25/2005/ SCSTDD dated, 20.6.2005 and in addition to the Caste Certificate the following certificates should also be got recorded by the revenue official below the certificate. The Certificate is issued as per GO(MS) 11/ 2005/SC/ST DD dated : 22.03.2005.

Christian converts who have subsequently embraced Hinduism

should produce caste/community certificate in the proforma given in the application form. The following certificates should

also be got recorded by the Revenue Official, below the certificate “The certificate is issued after observing the guidelines issued in the Govt. Circular No. 18421/ E2/SCTDD dt. 15.12.1987”.

Community certificate from Tahsildar is to be submitted online at the time of application

4.e.ii. The applications for the reserved seats of Scheduled Castes/

Scheduled Tribes candidates which do not contain SC/ST certificate (community certificate) from the Tahsildar in the prescribed form provided along with the application will not be considered on any account for claiming community reservation against the seat reserved for SC/ST candidates (vide G.O.(MS)No.31/90/SCSTDD dt.25.05.1990). The community certificate should clearly specify that the candidate himself/herself (not the father or mother) belongs to the Scheduled Castes/Scheduled Tribes. The Community Certificates obtained earlier for other purposes will not be accepted. The candidates who are reconverted to Hinduism from Christianity of scheduled caste origin should produce community certificate from the Tahsildar concerned along with a copy of Gazette Notification regarding re-conversion.

4.e.iii. The claims for reservation under Scheduled Castes/Scheduled

Tribes quota will also be subject to verification and clearance by the Screening Committee constituted for the purpose by the Government vide G.O.(P) No.19/2002/SCSTDD dt.20.04.2002 and as authorized by Section 6 of the Kerala (Scheduled Castes/Scheduled Tribes) Regulation of Issue of Community Certificates Act, 1996 (Act 11 of 1996).

4.e.iv. The SC/ST claims in respect of those who have migrated from

one State to another will be subject to the provisions of G.O.(MS)No.10/86/ SCSTDD dt. 12.02.1986. Only the children of those who had migrated to this State before the promulgation of the Constitution (Scheduled Cates) Order 1950 and the Constitution (Scheduled Tribes) Order 1950 are allowed the benefit of reservation and who ordinarily reside in this State of Kerala. They must be able to prove this if required.

4.e.v. Warning: Those who produce false SC/ST Certificate for claiming

reservation under SC/ST quota shall be liable for the penalties stipulated in section 15 of the Act referred to in clause(3) above.

Candidates and their guardians who make such applications are warned that in addition to prosecution they will have to suffer the following consequences. In case the SC/ST certificate produced is found to be false and the candidate does not belong to any SC/ST communities, under section 16 of the Act “Benefits

secured on the basis of false community certificates will be

withdrawn”.

4.e.v.a. Whoever not being a person belonging to any of the Scheduled Castes or Scheduled Tribes secures admission in any educational institution against a seat reserved for such castes or tribes or secures any appointment in the Government, Government Undertakings, Local Authority or in any other Company or Corporation owned or controlled by the Government or in any aided institution against a post reserved for such castes or tribes or enjoys any other benefits intended exclusively for such castes or tribes by producing a false community certificate shall, on cancellation of the false community certificate, be removed by cancelling the irregular admission in the concerned educational institution, or as the case may be removed from the said service forthwith and any benefit enjoyed by him/her as aforesaid shall be withdrawn forthwith.

4.e.v.b. Any amount paid to such person by the Government or any other agency by way of scholarship, grant, allowance, stipend or any other financial benefit shall be recovered as if it is an arrears of public revenue due on land.

4.e.v.c. The P.G. Degree qualification acquired by such person after

securing admission in any educational institution on the basis of a false community certificate shall also stand cancelled on cancellation of the community certificate obtained by him.

4.f. Claim of OEC candidates against the un-availed seats of

SC/ST candidates:

The seats unavailed by the SC candidates will go to ST candidates and vice versa. The seats unavailed by both SC/ST candidates will go to the OEC category(See Appendix 3). OEC candidates should furnish Non-Creamy Layer Certificate obtained from the Village Officer concerned for the claim of unavailed seats of SC/ST candidates. The seats that till remain unavailed of, if any, will go to the General Merit Quota.

Also candidates belonging to the 30 Communities listed in Appendix 4 of the Prospects for admission to P.G(Homoeo) Course, whose family income is upto Rs.6 lakhs are eligible for educational Concession as per G.O(Rt) No.2319/15/H&FWD dated, 21.07.2015.

4.g SC/ST status of children of parents who contracted inter-caste

marriage will be subject to the orders/clarification issued in G.O(Ms) NO.11/05/SCSTDD dated 22.03.2005, G.O(Ms)No.25/05/SCSTDD dated 20.06.2005 and the judgment dated 10.08.2005 of the Full Bench of the Honourable High Court of Kerala in WP(C) No. 2483/2005 and connected cases. Their SC/ST claim will be subject to verification and clearance by the Screening Committee constituted by the Government vide G.O(P)No.19/2002/SCSTDD dated 20.04.2002. The application of such candidates for the reserved seats of SC/ST which do not contain Certificate from the Tahsildar(Appendix 5) concerned in the prescribed form provided along with the printout of the application will not be considered on any account. The Community Certificate should clearly specify that the candidate himself/herself (not the father/mother) belongs to the Scheduled Castes/Tribes. There is no separate reservation quota for the children born of inter caste married couples of whom one is a scheduled Caste or Scheduled Tribe.

4.h. Reservation under SEBC for children of inter-caste married

couples:

Children of inter-caste married couple with either the father or mother or both belonging to a community included in SEBC list(Appendix 6), are eligible for reservation under SEBC. Such candidates should furnish a Non- Creamy layer certificate specifying the community of the candidate from the Village Officer in the proforma available(Appendix 7) along with the printout of the application. Candidates with father and mother

belonging to different communities both of which are

included in the SEBC list, can avail communal reservation

under any one of the communities of their parents, to be

mentioned by the candidate in the relevant column of the

online application. (For example, a candidate born out of

inter-caste marriage between an Ezhava and a Muslim can

claim the reservation benefits applicable either to Ezhava or

Muslim only and not against both). The claim made in the online Application will be final and cannot be changed subsequently.

