1. Before filling up the application form, read all the instructions carefully.

2. Use one common application form for B.S.M.S./B.A.M.S./B.N.Y.S./B.U.M.S./ B.H.M.S. Courses.

3. Fill up the application form legibly, neatly and correctly. The information will be processed byusing computer. Any mistake committed by the candidate will prejudice their selection.

4. Do not fold any of the forms under any circumstances.

5. Filled in application form with all relevant enclosures prescribed may be delivered in person orsent in the cover provided, by Registered post / Courier service / Speed post to reach :

6. The Secretary, Selection Committee cannot be held responsible for the delayed receipt or loss intransit or on any other ground beyond the specified date and time. Applications received after thelast date and time will not be accepted irrespective of the date of booking.

7. Request for extension of time for submission of documents called for after the specified date andtime will not be entertained.

8. Any supporting documents received after the due date or the application form without requireddocuments / particulars will not be entertained.

9. (a) Candidates applying under Special Category should fill up the Common Application Formprescribed for General Category and also they should apply in the application form prescribed forSpecial Categories which could be obtained on payment of Rs.100/- in the form of Demand Draftdrawn in favour of the Director of Indian Medicine and Homoeopathy, Chennai-600 106, on orafter 25.06.2008 payable at Chennai for each special category, subject to the maximum of threespecial categories.

(b) Only one form should be used for one special category. Candidates applying under Sportscategory should submit the applications with necessary documents in person at theOffice of the Selection Committee, Chennai-600 106. Without the required documents, theirclaim will not be considered under any circumstances.

10. Candidates selected under General Category will not be allowed to claim the very samestatus as the candidates selected under Special Category and vice- versa.

PROSPECTUS

1. ELIGIBILITY:Candidate should be a citizen of India.

2. NATIVITY:

Candidate should be a Native of Tamil Nadu. Except, for the candidates who have studied in aschool in the State of Tamil Nadu continuously without break from 8th Standard to Plus Two, theother candidates should produce the Nativity Certificate in the format prescribed in Annexure Ifrom the competent authority. The candidates who are the children of parent of Tamil Nadu originbut living in other States should also produce the Nativity certificate as mentioned above. PermanentResidence Certificate will not be accepted.

Note :

(i) Foreign Nationals (except BIMSTEC countries) though they might have studied for 5 years from8th Standard onwards or in a college in Tamil Nadu, they are NOT eligible to apply for admissionto B.S.M.S./B.A.M.S./B.N.Y.S./B.U.M.S./ B.H.M.S. Courses for 2008-2009.

(ii) Producing false nativity certificate if detected at any time later during the course of study, willresult in expulsion of the candidate and also initiation of criminal proceedings against the candidateas well as the parent as per law.

3. AGE LIMIT:Should have completed the age of Seventeen years on or before 31st December 2008. Evidenceshould be produced.

4. EDUCATIONAL QUALIFICATIONS:

(i) Candidates should have passed in all the subjects of the qualifying examination of the HigherSecondary Certificate Examination (Academic) conducted by the Tamil Nadu State Board oran equivalent examination in one and the same attempt in the following group of subjectswith the minimum eligible marks.

(a) Physics, Chemistry, Botany and Zoology.

(or)

(b) Physics, Chemistry, Biology with any other subject.

(ii) Language qualifications for BSMS / BUMS Courses

(a) FOR BSMS COURSE : In addition to the minimum eligibility marks mentioned in clause 5 (A)

1. The candidate should have studied in Tamil medium upto X Standard or Plus Two, or

2. The candidate should have studied Tamil as a subject upto X Standard, or Plus Two, or

3. The candidate must be prepared to pursue the study of Tamil Language as a subject during theFirst professional Course of B.S.M.S. course, to become eligible to take the other subjectsexamination of the BSMS Course.

(b) FOR BUMS COURSE: In addition to the minimum eligibility marks mentioned in clause 5 (B)

1. The Candidate should have studied in URDU Medium upto X Standard or Plus Two, or

2. The candidate should have passed Urdu/ Arabic / Persian as a subject upto X Standard or Plus Two, or

3. Should have passed the Adeeb-e-Fazil Examination or Entrance Examination of Afzal-UlUlama Examination of the University of Madras to be eligible to apply for the BUMS course

NOTE:-

Candidates who have passed any other equivalent examinations with same subjects mentionedabove in clause 4 (i) should produce the eligibility certificate from The Tamil Nadu Dr. MGRMedical University before the counseling date or before attending the counseling.

