Minutes of the 21st Meeting of the State Level Monitoring Committee (SLMC) for PM Package held on 16.01.2013 from 0930 hrs in the Banquet Hall at Itanagar

The 21st meeting of the SLMC for PM Package was held under the Chairmanship of Dr. H.K. Paliwal, Chief Secretary on 16.01.2013 at Itanagar. Shri Ankur Garg, Secretary (Planning) welcomed all the Officers and placed the agenda before the committee. He then requested the Chairman to take up the agenda items one by one for discussion. The list of officers who attended the meeting is attached at Annexure-A. Discussion was held in two parts: (I) Review of Progress of Projects for which Hon’ble PM laid the Foundation Stone on 31st Jan 2008.

(II) Review of Progress of Projects for which Hon’ble PM made Announcements on 31st Jan 2008.

Main discussion points / decisions are reflected below:

(I) Review of Progress of Projects for which Hon’ble PM laid foundation stone on 31st Jan 2008

1. New Secretariat Building at Itanagar: Project was sanctioned by DONER for a cost of Rs. 91.86

Crore and tender has been awarded for Rs.110.00 Crore. The construction of the project was started

from 4th Jan. 2010. A. Decision taken in the last meeting: In all the previous meetings, it was stressed that the project should be completed on schedule. Penalty

as per the agreement was to be imposed on the contractor. It was also advised that the work on other

components such as internal LAN, furnishings, security features must be completed and fund

requirement for the components that are not included in the contract agreement as per the tender

should be projected to the Planning Department at the earliest. Once it was emphasized that the

estimates for the remaining components not included in the tender/award of work should immediately

be processed for sanction within February 2013.

The CE, PWD (WZ) was once again advised not to entertain any further slippages as per the targets of

completion of Blocks 3 & 4 as February 2013 and as for Blocks 1 & 2, as April 2013 and work should

be accelerated to complete them as per the latest promise. [Action: CE, PWD (WZ)] B. Present Status/Action Taken: The Physical progress achieved till date is 72% and the anticipated completion date is 31.4.2013. C. Decision taken in the meeting : The Chief Secretary stated erection of the Boundary Wall for security reasons & internal roads should

be ensured by April 2013 and therefore asked the CE, PWD (WZ) to place the cost estimates for the

same before the Planning Department and get sanction by February 2013 so as to complete Boundary

wall & internal roads by April 2013. Internal roads should be CC Roads. [Action: CE, PWD (WZ)]

2. Pare Hydroelectric Project (110 MW): This project is executed by NEEPCO with a sanctioned

amount of Rs. 674.45 Crore. The Target Date of Completion is September 2014. A. Decision taken in the last meeting : The displeasure of the committee about the projected further delay may be conveyed to

CMD/NEEPCO and the Ministry of Power, Government of India in writing. NEEPCO officers were once again asked to monitor the progress of the project on day-to-day basis

and not to allow any further slippages so as to ensure that the project is commissioned within the least

possible time. It was reported that the existing road from Jampa to Hoj is under the submergence zone. NEEPCO

officials to co-ordinate with CE (Highway) for necessary action. R & R works may also be expedited.

The proposed TDC of 04.9.2014 was not accepted rather an earlier TDC was urged for i.e by March

2014. [Action: NEEPCO/ CE (Highway)] B. Present Status/Action taken : A Project Monitoring Center (PMC) has recently been set up for proper management and monitoring of

the project. The matter has been taken up with CE (Highway). A plot of land regarding the road under Submergence Zone measuring 7.9 Ha at Sopo village has

been acquired by DC Papum Pare for construction of Model Village under R&R Scheme on release of

payment amounting to Rs 2.56 Cr by NEEPCO. The DC Papum Pare has submitted an estimate

amounting to Rs 14.92 Cr on 07.09.12 for development of necessary infrastructure for the proposed

model village. NEEPCO has already released Rs 5.0 Cr as 1/3 payment of the estimate submitted by

the District Authority. District Authority has already engaged Rural Works Department to execute the

civil works and the department has already started site development works. C. Decision taken in the meeting : The road from Doimukh to Jampa needs to be widened keeping all other portions aside to enable

mobility of Machineries to the project site. CE Highway may be sent communication from CS

immediately in this regard. [Action: Secy. Planning/CE Highway / DC, Yupia]

3. Dibang Multipurpose Project (3000 MW): The project is being executed by NHPC. A. Decision taken in the last meeting: Regional Officer, MOEF Shillong should be requested in writing to do the site inspection at the earliest.

