As we usually do with the last paper of the year, the Gazette is putting out an is-sue with some of the highlights of the last year.

In these pages you will find a month by month review of our last 12 months with summaries to the top stories and a couple of the most interest-ing pictures.

The story that captured readers at-tention and never seemed to go away was the water meter issue. Even though water meters had been discussed at council for over 10 years, it wasn’t until the last year when it came to the forefront. With the newly pass-es water utility rates and regulations by-law, residential water meter installation be-gan in Grand Forks.

Many residents took exception to what they saw as a violation of their pri-vacy and a danger-ous invasion of their homes and an un-wanted and unnecc-esary added expense.

Water meter open house

The tap on controversy was turned on for citizens at the water meter open house hosted by the City of Grand Forks at the art gallery last week.

The subject of placing water meters on city homes has been a polarizing one in the community, with much confusion on cost and how it benefits the city in the long term.

For Grand Forks resident David Janzen, the open house was the perfect opportunity to delve deeper into the water meter waters.

“I know it’s a very controversial subject,” he said. “It always is when it concerns money out of people’s pockets. I think people are concerned they’ll have to pay

more. Whenever that happens you get a crowd.”

Electric rates up

At the regular city council meeting on Jan. 15, council passed three readings of bylaw 1993, electrical utility regulatory amendment which raised electrical rates in the city.

The City of Grand Forks, which buys electricity in bulk from FortisBC and sells it to residents, has been notified that sale of power increased by 3.3 per cent on Jan. 1.

Staff is recommending that the electri-cal rates are raised accordingly as these increases will maintain a rate of 98 per cent of Fortis rates for residential and a rate for commercial that is competitive and addresses the revenue requirement ration for usage.

Fire ladder truck

At the regular city council meeting on Jan. 13, council agreed to give early budget approval for the purchase of a ladder truck for Grand Forks Fire/Rescue. The cost of the truck is $1.3 million and will financed through a five year short term borrowing and funded by a five year parcel tax.

At council, both Dale Heriot, Grand Forks fire chief, and Diane Heinrich, corporate financial officer, gave a presentation on the project.

GFSS junior girls 2nd in Osoyoos

After winning only one game last year, the Grand Forks Secondary School junior girls basketball were hoping to improve on that this year. Halfway through the season, the Wolves have a solid winning record with six wins and five losses.

The team finished second place at the Osoyoos tour-nament on the weekend winning two of three games.

“We did really good,” said Grade 9 guard Riley Stein-bach. “We played really well as a team.”

Resident asks for meter referendum

Grand Forks regular council meeting on Jan. 27 was a lively one indeed. Seven different speakers got up during question period to talk about and mostly admonish the up-coming water meter installation.

The interest came after the city hosted an open house on Jan. 22 about the water meters, which will start to be installed in the spring.

Frank Triveri was the first speaker and he proposed that council should have a referendum vote on the water me-ters.

CAO sums up year

At the Grand Forks city council meeting on Jan. 27, Doug Allin, city administrative officer (CAO), gave a pre-sentation summarizing the highlights of the past year, some of the challenges, and some of the key projects the city is expected to undertake in 2014.

“We talked today about the budget process,” he told council. “We talked about what the organization has been working on which is evolution. Passion leads to success. The local government is a continuing evolution of change.”

RKDB five year financial plan

The Regional District of the Kootenay Boundary (RDKB) held their annual town hall meeting for Area D

(rural Grand Forks) at the senior’s centre in City Park on Feb. 11.

About 50 people attended and heard a presentation from interim director Roly Russell and RDKB CAO John MacLean.

During the meeting, MacLean intro-duced the 2014 budget and reviewed the five-year financial plan for 2013-17.

“We started this about seven years ago,” said MacLean.

Bruins fall out of play-off hunt

After a promising start to the season, the Grand Forks Border Bruins are on the outside looking in once again come play-off time.

The Bruins started the season 3-0 and even after cooling off the team hovered around the .500 mark as they held on to the fourth and final play-off spot for the first half of the year.

