What is the potential for renewable energy in the Philippines?

• The Philippine government has place high priority on attracting foreign investments which create new jobs, higher incomes, higher public sector revenue.

• The government has for the past ten (10) years had many ways of achieving such goals for example, by providing modern, efficient infrastructure, educating the workforce with skills in demand by industry, setting up free ports, and special exports zones and the like.

• While they are only one of the tools available to encourage foreign investment in the Philippines in encouraging higher levels of investment, fiscal incentives are extremely available under existing laws. These fiscal incentives accelerate the pace and level of total investments in the economy, these incentives encourage renewable energy investments to develop more rapidly and should be used to support this particular sector where the Philippine has strong comparative advantage.

• The Renewable Energy Law and the Biofuels Act, with the provisions from the Foreign Investments Act have listed the fiscal and non-fiscal incentives for the Renewable Energy foreign investments.

 

The Philippine government is prioritizing renewable energy for the next ten (10) years. In order to facilitate such a dramatic expansion the Philippine government has:

Given renewable energy technologies favored investment status;

Approval of the Renewable Energy Act with a range of specific market-based incentives;

Been working with a local government and Non-government Organizations to develop a Green Independent Power Producer (GRIPP) model for power projects. Lastly, alternative source of energy projects has high level political support.

Philippine Renewable Energy Agenda Commended

MANILA, Philippines – The Philippines is endowed with an abundance of renewable energy resources. Rice, coconut, and sugarcane crops generate volumes of residues that can be utilized as fuel. Many parts of the country have great potential for harnessing wind energy. And its location just above the equator, it has abundant sunshine, which can be tapped for solar energy. When Republic Act 9513, the Renewable Energy Act of 2008, was signed into law on December 16, 2008, Moody’s, a United States ratings agency, cited it as a big step in the right direction. The Renewable Energy Law provides the framework for the adoption of a strategic program to tap viable sources of renewable energy, with the Department of Energy taking the lead. Although clean energy is expensive to produce, governments and the public see it also a means to make profits and create jobs.

As early as 2007, energy projects initiated by the Philippines had attracted financiers, clean energy experts, and representatives of financial institutions all over the world. The energy we generate from geothermal and hydro resources has significantly reduced the country’s dependency on imported and polluting fuels. We have also begun solar, wind, and biomass energy programs. The Philippines’ Renewable Energy Agenda was commended by the Asian Development Bank at a recent trade fair and conference held in Singapore. The ADB expressed optimism that the Philippines will be able to sustain the momentum in its development and promotion of renewable energy. The Philippines is on track in its development of renewable energy. We have the needed resources and with the passage of the Renewable Energy Law, we have shown our commitment to join and even to take a leading role in this global initiative.

Analysis of the Bioethanol Industry

• Republic Act 9367 also known as The Biofuels Act of 2006 mandates the blending of minimum 10% motor fuel

grade (anhydrous) bioethanol (E10) that starts in January 2011, which means a minimum market demand of around 600 M liters. In 2009, total bioethanol volume was 218 M liters, 38% was locally produced with 62% importation from Brazil. Market demand in 2010 was around 240 M liters but local production would reach around 80 M liters only. Importation is necessary for the meantime to facilitate the compliance of the country to the RA 9367 because bioethanol local production is insufficient to meet the country’s fuel demand. Meanwhile, world ethanol production for transport fuel was tripled from 17 Billion to more than 52 Billion liters in 2000~2007. Share of ethanol in global gasoline increased to 5.4% in 2008 and production further increase to 74 Billion liters in 2009. As of 2010, world ethanol production is 18,934 Million gallons. It is forecasted to increase to 21,653 M gallons in 2012 with an average increase of 4 % per year. The current largest producers of bioethanol are United States of America and Brazil with a capacity of 7,518 M gallons per year (Mgpy) and 5,489 mgpy, respectively (Figure 7). Ethanol demand will go up by 80 percent by 2015. Nearly 80 percent of that demand will be seen in the Western hemisphere, with the other 20 percent in Asia-Pacific.

• Bioethanol becomes acceptable as blending compound for gasoline transport fuel because of its octane boosting

property and practically zero greenhouse gas (GHG) emission. Power rises steadily as the mixture reaches an equivalent ratio of about 1:4. Soot formation does not occur because of the oxygenate property of alcohols. Emissions of Nitrogen Oxide (Nox) are very low because of ethanol's lower flame temperature. The blended ethanol-gasoline fuel provides smooth engine operation because of its wider flammability limits property of ethanol. However, ethanol blends has its disadvantage. The mixture produces higher emission of acetaldehyde, an organic chemical that could provide risk to human health. The emission can be reduced by 50% by increasing the engine's compression ratio from 9~14. The reduced level is comparable to that of gasoline.

• APEC Biofuels Task Force stated that at world crude oil prices about US$50 per barrel, biofuels from a wide variety of crops are cost-competitive with petrol and diesel as fuel transport. Its report further stated there is a significant value in pursuing development of integrated bioethanol facilities that yield co-products such as animal feed, fertilizers, etc. Expanded biofuels production can substantially increase farm incomes, thereby enhancing opportunities for rural development and employment.

