The forms of Bid Capacity documents are available on the e-Tendering government website

http://maharashtra.etenders.in. The aspiring Bidders will have to download Bid Capacity form

from the website only. While submitting the dully filled Bid Capacity Documents the Bidder are

required to Deposit Rs.2000/- ( Rs. Two thousand only) in the form D.D. only in favour of

Executive Engineer, Chief Gate Erection Unit-5 Nashik. Original D.D. should be sent to the

office of the Executive Engineer, Chief Gate Erection Unit-5 Nashik, before the last date of

submission of bid document. This is essential for enrollment of the contractor on the above

mentioned portal and permitting the contractor to participate in pre-bid conference. The bidder

has to download the Bid Capacity application form from website, fill it and upload the scanned

copy of duly filled form, along with required documents. The list of pre-qualified bidders will be

available on website and also will be communicated to the successful bidders by e-mail.

APPLICANTS

SECTION – I

1.00 Information and Instructions to applicants:

1.01 The online tender in B-1 form with following conditions invited by the Executive Engineer, Chief Gate

Erection Unit-5 Nashik on behalf of The Governor of Maharashtra From manufacturers / Authorized

dealers/Registered Contractors with Mech. Organization who have the similar type of work experience

Providing & erection of free discharge valve who are capable and willing to execute the whole work with

their own financial resources.

1.02 The enclosed form shall be filled in completely and all questions shall be answered. All information

requested for in the enclosed form shall be furnished against the respective columns in the form. If any

particular query is not relevant, it should be stated as “Not Applicable”. Only “dash” reply will be treated

as incomplete information. All relevant statements, Proforma, documents must be duly signed with

name & office seal of contractor. All applicants are cautioned that incomplete information in the

application or any change(s) made in the prescribed forms with tender application & statements,

Proforma, documents without signature, name & office seal will be treated as non-responsive.

1.03 The Bid Capacity document shall be typed on applicant’s letterhead and shall be uploaded.

1.04 Any over writing or correction shall be attested. All pages of the bid capacity document shall

be numbered and should be submitted as a package with a signed letter of transmittal.

1.05 All the information must be filled in English Language only.

1.06 Information and Certificate(s) furnished along with the application form (the respective application who

vouch to the suitability, technical know-how and capability of the applicant) should be signed by the

applicant with name & seal.

1.07 The applicant is encouraged to attach any additional information (photographs of works which were

already carried out which he thinks necessary in regards to his capabilities). No further information will be

entertained after submission of bid capacity documents unless it is requested.

1.08 The bid capacity documents in prescribed forms as required in this booklet duly completed and signed shall be uploaded along with all relevant documents.

1.09 a) The cost incurred by applicant in preparing this offer, in providing clarification or attending discussions, conferences in connection with this document, shall not be reimbursed under any circumstances.

b) In the event of any applicant wishing to withdraw from Bid Capacity documents, the applicant must

write an explanatory letter to the Superintending Engineer Mechanical Circle(Gates) Pune/ Chief

Engineer ,( Mechanical ) water Resources Deptt. Nashik.

1.10 METHOD OF APPLYING:

1.11 If the application is made by an individual, it shall be signed by the individual above his full name and

current address & with office seal.

1.12 If the application is made by proprietary firm it shall be signed by the proprietor above his full

name and the full name of his firm with its current address.If the application is made by the firm in

partnership, it shall be signed by all the partners of the firm above their full names and current

addresses or by a partner holding valid power of attorney for the firm by signing the application, in

which case a certified copy of the power of attorney shall accompany the application. A certified copy of

the partnership deed, current address of all the partners of the firm shall also accompany the

application.

1.13 If the application is made by a limited company or a corporation, it shall be signed by a duly

Authorized person holding the power of attorney for signing the application, in which case a certified

copy of the power of attorney shall accompany the application. Such limited company or corporation

may be required to furnish satisfactory evidence of its existence before the Bid Capacity is awarded.