However, the departure of popular coach and general manager Nick Deschenes and injuries to key players such as captain and top scorer Jackson Purvis and goalie Dominic Stadynk saw the team plunge into a slump that lasted most of the second half of the season cul-minating in the team going zero for February.

Hospital board earmarks cash for Hardy View

An outdated nurse call system will be upgraded in Grand Forks at a cost of $280,000 as one of the 10 regional projects chosen for funding by the West Kootenay Regional Hospital District board last week.

We’ve come to the end of another year. It’s been an interesting year for Grand Forks and area.

The water meter installation proj-ect brought a lot of attention to the November election and saw a near sweep of the old council.

Time will tell if the new mayor and council will bring about the sweeping changes to the city that many of them spoke of during their campaigns.

Although they may not have al-ways made the popular decisions, the outgoing councillors and mayor de-serve a lot of credit for helping bring Grand Forks forward, as does the for-mer CAO, Doug Allin.

Former mayor Brian Taylor and Al-lin helped promote Grand Forks to the rest of the province and beyond and show the city was “Open for Business.”

Taylor was always approachable and worked tirelessly with different groups and committees to better the city.

Kudos must also go to former councillors Gary Smith, Cher Wyers, Patrick O’Doherty and Bob Kendel for their hard work and dedication to this city.

Involving residents in local government

Residents of Grand Forks who have expressed a strong desire to be an integral part of the action at city hall may not get what they seek, depending upon how the council deals with its first major job: strate-gic planning.

Participating in the devel-opment of the strategic plan for 2015-2018 would be an excellent opportunity for in-volvement but the opportu-nity may be forfeited because the process of having resi-dents participate would be a major break from the tradition of involving only the council and city staff in strategic plan-ning.

The prevailing belief is that the council members were elected to represent their

constituents and strategic planning is the council’s job. It has no obligation to involve residents in the process.

The question on the minds of most everyone must now be: How do councillors know what the public thinks are fu-ture priorities? Councillors were not elected on platforms, so residents are in the dark about what they think. .

What options are available to the council should it invite public participation? There are a number and none would be difficult to manage.

Town Hall MeetingsIn hall meetings are oppor-

tunities for obtaining differ-ent points of view on specific issues, from the reasonable to the extreme. The council and staff would be hard pressed to find a better format than a well run traditional town hall meeting to gather public thoughts and feelings.

Focus Groups

Focus groups are formats for gathering opinions and criticisms from small groups of six to ten people. They are effective when there is a skilled facilitator to keep the group on topic through skillful questioning.

SurveysSurveys are an easy way

to gather information and those who design them must be careful not to ask ques-tions worded in a way that gets a desired answer. Provid-ing sufficient and meaning-ful background information prior to the survey is critical. On-line surveys have become standard practice with many organizations.

Workshops

Workshops can be designed to deal with specific issues but their success is highly depen-dent upon the facilitator.

Ad Hoc Advisory GroupPrevious councils struck

advisory committees to deal with specific issues. The Air Quality Committee and the Environment Committee are examples that provided use-ful information to the councils who created them.

The committee that was struck by the outgoing council to provide recommendations on water rates is another ex-ample of an important ad hoc committee.

Social MediaThe most advanced means

of communicating with resi-dents available to the new council is social media. A regular BLOG from city hall could introduce issues and ask for comment. Anonymous commentary would not be ac-ceptable.

Should the council and staff be bold enough to create the BLOG there is a strong pos-sibility that they would get more commentary than they

Water main breaks

City crews worked hard on Thursday and Friday of last week to fix a broken water main on High-way 3 just east of the Yale Bridge.

Roger Huston, manager of op-erations for the city, said that only the two motels on the east side of the bridge were without water.

Traffic was reduced to single lane as the crews fixed the pipes.

Crime down

Crime is decreasing in the Bound-ary area for the third straight year, according to the annual police re-port.