• The current production capacity of the Philippines is 88.8 million liters per year from companies that is BOI

registered and the developing companies or soon to be developed distilleries have capacity of 477.6 million liters per year totaling of 866.4 million liters per year if these projects were all developed (Table 1).

The Philippine Waste-to-Energy Project Brief

•Letter of Intent (LOI) to be submitted by the LGU/private Entity to Greenergy Solutions (GSI);

•Memorandum of Agreement (MOA) to be signed by LGU/Private Entity and GSI that will start discussion on the final agreement;

•20-year Private Public Partnership Agreement (PPPA) to be entered into between LGU and GSI for the use of land and delivery of feedstock to the facility and the Revenue sharing terms; *

•Renewable Energy Purchase agreement (REPA) between the NGCP (offtaker) and GSI for the sale of Electricity;

•Efficiency: Volume reduction for the two thermal gasifiers technologies is 100%; Emissions is carbon negative and works on a Best Available Control Technology; BOS and COR facilities treats and process all kinds of mixed and unsegregated waste;

•End Products: Ash production is <5% of combustible materials; glass, metals and other non-combustible are also removed with the ash and can be recycled.

•Incentives under the Renewable Energy law: Seven-year tax holiday; zero rated VAT on the sale of CERs and Electricity, Custom duties are zero; priority dispatch to the Grid and priority to be paid by the offtaker (NGCP; Renewable Energy Developer license to be issued to Greenergy Solutions;

•Permits: at the local level, to be issued by the Local Mayor; Environmental Compliance Certificate (ECC) to be issued by the DENR;

•Revenue streams: sale of Electricity, sale of end-products and CERs, tipping fees;

•Revenue Sharing : GSI and local partner shares in the revenues for 20 years;

The incentives under the Renewable Energy law

• A seven-year tax holiday;

• No tax on the sale of carbon credits generated from renewable energy sources ;

• A 10-percent corporate income tax thereafter;

• A 1.5- percent real estate tax cap on the original cost of equipment and facilities used to produce renewable energy

• Custom duties are zero rated on equipment and facilities to be used in the Renewable Energy Projects;

• The law also prioritizes the purchase, grid connection and transmission of electricity generated by companies from renewable sources, and exempts power generated from these sources from value- added tax, and custom duties, these measures will ultimately ensure a market for renewable energy, and provide a system that will allow consumers to choose green sources of energy in the long term.

• The Philippine Renewable Energy Act of 2008 provides “Pioneer” and “Priority Investment” status to the proposed gasification projects of Greenergy as Renewable Energy projects and is designed to spur investments in the renewable energy sector with incentives.

Renewable Energy

Renewable energy development was given a tremendous boost with the passage of the Renewable Energy Act of 2008. Since its signing, a total of 206 contracts had been signed and counting. The target is to double the RE-based installed capacity for power generation at the end of the planning horizon from its 2008 level of 5,300 MW.

Now on its final phase of deliberation among the various TWGs and Sub-committees of the National Renewable Energy Board are the various policy and regulatory mechanisms to speed-up the implementation of the law.

These include the mechanisms on Feed-in-tariff, Renewable Portfolio Standard and Net Metering. FiT refers to the RE policy that offers guaranteed payments on a fixed rate per kwh for RE generation, excluding any generation for own use; RPS is market-based policy that requires electricity suppliers to source an agreed portion of their energy supply from eligible RE resources;

Net Metering a system in which a distribution grid user has a two-way connection to the grid and is only charged for his net electricity consumption and is credited for any overall contribution to the grid.

Among the plans and programs which will be done in collaboration with DOE’s state university-based Renewable Energy Centers and other local research institutions is the updating of DOE’s existing RE database as well as the continuing conduct of promotional activities on renewable energy particularly ocean energy projects which could be in the form OTEC, wave, marine and tidal. The financial return on operating a Waste-to-Energy Facility are computed based on the prevailing price of the following factorsWholesale Electricity Prices: Price of electricity will be in accordance with the regulated tariff for renewable energy generated which is lower than the energy sold by other power producers because the operating cost is lower in view of the legislated fiscal and non-fiscal incentives it got from the government in accordance with the existing laws recently passed by the Philippine Legislature.

Number and Size of Generation Plants. The modular designs allows for flexibility in applications from 1 ton to 500 tons per day of Municipal Solid Wastes and a power capacities from 2 MW to 24 MW of electricity generated. A 500 ton per day Mixed and unsorted waste to be treated will generate 10 MW of green energy, 8.5 MW goes to the grid for electricity consumers.

Price of Carbon Credits. Compared to the status quo, the proposed projects will result in a very large reduction in greenhouse gases (GHGs) that cause global warming. The reduction in GHGs will come from three main sources. First (and primarily), from eliminating methane (CH4), which is the main component of landfill gases and is 21 times more potent as a greenhouse gas than CO2; second, from offsetting electricity that would otherwise be generated by burning fossil fuels; and third, from recycling the bottom ash and the metals, glass, and brick recovered from the bottom ash. Greenergy Solutions shall monetize this annual reduction in GHGs by selling the associated carbon credits on the international market.

MSW Tipping Fee: Fees that can be earned for accepting waste as against alternate disposal options will determine the price the company can garner for accepting various wastes. Tipping fee being paid at present ranges from Php 150.00 to Php 2000. This fee depends on the distance of the disposal facility like dumpsite of landfill.