NOTE : The seats are subject to the final approval of CCH and department of

AYUSH as per the latest PG Regulations of 2016. Though there are 36 seats totally allotted to the two Government Homoeopathic Colleges, at Thiruvananthapuram and Kozhikkode, as per Annexure to the Bulletin cited, only 35 are offered due to administrative reasons. So there will be variation in the total number of seats and distribution of seats subject to decision of CCH, KUHS, Department of AYUSH, Government of India and State Government.

Distribution of seats:

Distribution of seats will be regulated as below:-

i) 20 seats will be in the merit quota, out of which, 3 seats will be in the All India Merit Quota (open to all Indian citizens) and the rest(17 seats) will be in the State Merit Quota open to only candidates of Kerala origin or candidates passing out from the Homoeopathic Medical Colleges in Kerala.

ii) Community Reservation/Special Reservation will be provided as follows: 3 seats for SC, 1 seat for ST, 3 seats for SEBC, 1 seat for PD (Physically Disabled) candidate. The Criteria/conditions applicable for PG Medical Course will be adopted for the above categories.

5.1 All India General Merit: (AIGM)

Since no guidelines have been issued regarding the distribution of

seats among the AIGM and KGM, as per the Information Bulletin

under reference, three (3) seats are reserved for this quota. Candidates all over India including the candidates from Kerala can get admission to this quota on the basis of the rank obtained. The 3 seats will be distributed among the three subjects as follows:-

a. Materia Medica – 1. b. Homoeopathic Philosophy – 1 c. Repertory – 1

Those candidates included in other reservation lists (KGM,

SC/ST/SEBC, PD) with higher rank who are eligible for admission under AIGM can opt for the subject and college available under other categories (KGM, SC/ST/SEBC/PD). Such vacancies under AIGM will be filled from the next rank holders in the All India General Merit List. Commissioner for Entrance

Examinations will prepare separate rank lists for AIGM, KGM, SC/ST/OEC/SEBC and PD candidates.

5.2. Kerala General Merit: (KGM)

Seventeen(17) seats are reserved for Kerala General Merit quota. The17 seats will be distributed among the three subjects as follows:-

a. Materia Medica – 7 b. Homoeopathic Philosophy – 5 c. Repertory – 5.

To prove nativity the applicants should have satisfied any of the following conditions.

i) Indian citizen of Kerala origin ii) Have passed BHMS from any of the Homoeopathic Medical

Colleges in Kerala.

5.3. a & b Reservation of seats among SC/ST candidates:

The reservation of seats for SC/ST candidates will be based on their ranks obtained in the entrance examination. The choice of subject and college will be strictly according to rank. Total 3 seats are reserved for SC candidates. One seat each for Materia Medica, Homoeopathic Philosophy & Repertory. If a vacancy occurs due to the non-joining of a Scheduled Caste candidate, the same will be filled up by the Scheduled Caste candidate in the wait list. The same is applicable to the vacancies caused due to the non-joining of a Scheduled Tribe candidate. There is one seat reserved for ST candidate- in Repertory.

If there are no candidates in the waiting list of Scheduled Tribe

candidates, such vacancy due to the non-joining of a Scheduled Tribe candidate will go to the Scheduled Caste candidate and vice versa. If there are no candidates in the wait list of either of the category, the same will be filled by the eligible candidates from Other Eligible Communities (OEC). Commissioner for Entrance Examinations will prepare separate list of OEC candidates in this regard.

5.4.a. Reservation of seats among Teachers working in Aided

Homoeopathic Medical Colleges; in Kerala. Three (3) seats reserved for the teachers working in the Aided

Homoeopathic Medical Colleges. One seat in Homoeopathic Philosophy is allotted to Dr.Padiar Memorial Homoeopathic Medical College, Chottanikkara, Ernakulam and one seat in Materia Medica is allotted to ANSS Homoeopathic Medical College, Kottayam and one

seat in Repertory is allotted to Shree Vidyadhiraja Homoeopathic Medical College, Nemom, Thiruvananthapuram.

Note:- Option of the subject will be allowed only for the teachers of

concerned subject. They will have to qualify the AIAPGET 2017 and

rank list will be prepared strictly on the basis of seniority in service

and declaration of probation. If there are no sufficient applicants in

the concerned subject, the teachers who have taken other subjects

where there is no P.G can opt for the above seats. In case no qualified

candidates are available from the above two categories in a college,

the seats will go to Kerala General Merit.

5.4.b. Reservation of seats among teachers working in Govt.

Homoeopathic Medical Colleges in Kerala.

Three (3) seats reserved for the teachers working in Govt. Homoeopathic Medical Colleges. One seat each in Homoeopathic Philosophy, Materia Medica & Repertory.

Note:- Option of the subject will be allowed only for the teachers of

concerned subject. They will have to qualify the AIAPGET 2017 and

rank list will be prepared strictly on the basis of seniority in service

and declaration of probation. If there are no sufficient applicants in

the concerned subject, the teachers who have taken other subjects

where there is no P.G can opt for the above seats. In case no qualified

candidates are available from the above two categories in a college,

the seat will go to Kerala General Merit.

5.4.c. The candidates who discontinued the course after joining in teacher’s quota from both Aided and Government Colleges & RSQ will not be considered for admission to P.G course under teachers/service quota. The candidates who have completed PG course under Teachers quota and Rural Service quota earlier will not be eligible for selection under these quota for a second time. Only teaching staff whose probation is

declared are eligible for admission against the seat reserved for

teaching staff.

5.5 Reservation of Seats among Rural Service Candidates:

One seat will be set apart for the Doctors who served in rural areas as per CCH norms. One seat in the subject of Homoeopathic Philosophy is reserved for Rural Service Quota for Medical Officers who have

worked in rural areas, having a minimum period of 2 years physical

service (having not availed any leave other than C.L.).

The candidate will physically work in the department for a continuous period of seven years after passing the examination, out of which four years service will be in rural area. The period of seven years may be extended, proportional to the length of service.

In lieu of that he/she will pay Rs. 2 lakh with 15% annual interest to Government as compensation for the facilities made to him/her by Government. There will be two sureties of persons with financial standing. He/She will not be entitled for any Leave Without Allowances or other similar long leave during this period, except leave for higher studies in the same speciality/super speciality. In the case of leave sanctioned for study purpose during the terms of the bond period of seven years, the corresponding leave availed period will be extended as obligatory service.