[Action: ED NHPC / Regional Officer, MOEF Shillong] Both the DCs (Lower Dibang Valley and Dibang Valley districts) should be conveyed that enough

delay has already been caused. They must immediately take adequate steps for publication of

notifications under L/A Act. [Action: DC, Anini/Roing] A Circle Officer at Aarzoo circle of Dibang Valley should be posted. DC, Anini should send the

proposal at the earliest. It was reported that Section-4 of Land Acquisition Act was done in September

‘2011; Hence, DC Anini is advised to send proposal for publication of notification under Section-6 of

Land Acquisition Act immediately. The issue of R&R reported by DC, Anini must be sorted out at the

earliest. [Action: DC, Anini / NHPC] NHPC in association with DCs and SPs of both the districts must continue making further efforts to

create conducive environment for public hearing, make people aware of the advantages of the project,

inform them about relief & rehabilitation plan, dispel their apprehensions and get the Hearing

conducted in March 2013. [Action: DC, Anini / Roing / APSPCB/NHPC] The Member-Secretary, APSPCB was asked to fix an early date for Public Hearing after consultation

with both the DCs. [Action: DC, Anini/Roing / APSPCB] B. Present Status/Action taken: The date i.e. 23.08.2012 as given by Addl. PCCF for the Project site inspection was postponed on

account of his transfer. However, a meeting was held between the New Addl. PCCF and GM, DMP on

13.12.2012. In the meeting the Addl. PCCF was asked to resubmit the application for revised proposal

of 5022.84 ha in Form-A Part –I because of change by reduction of 33.658 ha of Mehao WLS area

from original proposal for 5056.498 ha and he also asked the State Govt. to provide revised scheme

for compensatory Afforestation, revised enumeration list, revised topo sheet map showing the lay out

plan with submergence area, muck disposal site, proposed colony, road tunnel, quarry and other

project component and distance of the proposed forest area for diversion from the nearest boundary of

Mehao WLS. Work on above submission is in progress. In telephonic conversation CCF (Central) has informed on 07.01.2013 that he will be visiting the site

between 17.01.2013 to 20.01.2013 for site inspection.

Meetings were held with both the DCs for the above mentioned purpose. The present atmosphere is conducive to conduct Public Hearing. The date of Public Hearing is yet to be fixed. The Building for Office Cum Transit Camp has been hired w.e.f. 01.6.2012. One Officer has been

posted therein. C. Decision taken in the meeting : Publication of notification for Public Hearing should be undertaken within 30 days from today

(16.01.13), i.e. preferably on or before 15th February, 2013. The Public Hearing should be planned on 28.2.13 at Roing and 01.3.13 at Anini. The revised plan for Section-6 should be prepared by 30.1.2013 and the same is to be sent to Land

Management Department by 07.02.2013. [Action: DC, Anini/Roing/APSPCB]

4. Itanagar Water Supply Scheme (JNNURM): The project is being implemented by PHED.

A. Decision taken in the last meeting : The department must liaise with the Ministry to follow up for early release of the remaining amount. It was decided that no further slippages will be entertained. [Action: Secretary (PHE)]

B. Present Status/Action taken : The Revised TDC is 31.3.2013. The GoI has already released the 4th installment amounting to Rs. 1738.20 lakh; the expenditure is yet

to be incurred against the existing liabilities. Also, the 10% ACA is under consideration for release by

the GoI. C. Decision taken in this meeting : The Chief Secretary asked Secretary (PHED) to stick on its revised TDC and not to let down himself

and the State Government. Further slippage of TDC will not be allowed.

