Ladies and Gentlemen:

Western Canal Water District, Richvale Irrigation District, Butte Water District and Biggs-West Gridley Water District offer this notification of a proposed basin boundary modification toenhance local control and management of groundwater in the West Butte and East Butte Subbasinsin accordance with the Sustainable Groundwater Management Act. The Districts request yoursupport for their proposed basin boundary modification.

Enclosed is a map depicting the Department of Water Resources' current subbasin boundarylines, the Districts' proposed modification, and how the Districts' proposed modification aligns withand enhances other proposed basin boundary modifications currently being pursued by otheragencies, including the Counties of Butte, Colusa and Tehama. The proposed modification wouldcreate the new Butte Subbasin to better promote sustainable groundwater management. The newButte Subbasin would align more closely with existing planning documents paid for by taxpayersand ratepayers within the Districts, including groundwater management plans, agricultural watermanagement plans, and groundwater monitoring efforts. The new Butte Subbasin would not impactsustainable groundwater management in the remaining subbasins and may allow for greateropportunity for groundwater storage and enhanced groundwater conditions in the proposed newButte Subbasin and the adjacent subbasins. The Districts believe that the new Butte Subbasinwould allow for closer coordination of management activities and sharing of data and informationacross the subbasins and between the Districts and other public agencies, stakeholders and membersof the public. Lastly, the Districts' proposal would reduce the total number of subbasins subject tothe Sustainable Groundwater Management Act in Butte County from four to three; consequently,the proposal would reduce the complexity and potential costs to the residents of Butte County incomplying with the Act.

The Districts are coordinating this proposal with all neighboring agencies, stakeholders andinterested members of the public. The Districts request a letter from you supporting these proposedmodifications. A sample support letter is enclosed for your review and consideration. Letters maybe returned to any one of the Districts at the following addresses:
