1 PURPOSE
This specification describes chemical substances (environment-related substances) contained in the
parts and materials used for Primax Electronic Ltd. products (including DONGGUANG PRIMAX
ELECTRONICS & TELECOMMUNICATION PRODUCTS LTD., PRIMAX ELECTRONICS (KS)
CORP. LTD., PRIMAX ELECTRONICS (CHONGQING) CORP. LTD. And the aforementioned
company in the present and future, directly or indirectly established in countries around the subsidiaries,
affiliates or owned the factories, offices and other business organizations) (referred here after as
Primax). It clearly clarifies banned substances, restricted substances and managed substances so that
impact to the environment can be minimized and achieve the goal of enterprise sustainable
development.
1.1 Primax Green Product Policy:
Primax commits to actively participating in the protection of global environment, implementing
green designs and green management to comply with regulations, customers'requirements
and fulfill our duties as a global citizen, while providing excellent products and services.
2 SCOPE
2.1 Products are designed, purchased, manufactured, and sold by Primax. Products and parts are
provided by Primax’s suppliers or outsourced contractors.
2.2 Parts, materials and other items used for Primax’s and OEMs’ products are:
‧Assemblies: including function units, modules, and board assemblies.
‧Accessories: for using products such as remote controls, AC adopters, and batteries, etc.
‧Parts: including electronic/electrical parts, mechanical parts, electro-mechanical parts, printed
circuit boards (PWBs), recording media, packaging materials and packaging components.
‧Auxiliary materials: such as adhesives, solder materials, and tapes.
‧Substances are used in process, such as fluxes and washing solutions.
‧Repair parts.
‧Packaging materials are used for transport/protection by part suppliers.

3.6 Customer’s Green Product Requirement.
4 TERMINOLOGY AND ABBREVIATIONS
4.1 Environment-related substances: Substances that have significant impact on environment and
human body and therefore are controlled by Primax.
4.2 Management Category: to manage the above-mentioned substances, the following three levels
are used.
4.2.1 Level I Banned Substances: The substance groups of Level I are those subject to currently
enacted legislations that prohibit or restrict their use in products or marketing. For those
substances may possible be used in Primax product, it must be banned immediately.
4.2.2 Level II Restricted Substances: Substances and purposes classified at this level are those
for which periods for phase-out are individually set, or for which Primax’s clients ban the
use of these substances, which makes Primax an advocate prohibiting the use of these
substances.
4.2.3 Level III Managed Substances: No periods or targets for reduction are currently set for the
substances and purposes classified at this level. However, the contents of the substances in
parts and materials ought to be reduced. Or for survey purposes only.
4.2.4 The following table lists usage status of substances:

4.3 Contained: a situation in which a substance is added to, fills up, mingles with, or adheres to the
parts or devices employed in products, or the materials used for the parts or devices, regardless
if the situation is intentionally created or not.(When a substance is unintentionally contained in,
or added to a product in processing process.)
4.4 Impurity: a situation in which natural impurities are part of a natural material but cannot be
removed in the refining process, or impurities are generated in a synthesis process and cannot
be removed.
4.5 Homogenous Material: a homogenous material is a unit that cannot be mechanically disjointed
into different materials and that has uniform composition throughout and include alloys,
plastics, glass, ceramics, coating…(electronic component is not homogenous material.)
4.6 ppm threshold: Environment-related substances that are banned or restricted cannot be used in
materials and parts and be provided to Primax. The ppm threshold refers to the maximum
concentration of impurities in homogenous materials, but exceptions are not included. ppm is
parts per million, unit of measurement for weight percentage. 1 ppm = 1 mg/kg = 0.0001 % by
weight.
4.7 Highly hazardous material: materials that are controlled under EU RoHS are defined as highly
hazardous materials. Suppliers are required to provide a testing report (from ITS, SGS, TUV…)
4.8 Halogen-Free requirement:Total bromine or total chlorine concentration of each homogenous
material in the part or product must comply with Br < 900 ppm and Cl < 900 ppm and Br + Cl <
1500 ppm
4.9 Phthalates requirement:Total phthalates and each phthalate concentration of each homogenous
material in the part or product must be less than 1000 ppm.
4.10 Regarding the substances or their purposes whose use is banned by regional or country laws
and ordinances or banned by Primax customer, if the substances or their purposes are not
clearly regulated in this specification, Primax and its supplier must meet the individual
requirement.