5. Harmuti-Naharlagun Railway Line Project (21.75 km): Harmuti - Naharlagun stretch is about 21.75

Km. Of this total length of stretch falling under Arunachal Pradesh is 11 km. Railway Board sanctioned

the project at a cost of Rs. 160.48 Crore in January, 2008 (Revised estimate of Rs.371 Cr sent to

Railway Board but not yet sanctioned). The Target Date of Completion was March’ 2012. A. Decision taken in the last meeting : Dy. CE(C), NF Railways, North Lakhimpur would ensure that the proposal of bridge over River Pachin

is sanctioned at the earliest. The condition of the Naharlagun-Yupia road should be restored. It must be repaired on top priority by

the PWD. B. Present Status/Action taken : The estimate has been sanctioned. State Government is to fix the location of the proposed bridge and

hand over the land to Railway. Thereafter, soil exploration and design of the bridge will be taken up. C. Decision taken in the meeting : The project should be commissioned by 31st March, 2013 and no further slippage will be entertained.

The road should be kept in good condition permanently. [Action: CE, Highways] Temporary shifting of one line at Amba near Br. No. 45 is not done due to resistance from the land

owner. [Action: DC, Yupia]

(II) Projects for which Hon’ble PM made Announcements on 31st Jan 2008

A. Electrification of all Houses (2121 villages) in the State: The project has two components:

(a) Department of Hydro Power Development (DHPD): to electrify 1325 villages.

(b) APEDA: to electrify of 796 villages (546 through Solar Home Lighting systems and 250 through

Micro Hydel Projects)

DHPD Component :( for electrification of 1325 villages.)

These projects were to be completed in 3 parts – Part A, B and C.

PART-A (40 nos.) A. Decisions taken in the last meeting: In every review meeting, there is slippage in the timeline given by the Deptt. The committee directed

again that responsibility be fixed for any further slippage in the timeline. It was reported that the utilization of AOP funds for gap funding was not fully adhered to The

Committee directed the Secretary (Power) to review expenditure against AOP. [Action: Secretary Power/CE - DHPD]

B. Present Status/Action taken : The status of remaining 4 nos. of project is the same as was in the last meeting (20th meeting).

The total funds required by the department to bridge the gap fund for non-completed 30 projects under

PM's Package was Rs. 64.89 cr. Out of this requirement, additional fund from the State Plan head for

a sum of Rs. 14.02 cr. was provided during the last financial year and a sum of Rs. 10.04 cr. has been

earmarked from the State Plan head in the AOP 2012-13 for the gap fund.

C. Decision taken in the meeting: The Committee reiterated that AOP funds for gap funding was not fully adhered to and directed the

Secretary (Power) to review expenditure against AOP. [Action: Secretary Power/CE - DHPD] PART-B (4 nos.) A. Decisions taken in the last meeting: The Department must ensure completion of these projects as per the revised timeline and no further

extension will be entertained. [Action: CE DHPD] Additional amount of Rs 6 Crore required for completion of the project at Zemithang should be

arranged by the Corporation as it is their project. [Action: Secretary (Power)/ HPDCL] B. Present Status/Action taken : Two out of four projects completed.

The Department to make all out efforts to complete the schemes within the time lines fixed in the 19th

SLMC meeting. The Power house and Barrage of Halaipani SHEP (4 x 4 MW) has extensively been

damaged by the devastating flood of June 25, 2012.

PART-C (Ph-I-14 nos. & Ph-II-35 nos.)

A. Decisions taken in the last meeting: Projects should be commissioned in the final timelines as submitted and indicated by DHPD for their

completion. [Action: Secretary (Power)/CE (DHPD)] Any further plea for cost escalation and delay in completion will be viewed seriously and responsibility

of officers concerned will be fixed. CE (DHPD) is advised to give the target dates of completion of all

the other left out projects. [Action: Secretary (Power)/CE (DHPD)] B. Present Status/Action taken : Phase-I Projects have been completed.

In phase-II, due to financial constraints targets for commissioning of 14 nos. projects are re-scheduled

for March’2013. C. Decision taken in the meeting : The Chief Secretary asked CE, DHPD not to propose for any new Micro Hydel projects as it is not cost

effective. The TDC for all the 3 (three) parts has been fixed to 31st March, 2013 by the Committee failing which

responsibility of CE would be fixed. [Action: Secretary (Power)/CE (DHPD)]

APEDA component (for electrification of 796 villages- 546 through SHLS & 250 through MHS) A. Decisions taken in the last meeting: Director APEDA gave project-wise timelines for completion of remaining projects of Part-II as follows-

a) 14 projects 90% completed work to be completed by Oct.-Nov. 2012.

b) 2 projects 80% completed work to be completed by Dec. 2012.

c) 2 projects 50%-60% completed work to be completed by Jan. 2013

B. Present Status/Action taken:

Part-I Illumination of 546 Border Villages through Solar Home Lighting Systems

100% complete

Part-II Electrification of 191 villages through 67 MMHPs. ( from 10 kw to 200 kw)

a. 6 projects completed and 8 remain. b. 2 projects 90% complete. c. 1 project 70% complete & 1 project 50% complete.

