Chairman’s forewardThe year 2016 marked a decade since GPCA was founded. Building on achievements from the past 10 years, the association continued to excel in networking, thought leadership and its position on the world map, growing into a key regional organization with global scope and reach. This was reflected in the overwhelming success of key programs and initiatives such as Gulf SQAS, Responsible Care, Waste Free Environment, and as of late – Leaders of Tomorrow, a brand new talent development program, which was launched during last year’s Annual GPCA Forum.
Now in its 11th edition, the forum continues to gain in popularity and reputation. It started as a modest gathering in Dubai in 2006, and has now transformed into a truly global event attracting thousands of delegates from different parts of the world every year. This does not only reflect the rising level of interest in the downstream sector in the region, but also the important role that GPCA plays as a port of call for global industry leaders.
Throughout 2016 GPCA’s events, workshops and conferences covered key industry topics ranging from the role of technology in running a successful business, to the importance of talent development, innovation and sustainability, and how to turn challenges into opportunities in the current market environment.
At the end of 2016, we published a total of 130 publications divided into five different categories, namely, statistical, periodical, post-event, industry trends and co-branded reports. Our publications continued to reflect GPCA’s growing role as the voice of the industry, and the region’s single, most trusted source for data, market trends, research and analysis.
Moving forward, GPCA will continue to serve the interests of the industry and add value to its members through its advocacy, thought leadership and networking pillars. The petrochemical industry is what’s been holding the GCC strong during the difficult times, and GPCA will have a vital role to play in safeguarding its place as the cornerstone of our economies. It will depend on us as industry leaders and members of the association, to be proactive and act together. Opportunities are running high to not only shape the future, but define the direction it will take for the next decade to come.

Message from the SecretaryGeneral Last year may stay in the minds of many as a year full of challenges, but it was precisely because of these challenges that so much was achieved. Never before have we seen such great level of cooperation, leadership, and forward planning, demonstrating the industry’s genuine desire to improve and reach new heights. Here in the GCC, we know all too well that true success is shared success, and whatever each and every one of us achieves is for the benefit of the region as a whole. From the creation of more employment opportunities for our highly valued youth, to supporting economic diversification and making meaningful contributions to society, our industry is on track to become the main driving force behind growth and prosperity in this region.
MembershipSince its inception in 2006, GPCA membership has grown 9% on a compounded annual basis. Starting with just 60 members in the first year of operations, today we partner with 250 companies of which 35 are full members and 215 are associate members. This year alone we were joined by 26 new members from around the Middle East and the world including one full member – Oman Methanol Company. Without doubt, our continued membership growth is a reflection of the important role GPCA plays in providing the right platform for doing business in the region, and the increasing preeminence of the Arabian Gulf as a global chemical production hub.
AdministrationMoving on to our latest new appointments, Yousef Al-Benyan, CEO and Vice Chairman of SABIC, assumed the role of Chairman in May 2016, taking over from Rashed Saud Al Shamsi, former Petrochemicals Director at ADNOC. We offer Mr. Al Shamsi our sincere appreciation and gratitude for his valued contributions to the association and for steering it into a direction of continued growth and success.
Special thanks are due to our outgoing board members Asaad Al-Saad, CEO of PIC, Khalifa Al-Sowaidi, Vice Chairman and CEO of QAFCO and Musab Al Mahruqi, former CEO of Orpic, who also served as chairman of the GPCA International Trade Committee. We are also pleased to welcome the new members of the board: Abdulrahman Al-Suwaidi, CEO of QAFCO, Ahmed Omar Abdulla, CEO of Borouge, Ahmed Saleh Al Jahdhami, CEO of Orpic and last but not least, Mohammad Al-Farhoud, CEO of PIC. Mutlaq Al-Morished accepted the chairmanship of the International Trade Committee replacing Musab Al Mahruqi, and Hamad Rashed Al-Nuaimi, CEO of Qatar Vinyl Company (QVC), was appointed Treasurer.
The secretariat team has also been growing as a result of the
continuous expansion of GPCA’s activities and insourcingmore operational aspects of our various events.
NetworkingGPCA celebrated its 10th anniversary on the night prior to our 2016 Annual General Meeting (AGM) when we looked back to our first decade of achievements. The occasion brought together veteran industry leaders who shared many inside stories behind the evolution of the chemical sector in the Arabian Gulf and its journey to becoming the global hub it is today.
We kicked off the year with the 7th GPCA PlastiCon, followed by the 3rd GPCA Research and Innovation Summit, the 8th edition of our Supply Chain Conference, 7th GPCA Fertilizer Convention, and 3rd
GPCA Sustainability Conference.
We concluded our 2016 portfolio of events with another successful Annual GPCA Forum, which was attended by a total of 2,005 delegates. Throughout the year, GPCA hosted three workshops including the GPCA Renewable Energy and Waste Management Workshop, GPCA Product Stewardship Workshop, and a seminar assessing the impact of methanol on the global energy market.In total, 3,276 delegates attended our nine events and stand-alone workshops, in addition to five seminars and four workshops which took place as part of our conferences. I would like to take this opportunity to express my sincere appreciation to those individuals and organizations who have actively supported us by either sending a significant number of delegates, or by becoming a sponsor.
Thought LeadershipGPCA’s role as the ‘Voice of the Industry’ was reinforced through a series of new reports and studies published throughout the year and made available for download on the GPCA website. This year we released a total of 16 publications co-branded with McKinsey and Company, KPMG-Strategy, Nexant, Integer and Sustainability Excellence. We recently released the new editions of ‘Connecting the Gulf’ members directory and ‘2015 Facts and Figures’ for the GCC petrochemical and chemical industry which includes summaries in both English and Arabic language.
GPCA continues to provide thought provoking articles, industry news and comprehensive market analysis through GPCA’s Insight and Insight Express newsletters, as well as improve our regional petrochemical database that offers industry forecast and all the information you need to make informed decisions for your business.
As with every year, we aimed to present the growth and achievements of our industry in an innovative and creative way. In line with the theme of product diversification and adding value, we