5 Requirement
5.1 Any materials, parts, assemblies, accessories, auxiliary materials and packaging materials
provided to Primax must not contain environment-related substances defined by the Primax
Green Products Chemical Substances Specification (except for substances that are used for
survey). Natural impurities are acceptable but they must be in line with the related regulations.
5.2 When part approved, Primax’s suppliers must send parts/materials to an authorized laboratory
(see Appendix 3) and follow up disassembling rule 6.2.1 to test and complete the “GP Portal”.
(Test report deadline is one year). Test report requirements follow up item 8.
5.3 If parts/materials provided or added to a product in processing process by Primax suppliers
contained environment-related substances listed in Appendix 1, suppliers must report and
complete the “GP Portal” by homogenous materials. In order to comply with EU related
environmental rules (ex. REACH directive…..), Primax’s suppliers must survey all substances
(100% composition) which contained in parts and fill out the “GP Portal”. Reference example:
capacitor (see the following picture) is disassembled at least 7 homogenous materials and fill
out the “GP Portal”.
Terminal Plating
5.4 When fill out the “GP Portal”, supplier must follow up homogenous material principle to
declare coating material which is used on pin of electronic component(such as
Sn-3.0Ag-0.5Cu,matte Sn….) or surface treatment of metal alloy.(such as Ni,Cr3+, Cr6+…)
5.5 Primax will use XRF to carry out incoming inspection for Br and Cr (Cr3+ + Cr6+) contained in
homogenous material of a product. Primax’s suppliers must fill Br, Cr3+ and Cr6+ content
clearly in the “GP Portal”.
5.6 If suppliers don’t follow 5.3 to fill out the “GP Portal”, suppliers must send the samples to test
by Primax approved laboratory. Furthermore, suppliers must provide MSDS/materials content
list of parts again and identify what kinds of environment-related substances.

5.7 Halogen threshold of Appendix 1 is applicable to Halogen-Free part.
5.8 Halogen-Free part must meet requirements of Safety, EMC, Reliability, electrical, mechanical
and related criteria.
5.9 Lithium battery must provide MSDS and test report of UN manual of tests and criteria, part III,
subsection 38.3. Non-lithium battery must provide MSDS.
5.10 If parts/materials provided or added to a product in processing process by Primax suppliers
contained conflict minerals, such as tin, tantalum, gold, tungsten or their derivatives. Suppliers
must upload the “Declaration of DRC Conflict-free” and complete the smelter information in
GP Portal.
6 Specifications
6.1 Environment-related substances that are controlled by Primax, for detailed specifications, see
Appendix 1.
6.2 Highly hazardous banned substances:
According to EU RoHS, six chemical substances: lead, cadmium, mercury, hexavalent
Chromium, PBB, and PBDE are considered as highly hazardous banned substances by Primax.
Suppliers must report to Primax if they used the environment-related substances in their
parts/materials and provide testing report if they used highly hazardous banned substances as
well.
6.2.1 The same type of parts may contain several kinds of materials. Therefore, when parts are
testing, they must be disassembled and testing separately. Disassembling rule is suggested
as follows:
a. Outer or exposed parts of a product should be disassembled as separate materials.
E.g.: If ink is used on an outer part, the ink and the outer part should be testing separately.
b. Small-scale parts smaller than 4 cubic millimeter (mm3) need not to be disassembled. The
part is more than 4 mm3 must follow up next 3 steps:
1.The parts with pin need to be disassembled pin and body. (such as: DIP, QFP…)
2.The parts without pin need to be disassembled electrode and body. (such as:
Resistance…)
3.BGA series need to be disassembled solder ball and body.
c. A part with different materials should be disassembled as separate materials.

E.g.: Connectors should be disassembled as housing (plastic) and contact (metal) and be
testing separately.
d. A part with different colors materials (such as ink, plastic and cables) should be testing
separately.
E.g.: If a part has three colors for the same kind of wire: red, blue, and white. Wires of
different colors should be testing separately.
e. Parts made from different formulas or made by different vendors should be testing
separately.
E.g.: Different ABS materials should be testing separately.
f. Notice that materials added in manufacturing process, such as lubricants, must be testing.
6.2.2 Lead:
6.2.2.1 Applicable to all items apart from the exceptions listed in 6.2.2.4
6.2.2.2 Specifications: ・Plastic, rubber, paint, ink, printing, resin and packaging materials: lead concentration < 90 ppm ・Metal: lead concentration < 1000 ppm (*for lead concentration of steel, aluminum, copper, refer to 6.2.2.4 Exceptions) ・Glass materials, ceramic parts: lead concentration < 1000 ppm, but exceptions defined in RoHS are acceptable ・Electronic parts: lead concentration< 1000 ppm ・Solder: lead concentration < 1000 ppm ・Others: lead concentration < 1000 ppm ・Cable: cable wrappings, cable jacket, etc.: lead concentration < 90ppm; the metal part of a cable: lead concentration < 1000 ppm.
6.2.2.3 Testing Method: IEC 62321
6.2.2.4 Exceptions: · Alloys: a. steel: lead concentration < 3500 ppm b. aluminum alloy: lead concentration < 4000 ppm c. copper alloy: lead concentration < 40000 ppm · Lead contained in a high-melting point solder (lead based alloys containing 85% by weight or more lead) · Lead contained in solder used for a server or a storage device. · Electrical and electronic components containing lead in a glass or ceramic other than dielectric ceramic in capacitors. (e.g. piezoelectric devices, or in a glass or ceramic matrix compound) The above glass materials include adhesives, resistor elements, glass frit, conductive pastes(silver or cooper ones), and sealing materials. · Lead in glass of cathode-ray tubes.