Part-III Electrification of 57 remote villages and one hamlet through 31 on-going MHPs (Rs.2.7439 cr)

100% completed

C. Decision taken in the meeting: It was decided that all the pending projects must positively be commissioned by March 2013(except

one project for which TDC is April, 2013) failing which responsibility of Director APEDA would be fixed

and action initiated. [Action: Director APEDA]

7. Construction of Greenfield Airport at Itanagar: The Cost Estimates are being prepared for the

construction of the Airport at Holongi, Itanagar. A. Decision taken in the last meeting : Early acquisition of land for the project should be followed up. [Action: Secretary (CA)] AAI must start the process for Environmental Clearance and other clearances. [Action: AAI] B. Present Status/Action taken : In the master plan, AAI projected land of 320 ha (excluding land for Approach Road & RR Package). DC Papumpare has prepared Cost Estimate for 424 ha of land including 4-lane approach road & RR

Package for affected 156 Chakma families. The same has been forwarded to AAI. AAI is initiating actions for obtaining all statutory clearances. PGCIL (Power Grid Corporation of India Ltd) will submit their cost estimate to AAI for shifting of Power

Grid HT line. C. Decision taken in the meeting: Follow up action must be taken by pursuing the AAI. [Action: Secretary (CA)]

8. Operationalization of Tezu, Pasighat, Along, Daporijo and Ziro Airports: This project includes the

Operationalization of 5 existing Airports in different districts of the State.

A. Decision taken in the last meeting : AAI having resumed work on Tezu Airport should define the revised timelines and commission the

project on time. [Action: AAI]

DC, Lohit should ensure that the revised timelines are fixed by 28.2.2013 and work on Tezu Airport is

completed as per the revised target. [Action: DC, Lohit] For Aalo Airport, the existing Army Camp may be shifted to other site in order to use the same for the

Construction of Airport. The issue should be taken up with the MOD. [Action: Secretary CA] B. Present Status/Action taken: Due to opposition from the land owners, DC Ziro has sought the State Govt. to give direction for

compulsory land acquisition under Land Acquisition Act, 1894. On the other hand, AAI has

emphasized that addl. land of 8.8 acres for civil enclave is not adequate rather the earlier projected 10

acres should be acquired. Response from DC Aalo is awaited. DC Daporijo has intimated that the eviction drive is not possible due to resistance from the public.

Instead he had identified an alternative site namely ‘Rimpu Yorlo’ near Battak & Patum Village &

identified which are not covered under PMGSY due to population criterion. The total length under this

project would be 2184.36 km. A. Decision taken in the last meeting : It was decided in the last meeting that the stretch from Bameng to Lada should be taken up under

these package only for phase-II since the same was being funded under NLCPR for Phase-I

(Formation Cutting, etc.). It must also be ensured that Phase-II of this road is not funded from any

other source before taking it under PM’s Package. It was reiterated that interdepartmental matters

must be sorted out mutually between PWD and RWD and care must be taken that there is no

duplication of funding of same works from two different sources.

In the last meeting CEO, SRRDA was asked to work out the tentative requirement of funds and inform

the Planning Department but the same has not been done. Progress of works is very slow and RWD must make up for the lost time and hasten the progress on

all fronts and stick to the timelines finalized The Department to submit ATRs and Progress Reports as per the prescribed format.

16. Four-lane highway for Itanagar: Total length of this 4-lane highway is 190 km (from Nagaon to

Arunachal Pradesh PWD in EPC mode. It consists of two stretches - Road construction from Banderdewa

to PHQ and from PHQ to Hollongi under SARDP-NE. This is not under PM’s Package but is important for

Itanagar connectivity, which is being taken up as NH (O) by MoRTH. 1) Holongi to Itanagar (20.40km) (a) Chimpu Nallah to Holongi (20.40 Km)

A. Decision taken in the last meeting: Final stage of Wild Life Clearance from MOEF is yet to be received. Representative in Delhi must get

2. Akajan – Likabali - Bame Road [BRO (Brahmank)105 Km)] A. Decisions taken in the last meeting: It was observed that even after the lapse of more than four and half years of the announcement of this

package by the Hon’ble PM, even the DPRs could not be finalized till date. All DPRs must be

submitted as indicated by BRO officers as mentioned above.