developed the ‘The Arabian Gulf Petrochemical Value Chain Tree’, which illustrates the great diversity of ‘Made in the GCC’ products and their huge value for the industry and the region at large.
Advocacy2016 marked a number of milestones for GPCA’s advocacy, chief among which was the launch of Leaders of Tomorrow. The initiative is facilitated and sponsored by GPCA member companies and is designed to provide university and college students with background in STEM-related subjects an opportunity to build industry knowledge through participation at GPCA events and close interaction with industry leaders. The first edition of this initiative was launched during the 11th Annual Forum and sponsored by Dow.
We also saw our Waste Free Environment (WFE) campaign extend its global reach into Europe and Asia, with events taking place in China as well as Singapore. For the fourth year in a row we witnessed growth in both plastic waste collection and participation. In recognition of its success, WFE was awarded ‘Best CSR Initiative of the Year’ by the Oil and Gas Middle East and Refining and Petrochemicals Middle East Awards. This is a recognition of the collective effort of all participants and I would like to thank those who invested their time and energy to make WFE a success.
Moving on to another major milestone, Gulf SQAS recorded 153% year-on-year increase in assessments compared to 2015. We are extremely proud to announce that our 3rd Performance Metrics Report, which was published as part of our Responsible Care® initiative, has achieved 100% data reporting, showing the highest level of engagement from our members to date.
2016 marked another first for GPCA as we launched the inaugural edition of the GPCA Supply Chain Excellence Awards during the 8th
GPCA Supply Chain Conference in Dubai. We also hosted the 6th edition of the GPCA Plastics Excellence Awards which attracted 51 submissions across six categories, including dedicated student award.
As part of our global advocacy agenda, we participated in a number of international meetings and conferences, sharing our industry’s position and best practices on matters such as effective waste management. Amongst these were the Asian Plastics Forum’s Conference held in Thailand, the 27th Global Plastics Alliance meeting in Vietnam and the World Plastics Council General Assembly in Germany.
Going forward, we will be looking to publish the Arabic version of Molecules, Mind and Matter, which narrates how the Arabian Gulf became a global petrochemical hub. We expect a very successful and expanded 5th edition of WFE with the continued support of our valued members, and look forward to welcoming our new committee members at the upcoming 3rd All Committee Meeting, and hearing their vision on how to lead the industry into a more innovative, sustainable and profitable future. GPCA will stay committed to creating value for its members by focusing on talent development, raising the standards throughout the region and enhancing the industry’s reputation. I am a firm believer that together we can maintain the momentum for many years to come.

The Gulf Petrochemicals and Chemicals Association (GPCA) represents the downstream hydrocarbon industry in the Arabian Gulf. Established in 2006, the association voices the common interests of more than 250 member companies from the chemical and allied industries, accounting for over 95% of chemical output in the Gulf region. GPCA has grown rapidly over the past decade from just eight founding members – SABIC, Tasnee, QVC, QAPCO, Borouge, GPIC, PIC and EQUATE – to 250 members at the end of 2016, consisting of 35 full members and 215 associate members.

Despite challenging economic conditions and low commodity prices, the chemical and petrochemical industry in the Arabian Gulf continued to grow significantly compared to its competitors. Driven by developments in Saudi Arabia, GCC chemical production growth outstripped the global average and that of its peer regions, rising by 3.7% from the year before. In addition, capacity utilization was more than 90% compared to global rates of a little over 78%.
Innovation and exploration of new, alternative feedstocks were the driver behind the announcements of a number of new partnerships overseas as well as in the region. With several mega projects coming on stream in 2017, a slate of new products arriving to the GCC is poised to transform local economies and act as a catalyst for further downstream investment.
Overview of the global chemical industry
Economic conditions in 2016 remained challenging. The global economy and industrial production grew at levels similar to 2015. In 2016, the economy expanded by 3.1% versus 3.2% the previous year, while chemical production grew by 2.2%, slightly
slower than in 2015 which registered growth of 2.7%. More than two percentage points of the global chemical industry growth in 2016 was driven by China where slower construction activity impacted chemicals demand growth. This was, however, offset by higher growth rates in the automotive industry.
Chemical production in North America expanded by 1.1% in 2016, slower than 2015. Likewise, chemical production in Western Europe demonstrated a modest growth of just 1%, much lower than an earlier period. Growth decline in Europe was the highest among other parts of the world despite the fact that European chemical sites, as in the previous year, benefited from low oil prices compared with US competitors whose production is based on gas.
Growth in the GCC during 2016 was one of the highest among its peer regions. In 2016, it grew by 3.7%, down from 5% in 2015. Growth in the region was driven by Saudi Arabia which increased its output and contributed significantly to overall regional growth.

Oil price impact on global chemical industry in 2016
With oil averaging at $42.6 per barrel throughout 2016, the global chemical industry faced some new realities. For the chemical industry, a collapsed oil price levels the competition in terms of feedstock costs. This is good news for naphtha-based regions such as Europe and Asia, which had been suffering from years of decline with an oil price so much higher than natural gas and ethane prices elsewhere. As the global ethylene cost curve flattens, it is widely expected that this will be a positive tailwind for naphtha-based producers, especially as they enjoy a broader production portfolio of co-products than their ethane-based peers. North American companies which invested in new capacity under assumptions that the shale gas economics will change
the dynamics of price relationship with oil, have also been hit.Persistently low oil prices and slowdown in demand growth could result in delays or cancellations of projects. Investment by oil majors is being severely curtailed, which is expected to impact their integrated chemicals operations.
Chemical industry capacity utilization in 2016
Global capacity utilization had been on a downward trend since January 2016, and by the end of the year fell to just a little over 78%. This is only just above the lowest reading ever seen of 77% at the bottom of the sub-prime crisis in March 2009. In the GCC, chemical capacity utilization was at more than 90% during the past years and was largely outperforming the global average.