· Lead in glass of fluorescent tubes not exceeding 0.2 % by weight. · Optical glass, filter glass.
· Solder to complete a viable electrical connection between semiconductor die and carrier within integrated circuit Flip Chip packages.
6.2.3 Cadmium:
6.2.3.1 Applicable to all items apart from the exceptions listed in 6.2.3.4
6.2.3.2 Specifications:
・Metal coating: cadmium and cadmium compounds are banned.
・Others : cadmium concentration < 50 ppm
6.2.3.3 Testing Method: IEC 62321/EN 1122 (only for plastics)
6.2.3.4 Exceptions:
· The plating of electrical contacts is required highly reliability, which has no
substitute materials.
· Filter glass
6.2.4 Mercury:
6.2.4.1 Applicable to all items apart from the exceptions listed in 6.2.4.4
6.2.4.2 Specifications:
‧All applications: mercury concentration < 5 ppm
6.2.4.3 Testing Method: IEC 62321
6.2.4.4 Exceptions:
‧Mercury in cold cathode fluorescent lamps and external electrode fluorescent lamps
(CCFL and EEFL) for special purposes (per lamp):
a. Short length (≦500 mm): mercury concentration < 3.5 mg
b. Medium length ( >500 mm and ≦1500 mm): mercury concentration < 5 mg
c. Long length ( >1500 mm): mercury concentration < 13 mg
‧Mercury in other low pressure discharge lamps (per lamp) < 15 mg
6.2.5 Hexavalent Chromium:
6.2.5.1 Applicable to all items, no exception.
6.2.5.2 Specifications:
・Metal coating, printing, paint and ink: hexavalent chromium and hexavalent
chromium compounds are banned.
・Plastic, rubber and packaging materials: hexavalent chromium concentration < 100

6.2.6 PBB/ PBDE
6.2.6.1 Applicable to all items, no exception
6.2.6.2 Specifications:
・All applications: PBB/PBDE concentration < 5 ppm
6.2.6.3 Testing Method: IEC 62321
6.2.7 Heavy metals contained in packing materials
6.2.7.1 The articles used for cartons to package products, cartons for returnable boxes, and
packaging for part transportation (handles, wooden frames, foil and trays, reels,
letters, sticks, glues, magazines, plastic bags, cushions, fixers, sheets, ropes, cartons,
paint, ink, tape, straps, film, and labels, etc.)
6.2.7.2 Specifications: the allowable concentration of four heavy metals (mercury,
cadmium, hexavalent chromium, and lead) should not only be less than 100 ppm but
also comply with threshold requirements in this specification. (ex. the allowable
concentration of cadmium in a plastic (rubber) part should be less than 50 ppm.)
6.2.7.3 Testing Method: Refer to the testing methods of lead, cadmium, mercury, and
hexavalent chromium.
6.2.8 Battery Requirement
6.2.8.1 Applicable to all battery types (ex: battery, battery pack, button cell), including
accumulators.
6.2.8.2 Specifications:
・Battery and battery pack: Cadmium concentration < 5 ppm
Lead concentration < 40 ppm
Mercury concentration < 1 ppm
・Button cell: Mercury concentration < 20000 ppm
6.2.8.3 Testing Method: Refer to the testing methods of lead, cadmium, mercury

6.3 Halogen-Free requirement:

6.3.1 disassembling rule: refer to 6.2.1
6.3.2 Applicable to all items, no exception
PS: Metal (except soldering wire and soldering paste), Alloy, Electronic component
(except resin material) don’t test for Halogen.
6.3.3 Specifications: Br < 900 ppm and Cl < 900 ppm and Br + Cl < 1500 ppm (each homogenous
material)
6.3.4 Testing Method: EN 14582
6.4 HBCDD、Phthalates requirement:
When new part approved, Primax’s suppliers must fill all substances (100% composition) in the
“GP Portal” and provide RoHS, HBCDD and Phthalates test report.
6.4.1 disassembling rule: refer to 6.2.1
6.4.2 Applicable to all items, no exception
PS: Metal, Alloy, Electronic component (except resin material) don’t test for HBCDD and
Phthalates.
6.4.3 Specifications: HBCDD < 1000 ppm. Total phthalates and each phthalate concentration of
each homogenous material in the part or product must be less than 1000 ppm.
6.4.4 Testing Method: HBCDD US EPA 3540C;Phthalates EN 14372
6.5 REACH SVHC
When new part approved, Primax’s suppliers must confirm and provide content of SVHC
(Substances of Very High Concern) for EU REACH directive. (Boldface substances in
Appendix 1 are both REACH SVHC and Primax’s Environment-related substances)

7 HEAT RESISTANCE REQUIREMENTS FOR LEAD-FREE COMPONENT
The lead-free part/component used in lead-free process must comply with “Primax Heat Resistance
Requirements for Lead-Free Component” (see Appendix 2). If it could not meet the “Heat

Resistance Requirements”, the supplier must provide max. soldering condition for Primax
evaluation.
7.1 For SMT part/component-- must meet the requirement among item 1. SMT , 2. DIP and 3.
Hand soldering condition. (see appendix 2)
7.2 For DIP part/component-- must meet the requirement of item 2. DIP and 3. Hand soldering
condition. (see appendix 2)
8 TEST REPORT REQUIREMENT
The supplier must comply with PN GP level of Primax to provide test reports.