At the committee of the whole meeting on Feb. 11, council heard the annual report from the Bound-ary Region RCMP detachment de-livered by Staff Sgt. Jim Harrison, and it was a good one.

Overall, criminal offences were down 23 per cent from 2012 to 2013.

Man fired for not wearing mask

A disagreement with Interior Health (IH) has left one man out of a job. Arnold Hoekstra, a former nurse’s aid at Boundary Regional Hospital, told the Gazette he was fired after refusing to get the flu shot or to wear a protective mask during work.

“The mandate started at the be-ginning of September,” he said.

“They said, ‘have you taken your flu shot?’ I said, ‘no.’ They said, ‘Then you have to wear the mask.’ I said, ‘I choose not to wear a mask.’ ”

Former MLA speaks

The time is now to speak up on saving the agricultural land reserve in B.C., urged one former provincial agriculture minister.

Corky Evans, a former NDP MLA from Nelson and a long-time minis-ter of several portfolios including Agriculture and Food, spoke at a Save the Agriculture Land Reserve (ALR) rally Wednesday night at Sel-kirk College in Grand Forks.

Evans spoke for over an hour to a crowd of about 50 people and later answered questions from the audi-ence, and the message was simple: the time to act to save the agricul-tural land reserve in its current state was now.

Local resident’s story appears on Knowledge network

A local resident who fought against the Worker’s Compensa-tion Board (WCB) in the 1950s will be appearing in Working People: A History of Labour in British Colum-bia, a documentary appearing on Knowledge Network on April 3.

Bea Zucco, who lives in Grand Forks with her daughter Sylvea, will be appearing in the third part of the three part series.

Local young women in the Head Start program got the chance to meet and chat with MLA Linda Larsen at Rumours in April.

Outdoor fitness park gets go ahead

The Grand Forks recreation complex will soon be adding an outdoor fitness park as well as a demonstration community garden.

At the March 24 city council meeting, Grand Forks City Council approved a license of oc-cupation which allows the Regional District of Kootenay Boundary (RDKB) to move forward with their development plans for the installa-tion of the project.

Local museum to join solar wave of the future

The Boundary Museum and Interpretive Centre is taking great measures to keep energy costs down.

On April 25, the museum (located at the Fructova Heritage Site) will be installing solar panels on the nearby hillside and fitting the building to be completely powered by solar power.

Christina Lake announces big project

The trails around Christina Lake are about to go digital thanks to a project by the Chris-tina Gateway Community Development Asso-ciation.

The gateway association has signed a con-tract with the provincial government through the B.C. job creation partnership for the project, which will create up to four jobs for 10 months.Boundary-Similkameen MLA Linda Larson was on hand at the Christina Lake Welcome Centre to present a cheque for $51,000 to the gateway association.

Locals oppose ALR changes

Boundary-Similkameen MLA Linda Larson was met by several local protesters in front of Kocomo’s on Thursday.

The protesters, who are hoping to convince Larson to vote no on Bill 24, which proposes several changes to the Agricultural Land Re-serve (ALR), help up signs stating ‘Hands off the ALR’ and ‘Save the ALR.’

Co-organizer and local farmer Colleen Ross presented Larson with fresh spinach which Ross had harvested that morning.

Fall fair rescued

It’s been a roller coast week for the Grand Forks and District Fall Fair society. On Thurs-day, a tearful Kelly McIver, secretary/treasurer, and husband Jason McIver, president, came to the Gazette and announced the fall fair was can-celled due to a lack of volunteers.

However, a last minute rescue from the River Valley Community Church with volunteers has saved the fair and it’s on again.

Automated voting machines

Grand Forks city council is looking at bringing in automated voting machines for the November election to help make counting faster and easier.

At its May 26 meeting, council re-ceived for information the proposed use of automated voting machines for general local elections.

The report from staff stated: “In an effort to make the election process more efficient, staff is proposing the use of automated voting machines for the next municipal election.”