State of the GCC petrochemical industry
At the end of 2016, total GCC petrochemicals capacity stood at 150 million tons, representing a 3.7% growth from the previous year. This compares to an average increase of 8.6% per annum for the period 2006-2016. Saudi Arabia maintained its position as the largest petrochemical producer in the region with 99.1 million tons of capacity which represents 66% of total regional capacity. In 2016, Saudi Arabia was the only country in the GCC to add production capacity, which grew by 5.8% year on year and was driven by capacity additions of basic chemicals and polymers. Chemical output at other GCC countries remained unchanged from 2015 levels. Petrochemical sales for producers in the region was sluggish in 2016 due to slowing Chinese growth, weakening regional downstream demand and oversupply concerns.
GCC chemical industry restructuring and privatization
Growing consolidation and privatization trend dominated the GCC energy sector throughout 2016. The initiatives are part of efforts to counter weak product prices, optimize cost and introduce new efficiencies to the businesses in the region. Some of the region’s most prominent IPOs and deals announced in 2016 are listed below.
Saudi Arabia
Saudi Aramco, the world’s biggest oil company, announced plans to sell 5% share in the entire business. Saudi Aramco is valued at
more than USD 2 trillion by many analysts and controls more than one fifth of global petroleum reserves. The listing of Aramco was part of economic reforms announced last year, in order to better diversify the national income. The IPO would transform Saudi Aramco into the world’s most valuable publicly traded company.
Also in 2016, SABIC said it would combine its chemicals and polymers business and spin off its steel unit. Having already reorganized its innovative plastics unit in 2015, SABIC will establish a new petrochemical unit. Steel firm Hadeed will become an independent company which will be managed separately.
Kuwait
Kuwait is taking steps to sell minority stakes in units of the state oil producer Kuwait Petroleum Corporation (KPC) including its shipping and chemical subsidiaries. The move is aimed at driving efficiency across some of the more important industries in the country and tap into global markets and funds. The government has set a four-year plan to organize and execute sales of shares, with 20% to 30% to be offered for sale.
Oman
The government of Oman is planning to privatize state assets in a bit to explore more revenue sources as oil prices remain subdued.The move will be carried out in the next three years after obtaining all necessary approvals. Orpic is one of the companies in the sultanate identified for privatization.

Projects coming on stream
Large capacity is arriving on stream with several major petrochemical mega projects making significant progress in the past year. The projects are highly complex and will be adding significant benefits to the local industry. They will provide a further push towards downstream development and industry expansion. New projects will enable naphtha cracking which will be a true game game changer, which will enhance downstream investment and create more value added jobs in Saudi Arabia.
SADARA: Sadara started operating its mixed-feed cracker at the joint venture’s petrochemical complex in Jubail. The start-up of the mixed feed cracker was an important step for Sadara, whose portfolio will include differentiated, high-value plastics and specialty chemical products. Additionally, Sadara started producing solution polyethylene, LLDPE and propylene, bringing new technologies, and other first-time processes to the region. It is the largest complex to have ever been built in a single phase to date.
Petro-Rabigh Phase 2: The project is expected to be completed in the second quarter of 2017. The ethane cracker will be expanded and new aromatics complex will process 3 million tons of naphtha per year to make high value petrochemicals.
Al Jubail Petrochemical Company (KEMYA) Elastomer Plant: KEMYA started commercial operations at 100,000 tpa of polybutadiene rubber and 50,000 tpa carbon black plants. Production capacity at USD 3.4 billion elastomers plants will reach 400,000 tpa of rubber including halobutyl, styrene butadiene, polybutadiene, and ethylene propylene diene monomer (EPDM) rubbers, thermoplastic specialty polymers, and carbon black.
New projects announced
Kuwait
Al Zour dehydrogenation (PDH) and polypropylene (PP) plant
Following feasibility studies into projects that would be built downstream from Kuwait’s Al Zour refinery, developers decided to build propane dehydrogenation (PDH) and polypropylene (PP) production facilities as well as its second aromatics complex. PDH plant will be designed to produce 650,000 tpa of propylene while the PP unit will have capacity for 940,000 tpa. Aromatics 2 will have a capacity of 1.4 million tpa of paraxylene and 350,000 tpa of benzene. The Al Zour petrochemical projects, including the FCC

Aromatics plant
Kuwait Petroleum Corporation (KPC) signed a deal with Bahrain’s National Oil and Gas Authority (NOGA) to jointly set up an aromatics plant in Bahrain. The plant will be designed to produce 1.44 million tpa of p-xylene. The project is expected to be completed by 2021 and estimated to cost USD 1.5 billion.

Phosphate Fertilizers Plant 3
The Saudi Arabian Mining Company (Ma’aden) has announced plans to expand its phosphate-based business with the addition of a third project to manufacture phosphate fertilizers which will be executed gradually over the coming seven years. Upon project completion, Saudi Arabia will increase its potential supply to global markets by three million tons of phosphate fertilizers.
Rufayah Chemicals Company (RCC) downstream chemical plant
Saudi Arabian downstream company Rufayah Chemicals Company (RCC) is building a new USD 500 million chemical complex in PlasChem Park in Jubail Industrial City. The RCC chemical complex will utilize the feedstock obtained from Sadara and potentially other liquid crackers in Saudi Arabia, to produce a wide range of downstream chemical products such as hydrocarbon resin, isoprene, pure DCPD, aromatic solvents, premium wash oils, and other products. Once complete, RCC expects to manufacture 12 different downstream products with an overall production capacity of more than 350,000 tpa.
Ibn Sina and Celanese Polyacetal plant
National Methanol Company will start production at its first 50,000 ton-per-year polyacetal plant by early 2017. The project, known as Ibn Sina, was moved from Q4, 2016 to early this year. It is a joint venture 50% owned by Saudi Basic Industries Corp (SABIC). Contract value for the project is USD 387 million.