(iii) The following categories of candidates are NOT ELIGIBLE to apply for

B.S.M.S./B.A.M.S./B.N.Y.S./B.U.M.S./ B.H.M.S. Courses.

a. Candidates who have passed H.Sc. in Vocational Stream and Pre-University Course

b. Candidates who have already undergone study for a period of Six months and more in any of theprofessional courses such as MBBS, BDS, B.Pharmacy, B.Sc.(Nursing), BPT, BOT, BSMS, BAMS,BUMS, BNYS, BHMS, Engineering, Law, Agriculture, Veterinary, Management, ComputerScience etc.,

5. (A) MINIMUM ELIGIBILITY MARKS FOR B.S.M.S./B.A.M.S./B.N.Y.S./ B.H.M.S. COURSES.

(i) OTHER COMMUNITIESMinimum of 50% marks in aggregate in the Science subjects namely Physics, Chemistry andBiology or Botany and Zoology

(ii) BACKWARD COMMUNITIES / BC (CHRISTIAN) / BC (MUSLIM)

Minimum of 45% marks in aggregate in the Science subjects namely Physics, Chemistry andBiology or Botany and Zoology

(iii)MOST BACKWARD CLASSES AND DENOTIFIED COMMUNITIES

Minimum of 40% marks in aggregate in the Science subjects namely Physics, Chemistry andBiology or Botany and Zoology

(iv)SCHEDULED CASTE AND SCHEDULED TRIBE

Minimum of 35% marks in aggregate in the Science subjects namely Physics, Chemistry andBiology or Botany and Zoology

5 (B) MINIMUM ELIGIBILITY MARKS FOR B.U.M.S. COURSE.Candidates should have passed Higher Secondary Course (Academic) with Science subjects (Physics, Chemistry and Biology or Botany and Zoology) or its equivalent examination.

NOTE :-

(i) The Marks obtained in the qualifying examination in the relevant science subjects in thefirst appearance only will be taken into consideration for the allotment of seats to candidatesand the improvement marks in +2 examination of any year will not be considered.

(ii) Candidates who have passed any other equivalent examinations in the first attempt with thesame group of subjects mentioned above should produce the eligibility certificate from theTamil Nadu Dr. M.G.R. Medical University before attending the counseling.

(iii)In the case of candidates who have furnished the mark-sheets of the qualifying examination,only in GRADES, the minimum marks of the grades alone will be taken into considerationwhile determining the marks in the Science subjects of Physics, Chemistry and Biology orBotany and Zoology.

(iv) Candidates who have submitted marks sheets with GRADES and without mentioning the rangeof marks for each grade should obtain the marks equivalent certificates from the examiningauthority and attach a certified copy along with their mark sheet as an enclosure with theapplication.

(v) Normalization method will be adopted for calculating the minimum eligibility mark for thecandidates who have passed any other equivalent examination. Refer Clause 9 (c)

6. The list of SPECIAL CATEGORIES WITH THEIR CODE NUMBERS is furnished in theAPPENDIX – I.

If sufficient number of candidates are not available for allotment against any of the 22 seats inBSMS, 6 seats in BHMS and 6 seats in BUMS reserved for the SPECIAL CATEGORIES listedunder Appendix-I, the vacant seats will be added to the General Pool of seats and filled up withcandidates from general merit list applying rule of reservation.

The lists of Government Medical Colleges and Self-Financing Medical Colleges are furnishedwith the details of Courses offered and seats available in the APPENDIX – II and III respectively.

7. CATEGORIES OF SEATS:

(i) CATEGORY I - GOVERNMENT MEDICAL COLLEGES:

The seats available in BSMS/BAMS//BNYS/BUMS/BHMS courses in Government MedicalColleges( Seats available for BAMS Course are subject to receipt of recognition from CentralCouncil of Indian Medicine , New Delhi and affiliation awarded by T.N. Dr.MGR MedicalUniversity for Government Ayurveda Medical College, Nagercoil)

(ii ) CATEGORY II - SELF-FINANCING MEDICAL COLLEGES :

Allotments of seats to BSMS/BAMS/BNYS/BHMS courses in Self Financing Medical Colleges.

