BACKGROUND :: GCF Overview

17 states & provinces from 6 countries

More than 20% of world’s tropical forests in GCF states & provinces

More than 75% of Brazil’s tropical forests in GCF states & provinces

More than 50% of Indonesia’s tropical forests in GCF states & provinces

Tropical forest GCF states & provinces are early movers in building comprehensive, jurisdictional programs to reduce emissions from deforestation & land use

California could be first GHG compliance market to recognize emissions reductions from jurisdictional programs

Making the case for GCF• UN process has faltered in recent years

• Subnational governments are moving ahead on various aspects of climate policy, providing important sources of innovation

• States & provinces are key level of governance for reducing emissions from deforestation and land use

• Jurisdiction-wide programs can deliver emissions reductions at scale and embed such efforts within larger policy frameworks oriented towards low emissions development

• GCF is a platform for learning and policy innovation among leading subnationals as they develop jurisdictional programs

• This is all very fragile; GCF states and provinces need more support

A common platform representing key elements and design options for building comprehensive, jurisdictional programs for reducing emissions from deforestation and low-emissions rural development

Working with California and other compliance markets to design provisions in GHG compliance systems that will recognize jurisdictional programs

Engaging with third party standards organizations on jurisdictional approaches

Finding ways to link jurisdictional programs with broader processes and other non-market opportunities

GCF Fund :: Rationale

GCF states & provinces are leading the way in building comprehensive, jurisdiction-wide approaches to reducing emissions from deforestation and low emissions development

BUT these states & provinces have not received substantial support for their investments in such programs, despite significant reductions (see Brazil)

AND current market opportunities (compliance and voluntary) are quite limited and controversial in some jurisdictions

GCF states & provinces are seeking new, innovative options to support low emissions development in their jurisdictions and to address collective needs across the GCF states & provinces

GCF Fund :: Member Mandate (Santarém 2010)

1) will be independent of the member states and provinces, with complete transparency and regular auditing;

2) operate as a multi-million dollar, multi-year funding facility; 3) support shared collective needs in GCF states/provinces and

“proof of concept” projects in individual jurisdictions;4) iterate closely with the evolving GCF Knowledge Database;5) provide an innovative climate financing facility that would be

transparent, rapid, measurable and scalable; and 6) promote linkages with national programs.

Establish a GCF Fund that:

Independent, rapid deployment fund to support: 1) critical collective needs among GCF

states/provinces as they build jurisdictional programs to reduce emissions from deforestation & land use

2) competitive proof-of-concept grants for model activities in GCF states/provinces

Created in 2011 as a non-profit, tax-exempt entity in the U.S.

First $1.5 million grant secured from U.S. Department of State (August 2011)

Invited to submit full proposal to NORAD in October 2012

Discussions with US Aid & other donor governments to secure additional contributions

Working with ClimateFocus to develop European partnerships

COLLECTIVE NEEDS (all GCF tropical forest states assisted):

1) Improved forest carbon stock assessments;

2) Reference level development; 3) Jurisdictional program design

and capacity based on a common GCF Subnational Framework; and

4) Enhanced stakeholder processes

PROOF-OF-CONCEPT ACTIVITIES (in selected GCF states/provinces):

1) Model benefit-sharing arrangements

2) Development of model registries

3) Improved monitoring, reporting, & verification programs

4) Innovative models for leveraging private investment

environmental safeguards; coordinate with GCF Fund activities and technical workshops on key elements of subnational frameworks; focus on establishing & enhancing multi-stakeholder processes in states/provinces;

KNOWLEDGE DATABASE: continue to build-out and improve; link with registry development

BUILDING A GCF SUPPORT NETWORK: develop/expand partnerships and knowledge/skills network & strengthen stakeholder involvement

GCF TRAINING PROGRAM: develop courses, curriculum, and a concentrated 2-3 week annual training program for key civil servants, civil society organizations, and other stakeholders in GCF states and provinces on tools for building jurisdictional approaches to REDD and low-emissions development and accessing GCF support network

GCF GOVERNANCE & STRUCTURE: continue to explore options for long-term sustainability and expansion of the GCF
