1. Coordination guidance

– Members: incorporate FSC-related guidance into their standard guidance/guidelines, in particular those for country teams,

– How country teams should engage/contribute/participate with food security clusters participate in clusters

– Food Security Cluster; prepare guidance for country coordination teams on how to co-lead and participate in clusters,

– For example, guidance on core cluster issues, such as:o Integrated approach to food security programmingo Cross-cutting issueso Informed local decisions on best arrangements for local cluster

architectureo Early recovery / transition to recovery / exit etc.o Different coordination solutions for different emergency contexts

(protracted/sudden-onset etc.)o Engagement with government and donorso Maintaining capacity in high-turnover situations etc.

3. Training

– Members: members to incorporate FSC-specific training modules into their core training packages, in particular for key country team staff

– For example:o Core cluster-related knowledge (co-lead/member)o Necessary/complementary technical skills (e.g.

Assessments/analysis etc.)

– FSC: standard training by FSC for country-level cluster coordination teams on core cluster soft and hard functions and related skills

– FSC: training of standby partners on core cluster functions and skills etc.
