UMVOTI Municipality is verynear to obtaining a clean audit,according to the report deliv-ered by the auditor general lastWednesday on the financialstatements ending 30 June2013.

The auditor general’s repre-sentative congratulated themanagement and council on ajob well done, and highlightedthe council’s audit opinionsover the past six financial yearsas follows:

Nearly a clean audit

Anurgent interdictwasgranted inthe High Court Pietermaritzburgon Monday by Justice Koen to re-strain, with immediate effect, themovements and actions of theMu-den community members on Lot194 and surrounds.Applicantswere Lot 194 Marina Beach andMartin Platt. The respondentswere Jeffrey Ngobese;LungisaniNdlovu; “Community of Hiller-man” members and members ofthe Zimbambeleni community de-velopment organisation in

MudenThis interdict arose out of an es-

calation of the protests by the re-spondents in which Lot 194 farmmanager Martin Platt was threat-enedwitheviction ina letterhand-ed to him by about 20 of the groupwhen they blockaded the farm-house last Tuesday.

He was threatened if he and hisfamily had not moved out by Fri-day with all their belongings theywould ensure that he would bemoved.

Justice Koen gave the respond-ents until 27th February to

present why the order should notbe made final in terms of` the fol-lowing restraints:

directly or indirectly threaten-ing, intimidating, harassing or as-saultinganyLot 194employees ;inany way attempting to make Mar-tin Platt vacate the farm-house;preventing in any manneracess to Lot 194 farm ;damag-ing,destroying any livestock,crops, equipment on Lot 194;dis-rupting or impeding the businessand affairs of Lot 194;entering oroccupying any portion of Lot 194except the area where the Re-spondents currently live.

The respondents are also toobey any instructions given by Lot194securitypersonnelandthePo-lice in terms of their conduct onLot 194,

Last Wednesday, the group, hi-jacked an Aquelle truck, forcingthe driver out, and using it as abarrier to block theGreytown/Mu-den road;rocks were strewn in

SpokesmanforLot194 ,MichaelYeadon said that an offer last year

from Lot 194 to allow the occupi-ers to purchase the land on whichtheyalreadyresidewasrefusedonthebasis that theywantmore land-or the entire farm, which Lot 194is not prepared to sell.

Both Lot 194 representativesandJeffreyNgobeseagreethat theDepartment of Land Affairs andDepartment of Rural Develop-ment were responsible for the on-going impasse.

Mr Ngobese said that the landinvasionwas “the onlywaywe aregoing to get them to take notice...”the community was desperate for

access to water and electricitywhich could not be installed untilthey had title to the land.He alsoindicated that “there is no goingback” and that he would call acommunity meeting this week todiscuss the way forward.

MrYeadonsaid that therejectedoffers have resulted in a deadlockwhichcanonlynowbedeterminedthrough the Land Claim court-hesaid that Lot 194 diorectors andemployeeswill continue to engagethe Government and the commu-nity in a possitive lawfulway to tryto resolve the matter.

THE ubiquitous Brown–VeinedWhite, CaperWhite orWitgatjie is onthe wing in large numbers.

One of Southern Africa's most nu-merousbutterfly species ismigratingonce again, with sightings from allover the eastern parts of South Afri-ca.

Belenois aurota, as it is known inscientific lingo, breeds on membersof the Boscia (Shepherds Tree),Mae-rua (Spider bush) and Capparis (Ca-per bush) families, and every fewyears theyexperiencepopulationex-plosions in the drier western parts ofthe country, such as the NorthernCape and Kalahari, defoliating theirlarval food sources and triggeringmass migrations.

Thesemigrantsmove in vast num-bers inaneasterlydirection insearchof“greenerpastures” in thebushveldareas suchas theTugelaBasin,Zulu-land, Swaziland, Southern Mozam-bique and the Lowveld, where theirfoodplants are widespread.

They are fast fliers and visit theflowers of many plants on their jour-neys to “fuel up” on nectar.

Theiraim?To find suitablehealthyplants on which to lay their eggs sothat their larvae (caterpillars) canhave a brighter future.

These beautiful butterlies are notpests.When they stop for a sip of nec-tar, why don't you stop too and ad-mire them? They can also be seentopping up onmoisture andmineralson the edges of mud puddles or freshanimal dung.

In Mvoti, the most obvious food–plant is Boscia albitrunca. The Shep-herds Tree, knownwidely as uMvithior Witgat, can be seen in the MudenValley and around Keates Drift, andcan be easily recognised by its thick,pale grey, gnarled trunk and densegreen foliage which gives the bestshade on the hottest days.

The migration occurs acrossSouthern Africa from west to east,and individuals have been seen farout at sea – still heading east. PriortoChristmas,ourregionexperienceda particularly quiet butterfly season,but many species have suddenly ap-peared in large numbers followingthe rains. Go out into the sunshine,look a little more closely, and enjoythem.

“Mags” at Golf 911 for answering my call immedi­ately, and coordinating the rapid response ofSAPS Warrant Officer Shaka Buthelezi and histeam during the early hours of the morning of

14 January.The SAPS officers were well prepared, armed

and professional and sent out a clear messageto any criminals lurking in the shadows aroundmy house.

My dogs were clearly very disturbed and were

doing their best to fend off the attack.Although a suspect was not found, I discovered

a rock the size of a shot put and a stick togetherby my back door.

