The Honourable Mr. Justice Greyell of the B.C. Supreme Court dismissed the city’s application to have the councillor disqualified for conflict of interest and breach of oath of office. His deci- sion Monday came after a month-long reserve in judgment following a hearing in Vancouver. In his written judgment, Greyell identifies a conflict prior to Butler shutting down her yard care business. “In my view, Ms. butler quite clearly had a direct conflict of interest when she partici- pated in discussion about the [water meter] program before she divested herself of doing business as Eden [Yardcare] in early March 2015.” However, “I am of the opinion that Ms. Butler’s change in status from op- erating her own business to taking a position of employment with Arch An- gel does not place her in conflict with the program.” Greyell further concluded that the city did not make application for dis- qualification within a time period spec- ified in the Community Charter. “Based on these conclusions,” Greyell said, “I dismiss the petition to have Ms. Butler disqualified from holding office on the city’ council.” He also ordered the city to pay But- ler’s court costs. Boys win bronze at GamesThe junior boys curling team Anderson rink—Co-

lin Anderson, Devin Anderson, Elliott Starchuk and Dawson Reid—curled their way into the bronze med-al match of the BC Winter Games on Sunday.

They were playing against the Turney rink from Smithers, Zone 7. The Turney rink fi nished on top of their pool with a record of 3 and zero. The Anderson rink fi nished in second place in their pool standings.

The bronze medal game opened with the Anderson rink having the hammer in the fi rst end. They imme-diately took advantage of that by taking three points.

Single points were exchanged in the second third ends. The Turney rink picked up another single point in the fourth end. The score after four ends of play was 4 to 2 for the Anderson rink.

The fi fth end saw strong play by the Anderson rink resulting in two more points for a four-point lead.

The Turney rink was forced to a single point in the sixth end. The Anderson rink took back that point in the seventh end to be coming home in the fi nal end still up by four.

The third, Devin Anderson, made a diffi cult double takeout to clinch the win and bronze medal for the Anderson rink.

Councillor will keep her seat, says judgeCouncillor Julia Butler will keep her seat on

Supreme Court dismissed the city’s application to have the councillor disqualifi ed for confl ict of interest and breach of oath of offi ce. His deci-sion Monday came after a month-long reserve in judgment following a hearing in Vancouver.

In his written judgment, Greyell identifi es a confl ict prior to Butler shutting down her yard care business. “In my view, Ms. butler quite clearly had a direct confl ict of interest when she partici-pated in discussion about the [water meter] program before she divested herself of doing business as Eden [Yardcare] in early March 2015.”

However, “I am of the opinion that Ms. Butler’s change in status from op-erating her own business to taking a position of employment with Arch An-gel does not place her in confl ict with the program.”

Fenske said the youth suffered minor injuries and is fine. He added that the driver was under-standably shook up.

Group hopes to welcome two Syrian families

A group of Boundary resi-dents is hoping to pull the community together to bring two Syrian refugee families to the area. Although there has been a little backlash, organiz-ers say there has been a lot of support so far.

Just over 25,000 Syrian ref-ugees in total have arrived in Canada fleeing a vicious civil war that has devastated Syria. Although some of the Syrians landing in B.C. have been relo-cated, many are still staying in Vancouver.

Ben Jepsen, who is a youth pastor at Gospel Chapel, and Kerri Martens are two of the people trying to bring two of those families to Grand Forks.

“Ben and I have both been parts of conversation with members of the community on what we could do,” said Mar-tens. “Nobody was sure they could head it up so they were looking for someone to start the ball rolling. It was late fall when we first started talking about it. January we had our official first meeting.”

The informal group met on Feb. 23 in Grand Forks and hammered out some details. Martens said it’s a diverse group with representatives from throughout the commu-nity. The group would like to bring in two families and are looking for two homes, some job opportunities, at least eight volunteers to drive them around and be available for them, and $20,000.

“Can we do this in Grand Forks,” said Jepsen in a Face-book post. “This is a great opportunity for this commu-nity to come together and help people in need.”

Martens said nothing has been set in stone as of yet. She said that having two families is real benefit so they can help each other. “We were asked to take more than one fam-ily because that way they can support each other with the

language barrier and with the isolation,” she said. “We are working with a sponsorship agreement holder group in Kelowna.”

She said that many of the rules around Syrian immigra-tion have changed to make it easier.

“They’re only bringing in government assisted refugees so that’s way less financial re-sponsibility on our part,” she said. “So basically the govern-ment sponsors and we’re the hosts.”

Martens said there are still plenty of hoops to jump through before bringing in any families. “It’s so up in the air,” she said. “Even the agen-cies we are working with are still learning things and it just keeps changing all the time. They haven’t given us a timeline yet, they’ve just told us what to do to get ready. Our job is to do a settlement plan. So we have to have all that in place before they will sent us a fam-ily or families.”

Martens said help-ing the Syrian refugees was a no brainer for her. “I’m an adoptive parent of a child from Ethiopia so it’s close to my heart,” she said. “We have so much here. If we can help why wouldn’t we?”

In response to the argument of why not help those in need who already live here, Martens said, “We’re already helping those people and I don’t think it’s either/or. I think the majority of the community is sup-portive. It’s hard to say because we’ve really only just begun but so far the positive feed-back has been more than the negative.”

Martens said there are many benefits to

having refugees come to a town.

“It helps our town to have more people come here and we always want more young families,” she said.

“That’s a good thing. I think it will draw us together and make us feel like we’re part of Canada and that we’re serious that we welcome people from different races and colours. These are people who have lost everything: their homes, their families. They have noth-ing.”

Grand Forks city council has trees on their minds as they gear up for the upcoming annual general meet-ing of the Association of Kootenay and Boundary Local Governments (AKBLG), an organization which includes all different levels of mu-nicipal government from the entire Kootenay Boundary area. Council decided on five resolutions to put forward including two that deal with forestry practices.

The AGM takes place April 27 - 29 in Kimberley.