New technologies and overseas developments
GCC producers are exploring new untraditional sources of feedstock to produce chemicals, as well as expanding geographically to strengthen their positions beyond the Middle East and gain access to new markets. This reflects intentions to diversify the local economy, paving the way for further investment opportunities.
Saudi Arabia: SABIC/Aramco crude to chemicals project: Saudi Aramco and SABIC signed a preliminary agreement to conduct feasibility study for a fully integrated crude-oil-to-chemicals complex in Yanbu, Saudi Arabia. The project is expected to substantially increase Saudi Arabia’s output of oil-based petrochemicals.
China: SABIC Shenhua Ningxia Coal Industry Group (SNCG) coal to chemicals project: SABIC signed an agreement with Shenhua Ningxia Coal Industry Group (SNCG) to build a petrochemical complex in the coal-rich Ningxia Hui Region in China. If approved, the complex would use locally available coal feedstock that would be supplied by SNCG.
US: SABIC/ ExxonMobil cracker: SABIC commenced talks with an affiliate of ExxonMobil to develop a petrochemicals complex on the US Gulf Coast. The two companies will conduct studies and evaluations before reaching a final investment decision. SABIC has been considering developing a cracker in the US for several years following the country’s shale gas boom.
South Korea: New propane dehydrogenation (PDH) plant: In 2016, Advanced Petrochemical has started commercial operations at its 600,000 tpa new propane dehydrogenation (PDH) plant in Ulsan, South Korea. The plant is operated by JV between Advanced Petrochemical and SK Gas and Petrochemical Industries Co. (PIC).
Vietnam: Nghi Son Refinery and Petrochemical project
Nghi Son Refinery and Petrochemical project will have the capacity to process 200,000 barrels of crude oil a day imported from the Middle East, producing petrochemical products such as gasoline, diesel oil, kerosene, jet fuel and polypropylene. The project is a joint venture formed by Kuwait Petroleum International (35.1%), Idemitsu Kosan Co., (35.1%), Vietnam Oil and Gas Corporation (25%) and Mitsui Chemicals (4.8%).

In 2016, GPCA hosted five annual and one biannual conferences, two workshops and one seminar. These included the Annual GPCA Forum, PlastiCon, Research and Innovation (Rand) Summit, Supply Chain Conference, Fertilizer Convention and Sustainability Conference, along with Renewable Energy Workshop, Products Stewardship Workshop and Methanol Seminar. All events were hosted in Dubai, with the exception of the workshop on renewable energy which took place in Abu Dhabi.
EFFECTIVE NETWORKING
The number of attendees at GPCA conferences dropped slightly, a reflection of the current industry challenges and economic slowdown. Workshops organized by GPCA and in partnership with leading consulting firms also decreased from six in 2015 to three the following year. To optimize access to event information and streamline the registration process, GPCA launched a conference mobile app, which generated great level of engagement from delegates and attendees throughout the year.

11th Annual GPCA Forum 27-29 November, Dubai, UAE2005 attendees
Global and regional industry leaders gathered in Madinat Jumeirah, Dubai on 27-29 November, 2016 for the 11th Annual GPCA Forum, GPCA’s flagship event. In line with the theme, ‘Competitiveness: Riding New Waves’, the forum offered insight into the opportunities and challenges arising from the new market dynamics and how to develop long-term strategies for sustainable business growth. Over its three-day course, the conference and exhibition attracted more than 2,000 attendees from 521 companies in 49 countries. Almost half of the delegates came from a producing company, with the remaining representing technology and service providers, government, academia, NGOs, consultants, converters and media.
An impressive line-up of speakers turned the event into an excellent opportunity to learn about the latest developments and trends in the downstream sector globally, share best practice, and meet with top industry leaders. The forum was opened by Yousef Al-Benyan, Vice Chairman and CEO of SABIC, and Chairman of GPCA, while the plenary address was delivered by H.E. Dr. Sultan Al-Jaber, UAE Minister of State and ADNOC Group CEO. Al-Benyan, urged the industry to build local capabilities and start attracting high-end manufacturing operations to the region. The message delivered by Al Jaber was one of unity, cooperation, and forming strategic partnerships. The forum’s audience was also addressed in a keynote session by Abdulaziz Al-Judaimi, Business Line Head, Downstream, Saudi Aramco, and Jim Fitterling, President and COO, Dow Chemicals, among other industry leaders.

GPCA, and continued with an inspiring presentation entitled ‘Exploration to change the world’ by Andre Borschberg, Chairman and Aviator, Solar Impulse Project. Borschberg, who highlighted the role of the chemical and petrochemical industry in driving innovation around the world, was followed on stage by Graham van’t Hoff, EVP, Shell Chemicals. Together with Tom Crotty, Director of UK-based Ineos Group, Hoff provided insight into how to leverage the completive advantage of an integrated energy firm.
For the first time, the Annual Forum featured a record number of seminars, speakers and presentations. Day 0 seminar entitled ‘Understanding today’s market and preparing for tomorrow’s’ gave delegates an opportunity to hear from four leading industry experts who provided a comprehensive analysis on current market conditions and explained what actions need to be taken to ensure future profitability and growth. A day 1 seminar on ‘Turnaround strategies: Changing fortunes and competitiveness’ was led by four regional and global CEOs. These were Mutlaq Al-Morished from TASNEE, Danielle Ferarri of Versalis, Musab Al-Mahruqi, former
chief executive of Orpic, and Jarmo Suominen from Neste Jacobs. The forum concluded with a day 2 seminar ‘Delivering marginal gains, or why the 1% really matters’ facilitated by thyssenkrupp.
The underlining message throughout the forum was that petrochemical and chemical producers in the Arabian Gulf can build upon decades of success by further developing their capabilities and investing in the next generation of talent. In line with its efforts to encourage more students who study STEM related subjects to play an active role in the downstream sector in the region, GPCA launched its brand new program called Leaders of Tomorrow. A special dedicated seminar took place on day 0 enabling students to expand their knowledge, network and learn about the skill set required to have a career in petrochemicals. A number of new publications covering a wide range of topics were released during the event, including GPCA’s Members Directory and ‘Facts and Figures for the GCC Chemical Industry’. The remaining were reports cobranded with leading consultancy firms.

