  • MINUTES OF THE 18th MEETING OF THE CENTRAL SANCTIONING COMMITTEE (CSC) OF INTEGRATED HOUSING AND SLUM DEVELOPMENT PROGRAMME

    The eighteenth meeting of the Central Sanctioning Committee (CS(:) of Integrated Housing and Slum Development Pr 'gramme was held under the Chairmanship of Secretary, Ministty of Housing and Urban Poverty Alleviation in New Delhi on 26th September, 2007. list of participants is at Annexure — I.

    2. At the outset Chairman, CSC and Secretary (HUPA) informed the committee that on account of the vigorous efforts put in by the States, thc Ministry and the appraisal agencies, projects are now being received from some of the cities/States that had not yet submitted any proposals.

    3. JS (INNURNI) drew attention of the representatives of the State/UT Governments and Appraisal Agencies towards the important Guidelines issued earlier by the Government of India and Central Sanctioning and Monitoring Committee for preparation and implementation of projects under JNNURM. The State/UT Governments have been insisted upon in the past to undertake specific measures for smooth implementation of the projects under BSUP and IHSDP as enumerated below in paragraph 4.

    4. SPECIFIC MEASURES TO BE UNDERTAKEN

    Project Preparation: • Undertake biometric idenutication of beneficiaries and pkice the lists on the

    Stak / Municipal / J.N.NURM web:lies with a view to ensuring ;ant& harapareng in the implementation of housing and slum development programmes under JNNURM;

    • In all the projects the aim should be to cover the poorest among the poor under housing who an not in a position to build houses on their own rather than spending mong only for infrastructure ficiklies far the already kill houses (excepthig in the aues of VAMBAY and ELM Scheme p.0(4 When huge numbers of poor people an living in slums with no hind tenure. the States may gin preference for integrated development of slums. When only infrastracturr facilities are k be provided. the State Government may consider providing their own fund fir such activities. The ultimate objective

  • should be to cvverfint the needy people who require shelter so that the poor get the maximum benefit out of the scheme. This alio assumes importance considering the estimated shortage of about 24,7 million houses in the count?) at the beginning of the 11 14 Plan with 98% of the same being under EWS/ LIG categories.

    • State/ ULB/ implementing ageng should ensure that all procedures are followed as per the State PWD Code regarding technical scrutiny, cuhninistrative sanction and financial popnety before projects art, put up to the State Level Steering Committee! State Level Coordination Committee.

    • Detailed Project Reports need to be prepared with more technical inputs in areas such as structural design, connecter% of local infrastructure systems with ci&-Wide trunk lines, costing ofprojects based on approved schedule of rates and appropriate local verification to avoid over-invoicing. DPIls should include status and capaei& of the existing services and the demand-gap situation. The DPRr should specially include the,followingaspectr:

    o Stakes of arwilabili& and quality of water supply to slum dwellers/to their new improved houses, connectivity to trunk water lines, level of water table (in case of tube well), provision of overhead tanks, etc.;

    o Technical details of/be proposed sewerage and storm drainage lines such as invert level, outfall parameters and their proper connective& to d&-wide .stems;

    o Details of the existing schools should contain data about their distance from slum/low-income neighbourhood and intake capacity, whether thg can accommodate children from the famibr of those slum dwellers for whom houses are existing/ or an being constructed under BSUPIII-ISDP; whether the schools am rim by Government or private agency; eta

    o Status of health facilities such as amilabili& of health centres/ sub-centrys/ maternity centny and their OPI) and bed strength capacip,

    detail,- of hospital facilities (whether they can adequate& serve the shim population or not), distance offacilities fivm the slum locality etc.; and

    o Proximity of all infrastructure facilities proposed in the slum area/low-income neighbourhood to the city-level infrastructure and their proper integration with trunk supply networks.

    • The inputs as mentioned above, along with details of statute& requirements, should be inbuilt into DPItsfor both shim level and city level proj'ects under JANNURM at the stage ofpreparation of Detailed Project Reports. The ttaious reports will need to be technically verified, certified and signed by the engineers of appropriate levels as per the State/ UT Public Works Code.

  • Appraisal Agencies • Appraisal agencies should pay more attention to the structural and technical

    aspects and if necessary site visits should be conducted before writing the appraisal report. Assistance from technically competent academic instilutiowl agencies must be secured where required. Good quality DPR.f an necessary for enntring construction of gird:pi houses and civic amenities-without wastage of resources. The appraisal agencies need not be on a fault-

    findikg mission; they need to provide e.xpert inputs that would _Palliate proper convergence between components of projects and governmental schemes.

    • Appraisal agencies should look into the above mentioned aspects hefire bringing any project proposalf for consideration of the Committee. Thg should ensure that the ratio of cost of housing and infrastructure components in a project proposal is within a reasonable limit in general, say about 40 to 601>er cent for housing and remaining for infrastructure. This would ensure that more numbers of houses are constructed for the poor underii\INIIRM.

    Action to be taken by State Government for impkmentation of project • Ensure that the funds for prodding housing and related infrastructure

    facilities to the urban poor are not fhb& spread. On the con!sanctioned projects should be implemented in 12-18 months to ensure tangible and quantifiable outcome in the field so that the poor are benOted.