Councillor Christime Thompson put forward a resolution involving municipal tax sales. Her proposal follows up a resolution she prepared in 2011 that would have seen sec-tions of the Local Government Act repealed and replaced with provi-sions that would ensure that any unredeemed properties revert to the municipality.Thompson was not on council when the province finally responded and requested specific examples of where a change in the legislation would benefit munici-palities. “Nothing was forwarded to them,” said Thompson.

“It is my firm belief that the mu-nicipal tax sale procedures are oner-ous and costly and that changes need

to be implemented,” she wrote in her proposal. “Inasmuch as too much time has gone by to submit specific examples of how amendments to the Local Government Act would benefit municipalities, I am proposing coun-cil endorse and submit the follow-ing resolution to the AKBLG: Be it resolved that the province of British Columbia be requested to conduct a survey of Municipal Tax Collectors in 2016 to obtain current information on the effectiveness of tax sale and their comments on the process.”

Councillor Julia Butler proposed a resolution regarding privatization of water resources. Her proposal read: “Whereas the privatization of water resources is becoming commonplace worldwide and whereas privatiza-tion can lead to decreased access for the public, increased prices and product, and service quality, there-fore let it be resolved that the City of Grand Forks urges the provincial government to take steps to protect the aquifers and public infrastruc-ture of B.C. from purchase by private or corporate interests.”

Councillor Chris Hammett put forward a resolution to have UBCM (Union of British Columbia Munici-palities) encourage BC Parks to fol-low their own mandate and engage in consultations with the City of Grand Forks, and other communi-

ties throughout B.C as needed, about the management of the Gilpin Grass-lands Provincial Park and similar areas throughout the province that need protecting from livestock.

Another resolution, put forward by Councillor Colleen Ross, asks that the Ministry of Forests, Lands and Natural Resource Operations require all licensees to widely advertise in print and online, all of their forest stewardship plans and actively so-licit public and local government input so that all parties have an op-portunity to bring forth their con-cerns before specific forest harvest-ing planning and layout; and that no less than 60 days be given for the consultation process.

The final resolution, also put for-ward by Ross, is in response to for-estry practices in whereas the allow-able annual cut (AAC) may be too high over the long term, and at the current rate, forests are being logged too quickly. The resolution states that the methodology by which allow-able annual cut is determined and approved by the chief forester under the Forest Act, be reevaluated so that stable, long-term employment be as-sured and watershed and wildlife spaces be protected.

The resolutions which are ap-proved by AKBLG will be forwarded to the UBCM for their fall meeting.

Everyone dreads tax time. That much is certain. Searching through filing cabinets or shoe boxes trying to find receipts from nine months ago is not much fun. But if you’re lower income and you can’t afford to pay someone to do your taxes it can be very difficult to manage your own.

Fortunately, a great group of volunteers are provided a free service to people in need of help with their taxes. They’ve even been known to do the dreaded back taxes.

Without the Community Volunteer In-come Tax Program many people in the community would struggle with their tax-es if they did them at all. Those residents would be at risk of missing out on many benefits afforded to citizens such as lower or no premiums for Medical Services Plan, GST rebates and child tax credits.

And all that work with the taxes is done by volunteers giving up their time for free. Grand Forks is certainly fortunate to have such a great pool of volunteers willing to step up and give their free time to help oth-ers.

Our small-town athletes can compete against bigger communities

It’s been quite the week for sports in Grand Forks. The An-derson rink picked up bronze at the BC Winter Games, the Grand Forks Secondary junior girls bas-ketball team captured the West Kootenay championship, and the Border Bruins are one win away from the second round of the KI-JHL play-offs. All are great testa-monials to the fact that athletes and teams from a small town like Grand Forks can compete against bigger centres.

Full disclosure, I coached the basketball team and I was thrilled with the improvement and success of the girls. It hasn’t been easy with 15 players in Grades 9 and 10 but they’ve all stuck with it and worked hard to get better. The pay-off came with

a 49-24 win over L.V. Rogers from Nelson in the final.

As for the Bruins, it’s great to see the town rally behind the young team. On the weekend, it was hard to find a parking spot close to the arena and there was an actual line-up to get in. It was also great to see local businesses and organization putting up ban-ners in support of the team. That community spirit is fabulous. The team was even mentioned at council on Monday. It’s great to see the city and council also get behind this hard working group of young men.

Congratulations to head coach and general manager Emery Olauson who picked up KIJHL coach of the year honours. Olau-son is well deserved in picking up that honour. Assistant coach Britt Oulette also deserves a lot of credit as well. Here’s hoping management can re-sign this talented and energetic pair of coaches for the next few years. It would be great to see play-off

runs as the norm in this town. Talented netminder Anthony

Galliart also deserves credit for being named goalie of the year in the Neil Murdoch Division. it’s hard to say where the Bru-ins would be without the always clutch goaltender from Galliart, who has been a rock in net.

Although high school basket-ball is over for the girls, the GFSS junior boys are in the West Koo-tenay championships this week-end. The boys are seeded first after a strong season and they have a good shot at replicating the girls’ success.

As for the pro ranks, Golden State continues to have an amaz-ing season with a 53-5 win loss record as they take aim at the Chicago Bulls Michael Jordan-era best ever record of 72-10. Al-though I haven’t seen as many games as I would like it’s always great to watch the “Splash Bros.” backcourt duo of Steph Curry and Klay Thompson. Curry, in particular, is having a season for

the ages. But of course, March is known

mostly for March Madness, the insanity that is NCAA men’s col-lege basketball. Nobody really pays much attention to college hoops until the big tournament, which begins this year on March 15. The tournament encompasses the top 68 men’s college teams in the United States as they play in a six-round single knock out tour-nament to determine the national champion.

Duke was the champion last year knocking off Wisconsin in the final after Wisconsin beat the favourite Kentucky Wild-cats in the semi-final. Duke will always be a threat and this year is no exeption with freshman star Brandon Ingram and return-ees Grayson Allen and Marshall Plumlee leading the way. Ranked #1 at this time are the Kansas Jay-hawks.

