Incorporated Plan – Permit
ExemptionsThis incorporated plan sets out the permit exemptions from the provisions of the
Heritage Overlay in accordance with Clause 43.01-2 of the Greater Bendigo
Planning Scheme that apply to specific heritage places and precincts.
Please refer to the relevant heritage study and statements of significance for
further information about the significance of each precinct or place.
1. Introduction
1.1. This incorporated plan applies to all precincts or places in the Schedule to the HeritageOverlay (Clause 43.01).
1.2. This plan does not apply to any place registered on the Victorian Heritage Register (VHR).Permits are required from the Executive Director of Heritage Victoria for all places includedon the VHR.
1.3. A permit is required if it cannot be demonstrated that a proposal complies with theexemptions set out in this document. This plan does not provide permit exemptions from apermit if required by any other provision of the Greater Bendigo Planning Scheme.
2. Definitions
2.1. Contributory place: A contributory place contributes to the significance of a heritageprecinct (note due to the limitations of the Eaglehawk and Bendigo Heritage Study, 1993 allbuildings located within a heritage precinct in this study which were constructed prior to1960 are considered to be contributory).
2.2. General exemption: Is a permit exemption that applies across all precincts or places in theHeritage Overlay unless specified.
2.3. Individual place Heritage Overlay: is a single heritage place that has cultural heritagesignificance additional to its context. These places may also contribute to the significance ofa heritage precinct. Significant places will usually have a separate citation and statement ofsignificance.
2.4. Non-contributory place: Non-contributory places do not contribute to the significance of aheritage precinct. In some instances, a significant place may be considered non-contributory within a precinct. For example, an important Modernist house within a Victorianera precinct.
2.5. Significant feature/element: A significant feature or element is any feature (building, tree,structure etc.) that the relevant heritage study identifies as contributing to the significance ofa heritage place.
2.6. Significant place: A significant place is a single heritage place that has cultural heritagesignificance independent of its context. These places may also contribute to thesignificance of a precinct. Significant places will usually have a separate citation andstatement of significance.

2.7. Street: A public road way or thoroughfare in a city or town, includes a laneway orcarriageway easement.
3. Heritage Studies included in this Incorporated Plan

3.3.1. HO866 Former Cohn Brothers Ice Works and Brewery(Coliban Water), 37-45 Bridge Street, Bendigo
The following applies to HO866 - the former Cohn Brothers Ice Works and Brewery
(now the premises of Coliban Water) at 37-45 Bridge Street, Bendigo.

Elements of significance:
The significance of the site relates to its historic use as a brewery, ice works and
aerated drinks manufactory. Buildings and elements at the site relating to these
operations are listed below. The numbers of these buildings/elements (1-7)
correspond with Figure 1.
Building/element 1, Ice works building (1880s): The building is notable for itsspecialised building construction, which includes walls 76.2cm thick at the groundlevel, with outer brick skins, two air chambers and a central component 45cm thickconsisting of sawdust and tan. As built, the roof was the same thickness as thewalls, and was lined internally with metal sheeting.
Building/element 2, Fermentation vats building (1880s): Notable for its specialisedbuilding construction, likely to be comparable to the ice works building (above).
Building/element 3, Former bottling department (1880s): A remnant of the earlyoperation of the ice works/brewery.
Building/element 4, Drinks store (built between 1918 and 1934): The building hasthick (approximately 80cm) walls at the ground level. This is presumed to be aconsequence of specialised construction technologies required for cool storage.
Building/element 5, Administration/office building (c. 1880s): Two-storey brickstructure. Sections of the original south and east elevations (ground level) and

east elevation (first floor) remain unpainted, and demonstrate the original bi-chrome brickwork. The hipped gable roof structure and chimneys are extant.
Building/element 6, Administration/office building (c. 1880s): Two-storey brickstructure, largely subsumed into the modern Coliban Water development.Sections of the first floor external elevations are unpainted. The roof with its ridgevent superstructure is extant.
Building/element 7, Retaining wall (date unknown, pre-1934): Concrete retainingwall, with integrated platforms.

Elements of significance:
Buildings and elements of significance at the former Commonwealth Ordnance
Factory, Bendigo are those that date to the establishment of the complex in 1941-42,
including the large workshops/machine assembly buildings, auxiliary buildings and on-
site circulation. The numbering system for the list below corresponds with Figure 1.
Buildings 1, 2 and 3, workshops and assembly buildings (1941-42): Large, single-storey workshops with saw-tooth truss roofs variously clad in red brick (Buildings 1and 3) and corrugated sheet metal (Building 2).
Building 4, former Heavy Fabrication Shop (1941-42): One and two-storey steel-framed workshop clad with corrugated sheet steel. The lower sections have steelsaw-tooth trussed roofs. The two-storey section is gabled.
Building 5, former Administration Building (1941-42, with later additions): Single-storey timber-framed building clad with weatherboards and fibro cement sheeting.The hipped roof is clad in corrugated sheet steel.
Building 6, store (1941-42): Single-storey timber-framed building clad withweatherboards and fibro cement sheeting.
Building 7, former Bulk Store (1941-42, with later additions/alterations): A largesingle-storey timber-framed building clad with corrugated sheet metal and saw-tooth roof.
Building 8, loading platform (1941-42): The loading platform is an open-side steel-framed structure with a gabled roof. The concrete floor is raised to rail/truck-loading height.
Building 9, Blast building (1942): Single-storey building of reinforced concreteconstruction built as a blast facility.
Building 10, former Inspection Office (1941-42): Single-storey timber-framedbuilding clad with fibro cement sheeting and gabled roof (corrugated sheet metal).
Building 11, Guard House (1941-42): Small, single-storey weatherboard buildingwith a hipped roof clad in corrugated sheet metal.
Building 12, former worker’s accommodation (possibly 1940s): A large Nissen (orQuonset) hut addressing Finn Street, outside the secure Thales compound. Aremnant of the worker’s accommodation at the site.
Internal circulation (1941-42): The asphalt roadways within the site are largelyintact as laid out in 1941-42. The former rail siding to the south of the mainworkshops also provides an understanding of the original operation of the site.

Elements of significance:
Buildings and public areas at Bendigo Racecourse are concentrated to the south-west
of the race track. This area includes a number of significant buildings. There are areas
of native vegetation to the east and south of the race track; while no trees of individual
significance are identified in these areas, they do contribute to the treed character of
the site and are not considered to be of heritage significance.
The numbering system adopted for the list of significant buildings/elements below
corresponds with Figure 1.
Building/element 1, The grandstand (1902): A substantial red brick structure withraked seating and service areas and function spaces below. The grandstand isgenerally intact externally, including the hipped and gabled roof supported on irontrusses, balustrade (timber rail and cast iron lace) and timber seating plats.
Building/element 2, Lienhop Lodge (1899): Single-storey painted weatherboardpavilion comprising a series of conjoined but distinct building forms.
Building/element 3, Manfred Room (c. 1900s): single-storey Federation-erabuilding of painted weatherboard with a pitched roof clad in corrugated sheeting.