1.14 Manner of Submission of Bid Capacity and its accompaniment:

The contractor shall upload the documents listed as below along with Bid Capacity booklet.

i) Valid manufacturer or Authorized dealers or registration certificate as an approved registered

contractor with Class-B or above with Mechanical Organization see page No. 1 of D.T.P. Govt. of

Maharashtra. In original or certified copy there of as a registered contractor having experience of

Supply & erection of same free discharge valve as a component of Dam & supplied to mechanical

Organisation or Dam related mechanical works such as Manufacturing, erection, repairs &

maintenance of Gates with Mechanical Organization.

ii) Details of work in hand other works tendered & clearance certificate duly sign by Executive

Engineer

iii) Work Experience of Supply & erection of Free discharge valve as a component of Dam &supplied

to Mechanical Organization or Dam related works such as manufacturing, erection, repairs &

maintenance of gates with Mechanical Organization.

iv) Details of plant & machineries (owner & otherwise)

v) Details of Technical persons with tenderer.

vi) The balance sheet of last 5 years duly certified by the Chartered Accountant.

vii) Value Added Tax (VAT) registration certificate by Maharashtra State Value Added Tax Act.

(Maharashtra act No. 2005) & its clearance certificate up to March-2012..

viii) Deed of partnership of articles of Association and Memorandum of Association for limited

company.

ix) Power of Attorney in original / attested true copy.

x) Copy of Pan Card

All documents are required to be uploaded with Bid Capacity Document shall be attested by Gazetted Officer

and if required, original copies shall be made available for verification.

1.2 DEFINITIONS :

In this tender document the following terms shall have the meanings hereby

assigned to them except where the context otherwise requires.

I Govt. / Deptt.

This means State Govt. of Maharashtra, Water Resources Department.

II C.E(M)

C.E (M) means Chief Engineer (Mechanical), Water Resources Department,

Nashik.

III S.E.(M)

S.E. (M) means Superintending Engineer (Mech.) of the circle in overall charges of

the work pertaining to the contract.

IV E.E(M)/ENGINEER INCHARGE

E.E (M)/ENGINEER INCHARGE Means the Executive Engineer incharge of the work.

V Engineer’s representative: Mean the Deputy Engineer, who is in direct charge of the

works.

VI Applicant :

Applicant means individual proprietary firm, firm in partnership, Limited company

Corporation applying to become eligible to tender.

VII Website:

Website means http:// www.maharashtra.etenders.in.

VIII Contractor: Mean the person, firm or company who enters into contract, with the Govt. and

shall include their executors, administrators, successors and submitted assignees

1.3 FINAL DECISION MAKING AUTHORITY :

The committee headed by Superintending Engineer Mechanical Circle (Gates.),, Pune. reserves right to

accept or reject any of the application for Bid Capacity without assigning any reasons thereof and he

will submit evaluation report to chief Engineer (mech.) Nashik. final decision in this regards will be taken

by chief Engineer (mech.) WRD Nashik.

1.4CLARIFICATIONS :

The clarification(s) if any, may please be sought separately from either Executive Engineer, Chief Gate

Erection Unit-5 Nashik or from the Superintending Engineer, Mechanical Circle (Gates), Pune (Tel. 020-

26121605) It is binding on the applicant / contractors to produce the clarifications in original of the any

or all documents uploaded in bid with date & time specified by S.E/E.E.

1.5 PARTICULARS ARE PROVISIONAL:

The particulars of the proposed works given in Annexure-A to this section are provisional & must be

considered only as advance information to assist applicants. The accuracy of the particulars is not

guaranteed in any form and this Bid Capacity document or the Model. Tender Provision shall not form

part of any contract which may subsequently be entered into tender documents.

1.6 SITE VISIT :

The work site can be inspected by the applicant, if he so desires, by prior appointment with the

Executive Engineer, Chief Gate Erection Unit-5 Nashik-4

1.7 MINIMUM ELIGIBILITY CRITERIA FOR BID CAPACITY:

The applicant shall submit the information in the format as enclosed vide section-II.

The applicant must be well established manufacturer or Authorized Dealer or registered

Contractor with mechanical organization with experience as in tender Notice capability in to carry out

work. work given in this document. The applicant applying for bid qualification must provide

evidence of having adequate experience in modern technology with adequate quality control

facilities supported by testing laboratory.