The Jayhawks are a veteran squad led by Perry Ellis and Frank Mason III. Other teams to

watch for are the Buddy Hield-led Oklahoma Sooners and the North Carolina Tar Heels.

Closer to home, my beloved Gonzaga Bulldogs from Spo-kane are struggling. After having reached the Elite 8 last year and with their front court (forwards) all returning a lot was expected of the Zags. But the inexperi-enced back court has struggled and they find themselves pretty much having to the win their conference final to even get to the NCAA tournament.

No matter what happens March Madness and the associ-ated office pools are always great fun. Anyone interested in joining my online pool can email me at [email protected]. I have some changes this year in-cluding a knockout pool where you have to pick one team to ad-vance each round, but you can’t pick the same team twice. So that makes for some interesting strat-egy and edge-of-the-seat watch-ing.

Editor, the Gazette:While listening to CBC Radio

on Wednesday morning, they were discussing the senior’s housing project proposed for part of the community park [at Christina Lake]. I was surprised to hear some of the proposed usage for the park.

Why were these uses and any other proposed uses not present-ed at the public hearing? All the public hearings that I have ever attended had lots of information presented to the public.

Does anyone think $1,500-$1,600 a month is affordable? I guess it would be, if you can sell your waterfront property for $1 million. My kids want our prop-erty to stay in the family...this is why I live here.

I’m glad the process has been put on hold until we get an up-dated management plan for the park. I, for one, do not want to see parkland being given up for housing that nonresidents can live in, while enjoying the lake-front view and parkland that we

had to give up for them.Not only are the residents of

Christina Lake being impacted by this proposal but so are the species of birds, plants and ani-mals at risk.

If you’re in favour of saving the park for future generations, don’t forget about how we got this far; we will be needing your support in the near future!

see F. Duralia speak out in last week’s Gazette (Feb. 24) standing up for our wildlife, in particular the local deer. We feel it is an important point for people opposed to urban deer, to realize this has been a deer wintering habitat long before City of Grand Forks existed.

There are very few moderate climate valleys for wildlife to winter in. Is it unreasonable to expect urban dwellers to pro-tect their delicate plants from deer trying to survive in “their “ natural range?

A few dollars for some fencing or inedible plants is all it takes. We speak from some

experience, we have success-fully farmed here for 30 years and have adapted to the local wildlife with no difficulty—is it unreasonable to fence off a few shrubs or tulips? If the deer committee has been disband-ed—no loss, good money spent on bad intentions. In our many travels throughout the west, both Canada and the U.S.A., it is amazing how most commu-nities “promote” their natural wildlife, not “cull” them.

Come on, Grand Forks, get your act together!

grandkids spent an enjoyable couple of hours navigating all the walks in that nature pre-serve east of the arts centre [at Christina Lake]. The kids are city dwellers and were fascinat-ed with the avian wildlife and the profusion of grasses, plants, shrubs and trees growing there.

It would seem to me that if a senior’s complex is needed at Christina Lake that all pos-sible efforts should be made to ensure that there are no other viable areas available. Hav-ing a nature preserve on one’s doorstep for walks for five or six months of the year would not compensate for having to

cross Highway 3 for 12 months to get to a grocery store.

And I can’t envisage hav-ing lights and a crosswalk at Highway 3. Would the prov-ince agree to that? I wonder how much thought has gone into vehicle and pedestrian traffic flows in and out of that area—should a complex be built there?

The free-for-all meeting held on Tuesday and which did not accommodate all that arrived, and that had many walking out in disgust before it’s termina-tion, is certainly not the way to get all the concerns and objec-tions aired and discussed.

been debating the location for a senior’s housing complex and the proposed location is on parkland along the lake. I think is it a good idea but not at the location they have chosen.

On Feb. 16 there was an open forum for residents to discuss this issue and I attended. As an intensely private person, it is very difficult for me to attend and especially speak at public

meetings but I did and found myself under attack from Grace McGregor, our elected RDKB Director.

Whether you agree or dis-agree with any issue, it is a basic human expectation to treat both opinions with respect. I found her public name-and-shame di-rected at me to be very painful.

I have never cast any slurs on her name and find her pointing me out to be very distasteful. This behaviour, in my view, is

not fitting for a person of her stature in our community.

By the very nature of her position, as the person we elected to speak for all residents of Area C, she is held to a higher standard. Everyone has the right to be heard and to voice their personal opinions without being left to feel degraded by the very person they elected to speak for them.

This is in kindness, as to not publicly chastise you to the degree that might or might not be deserved.

The proposal as presented was incomplete and changed. This was the main reason that I voted against it. One should

have the complete set of details and they should be consistent in order for an educated comment as to ones approval or not.

Aside from one’s own feel-ings on the matter, a represen-tative of ALL the residents of Christina Lake should remain neutral in public.

A representative (an elected official) should make sure that all the details are presented in order that no confusion is in anyone’s mind as to exactly what they are being asked to approve or not approve.

An elected official should ALWAYS listen first to the com-

ments in a public forum and then respond if required.

An elected official should ALWAYS be respectful of the different opinions and thoughts and feelings of those they have the job of representing.

A elected official’s job is to ensure that everyone has the knowledge that they, if they choose to attend a public meet-ing, have NO fear of retaliation in any way, shape or form due to their thoughts or feelings on a matter that is being discussed.

The Grand Forks ATV Club held its fourth annual members appreciation night at The Royal Canadian Legion on Saturday, Feb. 20, 2016. Over 60 members and guests attended the fun event. The tasty dinner was local beef and all the trimmings prepared and served by the Legion’s Women Auxilliary. Guest speakers Mary Bird from Christina Lake Stewardship Society, Graham Watt of the RDKB Kettle River Watershed Management Plan and Brian Norwood, ham radio enthusiast contributed to a most enjoyable evening. Member Hal Wright presented another great DVD highlighting the many projects the club’s volunteers are working on in the Region. The club is dedicated to promoting safe and responsible outdoor recreational activities for shared use trails. Many thanks to all sponsors that contributed to the success of the event. Nations area,” said Fenske. “It was different than here: lots of violent crime and lots of geo-graphical challenges. It had four villages over thousands of kilometres. It was entirely First Nations policing. There was about 2,400 people in the four villages. One was on the ocean and another was totally inland. It was a unique situation.”

