    from the Peoples Republic of China.8

    (b) ADDITIONAL REPORT ON IMPROVING DUTY9

    COLLECTION.Not later than April 30, 2014, the Com-10

    missioner responsible for U.S. Customs and Border Pro-11

    tection shall submit to Congress a report12

    (1) assessing, after consultation with the Sec-13

    retary of the Treasury and the Secretary of Com-14

    merce and the heads of other appropriate Federal15

    agencies, the extent to which U.S. Customs and Bor-16

    der Protection can adjust bonding requirements to17

    further protect the revenue of the United States18

    without19

    (A) violating any other provision of law or20

    any obligation of the United States pursuant to21

    an international agreement; or22

    (B) imposing unreasonable costs on im-23

    for title VII of the Tariff Act of 1930 is amended by in-7

    (c) CONFORMING REPEAL.Subsection (a) of section9

    691 of the North American Free Trade Agreement Imple-10

    employer arrests, and the fines collected by ICE during25

    SEC. 710. SECURE COMMUNITIES REPORT.3

    The Director of U.S. Immigration and Customs En-4

    forcement (ICE) shall submit the Secure Communities5

    program reports described on pages 53 and 54 of House6

    Report 11291 on a semiannual basis. The first such re-7

    port shall be submitted to Congress not later than 45 days8

    after the last day of the first 6-month period of the fiscal9

    year. The second such report, which shall include sum-10

    mary data for the entire fiscal year, shall be submitted11

    to Congress not later than 45 days after the last day of12

    such fiscal year.13

    SEC. 711. REPORT ON UNOBLIGATED BALANCES.14

    The requirement set forth on page 56 of House Re-15

    port 11291, which directs the Director of U.S. Immigra-16

    tion and Customs Enforcement (ICE) to submit a quar-17

    terly report on unobligated balances to the Committee on18

    Appropriations of the House of Representatives is re-19

    scinded.20

    SEC. 712. STAFFING AND HIRING REPORT.21

    The Director of U.S. Immigration and Customs En-22

    forcement (ICE) shall submit the staffing and hiring re-23

    ports described on page 55 of House Report 11291 on24

    a quarterly basis.25

    Report and shall not be required to submit the plan to6

    SEC. 714. SECURE BORDER INITIATIVE STATUS REPORT.8

    The Secretary of Homeland Security shall submit the9

    Secure Border Initiative status reports referred to on page10

    44 of House Report 11291 to Congress on a semiannual11

    (Transportation Security Administration) shall not be re-7

    quired to submit a report on funds described in subsection8

    (b) to the Committee on Appropriations of the Senate and9

    the Committee on Appropriations of the House of Rep-10

    resentatives more frequently than every 180 days.11

    (b) FUNDS DESCRIBED.Funds described in this12

    subsection are funds made available to the Transportation13

    Security Administration for fiscal years 2004 and 200514

    that are recovered or deobligated and required to be used15

    for the procurement and installation of explosives detec-16

    tion, air cargo, baggage, and checkpoint screening sys-17

    tems.18

    SEC. 717. REPORT ON PROTECTION OF PERSONAL INFOR-19