The 7th annual GPCA PlastiCon brought together delegates, industry leaders and key decision makers to Dubai on 10-12 January 2016 to engage in, analyze and discuss the state of the industry in the GCC. The conference took place under the theme ‘Evolving GCC Plastic Conversion: Technology Meets Business’, with speakers from some of the leading GCC petrochemical players including QAPCO, Sadara, SABIC, TASNEE and Petro Rabigh delivering engaging presentations on the key developments and trends in the plastics conversion industry, and the opportunities that lie ahead to generate more value. Huge emphasis was put on manufacturing products that are highly differentiated and feed into industries such as aerospace, automotive, electronics and others, in order to safeguard the business from ongoing market volatility.
PlastiCon started by highlighting the impressive growth of the GCC’s plastics industry which resulted in high revenues, access to new markets and new job opportunities throughout the last decade. In its ‘GCC Plastics Industry Indicators 2015’ report, which was released during the conference, GPCA estimated that plastics capacity in the Arabian Gulf nearly tripled between 2006 and 2015, from 9.2 million tons to 26.6 million tons, representing a cumulative annual growth rate of 11.7%. Saudi Arabia’s role as the biggest manufacturer and exporter of plastics was also highlighted in the report.
The event keynote speakers included Dr. Mohammad Al Mulla, Chairman and Vice Chairman, QAPCO and Chairman Plastics Committee, GPCA, Mutlaq Al-Morieshed, CEO, TASNEE, Musab Al-Mahruqi, then CEO of Orpic and Sanjay Sharma, VP, IHS, among others. Mutlaq Al-Morished, CEO of TASNEE, and one of the keynote speakers during the event, predicted that by 2020, world plastics consumption will reach 380 million tons a year, averaging at 42 kg per person. This poses significant opportunities for plastics manufacturers in this region. Moving forward, however, GCC producers will have to diversify their product portfolio to realize the untapped potential of differentiated and specialized higher value plastics, speakers said.

The third successful edition of GPCA Research and Innovation Summit was held in Dubai on 1-2 March under the theme ‘Managing RandD during difficult times: Creating global competitiveness’. The summit aimed to address the challenge of how to best lead and manage Research and Development (RandD) in a low oil price environment. The key global drivers for the chemical industry in general and the challenges for the petrochemical industry in particular, were at the center of debate and discussion throughout the two days of the event.
The summit’s welcome and plenary address was delivered by Dr. Moayyed Al Qurtas, Chairman, GPCA Research and Innovation Committee. Al Qurtas reminded the audience that innovation played a crucial part in the development and progress of the petrochemical industry in the GCC which was born out of the need to utilize associated gas from oilfields. Two keynote speakers Peter H. Spitz, Founder, Chem Systems, and Dr. Tom M. Connelly, CEO, ACS and Former EVP and CIO, DuPont, discussed technology development and the innovation process.
The event included five sessions covering a variety of topics, from the strategic role of RandD in the petrochemical industry, to the different dimensions of global competitiveness and how to combine RandD with innovation to achieve better business results. The RandI Summit concluded with a workshop on Intellectual Property conducted by Heidi Adler, IPR manager, Innovation Centre, Borouge and Zayd Alathari, Director and Senior Intellectual Property Counsel, Middle East and Africa, SABIC.

The 8th edition of GPCA’s Supply Chain Conference was held under the theme ‘Supporting downstream development: Creating integrated supply chain linkages’. The conference highlighted the role of supply chain in developing the regional downstream sector and the challenges and opportunities associated with it. It featured 22 speakers from the region’s petrochemicals industry, logistics providers, management consultancies and academia, among whom were Mohammad Husain, CEO, EQUATE and Chairman, GPCA Supply Chain Committee, Baheej Beqawi, CEO, Almajdouie Logistics, Mohammed Al Muallem, Senior Vice President and Managing Director, DP World, UAE Region and Moneef Al-Moneef, Director – Supply Chain Project Management, Global Supply Chain CoE, SABIC.
The event highlighted key issues such as the role of technology in supply chain optimization, and the need to build modern infrastructure that can support the growth and development of the industry. Critical elements of supply chain reliability include connectivity through technological advancement and human capital, speakers said.
On day 0, a number of industry leaders from around the GCC shared their experience running some of the major ports in the region. A case study on Dammam Ports was presented as well. The day concluded with a special roundtable dedicated to students and academia.

The 7th GPCA Fertilizer Convention, which took place on 6-8 September in Dubai, held under the theme ‘Steering the fertilizer industry through challenging times’, was opened by Khalifa Al-Sowaidi, former Chairman, GPCA Fertilizer Committee, who provided an overview of the state of the regional industry. In his keynote address Dr. Abdulrahman Jawahery, Chairman, International Fertilizer Industry Association (IFA) and President, GPIC, said the challenges that this region is facing can be turned into opportunities.
A range of topics came into focus on day 1, from different fertilizer trends and the paradigm shift in the agroindustry, to changes in nitrogen fertilizer cost position, maximizing yields, and diversified technical approaches in the fertilizer industries. Day 2 focused on the opportunities and challenges in major global fertilizer regions such as India, China, North America and Latin America, Africa and Europe. Every region was individually reviewed and analyzed in a dedicated presentation by the relevant expert.
A workshop on day 0 facilitated by IPNI and entitled: ‘4R nutrient stewardship principles and practices’ offered in-depth knowledge into the crucial subject of 4R nutrients.