Fenske said there weren’t a lot of services there and they would usually have to got to Terrace, a community of around 12,000, two hours away over bad highways, for sup-plies. Fenske was there for two years as the sergeant.

Before working in the Nisga’a area Fenske worked at Hudson’s Hope, another Northern B.C. community even farther north.

Fenske said his time up north was spent dealing with a lot of issues involving al-cohol and violent crimes. “It was a very busy spot,” he said. “Grand Forks/Boundary has challenges of its own. Drug use is more prevalent here than up there. It’s mostly alcohol-based crimes up there. I’d say alcohol was the contributing factor to almost all violent crime. Al-though drug use was there, it was relatively minor.”

Fenske said property crime and theft are more of an is-sue here and are usually as-sociated with drugs. “People steal things and turn them into drugs,” he said. “I’ve been here about three weeks and I’ve seen all the investigations that have come through and can see the trends. On the upside, there isn’t the violent crime. There

is some but not as much as I’m used to.”

There are 11 officers total in the Grand Forks detachment with another four in Midway. “We cover a large area given that Midway covers through Rock Creek and right up to al-most Kelowna,” said Fenske. “Geographically it’s big but other than the main communi-ties of Grand Forks, Christina Lake, Greenwood, Rock Creek and Beaverdell, there’s a lot of empty space.”

When it comes to area of focus, Fenske said he will be targetting the usual suspects: drugs, drug trafficking, proper-ty crime associated with drugs, and impaired driving. “All the normal stuff you’d expect for a community with a major highway running through the middle of it,” he said. “My phi-losophy as a commander has always been to focus on the 10 per cent of the people who commit 90 per cent of the crime. I find that yields the best results and makes the community saf-er.”

As for impaired driving, Fenske said there is no excuse for it in today’s society. “We actively are on the hunt for im-paired drivers whether it be al-cohol or drugs,” he said.

Fenske lives in Grand Forks with his wife and two elemen-tary school aged children. He said that both children have enrolled in school here and are already actively involved in dance and hockey.

“It’s just wonderful,” he said. “This community has so much for kids. Everyone has been so friendly. We came down here around Dec. 13 to look for a house and couldn’t believe

how friendly everyone was. Considering the population of the area is just under 4,000 I can’t believe what Grand Forks has to offer—from restaurants, theatre, hockey rink, pool and other recreation facilities. It has the facilities of 15,000 people. It’s amazing.”

Fenske said that it was fi-nally time to move away from the north after many years and be closer to family, who all live in Alberta. He said he had done all his service in the north other than three years on Vancouver Island.

“Where we were before was a two-day drive at least with kids and pets and every-thing,” he said. “When I heard that Grand Forks was opening it was immediately on my list of places I wanted to go. I was very happy to get it.”

Fenske plans to stay in the Boundary for awhile. “The schools are great,” he said. “The kids are already making friends. It has so much of what we’re looking for. I’ve never lived in an environment like this before—I’m used to the frozen wasteland. It’s a really unique place to live. I like fish-ing and hunting and boating on the lake.”

Fenske said he and his fami-ly are glad to be in Grand Forks and he looks forward to meet-ing more of the community and working with the differ-ent agencies. “I think Staff Sgt. Harrison did a great job of lay-ing the framework for the com-mander who came in and took over,” said Fenske.

“The reality is I have to keep doing what he did and put my own twist on things. It’s a high functioning detachment. The members here are great. They do good work in the communi-ty. They’re highly motivated.”

No matter what your socio-economic status is, doing taxes is not much fun; however, when you are lower income and struggling to make ends meet, paying a professional company to do your taxes is out of the question and doing them your-self is not easy for anyone—it’s easy to make mistakes and end up costing yourself money.

Fortunately, a group of resi-dents are volunteer-ing their time in the Boundary to help provide tax help for those who may not be able to afford it. People Helping Peo-ple is the name of the group and they facili-tate the Community Volunteer Income Tax Program (CVITP) mainly out of the Phoenix room at 174 Market Avenue in downtown Grand Forks. CVITP is a collaboration between community organiza-tions and the Canada Revenue Agency (CRA).

Heading the program is Lor-raine Dick. She said they’ve had no shortage of volunteers step up this year to help out and even had to turn away some. “We are in our fifth year of in-volvement with the tax pro-gram (People Helping People) for the citizens of Grand Forks, Greenwood, Christina Lake and Rock Creek…and now Midway,” said Dick. “We’re also doing a second year at the Gospel Chapel’s Blessings Boutique. We’ve had a clinic at Christina Lake for two consecu-tive years but decided not to re-turn this year.”

The volunteers along with Dick, who started the program, are: Karen Head and Karen Johnson, who have also both been with the program since the beginning; Jennifer Jen-kins and Ursula Flury (second year) and first timers Virginia

Holmes, Terry Lemke Mooney and Vera Ellefson.

The volunteers are com-pletely unpaid and are not al-lowed to accept any kind of perceived remuneration. “The purpose of the program is to ensure that everyone has ac-cess to benefits that those who might not file their income tax would lose out on,” said Dick. “We are able to do back taxes as well. We just completed one go-ing back 10 years. If you have a modest income and a simple

tax situation, use the income levels to determine if you qual-ify.”

Eligible for the program are: single persons earning up to $30,000; couple earning up to $40,000; and one adult with one child earning up to $35,000. There is no cost to use the pro-gram. For each additional de-pendent you have, add $2,500 to the family income. You should not have interest in-come of more than $1,000.

Dick said the program is a big help to the users because it helps them get government benefits that they would oth-erwise be denied if they didn’t file.

Dick said she and the other volunteers do it for a number of reasons including the love of helping out the community. “I get to meet many wonderful people and it’s a bit selfish but it helps me feel ‘needed’ and when not working it is impor-tant to be able to get that,” she said.