‘Open for business’, says city

An assortment of residents, stakehold-ers, developers and more came out to gallery 2 for the City of Grand Forks’ Development Showcase.The showcase featured three different presentations for investors including a development lands overview by Doug

Allin, city administrative officer, and James Kay of Focus Engineering.The presentation talked about how Grand Forks is looking into selling sev-eral city-owned properties.In all, there are 114 properties in Grand Forks that are available with 66 of those being owned by the city.

Focus on nature

It was a busy Friday afternoon around

Grand Forks with three separate rib-bon cutting photo-ops for city council, staff and committee members.

First was the dedication of the new kiosk at the bottom of the east side of Observation Mountain.

Shortly after, the group descended on Eighth St. under Observation trail for a ribbon-cutting ceremony for the new bat houses, which will help the city control insects in a natural manner.

Piranhas host swim meet

The Grand Forks Piranhas took a bite out of the competition at their home meet this past weekend.

With 427 total points, the Piranhas

easily eclipsed their closest competi-tion, the Castlegar Aquanauts, who had 325 to finish first.

Also attending the meet were teams from Nelson, Trail, Colville and Cres-ton.

Bridge death

A Grand Forks man has died after a tragic bridge-jumping incident at the old nursery rail bridge on July 8.

The BC Coroners Service confirmed that 53-year-old Joe (Morey Joseph) Lafreniere died after jumping into the Kettle River from the Munro Bridge (also known as the Nursery rail bridge) and being swept away from the cur-rent.

Local body builder takes 3rd at nationals

For Grand Forks resident Sharona Witwicki, a run at the Canadian National Bodybuilding Federation (CBBF) Championships had her counting calories and hitting the gym hard for several months.

All that hard work paid off as Witwicki came home with a bronze medal in her category.

Samboree

By all accounts the recent Good Sam Samboree in Grand Forks was a huge success.

In fact, all the B.C. regional presidents voted at the president’s meeting on Saturday night to return in two years.

“People were so impressed they voted to come back here in 2016,” said organizer Paul Pinard. “It was an over-whelming vote.”

The samboree, which featured a Hawaiian luau theme, took place on June 25-28 at Dick Bartlett Park and fea-tured 142 RVs and 276 people.

Sod turned for spray park

Mayor Brian Taylor and Rotary President Wayne Christensen officially turned the sod at City Park to mark the future home of the Rotary Spray Park on Thursday.

Taylor and Christensen both took shovels in hand and turned the first sod to signify the officially start of the Grand Forks Spray Park project.

Also on hand were several city councillors, staff mem-bers and Rotarians. The project is expected to cost $350,000 with money raised by or donated to the Rotary club.

Wildfire advisory

Smoke continues to increase in Grand Forks and region as the hot and dry weather continues.

On Monday, the Ministry of Environment in collaboration with Interior Health issued a smoke advisory for Grand Forks and surround-ing areas because of forest fire smoke that is af-fecting the area.

A press release from the ministry stated that the current hourly average PM2.5 (particulate matter 2.5 micrometers or smaller) concentra-tions are 40 micrograms per cubic metre, and the 24-hour average is 44 micrograms per cubic metre.

Water meter bylaw passes despite objections

Despite strong objections heard during the Committee of the Whole meeting in the morning, Grand Forks city council passed the water regu-lation bylaw with the fourth and final reading at the regular city council meeting Monday night.

The water regulation bylaw 1973 sets the guidelines for the city to establish a water sys-tem and provide water to the residents and busi-nesses and other consumers in Grand Forks.

Deer cull

It looks like the City of Grand Forks will have a referendum question on the November election ballot; however, it won’t be about water meters. Instead it will be asking people whether they support a local deer cull.

A deer cull, which is a method of thinning the herd by trapping and killing deer, has been done in other nearby communities to mixed effect. Councillor Gary Smith, who chairs the local deer committee, said the referendum question is non-binding and will merely be used for information for council.

Airport fly-in

The second annual Grand Forks Airport Appreciation and Fly-In Show and Shine went off with a supersonic boom. While none of the aircraft featured at the Grand Forks Airport this past weekend broke the sound barrier, the aeronautical feats showcased impressed all spectators.

