››› VALUE PROPOSITIONThe City of Miramichi is aggressively looking to attract marijuana production facilities and value added production facilities to meet the expected growth in the medical marijuana and anticipated recreational marijuana sectors.

Our value proposition to companies operating in these sectors is:

1). Fully serviced light industrial property that can be transferred to qualified companies for as low as $1.00 (with approved development agreement).

2). A Municipal Grant program that is tailored towards the capital investment of companies in this sector. The program determines, on a case by case basis, the eligible amount of infrastructure investment made by qualified and approved companies and reimburses up to 5% of this investment over a five year period.*

3). Negotiated water rate discounts for qualified and approved companies*

4) Power availability

The City of Miramichi is a dynamic community located in North Eastern New Brunswick, Canada. The world famous Miramichi River runs through this picturesque city and continues to serve its historic tradition as one of the global transportation links for the region. The city, with a population of 17,811 (Statcan, 2011), serves as an industrial and business center for approximately 68,000 of the Miramichi region.

The municipality has committed to a strategy of economic growth and diversification of its traditional resource based industries. While not ignoring this important segment of, not only its history, but also, its current economy, the strategy is focused on numerous key sectors. More recently one of these sectors is the growing cannabis industry. The municipality is highly motivated to see this new industry establish a foot-hold within the City and has proactively pursued policies and procedures to attract quality investors in this field. As a hub of the northeast, Miramichi is ideally suited to new industries looking to expand or relocate. Currently, the City of Miramichi operates and maintains two industrial park locations within its boundaries, each containing available properties for development. This City is currently in the process of identifying and, where necessary, acquiring the necessary parcels of land to designate as large value-added development properties. These strategic properties are being designated based on the potential needs of sector producers and manufacturers and will be soon available to qualified and approved developers in the cannabis sector. In addition to these parcels, the City of Miramichi’s Chatham Industrial Park location is ideally suited for the location of support industry clusters. These fully serviced industrial park lots are eligible for the City’s property acquisition program that can assist new business by offering a transfer of ownership at no cost to the business*. The municipality is prepared to have all of its departments work together to provide a high level of service to developers who are looking to invest within our city. In addition, we are committed to liaise with the Greater Miramichi Regional Service Commission to ensure that the building permits, inspections and waste management services needs of developers are addressed in a timely and efficient manner by this partner organization.

The City of Miramichi’s strategic land acquisition program has considered the proximity to the required power supplies, water and sewerage distribution systems (health Canada required) and other needs of developers in this sector. When compared to other cities in New Brunswick, The City of Miramichi’s water and sewerage rates are among the lowest in the province. In 2016 the City’s water was also judged to be the “best tasting water in Atlantic Canada” by the Atlantic Canada Water and Wastewater Association; a testament to the quality and efficiency of not only our distribution and monitoring systems, but also our employees and management.

TRANSPORTATION LINKS

The City of Miramichi offers many options for reaching your market, or, having your suppliers reach you. Strategically located in Northeastern NB at the intersection of Highway 8 and Highway 11, two of the main North-South Highways in the province, Miramichi is within easy reach of Eastern Canadian and US markets.

Rail service, provided through the CN Rail system, opens additional markets stretching as far south as the Gulf of Mexico and west to the Pacific Coast of North America.

On the global scale, the Miramichi Airport, with one of the longest runways in Atlantic Canada at 10,006 feet, can provide the potential for in-bound and outgoing air freight.

Historically the Miramichi River, which winds its way through the City of Miramichi, has been a major waterway system and today barge services are available to manufacturers who have the need to move oversized materials to market. Located North on Highway 8, within 90 minutes of Miramichi, is the Port of Belledune, a deep water, year round port offering some of the shortest shipping routes between large European and North American markets.

Miramichi’s energy needs are provided through NB Power, a Crown Corporation that is well positioned to provide industrial clients sufficient capacity to satisfy the needs of the cannabis sector.

NB Power: Industrial Rate ScheduleThose customers in all areas serviced by NB Power who use electricity for manufacturing or processing and have minimum contracted demand of 750 kilowatts (kW) are eligible for the large industrial rate class. Others will likely fall under the small industrial rate class. More details on the different rate classes can be found on NBPower.com. (Note: kWh is an abbreviation for kilowatt hour).

Competitive Rates:The following chart demonstrates how competitive New Brunswick’s power rates are when compared to most American cities and cities in Eastern Canada. Please note that no cities in Iowa were considered in the study.

New facilities coming into service after April 1, 2000 or facilities that were substantially shut down as of October 1, 2000 are eligible for a Declining Discount Firm Rate on demand charges for their additional firm load. The declining discount is available for five years to customers who are served directly by the NB Power transmission system, have an additional firm load of at least 5,000 kW, and have signed a five year agreement with NB Power for the total load for the customer’s account at the site.