Other volunteers said: “I do it because it gets me out of the house and meeting new peo-

ple”; “It boils down to giving me good feelings of self-worth and doing a community service at the same time”; and, “It’s a great experience first of all and I like to help people who need the money for food and other things more than spending it on preparing taxes.”

Also, “It is a yucky must-do chore that most people dread because they do not under-stand all the forms. I do not mind doing taxes so I feel it is a great way to help, as a lot of

those who have come to us do not realize that some of their benefits are jeopardized if they do not file. We have seen a dra-matic drecrease in people coming in with years of taxes to be filed. That

means more in this area are back on the grid to get help”; and, “I love the feeling when I complete a return and I hit the calculate button and they get a large refund…feels like win-ning the lottery.”

Gina Burroughs, govern-ment agent in Grand Forks, supports and liases with the CVITP program. Burroughs recognizes how important it is for citizens to file their income tax returns so they can best take advantage of provincial ben-efits programs for which they qualify.

The program runs from March 2 until April 29. Clinic times and locations are: Phoe-nix room (next to ServiceBC), 174 Market Avenue, Grand Forks, Wednesdays—drop off 1:30 p.m. to 2:30 p.m. Pick up 2:30 p.m. to 3:30 p.m.; Main foyer, Gospel Chapel, 7048 Donaldson Drive, Grand Forks; and Fridays from noon to 2 p.m. Community Futures, 245 Copper Street, Greenwood, Wednesdays from 2 p.m. to 4 p.m.

Pedestrian hit by vehicleOn Feb. 25 at 8 a.m., Grand

Forks RCMP responded to a cyclist who was struck by a ve-hicle on Central Avenue near

D.A. Perley Elementary School. A 15 year-old student riding his bicycle in the crosswalk when he was struck by a car.

“The youth suffered minor injuries and is fine,” said Fen-

ske. “The driver was under-standably shook up.”

The Grand Forks RCMP conducted an investigation which resulted in no charges being pursued.

Bike owner gets property back

On Feb. 22, at 12:30 p.m., Grand Forks RCMP were con-tacted by a female from Grand Forks advising that her moun-tain bike had been stolen from a carport of a residence on Third Street.

Sgt. Jim Fenske reported that the RCMP actually had the bi-cycle in their possession as it was located in a vehicle that had been seized in an unrelated matter. The bicycle and its own-er were happily reunited.

Kool Treat broken intoOn Feb. 22, at 3:15 p.m.,

Grand Forks RCMP were con-tacted by a business owner at Christina Lake. The business owner advises that her busi-ness, the Kool Treat, was bro-ken into. RCMP members at-tended and were advised that food, liquor and electronics

On Feb. 23, at 6:36 p.m., Grand Forks RCMP responded to a single vehicle accident on Highway 3 near Wilgress Lake. The driver lost control due to icy roads. Luckily no one was injured and there was only mi-nor damage to the vehicle.Bicycle recovered

On Feb. 25 at 4 p.m. Grand Forks RCMP were able to re-cover a bicycle for a Grand Forks resident that had been re-ported stolen three days prior. Minor injuries in vehicle accident

On Feb. 27 at 6:46 a.m., Grand Forks RCMP responded to a single vehicle rollover near on Highway 3 near Wilgress

Lake. The driver and passen-ger suffered minor injuries. The vehicle was written off.Reminders

The scam where individu-als reporting to be agents for the Canada Revenue Agency threaten to use the RCMP to arrest or collect fines from you is still on-going. Don’t release money or information to these people.

Liquor store helps dry grad campaign

Local grad committees look-ing to raise funds for alcohol-free high school graduation-celebrations and activities will once again get a helping hand from community members and the BC Liquor Distribution Branch.

From Feb. 28 to March 31 BC Liquor Stores will be collecting donations for local Support Dry Grad initiatives—and will be thanking customers that con-tribute $1 or more with a small token of appreciation.

One hundred per cent of all donations raised by BC Liquor Stores will go directly to the school district in their area or to the Federation of Independent

Schools, which in turn will give the funding to participating lo-cal grad committees.

More than 270 high schools in 55 school districts are partici-pating in this year’s campaign. Last year, the month-long fund-raiser generated over $400,000, which helped more than 52,000 B.C. high school graduates throughout the province take part in alcohol-free events and activities.

These celebrations included dances, mock casino nights, ka-raoke contests, games, fortune tellers and carnivals.

Now in its 16th year, the Support Dry Grad campaign has been an integral part of the BC Liquor Distribution Branch’s efforts to prevent un-derage drinking and promote

zero consumption by minors.Since its inception, the cam-

paign has raised more than $5.85 million.

Quick Facts: • The first Support Dry

Grad campaign was held in 2001 and is at the core of the BC Liquor Distribution Branch’s corporate social responsibility program— the primary focus of which is to help keep alcohol out of the hands of minors.

• This year, 55 school dis-tricts and the Federation of In-dependent Schools are partici-pating in the campaign.

• One hundred per cent of all donations collected will be distributed to over 270 high schools hosting Dry Grad events.

Early Years benefits from grantFamilies in Grand Forks and the

Boundary will benefi t soon from en-hanced services with the Early Years Centres after Boundary Family and Individual Services Society (BFISS) re-ceived a provincial grant.

Ellen Strelaeff, Early Years Program supervisor, said the Early Years hub is located at the Glanville Centre which is on the Perley school grounds. Strelaeff said they put in their proposal to build on what they already have there.

“All the Early Years services are inte-grated in one building,” she said. “What we’re going to be doing is use the extra funding (around $52,000) to further de-velop our peer mentor program. We’re going to support our peer mentors, mothers who are leaders in the commu-nity and can welcome parents into our existing groups, and seek out parents who aren’t currently involved in groups or aware of services for families in all our Boundary communities.”

Strelaeff said they are going to offer the Baby’s Best Chance program each week rather than the current 40 weeks out of 52. “We’ll have the extra 12 weeks now so it’ll be consistent,” she said. “Parents won’t be wondering if its going or not. So that’ll be an ongoing group.”