18. Sixty Km missing link(Bridges and approaches to them) between NH-37 and NH-52: A. Decision taken in the last meeting: On Shantipur - Meka road against the target of 74%, only 15% of the work has been done. The

Department is directed to take action against the concerned contractor through imposition of Penalty

or by cancellation of the contract as per the agreement signed earlier. [Action: Commissioner (PWD) / CE (Highway)] In the recent meeting with the Union Minister (RTH), dissatisfaction was expressed for the extremely

slow progress of road construction. Hence, there should be no tolerance to slippages in timelines. [Action: Commissioner (PWD) / CE (Highway)/BRO]

1. Tawang–Nechipu ( 233.00 km) A. Decisions taken in the last meeting: The committee decided that a detailed progress report of the stretch be submitted directly to the

Principal Secretary (Power & Coordination). DC Bomdila and DC Tawang to sort out the pending issues of bypasses.

BRO should provide stretch wise details of progress in the next meeting. BRO to follow up with DC Tawang & DC Bomdila.

[Action: Project Vartak (BRO) / DC Bomdila/DC Tawang] B. Present Status/Action taken : Formation cutting - 241 km achieved out of 307 km Surfacing - 74 km achieved. Bomdila By-pass – BRO (Vartak) informed that L/A has been delayed due to non finalization of

compensation cases under Singchung sub division of Bomdila Sadar & Dirang jurisdiction. The finalization

of the compensation issue is pending for more than 1 year. All efforts to impress upon the civil

administration for early finalization have not fructified. Presently the land acquisition process is stalled and

the contractual action for construction of the bypass is being delayed.

Dirang By-pass – BRO (Vartak) informed that representations have been made by the locals against the

compensation finalized by the earlier constituted BOO. Hence, the proposed alignment is under dispute &

stands cancelled. New BOO has to be constituted by the Civil Administration to finalize a fresh alignment

& subsequent to the above BOO will finalize the assessment of compensation. The construction of Dirang

bypass will commence only after the above actions are completed. Compensation re-evaluation is under

process as per the direction of the Hon’ble High Court.

Jang By-pass – DC Tawang intimated that the proposal of Jung bypass stands cancelled due to public

objection on religious ground and hence has proposed widening of existing road. But widening of existing

road is not possible due to high density of build up area.

C. Decision taken in the meeting: BRO to provide the strip plan to DCs and the alignment of all the 3 (three) bye-pass to be finalized by

31st January, 2013 and DC must issue notification under Section 4 of LA Act positively by 31.3.2013.

3. Hoj – Potin (19.06 km) A. Decision taken in the last meeting : Stage-II forest clearance must be obtained at the earliest. Progress of works is slow and must be

expedited. [Action: CE (Highways)] B. Present Status/Action taken : Work is in progress and the physical progress is 32.35% as on 31.12.12. PDC - March 2014.

5. Potin – Ziro – Daporijo –Aalo – Pangin (APPWD- 407.00 km) A. Decisions taken in the last meeting: CE must ensure that compliance report on the observations of MoEF is submitted and vigorously

followed up for stage-II MoEF clearance. [Action: CE (Highways) / PCCF] It was observed in the last meeting and brought to the notice of the Committee that many unauthorized

constructions are coming up on the lane notified for the Trans-Arunachal Highway for claiming

compensation. It was already notified by the respective DCs and orders were issued for restraining

any constructions on the notified land. It was decided that the Chief Secretary would issue instructions

to all DCs to immediately stop such illegal constructions and take necessary action as per law. The

same needs to be reiterated. [Action: Commissioner PWD / CE (Highways)]

No Compensation should be given for illegal structures. DC must ensure this in letter and spirit failing

which they would be held responsible. [Action: Commissioner PWD / CE (Highways)/DCs of the concerned Districts]

