• Building the emergency communication assurance and management mechanism is an immediate necessity for national stability and economical development

• Setting up an Integrated Emergency Response System (IERS) in city ensures the city respond to major emergent events orderly, quickly and efficiently, and also provides communication to the onsite commanders

• Emergency communication is an important supplement and strong support to the public communication networks – Based the public communication networks, utilizes various

specialty emergency communication systems– When emergent event happens, it organizes emergency

communication equipment and manpower, coordinates specialty communication system, and forms the onsite command and dispatch system to ensure un-interrupted communication

when the public network is not suitable– Foreseeable event. Emergency communication systems are

expected to finish pre-set tasks with known time, location and content.

– Partially foreseeable event. The location and time are within certain range and some preparation can be performed beforehand.

– Un-predicted event. Time and location of the event are totally unknown. In this situation, the emergency communication system plays vital role in aftermath rescue and un-interrupted communication between major government departments

– Besides serving government functions, emergency communication is also a necessary component for the telecommunication carrier

– It serves a critical role to assure continuous communication of customer and improve the image of the carrier

• China’s communication network has gone through decades’ development. Its size, capacity, and technical level are among the tops in the world .

• By the end of 2005– 350 million fixed-line telephone users, averaging 27 sets per 100

people– 393 million mobile phone users, averaging 30 sets per 100

people– 111 million internet users. The internet penetration rate is 8.6%.

Broadband has become the main access methods– The total optical fiber length has reached 4.05 million kilometers

• The Establishment of Emergency Communication Management Organization. it has grown into three level organization, consisting :– The government administration layer

• Ministry of Information Industry, and emergency management branches of provincial communication administration bureaus

– The responsibility bearers layer• The emergency management groups in the carrier head quarters

and their provincial subsidiaries

– The execution layer• The emergency assurance teams at each carrier’s operation units

• Each level has clearly defined responsibilities, and has developed corresponding code, and effective process

• The Formation of Multi-method Emergency System – Mainly based on wireless, with the combination of wireless and

wire, and the combination of mobile and portable– It can deliver multiple services, such as voice, low speed data,

– The system comprises the emergency networks between major cities, vehicle based communication systems, mobile satellite terminals, and adaptive transceivers

• Important contribution to the disaster relieves, and major domestic and international events – China has high rate of natural disasters. Almost every year

sees flooding, earthquake, and wild fire– When natural disasters happened, public communication

systems were severely damaged– The emergency communication were constructed with vehicle

based systems and mobile systems– They provided the on-site command centers with emergency

connections, kept the communication in disaster area from disruption, gained time for the damaged public networks to restore

– The emergency communication really provided support for the public networks

– Together with the public communication systems, the emergency communication systems also made great contributions to various important national affairs and frequent domestic events in the 90s

• International women’s conference in 1995

• Boao Forum for Asia • APEC• Co-operation conference in Shanghai • Visits by state leaders from many

countries• The returns of Hong Kong and Macao • Guangdong Trade show – These events required the communication systems to be flexible,

mobile, comprehensive, real time, and highly secure. The emergency communication have met all these requirements

• Setup satellite communication circuits for 1996 Atlanta Olympic

• Constructed the emergency communication systems for 2002 FIFA World Cup Korea/Japan.

• Draft and issue related policy and regulation – The assurance of government policy and regulation is urgently

needed– Currently, China does not have an official “telecommunication

bill”– Detailed laws and regulations are also needed to ensure the

emergency communication is done properly and accordingly

• Scrutinize and improve “Emergency communication assurance fore-project” – Ministry of Information Industry of China issued “National

Emergency communication assurance fore-project” in February 2005.Each provincial communication administration bureaus and telecommunication operating company all have corresponding Emergency communication assurance fore-project as well

– Prevention of the disaster and emergent events is highlighted as the key point and major task of the fore-project

– Protection has two folds• prevent major emergent event from happening through prediction,

monitoring and control

• minimize the damage by taking precautious action

mechanism– Reduce response time– Minimize the damage of the emergent events

• Diversify emergency communication methods and develop suitable technology – Video communication for on-site reporting– Broadband wireless for setting up flexible and easy to use

network in short time period– Fiber communication for explosive traffic volume, – Mobile communication for not only voice transmission, but also

rescuing, positioning and traffic guiding– In remote areas without ground communication networks,

satellite can play an important role. Satellite provides large span, broad area, long distance and flexible mobile communication service

– When fixed-line network, mobile network and satellite all severely damaged, shortwave is a critical method to maintain the communication between major government offices

• Complete the construction of the communication network and enhance the protection of the equipment – Complete the construction of all types of wire and wireless public

telecommunication network– All safety regulations need to be followed– Protection to the equipment needs to be enhanced– Various networks can be interconnected as needed so that they

can share resources and backup each other– Vehicle based, mobile, minimized, and various wireless

equipped emergency communication systems should also be developed

• Setup integrated emergency response system in city is a necessity for the city development – Since 1980s, some emergency rescue service

systems have been setup in certain cities in China

• 110 for police alarm• 119 for fire alarm• 120 for first aid alarm• 122 for traffic alarm• Other services for water,

electricity and gas

– But the above systems have many issues• They are individual systems and can’t provide

comprehensive services• Lacking unified command and dispatch platform, it is difficult

for different departments to cooperate and coordinate• Resources dispersed in different department can’t be shared• Each department has its own commanding center. No

unified standard and regulations are defined

• Manpower, supply, capital and resources are wasted due to

repeat construction

• The meaning of IERS( Integrated Emergency Response System )

– The IERS integrate all kinds of the service resource for emergency response

– All units related adopt the same number for asking for help, emergency reporting, processing, stage-managing and take actions united

– IERS provides the citizen emergency helping service and the strong support for the urban public safety

– By setting up the communication system of IERS, all units can work together more effectively and efficient reactions can be taken in order fast for the sudden emergency

• A few key points of IERS construction – Organization and mechanism

• After the command system being built, all the main emergency reaction, which belong to the different system before, will be consolidated to a same platform. This will bring great benefits of good corporation and quick reaction speed, but it may also cause some conflict

• Each previous system has already got effective procedure with its own characteristic, so great care should be taken when the different system are integrated together

• The IERS should bring to success by government

– A full overcast commanding network should be set up • A multi-level full overcast commanding network is necessary

for IERS to function well. The different levels of the network team deal with the different emergency events from different areas

• Information is vital to IERS• Many departments accumulate large amount of different

information• The information integration of different structure from

different departments is the top urgency of the IERS• A common information exchange platform must be set up for

• Meanwhile, IERS construction should also be push forward to assist the emergency communication system running successfully