Cher Wyers, secretary for the Grand Forks Flying Association, said the event was very well received by the community and had a really good turnout despite rainy conditions on Saturday.

The annual Park in the Park Car Show at City Park on Aug. 16 was well at-tended and featured almost 100 vintage cars, trucks and bikes.

Teacher strike delays start of school

With no settlement between the teachers and the govern-ment, parents had to find other options for their children on Tuesday.

With renowned negotiator Vince Ready on hand and both

sides meeting for long hours, it was hoped a settlement could be made before school started; unfortunately, the sides were too far apart.

Teachers began limited job action last March before escalat-ing to a full-blown walkout in June, just before final exams.

SPCA raids horse farm

Following a raid on a Grand Forks horse ranch last Demem-ber and a subsequent investigation, SPCA officers have recom-mended charges to Nelson Crown Counsel.

On Dec. 1, 2013, officers from several SPCA branches exe-cuted a search warrant on a ranch believed to belong to Kevin LaFond. As a result, 10 horses were removed, and two were destroyed.

In March of this year, SPCA investigators concluded their investigation and submitted the charges. Crown has not yet made a decision.

Bruins win two of three

Any way you look at it, it was a good opening weekend for the Grand Forks Border Bruins. The Bruins won two of three games in a busy three-game home stand that saw them beat divisional rivals Spokane and Castlegar and lose to 100 Mile House.

GF-CL trails ribbon-cutting

About 30 people showed up for the official unveiling of the Grand Forks-Christina Lake multi-use trails project on Wednesday, Oct. 15 at the Morrissey Creek staging area.

The project was spearheaded by the Grand Forks ATV Club, which brought together about 20 partners for the project which saw signage, benches, washrooms, picnic tables and staging areas at three different sites on the trails.

Mural project rejected

After much jockeying back and forth, the much anticipated mural project at City Park has been put on hold.

At the Oct. 6 regular council meeting, Grand Forks city council rejected the latest proposal from the mural committee asking for $6,000 for the project.

The plan was to have local artists paint a mu-ral on two sides (one each building) on the walls of the washroom and lift station at City Park.

Cusack receives jail time

Christopher Cusack, the man who set fire to both the Winnipeg and Grand Forks Hotels in 2012, has received just over four years (less credit for 15 months served) jail time on the second

count.Sentencing took place on Friday, Oct. 17 at

Rossland Supreme Court by Judge Fabbro.In May of this year, Cusack pled guilty to two

counts of arson in relation to an inhabited prop-erty.

Cusack received three years for the first count and 18 months for the second count.

They will definitely need to hand out name tags at the first meeting of the new Grand Forks City Council with a new mayor and four new councillors.

Frank Konrad, who has never held a seat in politics before, beat incumbent Brian Taylor by a 53 vote margin, 503-450. Councillor Cher Wyers came a close third with 434 votes. Donna Seme-noff picked up 144 votes, while Peter Demski had 31 votes.

CAO leaves

Not only will Grand Forks will be getting an almost entirely new council beginning on Dec. 1,

but a new chief administrative officer (CAO) will be stepping into that role.

In a press release on Nov. 24, the City of Grand Forks announced that CAO Doug Allin has stepped down.

“In keeping with the terms of his contract, there was a mutual agreement between council and Mr. Allin to enact provisions within his con-tract regarding Mr. Allin’s employment and as a result he is no longer employed by the City of Grand Forks,” said Sarah Winton, deputy corpo-rate officer/communications, in the release.

MacLean: RDKB did not block Perepolkin’s re-turn

The question of Irene Perepolkin’s return to the Regional District of Kootenay Boundary has again raised controversy in the community.

In a letter to the Grand Forks Gazette from RDKB Chief Administrative Officer, John Ma-cLean refuted Area D candidate (and incumbent) Irene Perepolkin’s contention that he blocked her return to duties.