In order to assess the experience and capability of contractor for execution of

work under consideration, a minimum criteria has been specified. This minimum criteria is

judged from the past experience of the contractor. The applicant bidder, should have

adequate bid capacity, & minimum turnover and that of execution of similar work are also stated in

para. 6 of Annex – A.(see page No. 22,23)

The formula of evaluation of bid capacity is:

BID CAPACITY = (A x N x 2) – B

Where,

A = Maximum value of Mechanical Engineering works executed in any one year during the period of

last 5 years (Updated to the price level of the year in which the tenders are opened) which will take in to

account the completed and ongoing works. The updating of value of work to bring it on price level of

The maximum value of Mechanical Engineering works (A) executed in a year shall be

minimum of following.

1) Ascertained from the certificates by the Executive Engineer in case of Govt. and Semi

Government and form the head of offices in case of limited companies and

Registered Co-op. societies or organizations. The information is

to be submitted in proforma 1(a) and Statement 1 as enclosed in Section-II. Information

given in any other format than prescribed shall not be taken into account for calculating

value of “A”.

2) Ascertained from balance sheet of last. 5 years duly certified by the

Chartered Accountant.

The submission of information in (1) & (2) to above is obligatory. In case of non

submission of any one or both, it shall be concluded that the contractor does not have

adequate Bid capacity and shall not be considered for pre- qualification.

B = Value of existing commitment and ongoing works (updated to price level of the

year in which the tenders are opened) to be completed in the period stipulated for

completion of thework in the present tender.All certificates should be counter signed

by Engineer-In-Charge not below the rank of Executive Engineer of the concerned

Department). The value of B shall be ascertained from the certificates as prescribed in

proforma -1 (b) and statement No. 2 enclosed in section II.

Only those applicants who satisfy the minimum criteria as stated in Para 6 of Annex – A will be

eligible for purchase of blank tender documents

1.8 EVALUATION CRITERIA FOR BID CAPACITY:

a) Bid Capacity of prospective Tenderers is to be done to ensure that final bids for the work are received

from well established contractors with experience and capability for executing this work. Any

applicant, who is able to satisfactorily establish that he/they can undertake the work and complete it

satisfactorily within the stipulated time, will be able to get pre-qualified.

b) The Evaluation for Bid Capacity of the applicants shall be done by the committee as mentioned in

Para 6.3 of Annexure-A

The committee shall have freedom to ask for clarifications and further related information from the

applicant, check references and make inquiries in respect of work of prospective tender.

The evaluation will be done from the information submitted by the bidder. The various formats of

giving information are given in section-II. Bidder is expected to go through these formats carefully

and submit the information properly. The bid capacity information booklet should be indexed and

paged. The evaluation for bid capacity is to be done for the eligible applicants who satisfy minimum

criteria. It will be, therefore advisable that applicant gives a short note (Please refer Proforma-5,

section-II explaining how he is eligible and fulfills the criteria by giving references of the information

given in the booklet.

1.8 (c) If an applicant is judged to be financially unsound, he would be disqualified.

1.8 (d) In case the number of qualifying applicants are less than three, the committee may use its discretion

to relax the appropriate criteria with a view to qualify at least three applicants and thus ensure

adequate competition in tendering.

1.8 (e) Necessary information will be collected from the details furnished in proforma and additional

information may be called for at the discretion of the committee.

1.8 (f) ONLY PRE QUALIFIED TENDERERS SHALL BE ELIGIBLE FOR RECEIVING BLANK TENDER

1.90 NO EVALUATION WILL BE DONE:

If following omissions are observed during scrutiny of documents submitted by the applicant no further evaluation shall be done and his application shall stand rejected.

1. If the information given in section 2, proforma 1 to 7 is incomplete / misleading / false such application shall be considered as non responsive.

2. If the record of poor performance such as abandoning work, not properly completing contract, inordinate delays in completion and financial failure, is noticed. The contractor shall give the undertaking to this regard in proforma 7

3. If the applicant does not fulfill the criteria for minimum eligibility laid down in Para 6

4. If the applicant fail to submit any of the following documents / certificates.(as stated in Para 1.14 Page 12

5. If each page of the work done certificate is not attested.

6. If the applicant doesn’t submit the information in the prescribed format.

7. If not presented neatly and readable manner & if any changes made in tender documents.

8. If the application is not submitted properly as per procedure Given in Para 1 Method of applying.

Above work is to be carried out in Taluka-Akole.Dist. Ahmednagar.having rainfall 400 to 500 mm. The rainy season normally commences from June & lasts up to end of September. Few sporadic pre monsoon and post monsoon showers however can not be ruled out
