Trash has proven to be a pretty big deal. The very idea that a governmentpolicy could change the decades old practice of handling trashcombined with the potential for a $2+ increase in monthly fees hascaught the ire of the public. I suppose public interest in a topic such as

trash should be higher than many issues, as garbage impacts each household, and it is something peoplecan easily understand.

Garbage isn’t our problem, however. Storm water is, and I’ll tell you why.

Burlington has been under a consent order from the Iowa Department of Natural Resources (DNR) incompliance with the federal Environmental Protection Agency (EPA). The consent order is driving thecommunity to separate storm water drainage from the sanitary sewer system to prevent raw sewage fromdumping into the Mississippi River during major rain events.

On the surface, preventing raw sewage from entering our river is a noble cause and one that I couldsupport. When the two systems are combined, all of the water that enters the sewer has to be treated.During major rain events, the system is overloaded and bypasses treatment to dump directly into theriver. With a separated system, only the sewage needs to be treated, and the storm water can safely flowinto the river just as if it were draining there naturally.

Let’s talk about the cost. To date, the City of Burlington has spent more than $20 million to begin theinitial phases of compliance. Sewer bills have already doubled over the last decade and are projected tocontinue increasing at about 4% per year for the foreseeable future. The price tag of the work yet to bedone: $115,000,000. The share by each man, woman, and child living in our community is $4,600. Addconstruction cost inflation and financing charges on top of that figure.

Simply put, our community cannot pay this bill. Even worse, the $115 million does not cover upgrades toour aged sewer infrastructure. It simply covers the separation piece.

What about clean water infrastructure needs? How about our roads and bridges? Should storm wateralone eat through all of our community’s available infrastructure dollars?

While I support efforts to clean Iowa’s water, I am concerned about the cost of doing so. How willsomeone on a fixed income pay for unending sewer bill increases? How much of this liability will bepushed to the business community?

At this point in time, few federal policy issues have a greater impact to the City of Burlington’sbalance sheet.

As a community with aging demographics, our ability to pay for the unfunded mandates should be takeninto consideration by both the EPA and the DNR. There has to be a solution that improves our waterquality without bankrupting the city. During our region’s recent Washington DC Summit, meetings withthe U.S. Chamber of Commerce proved valuable. The organization is interested in our cause and believesour case study can lead to a better policy balance in cost-conscious water quality legislation. Burlington isnot the only community struggling to implement these unfunded mandates.

There should be a way to protect both the environment and our citizens. Stay tuned.

As Burlington’s Main Street downtown revitalization program,Downtown Partners has an active and capable Design Committee. Itworks to get downtown into top physical shape by concentrating onassets such as a wealth of historic buildings, an attractive geographicsetting, and pedestrian oriented streets. The Design Committeeencourages building preservation through the recent ModelCommunity façade forum, the Business Signage Grant program, anddesign assistance from Main Street Iowa, the statewide coordinatingagency. In addition, the Design Committee promotes downtownimprovements and beautification with the County Seat bench paintingproject, flower planting, public art, the Burlington Lightscape Project,clean up campaigns, and holiday decorations.

The vision of those who came before looks both bold and wise when looking back at FlintRidge Business Park over the past 25 years. What was once a massive failed Caterpillarproject became the vast modern business park that our industries enjoy today. As Flint RidgeBusiness Park nears capacity, a great deal of research and study has gone into answering thequestion… “What’s next?”

One answer that has become painfully clear is that a similar 300+ acre industrial site is nearlyimpossible to duplicate. Between increased land prices (if contiguous parcels can evenbe found), and the costs associated with inputting necessary infrastructure in the tens ofmillions, other options need to be explored.

Similar to area schools adopting the “newer and fewer” concept when it comes to educationalfacilities, “smaller and smarter” seems to be the answer when it comes to inventory forindustrial sites. An example is the recently acquired industrial ground in West Burlingtonformerly known as the Raider Pre-Cast property on North Gear Avenue. This 40 acre sitehas been essentially overgrown and vacant for over a decade; it is a great example of anunderutilized property ripe for redevelopment. With infrastructure already in place, it’s anexcellent opportunity to create a smaller industrial park that allows for the accomplishmentof the primary goals of Economic Development… 1. Grow the tax base. 2. Provideopportunities for job creation.

While final planning isn’t complete, preliminary drawings illustrate 4 - 5 developableindustrial lots accessed by a public road and cul-de-sac. There is additional work to do, butone thing is certain - without inventory for industry, we aren’t even in the game.

Plan of WorkThis community has a history of placinghigh value on economic and communitydevelopment. Those efforts were takento a new level in 2009 with the launch ofPartnering for the Future. The bold, five-year plan of action set aggressive goalsand high measures of accountability. Itwas done again in 2013 with Partneringfor the Future II. The current plan of workis nearing completion, and efforts areunderway to assemble a plan covering2019 - 2023.

A draft plan has been assembled, and afeasibility study was conducted duringthe month of May. Nearly 70 interviewswere completed as a part of that process.Feedback on the draft plan was received,and there were a couple of key takeawaysfrom the report:

• Although the community faceschallenges, there is strong optimismwithin the business communityregarding the future.

• There are significant concernsregarding the current workforcegap, and many investors feel thePartnership needs to be moreaggressive in improving theavailable talent pool.

• Some feel as though the Partnershipoverprioritizes tourism as a part ofits overall mission.

• There was significant praise forthe transformation of DowntownBurlington over the last decade.

The draft plan is currently being revisedwith a goal of finalizing the plan of workby the end of summer.

About the Coalition: The Highway 61 Coalition is made up of business and government leaders from Southeast Iowa.Periodic meetings are held in the Partnership office, and annual dues by Coalition members fund the organization’s efforts.To learn more about the Coalition or to become a member, contact Brenda Levitt.

Anyone driving north on Highway 61 can see the significant progress on the expansion of the four-lane corridor.The Highway 61 Coalition has long advocated for the expansion, and last month, the group received an updatefrom Iowa Department of Transportation Mark Lowe in the Partnership offices. Here are a few key takeaways fromthe meeting:

• Federal highway funding is uncertain after just a few short years. However, from a financial programmingperspective, we are likely to see Highway 61 Corridor complete by 2030. The timeline could shift forward orbackward based upon federal dollars.

• A study on Roosevelt Avenue is nearly complete. The draft study shows capacity on Roosevelt will exceeddemand for the foreseeable future, decreasing the likelihood of the need for a bypass or major structuralchange to Burlington’s primary road.

• Advocacy is important. There are many highways in Iowa, and every city thinks its highway should be thepriority. Although the DOT is committed to the completion of the 61 Corridor, the Coalition was urgedto continue pushing commission members. The needs of Iowa’s transportation system exceed the availabledollars, so difficult decisions will always have to be made.

Artscapes Mini Show ReceptionArt Center of Burlington’s Artscapes program is available tolocal therapy groups (like Hope Haven and Goodwill) whoare seeking additional resources for their clients to furtherdevelopment, growth and/or healing process. While we arenot art therapists, Artscapes is meant to offer an outlet forenjoyment, the power of choice and decisions, and a sourceof tapping into one’s own interior world.
