Amsterdam, July 18.—Dr. von Scidler, the Austrian premier, deliv- ered his expected address in the low- er house of the Austrian reichsrath. jesierday, says a Vienna telegram. The prime minister, the message adds, was received by the Czechs with up- roarous shouts and by the Germans with loud applause. Speaking of the situation -in Aus- tria-Hungary, Dr. von Seidler said: "The internal propaganda methods of our enemies is so absurd that they only testify to their profound ignor- ance of our conditions. These ar- rows will rebound against our un- shakeable devotion to the dynasty, the loyalty of our citizens to the state and the firm internal cohesion of our state within the framework of the monarchy. "We should look cheerfully into the future. . In unity with our loyal allies we shall be able to enforce the end of the. world war." "Our intimate community with them, which we hope to strengthen and extend for the future, especially tlio old and well proved alliance with the German empire, constitutes for us, as well as for our "allies, the best guarantee that we shall maintain for all time our place among the states of the world and be able to ensure for our peoples conditions of free and beneficent development. "But they are far from constituting a menace to other states and will rather prove themselves to be a use- ful and effective link in shaping the future peace relations of a reconcili- ated world." Declaring that the government had no^animosity toward other races. Dr. von Seidler said that all the Germans and Austrians demanded was to be allowed to live and develop in peace. Dealing with the food situation. Dr. von Seidler declared that the new harvest would be got in with the greatest expedition. The full yield of the harvest, however, could not distributed to a large portion of the population before the beginning of August. CZECHS GREET SEIDLERTALK

WITH UPROAR Austrian Premier Says

Enemy Propaganda Methods are Absurd.

Amsterdam, July 18.—Dr. von Scidler, the Austrian premier, delivered his expected address in the lower house of the Austrian reichsrath. jesierday, says a Vienna telegram. The prime minister, the message adds, was received by the Czechs with up-roarous shouts and by the Germans with loud applause.

Speaking of the situation -in Austria-Hungary, Dr. von Seidler said:

"The internal propaganda methods of our enemies is so absurd that they only testify to their profound ignorance of our conditions. These arrows will rebound against our un-shakeable devotion to the dynasty, the loyalty of our citizens to the state and the firm internal cohesion of our state within the framework of the monarchy.

"We should look cheerfully into the future. . In unity with our loyal allies we shall be able to enforce the end of the. world war."

"Our intimate community with them, which we hope to strengthen and extend for the future, especially tlio old and well proved alliance with the German empire, constitutes for us, as well as for our "allies, the best guarantee that we shall maintain for all time our place among the states of the world and be able to ensure for our peoples conditions of free and beneficent development.

"But they are far from constituting a menace to other states and will rather prove themselves to be a useful and effective link in shaping the future peace relations of a reconcili-ated world."

Declaring that the government had no^animosity toward other races. Dr. von Seidler said that all the Germans and Austrians demanded was to be allowed to live and develop in peace.

Dealing with the food situation. Dr. von Seidler declared that the new harvest would be got in with the greatest expedition. The full yield of the harvest, however, could not b© distributed to a large portion of the population before the beginning of August.