The theme of the 3rd GPCA Sustainability Conference was ‘Addressing today’s challenges: Creating a sustainable and resilient future’. The program was organized in line with eight UN Global Sustainable Development Goals, with each session dedicated to discuss and focus on one or a number of these goals. Day 1 and 2 included eight sessions in total, each focusing on a specific industry challenge and putting it in the context of UN’s goals. For instance, a session on ‘understanding sustainability risks’ was organized under the banner of Goal #12 ‘Responsible consumption and production’, while session 4 ‘Operational and resource efficiency’ covered the issues the industry faces in the context of ‘Clean Water and Sanitation’, ‘Affordable and Clean Energy’ and ‘Decent work and economic growth’. The approach largely proved that for most global challenges, a solution can be found within the chemical and petrochemical industry. It also aimed to showcase the industry’s efforts in the field of sustainability in alignment with the global sustainability agenda.
The conference kicked off with a special workshop on day 0 entitled ‘What does it take to move sustainability into the core of the business?’ The workshop was facilitated by Darin Rovere, CEO, Sustainability Excellence, Khulood Al Nuwais, Chief Sustainability Officer, Emirates Foundation and Raji Hattar, Chief Sustainability Officer, Aramex. Among the keynote speakers during the event were Ahmad Al-Ohali, CEO, Sipchem, Charles Swartz, Country President for KSA, The Dow Chemical Company, Bassam A. Al-Bokhari, Vice President Industrial Relations, Petro Rabigh, among others.

GPCA hosted a methanol seminar entitled ‘Impacting Global Energy Markets’ on 15-16 February in Dubai. Industry experts analyzed global methanol markets and discussed the potential opportunities for 2016 and beyond. The event also shed light on methanol as a clean alternative fuel in several sectors and the methanol industry’s commitment to Responsible Care.
The other topics discussed included US shale gas boom and its global implications, China’s methanol economy and MTO/CTO outlook, the opportunities in CO2-to-methanol capture and recovery, and lifesaving initiatives in methanol poisoning prevention. A special focus was given to the economic possibilities provided by the marine industry, with experts providing a snapshot on global methanol shipping, the marine fuel revolution, methanol fuel blending, and fuel cell power generation for the GCC.
On 11-12 April, GPCA’s ‘Renewable Energy and Waste Management’ workshop was held in Abu Dhabi under the theme of sustainable use of resources. The workshop provided an opportunity to learn about the innovative CO2 emissions reductions that renewable energy can offer Arabian Gulf countries and discussed effective options for industrial waste minimization and sustainable industrial waste management across the region.
The speaker line up included representatives from the Royal Commission of Jubail and Yanbu, The International Renewable Energy Agency (IRENA), Jordan Renewable Energy Commission, Kuwait United Nations Development Program, EQUATE, Kuwait Institute of Scientific Research (KISR), Saudi Aramco, Enerwhere, Q-Chem, CH2M Consultants, Veolia and National Cleaning Company.
GPCA’s Product Stewardship Workshop took place on 20-21 September in Dubai, to discuss best practice in product stewardship and the benefits of implementing Responsible Care Product Stewardship code. Delegates were also able to learn about the latest requirements in product stewardship, and how it relates to the chemical supply chains, the GCC regulatory framework and other global standards such as GHS.
Moving forward, experts focused on the Strategic Approach to International Chemicals Management (SAICM) and how the industry can contribute through the implementation of product stewardship. In addition, global and regional experts offered their insight into the practicalities and challenges of implementing products stewardship program in the GCC, and how to find a common approach to determining, communicating and managing product hazards, exposures and risks.

GCC Plastic Industry Indicators 2015
This statistical report produced independently by GPCA offers an analysis of the plastics industry landscape in the GCC in 2015 with a wide focus on polymer market data. It was launched at GPCA PlastiCon 2016. The report outlines the growth of the GCC’s polymer industry in 2015, its diversification into higher value products and its relation to both direct and indirect job creation.
2015 GCC Fertilizer Industry Indicators
The report, which was released during the GPCA Fertilizer Convention in September 2016, includes a wide range of information about fertilizers and highlights the economic contribution of the fertilizer industry in the GCC. It also provides an overview of the GCC fertilizer export markets and touches on the industry’s global production of urea, ammonia and ammonium
phosphate (DAP). In addition, the report provides data on sales revenues and employment. The fertilizer segment is one of the largest in the GCC’s chemical industry, accounting for 28% of its total regional capacity.
The GCC Petrochemical and Chemical Industry, Facts and Figures 2015
Released each year during the Annual GPCA Forum, GPCA’s annual Facts and Figures report contains a collection of data and statistics from member companies and regional and international entities. It provides comprehensive information and analysis on the industry’s performance in 2015, covering a range of subjects including production capacity, employment, trade, and research and development (RandD). Summaries of the report were published in both Arabic and English.

Unlocking Open Innovation in the GCC Chemical Industry
GPCA’s report on Open Innovation aims to provide insight into the key drivers for using Open Innovation, the benefits it can have for the chemical industry, and how it can be fostered to achieve future goals. In a co-branded report with Nexant, GPCA examined the recent developments and outlook in the Chinese fertilizer market, and what they mean for GCC fertilizer producers. A Regional Leadership Perspective on Sustainability
In 2016, GPCA in collaboration with Sustainability Excellence, conducted a survey with CEOs of GPCA member companies to gain a regional leadership perspective on sustainability and the sector. The responses from the survey were compiled into a summary report, with some of the results shared at the 3rd GPCA Sustainability Conference held in October 2016.
Capturing the Multibillion Procurement Opportunity in the GCC Petrochemical Industry
This GPCA report produced in partnership with McKinseyandCompany explores the opportunities to optimize cost by introducing higher supply chain efficiencies, and explains how margins can be improved at a time of low product prices and high feedstock costs. It also delves deep into the role of procurement as an important contributor to margin improvement, and says reduction in spending can create significant value for GCC producers.
Global Rules of Competitiveness Embrace GCC Chemicals
MandA is providing an important alternative to global chemical companies as growth is less and less nurtured by breakthrough innovation. To provide more insight into the topic, GPCA , in collaberation with KPMG Strategy, released a report entitled ‘Global Rules of Competitiveness Embrace GCC Chemicals’ which looks at the challenges and opportunities of this growing MandA trend, and its importance for GCC, Africa and Middle East producers.