SIR,Shan Bradbury’s article reminds me as well

of that fierce storm in the early sixties.The three, four and a few five roomed houses

of the upper section of Ezitendeni, or GeorgevilleTownship as Enhlalakahle used to be called then,had asbestos roofing.

When the hail came down that summerday, the entire village suffered heavy da­mage. These houses had Welcome Dover stovesand tables which had a safe hiding place underthe firm concrete top – most of us children quick­ly found a welcome shelter.

The choice peaches that my grandfather Sam­uel and Mkhulu Chili so effectively guarded with“isitswebhu or whip” from naughty boys wereall swept down the drain to the joy of the neigh­bourhood. The Greytown Municipality disastertask team soon sprang to action and all the hous­es had new corrugated roofs.

I remember one old white man, nicknamedMahhehhe, wearing a brown clothed helmet withhis smoking pipe dangling as a permanent fea­ture in his mouth, occasionally puffing smokeas he paced up and down instructing workersto hurry up.

The story that circulated around the young­sters’ gossip network was that the cause of thestorm was that the municipality had, some yearsearlier, borrowed money from a very rich farmerand businessman, Mr Manyonyo, and had neverrepaid him and that is how he took revenge.

The boys in my neighbourhood had all the an­swers.

CONGRATULATIONS to the 93 matricsof the class of 2013 on their tremen-dous 100% pass rate.

Ophofini High School is in Makhabele-ni, a deep rural area in the district ofKranskop.

Principal, PL Mahlaba, is justifiablyproud of the outstanding commitmentand dedication on the part of the 93scholars as well as the seven teacherswho were prepared to return afterschool hours to give lessons from 6 to9pm each day, as well as Saturdays.

In total, 51 bachelors and 42 diplo-mas were obtained and there was a100% rate in mathematics and science.

Despite being under–resourced as thearea is deeply rural with major unem-ployment and poverty, Ophofini High isdetermined to maintain their excellentand impressive record. In 2011, mat-rics achieved a 100% pass rate, 96% in2012 and 100% in 2013.

“Outstanding court matters:The situation is still the same, I amawaiting the court hearing date inwhich the judgewill give an order,or make the ruling, on the issuesas referred in court.

Since the KZN Cabinet took thedecision to deploy the administra-tor to take over the executive pow-ers of the council, it is safe to saythere are no legitimate mayor,deputymayorandspeakerelectedby the council in terms”.

Cancelled statutory councilmeetings: The meetings werescheduled for November and De-cember 2013 and January 2014 interms of the Standing Orders andAct, for the council to dealwith thematters in the agenda.

There must be a quorum of 50+ 1% of the members of the coun-cil, therefore Umvoti LocalMunic-ipality has 22 councillors.

The ANC councillors are de-ployedbytheANCtobecouncillors

in this municipality.As the municipal manager, I

may not be in a position to answeron behalf of the ANC coun-cillors.

FET College: The National De-partment ofHigherEducationandTraining is dealing with the issueand the municipality had dealtwith all internal processes.

Currently, the Department ofEducation is dealingwith its inter-nal issues but the starting date forconstruction is January 2014.

Shopping centre and privatehospital: The development orconstruction of the shopping cen-treandprivatehospital isaprivatematter and I could not answer onit.

The developer is PG MavundlaProperties therefore it would bewise to direct the questions tothem.

Ox head: The matter wasbrought to the attention of themu-nicipal manager and it was also

brought to the attention of the ad-ministrator.

We then visited Lake Merthleyto observe what was being raisedtousbymembers of thepublic andalso raised by Cllr P Buss, but wecould not find anything like an oxhead in Lake Merthley, and thephoto whichwas sent to us did notclearly indicate that the ox headis in the lake.

Administrator MM Sithole:The KZN Cabinet took the deci-sion/resolution to intervene in themunicipality basedon thepoliticalinstability, and the contract is be-tween Mr Sithole and the MEC.Themunicipalityhasnothing todowith this matter.

The period of deployment of theadministrator is sixmonthswhichstarted on1August 2013and end-ed on 31 January 2014.

The council adopted the recov-eryplanand it isbeing implement-ed by the management.

The Administrator is preparedto share the progress report withthe members of the public so as toknow what the municipality isdoing in dealing with servicedelivery to the poorest of thepoor”.

SUMMERTIME is all about outdoor play and thesound of children's laughter, and that's exactlywhat you will see and hear at our Little Oaks'playground where it was a busy first week atschool, with eager new faces joining the Kinder­garten and others moving up a group.

New rules had to be learned, or old ones re­membered, after the long December holiday, butall the 'Oaks', new and old, quickly settled intothe new timetable and routine, regardless oftheir ages or which languages they speak.

WE hope all members had awonderful Christmas and agoodrestandareready for thegolfing year ahead.

The family trip to EshoweHillswasenjoyedby12golfersand the weather caused theusual interference with thegame.

When the weather rulecame in to play, and the finaldecision made that the gamewasover,a fewgolferspersist-ed andwaited for themist andrain to ease...and it did ease.

Prize–giving was held and

when the gamewas called off,an official nine holes hadbeenplayed.

At 12.30pm, the leaders inthe clubhouse were Piet Nel,Rikus Kloppers and TrevorLauff with a massive 56points.

Well the mist was so thickat that stage that we thoughtthat was the final score.