In the event of non-completion of the course & failure in the acquisition of PG Course, he/she shall refund the entire amount of Rs. 2 lakhs with 15% interest thereof per annum in lump, within 30 days from the date of receipt of notice from the Director of Homoeopathy. In the event of failure of the bounden to refund the amount, the surety bounden are liable to pay the amount in full or in proportion to equal amount. If that also fails, within the next 30 days , revenue recovery proceedings/civil suit will be initiated against the bounden and bounden’s kith and kin(ie father, mother, wife and children).

During the entire period of obligatory contract period of service, only

earned leave not exceeding two months at a time can be availed and allowed. If any other type of leave is availed under circumstances beyond human control that period of seven years may be extended to that extend. During this period no leave without allowance for taking employment abroad/within India will be allowed and availed. If he/she fails to observe these conditions and discontinues in the department the procedure for recovery of the entire salary will be initiated.

The candidate shall not accept any lumpsum grant/scholarship training

allowance during the course of the study term. In the case of demise of the doctor, Government will take suitable decision at appropriate time.

5.5 (a) Weightage for Rural Service Candidates

In the case of candidates seeking admission under Rural Service Quota, apart from the seniority in service, weightage will be given

for the period of service rendered by them in rural areas. For each year of rural service 10% of the marks secured for the AIAPGET – 2017 will be given as incentive subject to a maximum of 30% of the marks obtained.

Note:- The following points are to be noted in the case of service

candidates seeking admission through the Service quota mentioned

at Sl No.s 5.4 a & b and 5.5.

a. They should have qualified the AIAPGET 2017.

b. Their probation should have been declared.

c. They should submit the application online to the Commissioner

of Entrance Examinations and furnish printout of the application

along with attested copies of the documents submitted online, to

the Principal and Controlling Officer, Government

Homoeopathic Medical College, Thiruvananthapuram, on or

before the last date for submitting online applications which will

be notified by the CEE, for verification and assessment of

seniority.

d. Applicants under Category 5.4 a & b should submit a Certificate

detailing their work experience from the Head of the

Insitution/Director of Homoeopathy, as is applicable, to the

Principal and Controlling Officer, Government Homoeopathic

Medical College, Thiruvananthapuram, along with the printout

of the application.

e. For Category 5.5(Rural Service Quota), applicants should submit

a Certificate detailing their work experience from the Director of

Homoeopathy, specifically mentioning the period of service

rendered by them in rural areas, to the Principal and Controlling

Officer, Government Homoeopathic Medical College,

Thiruvananthapuram, along with the printout of the application.

f. The Principal and Controlling Officer shall verify the documents

and furnish a list, applying the criteria mentioned above, to the

Commissioner of Entrance Examinations, Kerala, to facilitate

preparation of rank list for these categories.

g. If seats reserved for this quota fall vacant on account of non-

availability of candidates who meet the above criteria, the same

will go to Kerala General Merit.

5.6. Reservation for Socially and Educationally Backward Classes (SEBC)

The percentage of break up of seats as per the SEBC reservation is as follows: ** 1) Ezhava – 3%, 2) Muslim – 2%, 3) Other backward Hindu – 1%, 4) Latin Catholic– other than Anglo Indians - 1% (LC), 5) Other backward Christian (BX) 1%, 6) Kudumbi 1%. Reservation to the Socially and Educationally Backward Classes (Appendix 6) will be in accordance with the provisions contained in GO(P)208/66/Edn. Dated 2-5-1966, GO(MS)No.95/08/SCSTDD dated 6-10-2008 and as amended from time to time, GO(MS)304/2006/RD dated 28-10-2006, GO(Rt)621/93/H&FWD dated 12-03-1993 and any other Govt orders /circulars issued in this regard will be applicable. Since only 3 seats are available for this year, the same should be given to the last three communities mentioned above and next year 3 seats will be allotted to the first three communities in accordance with their eligibility. If there are no eligible candidates in the above communities such seats will be allotted to next community on rotation basis.

5.7. Reservation for Physically Disabled Candidates ((PD) Candidates) Eligibility criteria for Physically Disabled applicants are as follows:-

1. The visually handicapped and hearing disabled are not eligible for admission.

2. Candidates with locomotory disability between 40% and 70% would be allowed the benefit of admission under disability.

3. An attested copy of the certificate of disability from the District Medical Board certifying the degree of percentage of disability issued not earlier than 3 months prior to the submission of application has to be attached with the application form.

4. There will be another medical board constituted by Government to assess the fitness of the candidates to undergo the course prior to the admission. The committee will have the power to review the certificates issued by the District Medical Boards. The Commissioner for Entrance Examinations will publish the merit list of these candidates. However the inclusion in this rank list is strictly provisional. The selection of candidates under this category will be based on merit in the Entrance Examination and Physical suitability and not on the basis of degree of disability.

“In case no qualified candidate is available under this quota, the seat will go to Kerala General Merit”.

This year one seat is allowed to Physically Disabled candidates in

the subject Homoeopathic Philosophy.

In the event of any seat(s) falling vacant under any category, on

account of non-availability of eligible candidates, such seat(s)

shall be filled up with eligible candidates from the list of Kerala

General Merit.

The seats referred under items against 5.2 to 5.7 of this clause are

exclusively reserved for the candidates belonging to State of Kerala origin.

All the candidates undergoing PG degree course are not

permitted to engage in private practice.

6. How to Apply for the Admission

6.1 All candidates seeking admission to the course should apply online through the website www.cee.kerala.gov.in of the Commissioner for Entrance Examinations.

6.2 Applications can be submitted in online mode only, and all the supporting documents are to be uploaded only. The Application forms and Prospectus will not be available from any of the Homoeo Colleges or from the Office of the Commissioner for Entrance Examination.

6.3 Application Fee

A candidate who does’nt belong to SC/ST communities will be treated as “General Candidate” for the collection of application fee. The application fee for all candidates will be as follows :

General candidates including Service Candidates. : Rs. 900/-

SC /ST candidates : Rs. 450/-

Application fee once paid will not be refunded under any circumstances.

6.3.1 Procedure for applying online - Five steps

There are 5 steps for the online submission of application and all the steps are mandatory. Candidates should complete all steps and the candidates are

advised to keep a softcopy or printout of the application for future

reference. For the online submission of application, candidate has to visit the website www.cee.kerala.gov.in where he/she can find the link “ PG

Homoeo 2017- - Online Application”.