NOTE:

The Selection Committee will allot seats to the colleges based on the merit and following the Ruleof Reservation and subject to the availability.

(iii ) Apportionment of seats between Government and Management of Self Financing Colleges ofIndian Systems of Medicine as per G.O. (D). No.(4 D) / H&FW / (MCA I ) Department Dated30-05-2008 is as follows:

8. DURATION OF THE B.S.M.S./B.A.M.S./B.N.Y.S./B.U.M.S./ B.H.M.S. COURSES:5 ½ years of study including one year Compulsory Rotatory Resident Internship.

9. METHOD OF SELECTION AND ADMISSION:

(a) Selection will be made merit-wise on the basis of marks obtained by the eligible candidates in

the prescribed science subjects in the qualifying examinations reduced to the base of 200 marks.

The marks obtained through different boards of examination will be taken into account after

normalization of marks.

CALCULATION

The percentage and the weighted total should be accurate to two decimals.

(b)Ranking of the candidates will be done based on the total marks obtained in the relevant sciencesubjects, after normalization of marks for other Boards candidates computed to a maximum of200, as mentioned above.

(c) NORMALIZATION OF MARKS :

(i) The marks obtained by the students in the relevant subjects in the qualifying examinationconducted by various Boards or Authority will be equated with the marks obtained by thestudents in the same subjects in the qualifying examination conducted by the State Board ofTamil Nadu by adopting the method of normalization.

Explanation: -Under the method of normalization, the highest mark obtained by the students of various Boardsin each subject will be equated to the highest mark obtained by the students of State Board inthat subject and the relative marks obtained by other students in that subject will be determinedaccordingly.

Illustration:-

If the highest mark secured by the student of State Board in Physics is 100, and the highestmark secured by the student of any other Board in the same subject is 90, both the highestmarks will be considered to be equal to 100. If the student of the Other Board secures 60marks in Physics when the highest mark in Physics in the same board is 90, the 60 marks willbe considered to be equal to 66.66marks as arrived at below:-

100 x 60 = 66.66% 90

(ii) After normalization of marks in the relevant subjects in the qualifying examination conductedby different Boards, the qualified students of different Boards will be merged into a commonmerit list.

(d) The improvement marks of any year in +2 examination are not valid and only the marksobtained in the first appearance in the qualifying examination will be taken into considerationfor the selection and allotment of candidates to the above courses.

(e) DETERMINATION OF RANK OF CANDIDATES OBTAINING EQUAL WEIGHTEDTOTAL MARKS UPTO TWO DECIMALS:

In cases, where two or more candidates obtain equal weighted total marks upto two decimals for200, the rank of such candidates shall be determined on the basis of the following factors in thegiven order, namely:-

(i) Percentage of marks obtained in Biology or Botany and Zoology taken together in Plus Twoexamination.

(ii) Percentage of marks obtained in Chemistry in Plus Two examination.

(iii) Percentage of marks obtained in Physics in Plus Two examination.

(iv) Date of Birth - Weightage given to seniority in age.

(v) Computerized Random number assigned. Higher value will be given weightage.

10. The Merit List will be published on the Notice Board at the office of the Selection Committee andwill be posted simultaneously on our website: http://www.tnhealth.org

11. The rule of reservation of Government of Tamil Nadu shall be followed for allocation of total seats: -

12. All selections and admissions for BSMS /BAMS /BNYS / BUMS / BHMS Courses are onlyprovisional. The Selection and admission is liable to be cancelled at any time as and when theeligibility conditions are found to be defective or incorrect or of any suppression of facts deliberatelyor otherwise by the candidates. The right of allotment to BSMS /BAMS /BNYS / BUMS / BHMScourses are wrested totally with the Selection Committee.

13. COUNSELLING (Single Window System):

(i) Option once exercised during counseling, will be final.

(ii) Candidates who fail to attend the counseling at the specified date and time will forfeit theirright to admission and their names will not be considered later.

(iii) One of the Parents or Guardian will be allowed to accompany the candidate to attend the counselingand they should make their own arrangements for attending the counseling session. Individualintimation will be sent for regular counseling through call letters.