Conn sentenced

Andre Conn received 10 more months of jail time and two years of probation on Monday in Rossland Court for setting fire to Grand Forks City Hall.

The fire, which occurred on Sept. 19, 2013, caused extensive damage to City Hall.

New council sworn in

The new mayor and council were introduced to Grand Forks last night at the inaugural council meeting at City Hall.

Mayor Frank Konrad and the six councillors were brought into council chambers by a piper and then were sworn in by acting corporate officer Sarah Winton.

Acting city administrative officer Diane Heinrich intro-duced the new council and gave a brief recap of how the re-construction of City Hall has gone since it was DAMAGED in a fire in September 2013.

Lake hosts watershed review

The Christina Lake Stewardship Society (CLSS) held its an-nual review on Dec. 4 at the Christina Lake Community Hall. More than 80 people from around the Boundary and beyond heard from a myriad of different speakers on the health status and future plans for the area.

Grace McGregor, RDKB Area C director and board chair, acted as facilitator along with Brenda LaCroix, stewardship coordinator.

Green bins set to come to Christina Lake in the Spring

After meeting with success in Grand Forks,the Regional District of Kootenay Boundary (RDKB) has expanded the green bin program into Area D and is looking at spring for Area C (Christina Lake).

Alan Stanley, general manager of environmental services for the RDKB, said the program has been operating in Grand Forks for two years and has been very well received. The pro-gram has been in rural Grand Forks (Area D) since November 2 for those residents who were previously receiving curbside recycling.

Lilgert appeal turned down

Grand Forks resident Karl Lilgert’s appeal has been turned down by the B.C. Court of Appeals. Lilgert was convicted in 2013 of criminal negligence causing death in the sinking of the Queen of the North and was sentenced to four years in prison.

In March 2006, Lilgert was in charge of the ferry vessel when it struck an island on the northern coast of B.C. near Prince Rupert and sank, killing two passengers.

Jesus told us to love one anotherWe are in, at the

moment, what the church refers to as the Christmas Season, the 12 days of Christ-mas made famous by the song of the same name. It stretches from the celebration of the birth of Jesus in Bethlehem on Dec. 25 to the visit on Epiphany, Jan. 6, of the wise men or Magi. And of course the “reason for the season” is the birth of Jesus the Christ.

But that wasn’t originally the case. Many cultures had big celebrations at this time of year all focused on the re-birth of the sun. We still have the word “Yule” which was the Anglo-Saxon name for this time of year (the Yule Log) from the old Anglo-Saxon word “geola” meaning “yoke” of the year, the balance point across which travels the lowest ebb of sunlight. And so our ancestors

would celebrate the no-ticeable change of the sun in the sky and the promise of light and warmth.

The Romans had similar celebrations. Dec. 25 was the date of a Roman pagan fes-

tival celebrating the birthday of the un-conquered sun. The Church in Rome, around 336, unable to stamp out this festival, spiritualized it as the Feast of the Nativity of the Sun of Righteousness and the tradition of celebrating Christ’s birthday on Dec. 25 began to spread across the western world, so that by the sixth century most of the former Roman Empire was celebrating Christ’s birth on this date.

There have been times in our history when the celebration of Christmas, due to some of its pagan roots, has been sup-pressed or even outlawed. During the

time of the Puritans in 17th century Eng-land, even the making of mince pies was outlawed, a somewhat “talabanish” ap-proach to the celebration.

We as people, especially in Canada, are a product of a long history of di-verse cultures and traditions that stretch back a long way, even into prehistory and that is something we can celebrate and not fear. God created a very diverse universe of which we are a part and of which the celebration of Christmas is a reflection of that creativeness and diver-sity.

We don’t truly know when Christ Je-sus was born but Dec. 25 and the season following are as good as any other. So let us remember as we prepare to celebrate and begin a new year that the one whose birth we recently celebrated, whose name Jesus means “I am one who saves (or heals)” is also the one who told us to love one another, in all our diversity, for that is the only way we can truly live.