6.3.2 Step 1: Registration

This is a onetime online process during which the candidates will get a system generated ‘Application Number’. The candidates should give necessary basic data and create a strong password during the registration process.

Candidates are advised to create a strong, unique password. The requirements of a strong password are:

a minimum length of 8 characters a minimum of one alphabet character [a-z or A-Z]

a minimum of one number (0-9)

a minimum of one symbol [! @ # $ % ^ & * ]

6.3.3. Step 2: Fill Application

All the basic information required for processing your application are to be filled in at this stage. Before filling the details, please read the Prospectus carefully.

During the filling up of application, frequently click ‘save’ button available in the home page to protect your data.

The data provided here will be used for processing the application. Any mistake in filling this page or providing false/incomplete/wrong information will affect the candidate’s eligibility for admission or claim for reservation under any category. It is obligatory that the candidate fill all the mandatory fields in the application.

Candidates should take utmost care while filling the Online

Application. Applicant should ensure that the data provided are

correct before proceeding to next step.

Final Submission of Application

If the candidate is sure that the information provided in step 2 are correct, click the link ‘Final Submission’.

Note: - No modification will be possible after the Final submission.

Don’t use a shared password or disclose the password to others. Be informed that the application number and password will be required till the end of the admission process for accessing all the online facilities related to PG Homoeo 2017.

6.3.4. Step 3: Pay Application Fee

The application fee for all candidates will be as follows :

General candidates including Service Candidates : Rs. 900/-

SC/ST : Rs. 450/-

Two payment methods are available for remitting the application fee.

• Online Payment

• e-Challan

Online Payment:

The Application fee can be paid through the online payment gateway. Those having an Internet banking, Credit card or Debit card can make use of this facility. Candidates availing this facility should read and follow each of the instructions given in the website carefully in order to ensure that the payment is successful. On successful payment, the candidate will be guided back to the home page wherein he/she will find the ‘Payment’ tab at the top turned green and can proceed to uploading of photograph, signature and supporting documents. If the payment transaction was unsuccessful, a message to that effect will be displayed on the screen and the candidate would be guided back to the homepage. On the other hand, if the candidate fails to receive the final confirmation (success or failure) message and is uncertain about the outcome of the transaction, due to communication failure or otherwise, he/she can re-login to the home page and inspect the ‘Pay Application Fee’ tab at the top to see if it’s green or not. If it has not turned green, the payment has not succeeded and the candidate may try for online payment afresh or resort to the e-Challan payment mode. If the candidate’s account is debited for an unsuccessful transaction, the amount will be reverted to his/her account within five working days.

e-Challan Payment (Post Office):

If the mode of payment selected is e-Challan, the applicant needs to take printout of e-Challan by clicking the link ‘Print e-Challan’. Payment can be made in cash at any of the Head and Sub Post Offices in Kerala. The e-Challan should be handed over to post office counter along with the required cash.

The post office’s official will make necessary entries both in their online portal and e-Challan form. The counterfoil of the e-Challan must be collected back from the post office official. It must be ensured that the official has recorded the Transactiion ID pertaining to the payment on the counter foil of the e-Challan and put the office stamp and his/her initials at the designated places on the counterfoil. If the payment was successful, the ‘Pay Application Fee’ tab in the candidate’s home page turns green.

Candidates are advised to login to the website and examine the ‘Pay

Application Fee’ tab to make sure that the fee payment status has been updated by the post office official. If the payment tab has not turned green, the candidate should immediately contact the concerned post office and get the payment status updated.

The list of Post Offices for collecting application fee is published in the web site.

6.3.5 Step 4: Upload Photograph, Signature and Documents / Certificates:

Upload Photograph of Candidate

• A studio generated soft copy of latest passport size color photograph with light coloured background in jpeg format between 10 kb to 30 kb of size and resolution 150 x 200 pixels is to be used for uploading.

• The photograph should not be taken with the candidate wearing Cap or Goggles. Spectacles are allowed if being used regularly. POLAROID and COMPUTER /MOBILE-PHONE generated photos are not acceptable.

Upload Signature of Candidate

• On a plain white sheet, the candidate should put his/her signature with black/blue ink.

• Scan this signature and crop around the signature. Do not scan the full sheet. Scanned image file should be in jpg format. (Jpeg)

• Dimensions of the image of signature must be 150 pixels width and 100 pixels height.

• File size should be below 30 KB.

• Scanned image of signature must be clear and complete

Upload Documents/Certificates

• All necessary certificates/documents to be uploaded should be in PDF format

• File size of each document/certificate should not exceed 300 KB.

• The scanned images should be of the original documents/certificates and should be clear enough to read.

Read before uploading documents/Certificates

• The Originals of the uploaded documents should be furnished before the admitting authority as and when required.

• The uploaded documents will be verified with the original documents by the admitting authority and the documents will be accepted only after this verification.

• It is the responsibility of the candidate to ensure the correctness and clarity of the documents uploaded.

• Uploading of any false or bogus documents may lead to disqualification of the candidacy.

6.3.6 Certificates / Documents to be uploaded in the Online Application.

i. The relevant page of the SSLC or other authentic school record to

prove Date of Birth. ii. Certificate to prove Nativity from a Revenue Officer not below the

rank of Tahsildar and Certificate of Region of Education.(Appendix 9

and 10) iii. Certificate showing the fact that the candidate belongs to the

Scheduled Caste/Scheduled Tribe/OEC/SEBC issued by a Competent Officer from Revenue Department.

iv. Certificates to prove educational qualifications in Homoeopathy with self attested copies of their mark lists.

v. Registration Certificate issued by the respective State Medical Council/Central Council of Homoeopathy.(If the applicants do not possess the Registration Certificate, they shall produce the CRRI certificate at the time of admission)

vi. A Certificate from the Head of the Department/Institution to show that the candidate is working in such Department/Institution .

vii. A No Objection Certificate furnished by the Head of Department/Institution in the case of employees.

viii. An attested copy of the certificate of disability from the District Medical Board certifying the degree of percentage of disability issued not earlier than 3 months prior to the submission of application has to be attached with the application form.

ix. Candidates belonging to SEBC and OEC have to produce Non-Creamy Layer Certificate for their category claims.

x. Migration certificate, if applicable xi. Intercaste marriage certificate, if applicable

xii. Any other documents mentioned in the Notification of the Commissioner for Entrance Examinations

The Originals of all the uploaded documents will have to

be furnished before the admitting authority at the time of allotment / admission.