Strelaeff said there will also be some post-partum groups offered. “Three, eight-week sessions per year,” she said.

“We haven’t fi gured out the details yet but probably one each in the spring, summer and fall in both the east and west Boundary.”

BFISS has satellite family centres in each elementary school in the Bound-ary and all have StrongStart programs. StrongStart is a Ministry of Education-funded program and is a parent partici-pation, drop-in preschool program.

“We’re very excited about it,” said Strelaeff. “We submitted an RFP (Re-

quest for Proposal) two years (for the provincial grant) the fi rst time it came around and we’re selected so we’re pretty thrilled.”

B.C. Early Years Centres are tailored to meet the needs of each local commu-nity and allow parents with children aged 0-6 to access services such as child drop-in playgroup programs, Strong-Start B.C. programs, public health clin-ics, advice and referrals and parent edu-cation workshops all under on roof.

Bruins lead playoff roundAt the start of the season, the

thought of the Grand Forks Border Bruins making the playoffs seemed like a pipe dream. After an amazing turn-around, those same Bruins are now one game away from the second round of the KIJHL playoffs. The Bru-ins took a 3-2 lead in their series with Castlegar with a big 3-1 win on the road against the Rebels.

The Rebs opened up the scoring last night with Chris Breese scoring a power play marker at 8:35 of the first period in what would turn out to be Castlegar’s only goal. Nickey Leeder tied the game shortly after assisted by Shayne Pluto and new Bruin Cam-eron Ashley.

Dylan Haney got the game winner five minutes into the third period with a power play goal assisted by goalie Anthony Galliart. Logan Casavant scored with a 1:12 left in the game to give the Bruins some insurance.

On the weekend in Grand Forks it was nail biter time as both games went to overtime. On Friday, the Bru-ins took the series lead (two games to one) with a thrilling double overtime win at Jack Goddard Memorial Are-na in front of a packed crowd. Aus-tin Dean picked up the game win-ner assisted by Logan Casavant and Trey Mason. Shayne Pluto and Chad

Grambo scored the Bruins other goals, both in the second period after a scoreless but physical first period.

The following night Castlegar evened the series with a 6-5 overtime win as Chris Breese scored the game winner at 9:30 of the first over time. For Breese the game winner was his third goal of the game for the hat-trick. The Rebels actually led 4-0 after the first period but the Rebels clawed back with five straight goals (Ryland Smaha-Muir, Mason, Dylan Haney, Grambo and Dean) to take a 5-4 lead. Mike Bhatoa scored an unassisted goal at 7:07 left in the third to force overtime for Castlegar.

“It’s a great series so far,” said head coach and general manager Em-ery Olauson. “Entering the third pe-riod down two (on Saturday) is the scariest thing you can do. It’s been great hockey for sure. It’s hard on the nerves but there’s not a better time to watch these two teams go at it. It’s been a real battle.”

The Border Bruins picked up their first playoff win in what is thought to be decades on Feb. 24. The Bruins evened their series with Castlegar at 1-1 by beating the Rebels on the road 4-2.

Logan Hascarl opened the scoring up for the Bruins with a power play marker at 18:55 of the first period as-sisted by Jordan Robertson and Ry-land Smaha-Muir. Three unanswered

goals by the Bears in the first period (by Bryson Yee, Chad Grambo and Trey Mason) gave the team an insur-mountable 4-0 lead on the road.

The Rebels were able to get two late second period goals but were un-able to narrow the gap in the third. Anthony Galliart picked up the win for Grand Forks, turning away 41 of 43 shots.

Castlegar took the 1-0 series lead with a 3-1 win on Tuesday at the Cas-tlegar Complex. Carson Wornig got the winner for the Rebels early in the third period. Jordan Robertson (as-sisted by Brandon Savaia) scored the only goal for the Bruins.

Game six took place on Tuesday night at Jack Goddard Memorial Are-na in Grand Forks after press time. Game seven, if necessary, would be today (Wednesday) in Castlegar.

Coach and goalie honoured Bruins head coach Emery Olauson

was named KIJHL coach of the year as voted on by his peers. In addition, Anthony Galliart was selected as the Neil Murdoch division’s goalie of the year. Both were given their awards prior to the Friday game from league president Bill Olhausen.

Olauson said he was surprised when he learned he had won. “It’s a team award more than anything,” he said. “We all over achieved and I got an award for it.”

It was one shining moment for the Grand Forks Secondary junior girls basketball team as they beat L.V. Rogers of Nel-son 49-25 in the West Kootenay championship final to take the crown. After losing to Nelson twice before by 14 points, it was a nice victory for GFSS who used good passing and strong defence to dominate the cham-pionships, which took place Saturday at J.L. Crowe in Trail.

In their semi-final game Sat-urday morning, the Wolves beat Stanley Humphries of Castlegar by a commanding 52-20 led by 16 points from Elizabeth Henne and eight points from Zailey Howard.

“Castlegar had some good shooters and size,” said coach Craig Lindsay. “We lost to them a couple of weeks back so we knew we needed to play tough defence and get out on their shooters, which we did.”

The win put GFSS in the final against L.V. Rogers, a team that had beaten them twice before by double digits. But in the fi-nal it was all Grand Forks as the Wolves pulled out to a 19-4 lead after the first quarter and never looked back. Elizabeth Henne led the team once again with 14 points, while Ariana Clark added 12.

“We started out really well and never backed down,” said Lindsay. “They really struggled against our pressure defence. I don’t think they were expecting that level of intense pressure. Our girls did a great job.”

Nelson made a few small runs in the game. Once after their coach was thrown out for arguing a call and again at the

start of the third quarter.“We really have good depth,”

said Lindsay. “When a couple of players maybe struggled a little, a few fresh players would go out and really step it up and we were right back on our game.”

Lindsay credited the grade 10 sister duo of Elizabeth and Victoria Henne, who led the team with steals, rebounds and points. “They really set the pace with their hustle,” said Lindsay. “With those two and Ariana Clark, we just dominated the boards and they just grab any bad pass that comes anywhere near them. It’s great when your Grade 10s lead the team with hustle.”