(iv) All Communications will be sent only to the mailing address given in the application.Candidates are requested to intimate any change of address immediately. The Intimation /Call letters will be sent either by Certificate of Posting, Registered Post, Speed Post, CourierService or by Telegram whichever is feasible. Selection Committee is not responsible for anypostal delay or non receipt of call letter.

(v) Candidates can exercise their option for the course and the college of their own choice at thetime of counseling, and allotment is subject to availability of seats. Individual request fortransfer of college or change of course will not be entertained after allotment of seat ismade. In this regard, a declaration in the format of Annexure VI should be submittedby the candidate at the time of admission to the Head of the Institution.

(vi) Those who get re-totaled / revalued marks during the first appearance only can also attendthe counseling on the day and session according to their new marks. If the candidate producethe re-totaled / revalued marks after the counseling is over and within the cut off date thenhis/her name, will be considered only in the existing vacancies available and he/she cannotclaim any preferential rights for allotment according to merit under re-totaled / revaluedmarks. Candidates who submit the Revalued / Re-totaled marks after the administrative cutoff dates fixed by Government will not be considered for selection.

(vii) The vacancies arising after the first phase of counseling will be filled up from the waiting listthrough counseling, if necessary, and also to the new colleges, if any added.

(viii) Selection Committee reserves the rights of movement of candidate from category to category,college to college based on merit following the rule of reservation. If a candidate givesoption to stay in the previously allotted College, Course or Category, he/she is allowed toopt out of the movement procedure by giving a declaration for the same and they will not beconsidered for change of Category / College / Course at a later date.

(ix) Mutual transfers will not be entertained under any circumstances.

(x) Counseling Schedule will be made available on the website. Candidates who do not get theindividual call letters can also attend the respective counseling session based on their meritof marks.

(xi) If a candidate opts out of (not willing to take) either Government/other category of seats,when seats are available at the time of his / her counseling, then he/she will not be eligiblefor the same seat at any point of time later.

(xii) Candidates getting allotment, for any other reasons, at a later date after the counseling isover will be given a seat only in the existing vacancies available in any one of the colleges.

(xiii) Choice of Candidates:

The candidate is eligible to opt for any of the courses viz. BSMS/BAMS/BNYS/BUMSBHMS course in Government and Self-financing colleges based on his/her eligibility.Likewise, he/she can opt to be waitlisted for all the categories.

(xiv) Counseling for the Special Categories will be done before the General counseling.Candidatesmust also note that rule of reservation will be horizontal and not vertical to all the specialcategories.

14. TUITION FEES:

The Tuition Fees for BSMS, BHMS, BAMS and BNYS courses in Private Self Financing MedicalColleges shall be collected as indicated below and as fixed by the Justice Raman Committee forthe fixation of Fee for Private Professional Educational Institution.

(a) Detailed information regarding Tuition Fees, Special Fees, Caution Deposit, Scholarship, FeeConcession, Hostel Facilities, University Registration Fees, Curriculum Examination Fees,etc. can be obtained from the Head of the Institution in which the candidate joins.

(b) The candidates who are selected at the time of counseling shall remit a non refundable sum ofRs.5000/- (Rupees Five Thousand only) by way of Demand Draft drawn in favour of the Directorof Indian Medicine and Homoeopathy, Chennai-106 on or after 25 - 06 - 2008 payable atChennai at the time of receipt of the allotment orders. After the receipt of the joining reportfrom the Principals of the respective colleges this amount will be transmitted to the Collegesconcerned to get adjusted with the Tuition Fees to be paid by the candidates. If the candidatefails to join the course after getting allotment order within the stipulated time he/she willforfeit this amount and the seat allotted.

(c) Candidates selected for the seats offered voluntarily by the Self Financing Institutions alsohave to remit a non-refundable sum of Rs.5000/- (Rupees Five Thousand only) by means of aDemand Draft drawn in favour of Director of Indian Medicine and Homoeopathy, Chennai106, on or after 25 - 06- 2008 payable at Chennai at the time of counselling for allotment ofseats. This will be adjusted towards the tuition fee that has to be paid to the colleges, and thebalance amount, if any, towards tuition fee and other fee has to be paid in the respective collegesat the time of joining the course. If the candidate does not pay the balance tuition fee and otherfee within the stipulated date or if the candidate does not join the institution within the stipulateddate mentioned in the allotment order he/she will forfeit the amount of Rs.5000/- paid at thetime of counselling and the seat already allotted will automatically stand cancelled. Thosecandidates who discontinue the course will also forfeit this amount.