6.3.7 Step 5: Print Application

After completing the uploading of all necessary certificates/documents, candidates can take a printout of the application and the uploaded documents by clicking on the link ‘Print Application’. Candidates are advised to keep a soft copy or printout of the application for future reference. Printout of application or any supporting document should not be sent to the office of the Commissioner for Entrance Examinations.

OF THE COMMISSIONER FOR ENTRANCE EXAMINATIONS

6.3.8 Documents to be furnished before the admitting authority

Candidates should produce all the required Original Documents at the time of admission.

• Originals of all the uploaded documents/certificates.

• Any other certificates/documents required to be furnished as per

the prospectus/notifications/allotment memo.

• Transfer Certificate.

6.3.9 Important Note : a) Documents or certificates furnished after the submission of online

Application will not be entertained under any circumstance *. b) No opportunity will be given to incorporate any details after the online

submission of the application *. *Refer to the ruling of the Honorable High Court of Kerala in 1995(2) KLT 629, 1999(2) KLJ836 and 1999(3) KLT 773.

7. Ranklist and Category List:-

The Commissioner for Entrance Examination, Kerala will prepare and publish the rank list and category lists of candidates qualified in AIAPGET-2017and who satisfy the eligibility conditions as laid down in the prospectus.The rank list will be made available in the website www.cee-kerala.org. The selection under general merit quota and SC/ST/SEBC/PD/Service quota/Rural Service will be purely on the basis of the rank list and category list prepared by the Commissioner for Entrance Examinations, Kerala.

8. Centralised Allotment Process (CAP) and Online Submission of Options :-

The Commissioner of Entrance Examinations Kerala shall conduct a Centralised Allotment Process (CAP) which will be done online to give allotments to the Homoeopathy PG Degree courses under General Quota. Candidates will be allowed to exercise their option for individual specialties/colleges as per their ranks. The allotment of courses/colleges for the General Merit and reservation categories will be strictly in accordance with the Merit list and Category lists mentioned above. The number of Centralized Allotment Process and spot allotment will be as prescribed by the Supreme Court and Government of India from time to time.

8-1 General Merit Quota

8-1.1 The allotment to all the courses for all categories will be made through a Centralized Allotment Process which is a Single Window System (SWS) of Allotment to give allotments to the PG Medical seats in the Homoeopathic Medical Colleges based on the options submitted online by the candidates who have been included in the Rank list prepared by the CEE based on the results of the AIAPGET-2017 examination. The Centralized Allotment is a simple and transparent process of allotment to the courses and it gives the candidate opportunity to exercise his/her options for colleges of his/her choice conveniently in the order of his/her preference considering all those available to be chosen from. The allotments will be strictly based on the options exercised, the rank obtained and eligible reservations of the candidate. Candidates should register options only to those courses and colleges which they are sure to join on allotment. If the candidate fails to remit fee/join the college, he/she will not be eligible for any further allotment to any course/college.

8-1.2 The Single Window System of Admission for the state quota seats of

PG (Homoeopathy) Courses 2017-18 will be done by the Commissioner for Entrance Examination (CEE), Kerala, with the technical support of the National Informatics Centre (NIC).

8-1.3 The Courses and the Seats in the Medical Colleges to be allotted by

the Commissioner for Entrance Examinations will be included in the SWS and will be done as per the provisions of allotment.

8-1.4 Candidate to register options: Options can be registered only

through the website, www.cee.kerala.gov.in. Candidates included in the Rank list of AIAPGET-2017 will have to register their options in the ‘Home Page’ of the candidate through the website within the stipulated time. Candidates can access this website and follow the instructions given therein to register their options for courses and colleges. Options submitted to the CEE by Fax, email, Post, Hand delivery etc., will not be processed or considered on any account for allotment of seats.

8-1.5 Time schedule for registering options: The facility for registering

of options will be available only during the period specified in the notifications to be issued by the CEE. Wide publicity will be given through electronic and print media regarding the schedule and related matters. The facility will be withdrawn once the time period is over and candidate will not have access to this facility after the specified time. A candidate, not registering his/her options as per

the time schedule announced, will not be considered for allotments against any of the seats available then, even if his/her is included in the Rank List. No extension of time for Registering Options will be granted under any circumstances.

8-1.6 Eligibility for registering options: Only those candidates included

in the Rank list of AIAPGET-2017 are eligible to register their options online. Moreover, the candidates registering their options should satisfy all the eligibility conditions as per Clause 4 of the Prospectus for Admission to Post-Graduate Degree Courses in Homoeopathy– 2017.

Principal/Head of the Institution will be personally responsible for

verification of eligibility conditions as prescribed in the Prospectus, when the candidate reports for admission. Only those candidates who are found to be qualified as prescribed shall be admitted to the college/institution irrespective of the fact that he/she has an allotment through the SWS.

8-1.7 Essentials for registering options: In order to register the options on the website each candidates should have particulars such as Roll

Number, Application Number , Key Number and Password assigned to them for NEET PG-2017. Key Number will be provided to all candidates who are eligible to register options. The candidates should not disclose their Key Number or Password to any other person/persons which may lead to the misuse, for which the CEE/Government will not be responsible. (All these numbers are candidate specific and hence are available only to the candidate). The candidate must also have access to internet facility. The candidate should follow the procedure given below (11.1.9 - 11.1.15) for registering options:

8-1.8 Accessing the website: The candidate can access the website

www.cee.kerala.gov.in from any computer having internet facility. The platform can be Windows-based or Linux-based and browser can be Internet Explorer or Mozilla Firefox (version 7 and above)

8-1.9 Logging on to the Candidate's Home page: The candidate can log

on to his/her home page by entering the details (i.e. Roll number,

Application number, Key number and Password) correctly. The Roll number of the candidate is a five-digit Number allotted to the candidate. Application number of the candidate is a seven-digit number assigned to the applicant while he/she submits the online application to CEE for the PG (Homoeopathy) Courses 2017-18.

