Sealed percentage tenders in duplicate super scribed with name of work both for manual & E-tendering are invited by the undersigned on behalf of Managing Director, KNNL in two cover system ( As per KTPP act 2000) consisting of technical bid (cover No.2) and financial bid in (cover No.1). These two covers shall be addressed to the undersigned with name and full postal address of the bidder. While applying for the tender the contractor shall invariably mention his option regarding submission of tender by manual or by E-tendering.

5.30pm in the KNNL website.www.knnlindia.com link E-tender in the offices mentioned in note No.5 for manual tender on payment of fees towards cost of blank tender forms. The cost shall be paid in the form D.D or Bakers cheque of nationalized bank/Scheduled bank in favour of Karnataka Niravari Nigam Limited payable at Jamkhandi ( Non refundable). If the contractor options for E-tendering, he should enter the particulars like D.D No, Date, Amount & Name of the Bank in website and also the original D.D should submitted at GLBC Dn.2 Jamkhandi. Before 3/03/09 upto 5-30 PM along with letter specifically mentioning the name of work

2) The blank tender document and also E-tender document in e-mode will be issued on 13/3/09 up to 5.30 pm in the below mentioned offices ( Note.5)

3) However on receipt of application along with D.D the blank tender will be issued in the office of the Undersigned up to 16/3/09.

4) Date of submission completed E-tender document and also for manual tendering is on 16/3/09upto 4.00 pm.

5) In the following offices application for tender documents will be received and also blank tenders will be issued and completed tenders will be received on respective dates mentioned above.

6) Opening of technical bid is on 16/03/09 at 11.00 am in office of the GLBC Dn.2 Jamkhandi and date of opening of financial bid will be 21/03/09 in M.D. Office Bangalore after the approval to technical bid.

7) The following certificates shall be scanned and attached to E-tender document

i) Contractor certificate enrolled under KNNL selected list of contractors ii) Income tax PAN certificateiii) Karnataka state sales tax clearance certificate.iv) Employees provident fund registration certificate along with recent

challen remittance.v) All the above original certificates shall be produced at the time of

opening of technical bid for verification 8) EMD should in the form D.D or Bank guarantee of a nationalized or

Scheduled Bank drawn in favour of Executive Engineer KNNL,GLBC Dn.2 Jamkhandi payble at Jamkhandi. The contractor opting for E-tendering the EMD shall be scanned and attached to the E-tender document and original EMD shall be submitted in person to the Executive Engineer KNNL,GLBC Dn.2 Jamkhandi on or before 16.3.2009 before at 11.00 am. tenders received without valid EMD shall be rejected. The validity of EMD shall be 180 days from the date of opening of the tender and shall be submitted along with tenders ( Shall be enclosed to the technical bid)

9) Bidders for the works who have already executed the work and or who are executing the works under Karnataka Niravari Nigam Limited should enclose performance certificates from the concerned Executive Engineer for having satisfactorily executed or satisfactorily executing the works under taken by them under Karnataka Niravari Nigam Limited. Such tenders received without performance certificates or with unsatisfactory performance are liable for rejection ( Shall be enclosed to the technical bid)

10) The class-I contractors who have not enrolled under KNNL. Must have ownership or on hire basis of the following machineries. The contractor bringing the machineries on hire basis shall produce the hire contract agreement as per Hire Purchase Act from the owner of machineries along with proof of the ownership of the hire. If the machineries are hypothecated to financier, an undertaking from the financier to hire the machineries also to be produced. All these documents shall be eclosed with the technical bid.

11) The class-I contractor should have experience in executing the similar nature of work in any one of the financial year of proceeding 3 years to an extent of not less than 50% of amount put to tender and necessary work done certificate in this regard shall be enclosed to technical bid.

12) Any documents submitted through post / courier is at the risk of contractor (i.e KNNLis not responsible for postal delay)

13) Corrigendum will be published in the website for all notifications / corrections if any.

14) The contractor should attach his/her scanned signature to the Schedule-B before submitting.

15) The intending contractors should note that , if any of the lands (either in part of /partsor in whole) required for the work is not yet acquired by the Nigam . it shall be the responsibility of the contractor to take possession of such land and start the work by consent of the owners before commencement of the work at no extra cost to the Nigam and no claims whatsover relating to non availability of land would be entertained.