GPCA launched its improved GPCA Petrochemical Database in June 2015, making it easier for its members to develop market intelligence on the fast-growing GCC chemical industry. Covering 155 products, the new and improved database provides GCC members, academics and media with the forecasts they need to make thoughtful and well-informed plans for the future.
The exclusive members-only service is available on the GPCA website. The database now also offers flexible report generation, a search function and the ability to customize the display of data in addition to downloading raw data. In addition, the database is now available from a mobile device.

Generating more value from the available oil and gas resources is crucial to ensuring the long term profitability of our businesses, diversifying the local economy and creating more jobs. During its 11th Annual GPCA Forum, GPCA released ‘The Arabian Gulf Petrochemicals and Chemicals Value Chains’ poster, which illustrates the vast complexity and scale of hydrocarbon value chains and the variety of high value products that can be derived from processing different kinds of feedstock.

During its 11th Annual GPCA Forum, GPCA launched Leaders of Tomorrow, an initiative that supports students in the petrochemical sector across the GCC states. The program is designed to provide university and college students with a background in Science, Technology, Engineering and Mathematics (STEM) an opportunity to build industry knowledge through participation at GPCA events and close interaction with industry leaders. The first edition of the initiative, which was powered by Dow, attracted 75 participants from the six GCC states plus Jordan. Students were able to take part in a series of interactive sessions and presentations by key industry leaders including Mohammad Husain, CEO of EQUATE, Abdulaziz Al-Oudan, EVP, Corporate

Human Resources, SABIC, and many more. The seminar program was designed to provide both industry focused and general career advice for those wishing to pursue a career in petrochemicals. As it took place alongside the 11th Annual GPCA Forum, students were given an exclusive opportunity to network with potential future employers and meet with peers from neighboring GCC countries.
Going forward, Leaders of Tomorrow will take place alongside all main GPCA conferences and forums, providing students with an opportunity to learn about the benefits of the chemical industry to our everyday life, and the rewards and prospects of having a career in petrochemicals.

2016 saw the fourth edition of Waste Free Environment (WFE), GPCA’s flagship campaign that aims to spread awareness among the public, and school children in particular, about responsible waste disposal, the challenges associated with littering and the importance of recycling plastics.
For the fourth year in a row, WFE posted a growth in both plastic waste collection and participation. With over 11,787 participants, an increase of 8% from 2015, volunteers joined hands in 10 countries, 17 cities and 28 locations. In total, more than 179 tons of waste was collected and safely transported to recycling facilities, giving new life to waste. WFE continued to extend its global reach, with activities taking place in Europe and Asia, and for the first time ever in China and Singapore.
Last year, we focused more on the educational component of the campaign by organizing school visits around the region to raise
awareness about the campaign and its wider objectives. Another new element tailored to suit school children involved ‘edutainment’ activities on site to ensure a hands on and memorable experience.
In 2016, WFE won ‘Best Corporate Social Responsibility Initiative of the Year’ at the 7th Oil and Gas and Refining and Petrochemicals Middle East Awards. Last year’s campaign involved collaborations with Borouge, Sabic, Fertil, Chemaweyaat, Shell, LBI, Sadara, Schem, Equate, ORPIC, GPIC, Royal Commission Jubail, Sahara, Tasnee, Advanced, Farabi, Sipchem, Muntajat, QAPCO and S.A. Talke.
Waste Free Environment is a multi-stakeholder initiative of the GPCA Plastics Committee which falls under GPCA’s broader advocacy efforts. Going forward, the campaign will aim to expand into new countries and continents, and focus on highlighting the benefits of plastics to society, people and modern day life.

Responsible Care
GPCA’s Responsible Care journey completed its 7th year since the adoption of this global initiative in the region. GPCA member companies’ efforts towards Environment, Health, Safety and Security (EHSS) excellence was evident from the improvement trends in performance metrics and excellent engagement of member companies, Responsible Care Committee and associated sub-committee and task forces.
2016 witnessed the successful completion of three task forces: Renewable Energy, Industrial Waste and Product Stewardship, which completed their charters, culminating in two successful workshops both of which were actively supported by members and non-members.
In recognition of their potential regional benefits, both Industrial Waste and Product Stewardship task forces will continue to a second phase, with Industrial Waste focusing on implementation and Product Stewardship focusing on a regional solution to comply with the UN Global Harmonization System requirements.
Building on this achievement, the RC Committee has launched two additional task forces, namely, Energy Efficiency and Climate Change, and a task force to establish a ‘member company peer review’ process promoting cross-learning.
The latest edition of the annual RC Performance Report was published and shared with delegates during the GPCA Sustainability Conference on 11-13 October in Dubai. The report highlighted for the first time, statistical data relating to activities ‘beyond our fence lines’ as GPCA extends the reach of Responsible Care to its logistics partners, aimed at increasing the focus of EHSandS performance reporting throughout the industry’s product supply chain.
This year, GPCA Board of Directors also agreed to increase the level of transparent reporting further by supporting the presentation of company level data, as appropriate, instead of regional consolidated data. GPCA has also invested in an IT platform whose primary aim is to provide full and associate member companies an opportunity to upload their own performance data, and benchmark themselves against industry peers. The system will ‘go live’ in April 2017, and offer many additional efficiency improvements.
Finally, building on the success of the Gulf SQAS, a pilot study was carried out to assess the feasibility to extend the reach of Responsible Care to include associate member logistics companies. After a successful pilot, GPCA is expecting to launch RC for logistics companies in March 2017. In addition to having the collective goal to improve EHSSandQ standards of logistics operations, which Responsible Care will promote, it is hoped that this initiative will boost associate membership.