If the system finds that the one who has requested for ‘login’ is genuine, the candidate will be directed to his/her ‘Home page’. If

any discrepancy is observed by the system on these numbers, the candidate will not be permitted to proceed further in which case the candidate may recheck the entries made or contact the Office of the Commissioner for Entrance Examinations for further instructions.

8-1.10 Courses and Colleges available for registering options: The list of Courses and Colleges for allotments through the SWS will be available in the Home page of the candidate. The ‘College List’ link when clicked will show all the Colleges and their three-letter codes. A candidate may examine this list further to see the courses and the number of seats for each category in these colleges by clicking on the College Code. An overall idea of the Colleges and their Codes will help the candidate to register his/her options without any difficulty.

8-1.11 How to register options in his/her Home Page: By entering the

option number for a course-college combination the candidate can fix his/her preference numbers for the course-college combinations displayed in the Home Page. Here all the eligible options of the candidate will be displayed course-wise and the candidate is expected to enter his/her preference number for a particular combination.

8-1.12 Registering of the Options and saving/revising the Options registered: All eligible options of the candidate will be displayed on the Home Page. The candidate may follow the directions given therein to register the options. The data entered may be saved regularly by clicking the ‘Save’ button, so that the data already entered is not lost due to unexpected reasons. The candidate should enter only those options in which he/she is interested. Candidates should also note that he/she will be considered for allotment only to those courses/colleges opted by him/her. So, a candidate who has not opted for a college will not be considered for allotment to that college. Existing options, registered by the candidate and available in the Home Page, can be cancelled by entering the number '0' against that particular option to be cancelled and by clicking the 'Update' button. All options registered by the candidate will be processed. If a candidate gets allotted to a particular seat, based on his/her option, he/she is bound to accept it, failing which, he/she will lose that allotment as well as his/her claims for any seat in any college. Such candidates will not be eligible for any further online allotment in any college.

8-1.13 Option Work Sheet facility: If a candidate experiences any

difficulty in entering the data directly, he/she may first take a printout of the work sheet showing all the options he/she is eligible

for, by clicking on the ‘OPTION WORKSHEET’ link on the page. The desired entries may be made on this work sheet and the same may be used for registering the options in the website. The preference numbers may be fixed using this work sheet and the data may be entered in the system subsequently. A candidate has the facility to modify or rearrange his/her earlier options before the last date and time fixed.

8-1.14 Viewing and Printing of the Option List based on the options

registered: Once the candidate completes the option entry, he/she can view his/her options by clicking on the link provided. An option list will be generated and the candidate can take a printout of the same and keep it for future reference. If the candidate wants to change his/her options already registered, he/she may revise the options as desired and ensure that the option list has come as per his/her preferences.

8-1.15 Loging off from the Home page: Once the candidate is satisfied

with the options registered, he/she should ‘Log off’ the system by c licking on "logout" link. The process of ‘Registration of Options’ is complete when the candidate logs off. This action is compulsory for preventing the misuse of his/her Home Page by others.

8-1.16 Processing of Options and Allotment: 8-1.16(1) Allotment Schedule and Allotment Memo: After the period

earmarked for registering options, the options will be processed and the allotment for all courses will be published on the website, www.cee.kerala.gov.in, on the date notified by the CEE. The printout of the allotment memo can be taken from the website. The details of the course and college to which the candidate is allotted and the fees to be remitted for the course allotted will be shown in the allotment memo. The schedule of allotment will be notified separately. Necessary notification will be issued by the CEE.

8-1.16(2) Remittance of Fee: The prescribed tuition fee for the course will

have to be remitted by the candidate by online payment or to the CEE Account in specified branches of State Bank of Indiato be notified by the CEE, as per the time schedule prescribed. After the candidate remits the fee in the first allotment, a fee receipt will be issued by the bank as token of allotment and remittance of fee.

Those candidates who do not remit the fee on or before the date

prescribed for the same will lose their allotment as well as the eligibility for further online allotments. The second allotment will be published on the date specified. Candidates who have not received any allotment in the first allotment and who have received

an allotment in the second allotment will have to remit the prescribed fee for the course allotted. If a candidate has a different allotment than the one received in the first allotment, the fee for which is higher than that remitted as per the first allotment, he/she will have to remit the difference in fee. The amount to be remitted in this manner will be shown in the allotment memo of the candidate. If the fee for the course allotted in the second allotment is less than or same as the fee remitted as per the first allotment, no further remittance is to be made by the candidate. The same process will be repeated in the subsequent allotments.

8-1.16(3) Admission to all courses: Candidates allotted to courses, and

who remit the fee as prescribed, should take admission in the college allotted as per the schedule prescribed by the CEE. Candidates who do not take admission will lose their allotment as well as the claims for further allotments. No extension of time for reporting to the college will be granted under any circumstances. The candidates are liable to pay admission fee as prescribed by the University concerned at the time of admission.

8-1.16(4) Confirmation of required Options/ Cancellation of unwanted

options/Rearrangement of higher order options before each

allotment: Online facility for Confirmation/ Cancellation/ Re-arrangement of

Higher order option will be active for a stipulated period of time leading to each phase of CAP subsequent to the initial phase. A candidate who does not visit his/her home page and confirms the higher order option by clicking the confirm button available on his/her homepage will be excluded from the next phase of allotment. Candidates who have not got allotment in the previous allotment phases as well as those who have remitted the fees as per each allotment within the prescribed time limit may have the facility to cancel/alter the priority of their higher order options in the list of options registered by them before the next allotment, if notified by the CEE. This facility will be activated in the ‘Home Page’ of the candidates on the dates notified.

8-1.16(5) After each allotment, the options below the ‘allotted one’ of the candidate will automatically be removed from the option list of the candidate. For example, if a candidate had registered 10 options in all, and if he/she is allotted his/her 5th option, all options from 6 to 10 will be removed from the option list. Since the 5th option is the allotted one, it will not be seen in the option list. Options from 1 to

4 only will remain valid and will be considered for future allotments.

8-1.16(6) If a candidate is satisfied with an allotment and does not want to

be considered against his/her remaining options, he/she will have the facility to cancel all the remaining options. He/she may also cancel specific options among the remaining options as per his/her desire. The candidate will also have the facility to alter the priority of the remaining options. But the candidate will not be permitted to register any fresh options to the existing ones.