16) If any of the dates mentioned above happens to be a general holiday. The next working day will be holds good.

17) The officer competed to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

The contractor bringing the machineries on hire basis shall produce the hire contract agreement as per Hire Purchase Act from the owner of machineries along with proof of the ownership of the hire. 4. The class-I contractor who applies the tender manually should furnish all the information with required documents and original EMD in cover-1.

5. The class-I contractor who applies for the e-tender should furnish all the information’s in downloaded cover-1 formats and the original EMD submit the same in sealed cover in the o/o. the undersigned on 1-4-2009 before opening the cover-1 tenders.

I. Tenderer must have executed one work costing not less than 35 % of amount put to tender involving Interior design work in any one year of the immediate preceding 3 financial year in K.P.W.D. or W.R.D/private organizations etc.,

II 1) The Tender should have give minimum turnover of Rs.100.00 Lakhs on Civil Works, in K.P.W.D./W.R.D./private organizations in the immediate preceding 3 financial years.

III The Tender should furnish the following: 1) The List of works completed during the last three years in the proforma enclosed 2) The List of Works already tendered, if any in the Proforma enclosed. 3) The List of works on hand in the Proforma enclosed.

4) The Latest I.T. clearance and Sales Tax Certificate, Necessary Certificate obtained for Sl.No. I to III from competent authority not less than the rank of Executive Engineer should be enclosed.IV. The tenderer must have executed not less than 5000 Sq. ft. office area (3 to 4 works)V. Technical Bid (Part-1) conditions

1) E.M.D in the form of D.D/BG/N.S.C(Pledged) and should be drawn in the name of Executive Engineer. The validity of E.M.D should be 180 days from the date of opening of tender. The tender received without valid & requisiteE.M.D will be rejected (E.M.D shall be submitted along with technical bid).

2) The average turn over of the Aspirants should not be less than the amount put to tender for this work in any one of the preceding 5 years.

3) The intending contractor should furnish the following certified certificates for having enrolled in Cauvery Neeravari Nigama Limited along with registration certificate from P.W.D/Central Government/Public Sector Organisation.

4) Contractor should have been completed one similar nature of work of the same amount during last 5 years, and completion certificate issued by the concerned Executive Engineer for having completed the work satisfactory shall b e submitted,

5) For witness of financial soundness, line of credit in the prescribed proforma amounting to 30% of the amount put to tender should be obtained from any of the Nationalised /Schedule Bank and shall be furnished along with technical bid.

6) Contractor shall furnish list of Machineries and equipments required for Executing this work. The contractor should furnish the details reg. own/lease and fitness certificates obtained from R.T.O for their fitness and Registration Proforma-2.

7) The contractor shall furnish the list of similar nature of works completed during the last 5 years proforma -5.

8) The contractor shall furnish the completion certificate in prescribed proforma issued by the concerned Executive Engineer in completing the L.I.S work double the amount put to tender in any two years during past 5 years.

9) Details of similar nature of works tendered in Proforma -3.10) Details of similar works on hand shall be furnished in Proforma-4 along with Work

Order. 11) The contractor must have required experience & technical knowledge for executing

this type of work. Advanced technological details and technical personal details shall be furnished in proforma-1 during submission of application for tender forms.

12) All the above details should be certified by concerned authority and shall be furnished in proforma (as per proforma included in the tender booklet).

13) All certificates should be certified by the Notary Authority. 14) If incomplete details are furnished such tenders will be rejected without assigning

any reason.

In Financial bid (cover-B) the following details shall be enclosed

1) The rates shall be quoted in both figures & words in Schedule ‘B’ in duplicate and to certify the corrections if any shall be attested with signature.

2) P.W.G proforma 65 and 66 and other enclosures shall be filled completely and furnished with signature.

3) The contractor shall furnish breakup rate list for all the items along with tender booklets (Financial bid), If not their Tender will be rejected. The breakup rate list should be firmly enclosed with the Schedule ‘B’.

GENERAL CONDITIONS1) The contractor should sign each pages of Nigama tender books. 2) The under signed has right to postpone the tender if necessity arises.3) C.N.N.L is empowered all rights to accept or reject the tender of this work without

assigning any reason. 4) The contractor who are interested to participate in the tender for this work will have

to be aquaint with the information of work spot, type of work, other arrangements, transportation etc., and then only participate in the tender process.