Notification no. and date issued by DCs regarding illegal construction has to be brought to the notice of

the people and the concerned DCs . [Action: Commissioner PWD / CE (Highways)] It is suggested that the Photographs should be acquired through GPS in order to check new

encroachments. Earlier, the same was also directed to all concerned DCs. [Action: Commissioner PWD /CE (Highways)/ DCs concerned]

B. Decision taken in the meeting: The Committee reiterated that the action points of the last meeting and asked for compliance by

28.2.2013. [Action: Commissioner PWD / CE (Highways)/DCs of the concerned Districts]

6. Panging-Pasighat (76km) A. Decision taken in the last meeting : CE must ensure that the compliance report on the observation of MoEF is submitted by 31.5.12 and

vigorously follow up the stage-II MoEF clearance. [Action: CE(Highways)] Harassment by the locals along all the sectors of the road construction has been reported in the

meeting by both the CE (Highway) and the representatives of the BRO. The committee took serious

note of the same and directed that the Executive Engineer concerned must be in constant touch with

DC’s on a weekly basis and in case of such law and order issues, FIR must be lodged and the same

should be immediately brought to the notice of the Principal Secretary ,Home and DGP.

Department is directed to take action against the contractors concerned for failure to meet targets as

per the agreement signed earlier. [Action BRO/CE(Highways)/All DCs/All SPs] B. Present Status/Action taken :

This project is to be implemented in four packages :

Package-I (0-28 km) : HPC of Central Ministry has cleared the DPR on 19.12.12.

Package-II (28-42 Km) : Work progress is 15.20% as on 31.12.12.

Package-III (42-59 km): HPC of Central Ministry has cleared the DPR on 19.12.12.

Package-IV (59-76 km): Work progressed is 20.80% as on 31.12.12.

There are 2 forest sectors on these road (0-20 km and 20-76 km):For both, Conservation plan is being

obtained from RGU, Doimukh and FRA 2006 compliance report submitted to PCCF on 12.7.12.

The overall progress of work is 20.80%.

7. Pasighat-Mahadevpur (181.07 km) A. Present Status/Action taken: There are two forest diversion proposals pertaining to the Dibang and Lohit Bridge and road system

(30.95 km) already awarded. Their status is as under:

a) Dibang road and bridge system-Stage-I accorded on 14.4.2012. Formal communication with stage –I

condition received from the state forest department on 11.6.2012.Proposal under FRA 2006 to be

processed.

b) Alubari Road and bridge system-Stage-I Pending Clarification to MoEF query submitted by forest

department on 2.3.2012. Proposal under FRA 2006 to be processed. More queries of MoEF attended

by forest department on 13.8.2012.

Works are in progress on both water fronts of these two bridges as most of the bridge piers have been

erected. Non forest land has been handed over to the Concessionaires.

8. Mahadevpur-Kanubari (334 km)

A. Decision taken in the last meeting: All the forest Clearance proposals should be followed vigorously. All the remaining DPRs must be submitted as per promise without fail. [Action: CE(Highway)]

B. Present Status/Action taken : There are 7 construction packages on this road-

Mahadevpur to BuriDihing (33km) Presently under e-tendering. Technical bids opened on 30.11.12 &

sent to Ministry for approval.

Buri Dihing bridge point to Lalpul (25km) DPR submitted to MoRTH on 24.9.12 after attending the

observations.

Lalpu-Manmao-Changlang (68.30km) Work progressed to 12 % as on 31.12.12.

Changlang to Tirap boundary (21 km) HPC of central Ministry has cleared the DPR on 19.12.12.

Changlang/Tirap boundary to Khonsa(43 km) Presently under e-tendering. RFQ Bids opened on 29.11.12 & sent

to Ministry for approval.

Khonsa-Tissa-Longding(42.50 km) Work progressed to 5.53 % as on 31.12.12.

Longding to Kanubari (50 km) HPC of central Ministry has cleared the DPR on 19.12.12.

Status of land Allotment to Arunank: Regarding land allotment in Gurubanda, no concrete decision has been taken till date by both State Governments. Cdr 756 BRTF met DC Capital Complex for alternate land on Nirjuli/Banderdewa road. Part of the land earlier allotted for Airport may be considered by DC and BRO for allotment to the latter. A. Decision taken in the meeting: The Chief Secretary asked BRO (Arunank) to have a meeting with the DC, Capital to resolve the