8-1.16(7) The facility for cancellation/deletion/alteration will be available as

notified, after which the facility will be withdrawn. A candidate retaining all or any of the option after each allotment is bound to accept the next allotment, if any, given to him/her. If the candidate fails to accept the allotment, he/she will lose all the allotments/admission and will not be considered for any further online allotments to any course or college.

8-1.17 Further Allotments: Details regarding further allotments after the

first allotment will be notified by the Commissioner for Entrance Examinations. Additional seats, if any, added/sanctioned during the validity period of the rank list will be filled in the final CAP on the basis of rank.

8-1.18 Spot Allotment: This does not form the part of CAP. On the Spot

allotment/admission for filling up the remaining vacant seats alone, if any, may be conducted after the completion of the online allotment process. A candidate who figures in the Rank list/Category lists prepared as per the Prospectus for Admission to PG (Homoeopathy) Courses-2017-18 but not joined under All India Quota seats, and those who are in the rank list of the CEE but did not find a place in the allotment list during the admission process alone is entitled to attend the Spot allotment/admission process. Candidates who have obtained admission in Government merit seats for a course in any of the Government Homoeopathic Medical colleges shall not be eligible to participate in the Spot Allotment for the same subject in other Government Homoeopathic Medical colleges

Candidates already holding a PG seat can participate in the

spot allotment only after surrender of the seat held by them on

or before the date prescribed by a notification to be issued by

the Government of Kerala. Course once allotted in the spot

admission shall be final. Mere surrender/Exchange of seat in the

spot admission will not be allowed.

8-3 Documents in original to be produced at the time of Admission

1) Admit Card issued by the All India Institute of Ayurveda, New Delhi

2) Allotment memo issued by Commissioner for Entrance Examinations.

3) Document to prove date of birth.

4) Pass/Degree certificate of the qualifying examination (BHMS Degree).

5) Permanent Registration Certificate from State Medical Council. .(If the applicants do not possess the Registration Certificate, they shall produce the CRRI certificate at the time of admission)

6) CRRI Certificate.

7) Certificate of Eligibility/Equivalency certificate from KUHS for

candidates who have passed the qualifying examination (BHMS Degree)

from Universities outside Kerala.

8) Required bonds duly filled up and signed by candidates and sureties.

9) Any other documents mentioned in the allotment notification.

9. Liquidated Damages and Execution of Bond

Every candidate including service quota candidates admitted to the

Post Graduate Course will have to execute a bond in the form (Appendix-10) at the time of admission to the effect that he/she shall pay to the Government of Kerala the amount received as stipend and a sum of Rs.1,00,000/- (Rupees One Lakh only) towards liquidated damages in the event of his/her interrupting or discontinuing the course at any time after one month from the date of admission to the course. But a candidate leaving one course to join another course in the same list will not be liable to pay the liquidated damages.

The selected candidates referred to item No.5.4(a) and 5.4(b) shall execute a bond on Rs.100/- stamp paper Appendix 11) to the effect that they shall serve their parent department/institution continuously for a period of not less than 7 years immediately after the completion of the Post Graduate Course. If any one violates this condition he/she will be required to pay an amount of Rs. Two lakhs(Rs.2,00,000/-) to the Government of Kerala by way of penalty. The candidates shall execute the above bonds at the time of admission to the course to the Principal of the College to which he/she is allotted. But the Principal can grant a maximum of 15 days from the date of admission on his discretion at the request of the candidate for executing the above bonds. If it is not done within this stipulated date, it will end in the forfeiture of the admission.

Admission shall be denied if the bond(s) is (are) not duly executed.

10. The parents/guardians shall stand as sureties for non-service candidates. The signatures of the candidate and the sureties have to be attested by a Gazetted officer of State/Central Government or Grama/ Block/ District/ Panchayath President/ Municipal Chairperson/ Mayor or MLA / MP, by countersigning in the bond agreement as a witness.

11. The certificates which are to be submitted in the colleges at the time of admission will be released only after the completion of compulsory bonded service or in the case of bond violation, the liquidated damages are paid.

12. If Govt. is not in a position to offer job either under Medical Education Services or Health Services to fulfill the Compulsory Government Service as per the bonded obligation within one year after completion of the course, the candidates will be absolved of the bonded obligation. Government have power to use their services (if required) through recruitment boards (e.g. KPSC) or by direct recruitment on contract basis whichever is deemed fit as per the circumstances prevailing at the time.

13. Validity of the list :

The validity of the rank list will be up to 31-10-2017 or the final date of admission announced by the Apex court/Government of India/, whichever is later. The records of the PG Entrance Examinations will be preserved only till 01/11/2017.or the day after the final date of admission announced by the Apex court/Government of India, whichever is later.

14. Transfer of candidate:

No transfer/mutual transfer will be allowed from one college to another after the allotment of seat on spot admission. Re-allotment will be considered only through counselling before the closing of allotment process as per the Guidelines/directions of the Central Council of Homoeopathy/ Supreme Court of India.

15. Date of joining: For the purpose of reckoning the duration of the course, any candidate will be deemed to have joined the course on the date on which the candidate actually commences the academic programme as certified by the Principal concerned. This date should be given as the date of joining in the Post Graduate register maintained by the University.

16. Payment of Fees

16.1 Annual Fees – The tuition fees for the first year should be

remitted at the time of allotment as per the conditions to be notified by the CEE and for the subsequent years at the time of the commencement of the respective classes within a period of fortnight positively. Further delay upto a fortnight will entail a fine of Rs.10. If it is delayed further, it will end in the loss of attendance.

i) Tuition fee - Rs. 10,000/-

ii) Miscellaneous fee - Rs. 1,200/-

iii) Van fee - Rs. 500/-

Tuition fee is subject to change as per Government Orders issued from time to time.

16.2 Other fees, payable at the time of admission only:

i) University Registration fee - Rs. 2700/- ii) Caution Deposit - Rs. 500/- iii) Annual Registration fee - Rs. 50/- iv) University Special fee (KUHS) - Rs. 400/- v) Sports Fee - Rs. 400/-

(Caution Deposit will be refunded on completion of the course after

deducting the cost of damages/breakages or loss caused to the

institution if any. Fees shall be varied as per orders of the Government

issued from time to time.)

