East Chicago Waterway Management District
Background
• Created in 1994 in accordance with Indiana Statute I.C. 8-10-9• To, among other things, manage and supervise the industrial,
commercial, and recreational development of the waterways in the City of East Chicago.
• The District boundary is formed by an imaginary line one-half (1/2) mile distant from the center line of any waterway in all directions.

ECWMD’s Two Marquee Projects
• Local Sponsor to Corps’ Dredging Project - The ECWMD entered into a Project Cooperation Agreement with the Army Corps of Engineers for the dredging of the navigation channel in the Indiana Harbor Ship Canal and the Harbor.
• Great Lakes Legacy Act – Project Agreement with EPA to conduct a Remedial Investigation (RI), Feasibility Study (FS), and Remedial Design (RD).
Great Lakes Legacy Act Project Summary
• Scope – RI, FS, RD for all waterways within East Chicago that have not been already remediated and the Corps does not plan to dredge.
• RI, FS, RD estimated cost is $2,000,000, & completion in 2 years.• 35% from local sponsor (ECWMD), 65% GLLA
• Eventual goal is to implement the RD and remediate all waterways within East Chicago.