(d) The candidate selected for BSMS /BAMS / BNYS / BUMS / BHMS course will have to remita non-refundable amount of Rs.500/- (Rupees Five hundred only) by means of Demand Draftdrawn in favour of Director of Indian Medicine and Homoeopathy, Chennai-106, on orafter 25 - 06 - 2008 payable at Chennai as processing fee.

(e) If any amount - remains due from the student as a result of revision of fees, it shall bepayable by the student. An undertaking to pay any amount that may become due as andwhen the fee structure is revised should be given to the Head of Institution at the time of

3% of the total numbers of seats available in Government medical institutions are reserved for

orthopaedically physically challenged candidates. The minimum disability of the candidates should be 40%

for considering under this category and the disability should not exceed 70% locomotor disabilities of the

lower limbs only. The other conditions for admission into BSMS/BHMS./BUMS course will also be applicable

as in the case of the General Category.

Candidates are requested to produce a certificate from the District Medical Board of the area concerned

constituted for this purpose assessing the nature and the extent of physical disability in the format prescribed

in the Annexure – III

Note: 1. The selected candidates for BSMS/BUMS/BHMS course will be required to undergo second

medical examination by a Medical Board constituted for the purpose by the Directorate of

Medical Education to ascertain and confirm the nature and extent of physical disability.

2. Candidates with any disability other than the locomotor disability of the lower limb will not

be considered for admission into BSMS/BUMS/BHMS course under this Special Category.

3. The decision of the Special Commissioner of Indian Medicine and Homoeopathy in this

regard shall be final.

17. All the entries in the application form should be written legibly by the candidate in his/her ownhandwriting. The candidate should ensure that all information including the marks in the qualifyingexamination furnished by him/her in the application and the enclosure are correct. The candidateis informed that if after proper scrutiny of his/her application, if it is found that the marks furnishedby him/her in the application are not correct or any other information is found to be incorrect, then;

a. He/She will forfeit the admission no matter at what stage of the course he / she will be at that time;

b. He/She will be debarred from pursuing any studies for a period of three years;

c. Legal action will be initiated against the candidate and the parents for furnishing incorrectinformation; and

d. Criminal action will be instituted against him/her for furnishing false Mark Sheets / falseCommunity Certificate;

18. No document enclosed with the application will be returned. Candidates are required to encloseonly the attested Xerox copies of the following certificates along with the application. Attestationshould have been made by Group A or Group B Officer of the State Government or CentralGovernment or by the Head of the Institution where the candidate studied.

(a) Mark sheet of H.S.C. (Academic) examination (both side of mark sheet should be Xeroxed)or any other equivalent examination of the first appearance.

(b) Transfer certificate obtained after the completion of H.S.C. (Academic) or equivalent courses.

(c) Nativity certificate (wherever necessary)

(d) Permanent Community certificate Card.

NOTE:

1.The candidates belonging to Scheduled Tribe should produce Community Certificate obtained fromRevenue Divisional Officer. An attested Xerox copy or a certified copy of the permanent communitycard alone should be enclosed along with the filled in application.

2. For communities linked with Districts (See List of communities Annexed in the prospectus), thecandidates should obtain their Community Certificate in the respective districts.

19. The selection and admission of candidates of other Universities / Boards will be provisionalsubject to recognition of the qualifying examination by The Tamil Nadu Dr. M.G.R. MedicalUniversity under which the candidate gets admitted. In case, the recognition is not accorded forthe admission of the candidate on any ground, the provisional admission will not entitle thecandidate for the continuance of the course and the admission will stand cancelled.

20. The Selected Candidates should produce all the original documents at the time of admission tothe Principal, Medical Colleges concerned. Selection will be cancelled if the candidates do notproduce the original documents at the time of admission.

21. Selected candidates should produce a physical fitness certificate obtained from a RegisteredMedical Practitioner not below the rank of Assistant Surgeon paid or honorary “A” Classpractitioner Registered with Tamil Nadu Board of Indian Medicine or Board of Integrated Medicineor Tamil Nadu Siddha Medical Council, Chennai at the time of joining the course.