    • As the primary objectify of JINTNURAI is to assist the urban poor, the subsitbfrom the Central Government should be passed on to the urban poor. Further, the concerned Stale/ UT Government should provide a subsiefr in keeping with the intent and spirit of BSUP/ IFI.SDP so that the loan burden of a poor Elm or LIG household does not exceed between 12 to 25 per cent of the total all of the EWS or LTG dwelling unit.

    • Ewan that the assets created for the urban poor air ofgood quality The houses built under /3111PIIII51P should pnyerably have two rooms With attached bath, lahine and kitchen and the covered area should range between 25 to 30 square metros. The beneficiaries should have individual water connection and individual toilet;

    • Take rep eisywide infrastructure development by using Urban Infrastructure and Governance Sub-Mission / Urban Infrastructure Development Scheme for Small and Medium Tonms1Siate Plan/ Municipal funds to ensure that slam infrastructure networks: water supply, sewerage. storm drainage, roads etc., are connected to dfrwide infrastructure systems.

    • Ensure convergence of facilities under education, health and social seatrio with physical amenities and other services in coordination with respective programmes such as Soma Shiksha Abhiyan.

  • • Prepare State I Niunicipal I Slums urban poverty profiles with due attention to the 7-Point Charter, namely land tenure, shelter; water. sanitation, education, health and social seemly and other amenities;

    • Develop State I City / Slums development plans with a vision of slum-free cifr and devise phasing plan with time-bound action to provide all basic antenities to the urban poor within the Mission period as content/skied under :envoi agenda for,INNURM;

    • Establish Slate I Municipal Poverty Alleviatthn er Livelihood Development Cells to plan, develop, monitor and assist in the implementation of INNURM with the full involvement of all stakeholders;

    • Computerize database and MIS on slums and the urban poor and prepare State I 0? Strategyfor Urban Poverty Alleviation for which partfunding is provided under fl\ThTURNI. Put in place a computerized tracking gstem to track the physical and financial progress of fleets sanctioned under JNNURA1, slum-wise and beneficiary-wise and stage of to 3

    • Establish quality control systems — internal tend external — to ensure that the constructions are undertaken with utmost qualify to represent value for money. They should also constitute beneficiary committees which would supervise construction at various levels — foundation, basement, lintel, roof completion, occupation etc. and undertake social audit of the myths after completion;

    • Ensure that there is no delg in implementation of the projects. Since housing netts for the urban poor involve beneficiag contribution and sometimes a small loan component, delay in implementation will severely hamper their ability to meet EMI requirements.

    • In so far as security of tenure is concerned, a mechanism may be evolved to prevent resale of such properties before a reasonable period of sty /0-15 _yearr. The palms granted to the beneficiaries mulct be mortgaged to banks in the case of beneficiaries taking loans. In rase no than component is involved, the ownership of Etch houses could vest in a socaty of the beneficiaries themselves. With bio -metric identification of beneficiaries and proper control by the Registrar of Cooperatives, such a mechanism could be a desirable option. All the State Governments! UT Administration should ensure that biometric identification of bengiciaries, in the case of approved projects, is completed as early as possible. When occupang rights an not granted, the same should he given to the beneficiaries within 6 months.

States/UTs are required to send quarterly progress reports on physical and financial progress and reforms for which formats have been sent to the Stare Secretaries and Nodal agencies.

    Total 21 projects

    All these projects were appraised by 1111DCO. Brief details of the projects put on the agenda are at Annexure-II. The Chairman of CSC requested representatives of the State Governments to give an account On die following:

    (i) Brief details of physical and financial progress of already approved projects including the actual availability of Central share, State share, 111.3 share, beneficiary contribution, loan component; tentative schedule for seeking 2" instalment of Central share, number of houses actually constructed, stage of progress of housing and infrastructure etc.

    (ii) Basic details of the present proposals such as total project cost and its break up into housing and infrastructure components (percentages); break-up of cost of housing and infrastructure under Central Share, State share, LIB share, Beneficiary contribution, loan, other, etc.

  • 6. Representative of the State Government of Maharashtra made a presentation on 4 projects.

    7. The Chairman, CSC and Secretary (HUP.A) pointed out that having a school or primary health centre in the vicinity is not enough. Such facilities should adequately cater to the needs of the slum dwellers. He suggested that an in-depth study needs to be conducted:-

    • to ascertain the status of capacity of the existing schools to accommodate children of the proposed beneficiaries under IFISDP projects &

    • to ascertain health facilities such as availability of a female doctor, timings of the primary health centre — whether it suits the convenience of the slum dwellers who mostly keep away from their dwellings during the day.