Lindsay also credited the guard duo of Tara Makortoff and Portia Dagg for running the offence calmly and cooly. “A month ago both would just dribble down the right side into the corner,” said Lindsay. “On the weekend they had their heads up and got the ball into the middle of the floor and ran the offence. It was great being able to platoon the pair. They each bring something different to the table. With both being only grade 9 the future of the program looks very bright.”

Elizabeth Henne said the players were all very happy and excited after winning the cham-pionship.

“We had played Nelson be-fore and they were our main competition but we had all grown immensely as a team and became better,” she said. “The key to winning was work-ing together as a team. If some-one was doing something that wasn’t working you had to tell them and communicate.”

Elizabeth said the players

did a really good job of reading each situation and making the best decision for each play.

“We make the right play and usually ended up with the right outcome,” she said. “As a team we all learned each oth-ers strong points and what we weren’t so great at so we could help each other out. We all be-came really close as a team and that led to us being able to work together really well.”

The Grand Forks Secondary junior boys basketball team is the top seeded team head-ing into the West Kootenay championships. GFSS hosts #4 seeded Boundary Central (Mid-way) Roadrunners on Friday at 4:30 p.m. in the semi-final.

“This is the culmination of four challenging months of mental and physical de-velopment,” said coach Sean O’Brien. “The season has seen it’s ups and downs for our talented young squad.”

The Wolves enter the play-offs with a regular season re-cord of 15 wins and four losses.

“We hope to get a big crowd out to watch our semi-final,” said O’Brien. “This will be the final opportunity to watch the boys play at home.”

The winner of the game travels to Stanley Humphries in Castlegar Saturday for the championship game.

(nee Chambers)Clapper, Ada Margaret

(nee Chambers) born March 7, 1928 in Grand Forks, B.C.

passed away Feb. 9, 2016 at the age of 87.She was predeceased by her

husband Clayton Clapper, her sister Dorthy Bellenot and her brother Eddie Chambers.

Ada is lovingly survvied by her sister Lillian Fisher of Kelowna; her daughters Lorraine Eaton of Midway, Sharon (Greg) Lee of Greenwood; and her son Ted Clapper (Cathy) Boisenue of Grand Forks. Seven grandchildren, Stacey Despot (Lee); Jason Eaton; Suzanne Lee; Sandra Eaton; Karri Lee; Ashley and Jordan Clapper.

The loves of her life were her ten great grandchil-dren. She always remembered all their birthdays and they all got a special phone call and birthday card from their great nanny.

Ada was raised in the North Fork Valley by her aunt and uncle (who worked for the CPR as a section man).

She was married to Clayton Clapper in 1946 and raised three children on their Toronto Creek Ranch south of the Humming Bird Bridge in North Fork, where they raised cattle and grew turnips and radishes. They enjoyed working with the neighours and the local doukhobors at harvest time. In 1968 the ranch was sold and they moved to Grand Forks where Ada worked as a house keeper. Then she was proud to become a care aide at Boundary Lodge for the next 20 years, retiring in 1993.

Ada was a long time member of the Royal Purple and also a member of the Boundary Historical Society. She had lots of stories about the good times these groups would have. Ada was interested in the history of Grand Forks and was very proud of her beloved city.

Ada was a very strong minded and private lady right till the end. She supported and guided her family through all of life’s trials. She will be missed by all of us as she was the “rock” we all respected and listened to.

Thanks to mom’s “young doctor” who is very car-ing and compassionate. Also to the staff at the Silver Kettle Lodge who helped make our mom’s last two years happy and comfortable.

A celebration of her life will take place in May of this year in Grand Forks.

Lorraine Redding(Tough)

Our Mom, Lorraine Redding (Tough) who was in

her 92nd year, passed away peacefully the evening of

February 24, 2016 at Silver Kettle Village, Grand Forks, B.C. She was born in Kirkfi eld, Ont. on

February 22, 1924 and later moved west with her family to settle on a farm near Drumheller, Alberta. Mom went on to attend the Holy Cross Hos-pital School of Nursing in Calgary, where she trained to become an RN. She worked as a surgery nurse until being offered a position at the Grand Forks Hospital in 1947. It was here that she met and fell in love with our Dad, Clare Redding. They married in 1949. After a short time in the Central Interior, they settled in Trail, B.C. to raise their two children.

In their retirement, they returned to Grand Forks and enjoyed many years of golfi ng, lawn bowl-ing, motor homing, and spending time with their children and grandchildren. Their greatest joy was wintering with their many friends in the Palm Spring area.

Mom was predeceased by Dad in the summer of 2010. She is survived by her sister, Melva (Ross) Pen-noyer of Calgary, and their family. She will be sorely missed by her son Gordon (Marci) Redding and their children, Allison (Darcy) and Marlese (Wes) and her daughter Diane (Timm) Williams and their children, Chase and Kayla.

Mom would always make us smile when she sat on the fl oor playing with her great grandchildren, Ava, Sophia, Devin and Juniper.

In lieu of fl owers, please consider making a dona-tion to The Auxiliary to the Boundary Hospital, Box 1074, Grand Forks, B.C., V0H 1H2. Mom was a mem-ber of and volunteered with the Hospital Auxiliary for many years.

Nick N. Skripnik

August 9, 1938 – February 5, 2016

Nick N. Skripnik, age 77, passed away suddenly and

peacefully in his Grand Forks home on Friday, February 5, 2016.

He is sadly missed and leaves behind his companion Eileen Planidin; his two sons, Clay (Shelly) and Brian Skripnik; two daughters, Laurine (Terry) Vaugeois and Cherie Skripnik; six grandsons, Ryan (Samantha), Denis, Tyler, Kyle, Daniel and Cole; stepson, Dan Planidin; great-grandson Ethan; great granddaughter Charlotte; sister Elena Powers; nephews, Alan and Wayne; and niece Lynne; and many family members and close friends.