Gulf SQAS
2016 saw a major milestone for GPCA, with Gulf SQAS fully implemented across the entire GCC region. Although the initial target was 50 completed assessments, in total 60 assessments were achieved, representing a 160% increase year on year.
Several additional developments occurred during 2016. These included the launch of a third, Tank Cleaning module, following a successful pilot. A driver handbook template was also published, enabling transport companies to create their own version, and a multi-language translation tool ‘Qamus Al-Embad’ was created to support the interface between a driver and the loading terminal. In addition, regional capacity increased, with two additional assessors being fully accredited, raising the total to four.
To raise the level of awareness of Gulf SQAS in the region, outreach workshops were held in Oman and Qatar. The workshops were organized with the support of Orpic and Muntajat, and attended by other petrochemical manufacturers. Based on the level of involvement, it is expected that both countries will witness growth in Gulf SQAS in the coming months.
Supported by the Supply Chain Committee, there is an overall direction to expand the use of Gulf SQAS to include inbound and outbound goods. This will be a key area of focus for 2017.
To address the lack of consistent regional regulations for carriage and handling of dangerous goods, a cross-border and international concern, during 2016 a task force was established to develop a regional framework, with the ultimate goal to promote it to relevant government entities.
International trade
In relation to its activities on international trade, GPCA initiated several advocacy campaigns aimed at promoting open markets and free trade. In 2016 more emphasis was put on capacity building.
The GPCA International Trade Committee together with GPCA secretariat team spent significant time and effort building relations with GCC regulators and taking part in key meetings and discussions in the region and globally. A number of webinars were organized to facilitate knowledge sharing and discussion on key issues and their impact on the region, including Brexit, the return of Iran to international energy markets, and the practice of erosion and profit shifting (BEPS).
GPCA has provided support and continues to do so for the GCC-China FTA negotiations. The association worked actively with the ICCA on developing the global industry’s position in favor of a plurilateral tariff-liberalization agreement concerning chemicals at the World Trade Organization.
It also joined the ICCA and ACC on the Global Regulatory Cooperation TF and is working to bring an industry capacity building workshop on ‘Industry Coordination and Regulatory Cooperation’ to the GCC. GPCA continues to collaborate with the ICCA against the preferential treatment of environmental goods w.r.t. tariffs. As a result of GPCA relentless advocacy efforts, over the years total business interest upheld in the region reached USD 50 million.

GPCA Plastics Excellence Awards
GPCA held another successful 6th edition of its Plastics Excellence Awards in Dubai. The awards, which took place during the 7th GPCA PlastiCon, were launched to recognize and honor talent, excellence and ingenuity across the entire plastics value chain in the Arabian Gulf.
Each year, an esteemed judging panel of industry experts come together to assess individual and collective effort in the fields of material usage, new product design and application, optimized manufacturing processes and environmental performance. Companies and individuals, including students, suppliers and OEM manufacturers, can all take part and receive recognition for their outstanding initiatives and achievements in the field of plastics conversion. A special feature in GPCA Plastics Excellence Awards is a specialized student category called ‘Fikra: Rising Stars of the Plastics Industry Competition’.
Since their inception in 2011, the GPCA Plastics Excellence Awards have been established as the premier platform for celebrating excellence across the GCC plastics and plastics conversion industry. Over the years, the number of entries has almost doubled to 191, with 25 exceptional ideas and products recognized to date.
GPCA Supply Chain Excellence Awards
In 2016 GPCA launched its Supply Chain Excellence Awards to recognize companies and organizations which have contributed to the growth of the petrochemical industry and raised the bar for excellence in supply chain operations within the GCC. The awards, which took place on 3 May during the GPCA Supply Chain Conference in Dubai, provided a fantastic opportunity for organizations and individuals to take the stage during a spectacular ceremony and receive recognition for their vision, leadership and innovation in supply chain management.

awards were open for nominations from region based public and private supply chain organizations, logistics service providers, academic institutions contributing to supply chain function in the chemical industry in the GCC and students pursuing academic programs in Supply Chain or Logistics Management.
2016 winners included DP World, Maersk Line and Yanbu University College who won first place for Supply Chain Innovation, Supply Chain Sustainability and Best GCC Academic Institution in Supply Chain respectively. The special student Rising Star in Supply Chain award was claimed by Bahraini student Amal Alsaffar for her research on the green supply chain for GPIC’s urea fertilizer distribution.

With a number of positive developments at the end of 2016 including OPEC’s production cut deal and the subsequent advancement of crude oil prices, the outlook for the petrochemical industry in 2017 remains positive. This is particularly true for the Arabian Gulf region where major projects developments are due to take off the ground. As the much anticipated large scale complex Sadara and Petro Rabigh 2 become fully operational in the coming months, an array of new, high value products will arrive in the region.
We will continue to see a growing focus on value-added products which will stimulate a new set of downstream industries, such as the synthetic rubber industries, and subsequently create more jobs for the local youth. The launch of several specialized vocational institutes including the Higher Institute for Rubber Industries in Yanbu, Saudi Arabia is just one example of the long-term commitment by downstream players in the region to develop local talent and invest in the future workforce.
In an increasingly competitive industry landscape, GCC chemical and petrochemical producers will continue to explore growth opportunities in the region and overseas, and focus their efforts on asset consolidation at home. Economic diversification, job creation and the strategic development of new industries will remain a top priority for the region, and the chemical and petrochemical sector will acts as a key enabler to realizing this vision.
In support of these efforts by both industry and government, we at GPCA will continue to spearhead the regional agenda through our advocacy, thought leadership and networking activities. In 2017, innovation will be the main driver behind our aspirations to add continual value to our members, extend our global reach and continue to grow through expanding our Research and Studies department and attracting new talent, among others, to further develop our capabilities.