16.3. “Students belongs to SC/ST categories are eligible for educational

concessions are exempted from payment of fees as per orders of the Government issued in this regard from time to time. SC/ST students need remit the caution deposit and van fees only. All candidates selelcted under Teachers/Rural quota are eligible for sanction of deputation benefit are also to remit the Tuition fee/Special fee. The educational concessions and stipend once availed by a candidate will not be paid again for a further study to the same course in any other speciality. The stipend is inclusive of research cum book allowance. No other contigent expenditure will be met by the department.

Note:- No exemption from payment of fees will be granted to candidates who are likely to be eligible for any other type of fee concession. But in such cases the fees paid by them will be reimbursed as and when the competent authority has sanctioned the same. All the

above fees are subject to modification and changes from time to time as decided by the Government/ University.

17. Guest Lecture Programmes / Symposia / Seminars etc.

There will be Guest lecture Programmes, Symposia, Seminars, Workshops, Group Discussions, Demonstration Classes etc., periodically in Homoeopathy/other allied Medical subjects.

18. Stipend:

A candidate admitted to the course will be paid a stipend at the rate fixed by Government subject to their attendance and availability of budget provision. The duration of the course is three years. Extension up to one year will be allowed only on medical and genuine grounds. Monthly stipend will be given for a maximum period of three years only.

19. Teacher Trainee Scheme:

The teachers working in the Government Homoeopathic Medical Colleges in Kerala, who get admissions to the Post Graduate Course will be entitled to enjoy the benefits extended under the “Teacher Trainee Scheme” as per G.O.(MS) No.42/93/H&FWD dated 27.3.1993 and G.O (MS) No.150/94/H&FWD dated 5-7-1994.

20. Working Hours:

The time of work of a P.G. student should be 24 hours.

21. Leave: The Candidates admitted to the P.G. Course are eligible for 20 days of casual leave per year and will not be eligible for any other leave. Candidates who absent themselves for more than the admissible period of casual leave will have to undergo the course on extension and they will not be eligible for stipend for the period of extension. The candidates absenting themselves for more than 20 days and who require extension of period of course shall obtain necessary sanction from the University.

21.1 The duration of the Degree Course including University Examination is three years. The Course commences from the date on which the first candidate joins the course. The date of joining means the date on which the candidate actually commences the academic programme as certified by the Principal concerned. This date should be given as the date of joining in the Post Graduate register maintained by the University.

21.2 For the purpose of reckoning the duration of the course the candidate will be deemed to have joined the course on the first day in which he/she actually joined the course.

21.3 All the candidates, including those who are admitted under Teacher-

Trainee Quota should earn minimum 80% attendance for each year of the course separately. A separate minimum is required for the period of House job during the First year and during the first 18 months of the course to be eligible for admission to the Part-I examination. Eighty (80) % attendance is also required during the Part II of the course to become eligible for Part II examination. The student will be permitted to avail casual leave for 20 days, but not more than 10 days at a stretch students will be allowed weekly off and is not accumulative. Female candidates will be allowed maternity leave for 45 days with stipend once during the course. 80% attendance is compulsory during each year of the 3 years M.D Course. Any leave availed by students in excess of 73 days during each year including C.L, Weekly off and EOL needs extension of the course for which the permission of the Controlling Officer, Homoeopathic Medical Education is to be sought.. No stipend will be paid during the period of extension.

However the students will have to complete the course within a total period of 6 years. If the candidate is unauthorisedly absent for more than 10 days, he/she will be terminated from the course, removed from the rolls and liquidated damages will be levied.

22 Uniform:

Male students should wear pants and shirts while the females can wear saree and blouse/churidar. Both of them should have white apron during the class hours and while attending laboratories and clinical duties.

23 Hostels

Hostel accommodation will be provided subject to availability. P.G. students must have to stay in the college hostel if allotted.

Before admission to the College every selected candidate should submit the declaration given below duly signed by his/her parent or guardian. Admission will be refused if this declaration is not produced.

25. Prohibition of ragging.

25.1.1. Ragging in and out of the educational institutions is strictly prohibited.

25.1.2 Penalty for ragging.

Whoever directly or indirectly commits, participates, abets or propagates ragging in and out of any education Institution, shall, on conviction, be punished with imprisonment for a term which may extend to two years and shall also be liable to a fine which may extend to Ten thousand rupees or any other penalty that exists from time to time.

25.1.3 Dismissal / Suspension of student.

Any student convicted of an offence under section above shall also be dismissed from the educational institution and such student shall not be admitted in any other educational institution for a period of Five years from the date of order of such dismissal.

Without prejudice to the foregoing provisions whenever any student complains of ragging to the Head of an educational institution shall inquire into the same immediately and if found true shall suspend the student, who has committed the offence, from the educational institution. The decision of the Head of institution shall be final. The declaration to be given by the students is given in Appendix 13

26. Notwithstanding anything contained in the prospectus the

Government may at any time, on their own volition or otherwise after

calling for the records of the case, revise any orders passed by a

subordinate authority.

27. The prospectus is subject to modification/addition/deletion as may be

deemed necessary by the Government.

breach or as to any discipline or misconduct on the part of the bounden as also the amount of compensation payable and as to whether the bounden has not performed and observed the conditions and bounded obligations under these presents shall be final and binding of the Bounden and the sureties.

And upon making such payment the above written obligation shall remain null and void. It is further agreed and declared that in the event of the bounden being unsuccessful in any of the qualifying examinations conducted in the said institute, the Government may at their discretion, with hold the payment of stipend if any for the prosecution of further studies and the decision of the Secretary to the Government of Kerala, Health and Family Welfare Department on this behalf shall be final and binding.

Provided further that the Bounden and the sureties do hereby agree that all sums found

due to the Government under or by virtue of this bound may be recovered jointly and severally from them and their properties movable and immovable as if such sums were arrears of land revenue under the provisions of the Revenue Recovery Act of the time being in force or in such other manner as the Government may deem fit.

It is agreed that the liability of the sureties hereunder shall not be impaired or

discharged by reason of time being granted or any for bearancees, act or omission of the Government (whether with or without the knowledge or consent of the sureties) in respect of in relation to the several obligations and conditions to be performed or discharged by the bounden or by any other matter or thing whatsoever which under the law relating the sureties shall but for this provision have the effect of releasing the sureties from such liability nor shall it by necessary for the Government to sue the Bounden before suing either of the sureties for amounts due hereunder.

It is agreed that the expense of the stamp duty to this document shall be borne by the