The son of the late Nick Skripnik and Laura Skripnik, Nick was born and raised in Grand Forks until a young age, spending his teen years in Agassiz (Harrison/Chilliwack). Nick returned to live in Grand Forks for the past 35 years.

Nick worked and lived in communities across B.C. and spent his career log scaling, truck driving, and working on the tug boats. He loved to be behind the wheel and enjoyed driving on the open road, through mountain passes and backroads.

The family wishes to thank the many family mem-bers, friends and doctors for their loving care and support for nick over the years.

As per Nick’s wishes, no funeral service will be held. A celebration of life will take place at a later date.

Nick was loved by all and will be dearly missed.

Gloria Barbara Cosco (nee Newman)

Gloria Barbara Cosco (nee Newman) born in Croydon, Surrey England on March 3, 1925 passed away on Febru-ary 21, 2016 in Grand Forks at Annesley Manor at Hardy View Lodge. Gloria was mother to Michele Caskey and

had Don Caskey as her son-in-law. Michele and Don were by Gloria’s bedside as she left and was on a journey to meet

with her sister.Gloria was grandma to Megan Caskey (Cory Roy) residing

in Vancouver and D’Arcy Caskey residing in Taipei, Taiwan, and grannie to great grandchildren, a girl Kestrel Roy, a boy Raven Roy

and a boy Tanager Roy.Gloria was predeceased by her father John Edward Newman(Jimmy) of Irish

heritage, mother Beatrice Kathleen Newman(Babs) nee Bishop of English descent, sister Norma Constance Bellamy (nee Newman) and nephew Dennis Bellamy of Australia.

Jimmy, Babs, Gloria and Norma left England on the ship Ausonia for Canada in June of 1929. Then a train ride across Canada to live in Haney, B.C.

Gloria’s elementary and high school years happened in Haney. When in her teens, her family moved to Vancouver.

Gloria worked at the B.C. Telephone Company, married Joseph Cosco and had one daughter Michele Kathleen. Her marriage ended in divorce. Gloria took secretarial training at Vancouver Vocational School. She worked for the Income Tax Department for Revenue Canada and held various other jobs in her life.

She had a sunny disposition, was unselfi sh and generous, looked to the positive, liked to dance, loved classical music and big band music of the 1940’s. The words to music always meant more to her than the actual song. Gloria liked crafts and was an excellent knitter.

Michele was Gloria’s only child and she was defi nitely proud of her. Michele brought Gloria to Grand Forks in 2008 and she resided in Phoenix Manor (formerly Abbeyfi eld). Gloria considered Abbeyfi eld her home and her family.

On December 26, 2014 Gloria ended up in Boundary Hospital, then in January 2015 Gloria was in Rezansoff Manor, at Hardy View Lodge and her last residence was Annesley Manor from the fall of 2015 to February 21, 2016.

Gloria’s grandchildren and great grandchildren visited her within the last two weeks of her life and said goodbye. Michele spent the last 6 days of Gloria’s life with Gloria at Annesley Manor with husband Don’s support. Hospice volunteers helped and Louise and Cynthia gave timely advice. Gloria was called “Morning Glory” by many of the staff and Gloria said the staff were angels.

Gloria’s wishes are to be cremated and interred with her father, mother and sis-ter Norma in Mountain View Cemetery, Vancouver B.C. A plaque with be created with Gloria and sister Norma’s names on it. There will be a graveside tribute in the summer when all her family can be present.

A memorial tribute to Gloria will be held at Phoenix Manor on Wednesday, March 30, 2016 at 2.00 p.m.

A sincere thank you to the staff of Phoenix Manor, and the Hardy View Lodge manors Rezansoff and Annesley. Home care support, nursing and care staff has been greatly appreciated along her journey. Exceptional staff was with Gloria at Annesley Manor and made Gloria comfortable and helped support Michele and Don in Gloria’s last days. Thank you to Dr. Merry, Dr. Coleshill, Deb at Grand Forks Funeral Home and Cremation Centre Ltd., The Memorial Society and the staff at the Grand Forks Credit Union.

Hunger matters—and alle-viating hunger has costs.

We’ve all heard or seen news items about $8 cauli-flower, and thankfully, sale pricing locally has brought that price way down, but cauliflower aside, produce, meat and dairy prices have risen substantially in recent months, and so have the num-ber of people accessing the Boundary Community Food Bank.

In 2015, a record-setting 1,701 hampers were distrib-uted, (an increase of five per cent over 2014) helping to feed 2,307 adults and 1,073 children; 3,800 litres of milk were provided for children and seniors and our fantastic crew of volunteers put in al-most 3,600 hours!

Unfortunately, the early months of this year have seen our numbers go even higher. January, we set a record with 176 hampers, our most ever, and in February we distribut-ed a staggering 203 hampers. We can only wonder what March will bring.

We received some incred-ible donations this past year. A lot of groups and organiza-tions gathered food for us in 2015, over $61,000 worth, but in addition to that we also

spent over $33,000 on dairy, meat and other proteins, pro-duce and non-perishables to supplement those donations. This is in addition to funds spent on rent, utilities and other costs of doing business.

All of these moneys spent are from donations, from the very generous people, or-ganizations and businesses throughout the Boundary.

The increases in util-ity bills, gro-cery prices etc. that have such a huge impact on our donors and our clients, have the same impact on us. We couldn’t op-erate without the generosity of the Bound-ary communi-ties. Whether it is donations of cash or food or discounted pric-ing, you all make it possible for us

to do what we do, but in this current economic climate, we need more.

The population of the Boundary is approximately 11,000; if 100 of us, (less than one per cent) committed to donating a dollar a day, over and above anything we al-ready may or may not contrib-ute, it would allow us to pay all of our fixed costs and still have funds left for food pur-chases as well as allowing all other cash donations to go to-wards food. Will you commit?

Hunger matters, and if we all work together we can help alleviate it, we can help all Boundary children go to

school with a full tummy, we can help seniors eat properly nutritious meals, and we can help the hundreds of friends, family, neighbours or cowork-ers who need the services of the Boundary Community Food Bank every month. We can do it, together.