5) All the originals documents shall be produced on the date of opening of tender for verification.

6) Non-receipt of application in time due to delay in post/courier service/theft or received lately the Nigama will not be responsible and no further letter correspondence in this regard will be entertained..

7) It may be noted that if any of the dates mentioned in the tender notification happens to be a General Holiday, the next working day will hold good in lieu of the date mentioned.

8) Nigama has got right to reject the conditional tender.9) In two cover tender system, the contractor shall submit item rate tenders in two

separate sealed cover mentioning process cover-A and B along with breakup rate list and putting them in a separate cover duly mentioning the name of work and tender Notification No. & dates.

10) The cover “A’ will be opened on 09-04-2009 at 11.00 AM before the contractors or their representatives who will be present and evaluate their eligibility/capability in the comparative statement and will be intimated to eligible contractor.

11) The cover-B along with breakup list will be opened on 13-04-09 at 11.00 AM before the contractor/representatives who have been qualified in technical bid.

12) C.N.N.L., Mysore has not accorded any approval for any quarry for materials. 13) The cost of blank tender forms, postal charges, cost courier service etc., will not

returned by the Nigama for any reason. 14) The contractor shall produce the certified documents for proof at the time of

submitting the application for tender forms and also the pass book containing those details and to request the concerned officer to enter the details in the pass book regarding process.

15) Contractor who wish to have the tender forms through postal/courier service, the extra cost in the form of blank D.D drawn in favour of the under signed shall be furnished. Cheque will not be considered.

16) The contractors who fails to purchase the blank tender forms and non submission of completed tenders, action will be initiated against them as per the contract registration act.

17) The amount put to tender for this work is inclusive of cost of required quantity of cement, steel and other materials and labour charges etc. If cement and steel purchased by the contractor for this work from market a certificate should be produced by the contractor, duly certified by the concerned officer for their quality.

1) The contractor should have executed the similar type of single work costing not less than the amount put to tender in any one year during last 3 years (Work done certificate should be obtained from not below the rank of Executive Engineer)

2) The annual turnover of the contractor should be more than the amount of work put to tender for which they have intended to bid any one year during last 3 years.

3) The contractor should have the ownership of at least the following machineries and equipments.

(a) Excavator of not less than 0.9 Cum, capacity. – 01 No. (b) Tipper of not less than 4 Cum. capacity. – 02 No.s (c) Concrete mixer of not less than 7 Cft. capacity with hopper. – 02 No.s (d) All other machineries required for the construction of work such as

water tanker, vibrator, centering materials, Form works etc., 4) Pre-qualification is not required for category contractors, but they should submit

category certificate alongwith application for blank tender documents.

Note:-The following certificates shall be scanned and attached along with application (FOR ALL WORKS)

1) The contractor who have not executed any works in this Division should enclose the Performance certificate from the Division where they have worked, for having satisfactorily executed or satisfactorily executing the works under taken by them under KNNL. such tenders received without satisfactorily performance are liable for rejection.

2) Contractor’s enrollment letter under KNNL / registration certification from KPWD.

3) Employee Provident Fund (E.P.F.) registration certificate.

4) Latest income tax clearance certificate.

7) The contractor should attach his/her scanned signature to the schedule “B” before submitting the E-tender.

8) Conditional tenders are liable to be rejected. The office competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

9) Corrigendum will be published in the website for all modification/ Corrections if any.

10) Total cost of work on hand in KNNL, with one contractor should not exceed Rs. 20.00 Crores (Twenty crores) excluding cost of any major works like dam, barrage, lift irrigation, gates tunnel etc.,

11) The intending bidders should know that, if any of lands either in part / parts or in whole required for the work is not acquired by the NIGAM, It shall be the responsibility of the bidder to take possession of such land and start the work by consent from the land owners before commencement of work at no extra cost to the NIGAM. And no claim what so ever relating to non-availability of land would be entertained.

12) As per letter No. 339, dated: 27-4-2007 of Senior Geologist, Mines and Geology Department, Dharwad, the required sand for the works may be obtained from the registered agency of the Mines and Geology Department.