22. Candidates selected for admission and his/her parent /guardian will have to execute anAgreement Bond to the value of Rs.25,000/- (Rupees Twenty five thousand only) as prescribedin Appendix–V. Failure to execute the Agreement Bond will lead to cancellation of selectionat any point of time.

23. Candidates selected for admission and his / her parent / guardian will have to sign disciplinedeclaration form in Annexure – IV (A), (B), & (C) . Failure to sign the declaration will result inthe cancellation of selection.

24. Candidates can type the necessary certificates in the prescribed format separately and attach thesame along with application.

25. Candidate selected for admission to BSMS/BAMS/BNYS/BUMS/BHMS Courses are notguaranteed any appointment in Government Service.

26. Hepatitis-B vaccination:

All candidates selected for admission to first year BSMS/BAMS/BNYS/BUMS/ BHMS courseshould take the Hepatitis-B Vaccine before admission to those Courses and only on producing acertificate in Annexure - VII , the Principals will admit the candidates. The students should takefurther doses at the prescribed intervals as required.

27. The candidates will be required to undergo Medical Examination at the college to which they areallotted before the Medical Board on the date notified by the authorities of the college. Onlythose candidates found medically fit will be admitted and be permitted to pay the fees.

28. In respect of selected candidates adequate original documentary evidence shall be required andverification may also be done to decide on their eligibility under various categories at the time ofcounseling

And where as the candidate has agreed to complete his / her training for the said course at the saidcollege subject to the conditions hereinafter appearing. Now, therefore this is a bond witnessed and itis hereby agreed as follows:

1. The Candidate shall diligently complete his/her training for the said course at the said collegeshall abide by the rules of the said colleges for the time being in force regulating the conduct ofstudents of the said college and shall pass all the examinations prescribed for the said course bythe University or the Medical Institution concerned.

2. Upon passing the final B.S.M.S./ B.A.M.S./ B.N.Y.S./ B.U.M.S./ B.H.M.S. Examination thecandidate shall serve as intern for prescribed period as laid down by Indian Medicine CentralCouncil Act (Central Act of 1979).

3. The candidates shall on demand made by the Government within two years from the date onwhich he/she register himself/herself as a Medical Practitioner serve for a period of not less thanfive years and in such rural area as the Government may specify in general or special orders.

4. During the period of Internship under clause (2)and while in service under clause (3) the candidateshall faithfully, diligently and with skill and ability perform his/her duties and observe the rulesfor the time being in force made by the Governor or the President as the case may be for regulatingthe conduct of Government Servants.

5. While in service under clause (3) the Pay and allowance and other conditions of service of thecandidate shall be regulated by the rules and orders of the Government for the time being in force.

For the posts to which he/she is appointed.

6. If the Candidate leaves the said College before passing final examination without the previouspermission of the Government in writing for any reason, whatsoever, including illness or if heshe is discharged or dismissed for misconduct or if he/she otherwise fails to complete the internshipunder clause (2) or refuses to serve in accordance with clause (3) or resigns or is dismissed formisconduct from such a service before the completion of five years of service then in any sucheven he/she shall pay to Governor on demand and without demur such sum not exceedingRs.25,000/- (Rupees twenty five thousand only) as the Government, may direct only, the decisionof the Government under this clause as to the commission of breach as also be to the amount ofcompensation payable in respect there of shall be final and binding on the Candidate.

7. Candidates who opt to leave the course within 30 days on joining the course for admission toother professional course may do so. However, if they leave the course for joining MedicalCourse elsewhere within the above said 30 days they will be bound by the bond.

8. Any sum falling due from the candidate under this agreement shall be recovered from his/her as

an arrear of land revenue.

If any dispute shall arise between the parties here to in respect of this agreement or any of theprovision here contained or anything arising hereunto except in respect of matters on which thedecisions of the Government under clause (6) is declared to be final and binding the same shall bereferred to the arbitration of Director of Indian Medicine and Homoeopathy whose decision thereonshall be final and binding on the parties.

Parent /Guardian of the candidate hereinafter called ‘The Sureties’ on behalf of the candidate do

the above agreement to which breach the decision of the Government shall be final and binding on the