    Based on this, necessary remedial measures have to be undertaken along with implementation of the I FISDP projects. The Chairman also reiterated that in all the housing projects the aim should be to provide a decent place of living and the area of the house should not be less than 25 square meter carpet area having two rooms, kitchen, balcony and separate bath and toilet. He emphasised the need for good quality houses to be constructed within a reasonable period of time, say 12 to 18 months. Design of the houses should ensure proper ventilation. Separate bath and toilet should be planned to ensure that the occupants need not go out of their house for use of such facilities. Care should be taken to ensure that the cost of houses are affordable for the urban poor people, and wherever possible structures/common facilities such as stair-case for a multi-storey building, should be excluded from the unit cost of dwelling unit. Such cost is to be included under infrastructure component. The committee also suggested for inclusion of the following within the total approved project cost

    • Individual Bath & Toilet facilities to each family • Interim measures for proper Sanitation such as use of

    Dual Pits or Digesters etc. • The beneficiary component to be recovered in 3-4

    instalments in line with the progress of the construction of different phases

    8. The Chairman said that these issues (para 4 & 7) are common for all the projects being discussed in the meeting and also applicable to all

  • future projects submitted by the States/UTs. The Appraisal agency was also asked to take note of these points. The approval of all projects is subject to taking these measures by the concerned States/UTs

    9. After detailed deliberations and also taking into consideration views of the appraisal agency, etc., the Committee approved the 4 projects from Maharashtra.

    10. Four projects from the State of Rajasthan were presented by the representative of the State Government. During discussion it transpired that land for one project for Sawai Madhopur city (District Saw-ai Madhopur) is in dispute. The representative of the State Government and the appraisal agency informed the Committee that the land proposed at the time of approval of the project by the State Level Coordination Committee has now been changed on account of objections raised by Department of Forests. Accordingly, the representative of the State Government requested the Committee to defer the case in order to obtain necessary approval from the State Level Coordination Committee. The Committee requested the State Government that instead of only taking the photograph and keeping record of the scanned thump impression, the State Government should undertake fultledged bio-metric identification of the beneficiaries. For this purpose, the Committee suggested smart card could also be used as is being developed by the State of Gujarat. The Committee also suggested that designs of the proposed houses should be pro-poor. After detailed deliberations and considering the views of the appraisal agency, etc, the Committee approved the three projects. *Me project for Sawai Ntadhopur city was deferred.

    11. The Committee then considered four projects from Gujarat. Representatives of the State Government made a presentation on these projects. The Committee suggested that every effort should be made to ensure that the beneficiaries from the tribal areas are not burdened with high amount of EMI for repayment of loan towards beneficiary contribution. The Committee also suggested that the project should

  • provide adequate space for tethering and grazing of the domestic animals of the beneficiaries so that they are in a position to continue their livelihood activities. In the Statement showing the details of the approved components of the project, the exact amount of the beneficiary contribution in money terms, share of State/ULB should be dearly mentioned to show a clear picture about the financing pattern for houses. After detailed discussions and considering the views of the appraisal agency, etc., the Committee approved these projects.

    12. The representative of the State Government of Madhya Pradesh 3 made a presentation on the lime project from the State. After derailed deliberations and taking into consideration the views of the appraisal agency, etc., the Committee approved the project.

    13. Five projects from the State of Assam were presented by the representatives of the State Government. The representatives of the State Government informed the Committee that amount of Central share allocated for the State under IHSDP is insufficient. The Chairman of the Committee informed the representatives of the State Government that allocations are made by the Planning Commission. The Ministry has already made a representation before the Planning 3 Commission for enhancing overall allocation of fund under [SDP. However, the concerned States also may make necessary requests before the Planning Commission as the funds allocated are to be released as Additional Central Assistance. The Committee also requested the State Government that before any proposal is made for sanction of further projects and for enhancement of allocation, all out efforts should be made to ensure that already sanctioned projects are implemented. On a query on the status of already approved projects, the representatives of the State Government informed that actual work is yet to start on these projects.

  • 13.1 During discussions it transpired that elected Urban Local Bodies are not in existence in Lala Town (District Flaillkandi) and Haillkandi Town (District Flaillkandi). Accordingly, the representatives of the State Government requested the Committee to defer these two projects till such time elected bodies come into effect. The Committee suggested that within the cost approved by the State Level Coordination Committee, work-shed for artisans could be provided in the multi-purpose community centre proposed in the project. This would obviate the beneficiaries using the limited space in their houses for taking up their occupations that may be hazardous for their children. After detailed discussions and taking into consideration the views of the appraisal agency, etc, the Committee approved the remaining three projects from the State of Assam.

    14. The first ever project from Punjab was presented by the representative of the State Government of Punjab. During the detailed discussion on the project from Jalandhar, the Committee noted that at one of the sites the proposed land belonged to Central agency and the land is not in possession of the State Government. The representative of the State Government accordingly requested the Committee to approve only the remaining part of the project proposal. The Committee suggested to the representative of the State Government to modify the proposal to include some essential components, within the cost approved by the State Level Coordination Committee. After detailed deliberations and taking into consideration the views of the appraisal agency, etc., the Committee approved the project proposal (relating to those sites for which land was in the possession of the State Government) and also on the condition that the representative of the State Government furnishing revised statement showing approved components in consultation with the appraisal agency.

    IS. Two projects from the State of West Bengal were presented by the representative of the State Government. After detailed

    16.
