RULES AND REGULATIONS

This show is a regular member of USEF. “EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OFTHE CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.”

ENTRIES: A) Closing date is March 8, 2011. B) Entries received after the closing date may be charged a late fee of $35.00. C) Management reserves the right to limit the number of entries. Entries will be accepted

on a first come first serve basis. D) Entry blanks will not be accepted unless signed and completely filled out and

accompanied by a check. Anyone under the age of 18 must have the signature of a parent or responsible adult. It is the responsibility of the person making the entry to execute properly and complete all necessary information pertaining to each entry made in accordance with USEF rules.

E) NO NUMBERS WILL BE ISSUED WITHOUT AN OPEN CHECK. F) NO FAXED ENTRIES WILL BE ACCEPTED!

EXHIBITOR NOTES: A) A $50.00 Office and Administrative fee will be charged to each horse on competition

grounds. This will also include schooling the day prior to the horse show and/or other riding times in show rings as posted with EMT on duty.

B) Management may refuse to give awards to horses competing without a back number. C) A processing fee of $50 or 10% of the check amount, whichever is greater, will be

assessed for non-negotiable checks. D) Tack stalls & shavings can be divided if you notify the office the first day of show. E) A negative EIA (Coggins Test) must accompany each entry blank. F) In the interest of horse welfare; management may limit the number of classes a horse

can compete in at this competition. G) All non showing horses must pay a fee of $100 and complete an entry blank with all

applicable signatures. H) Refunds will be given only with a certificate of illness or injury from an accredited

veterinarian and presented to horse show secretary before the start of the show. Monies will be refunded if classes are canceled due to weather or other emergency. In either case the show will retain its office fee and any stabling fees.

I) No phone-in feed orders will be taken! J) USHJA Zone Support Fee of $2.00.

STALLS & SHIP-INS: A) Permanent stabling is $200 for the week & temporary stabling will be $175 if available. B) Ship-ins will be charged a $50.00 ground/clean up fee per horse. C) Stalls will be available for move-in on Tuesday, March 15

th.

D) Permanent 12' x 12' stalls (with doors) – wood/steel construction are available. E) Temporary 10’ x 10’ stalls (with doors) – metal/canvas construction are available. F) Stalls must be returned in the same condition upon move-in. All nails, hooks, etc. Must

be removed from stalls upon move-out. G) No sharing of stalls allowed. H) Shavings (feed & hay) are available for purchase on show grounds. Contact Facility

CAMPERS: A) Camper spaces are available for $200 per week and must be paid in advance. B) Camper spaces are first come, first serve and must be reserved on the TEXAS ROSE

HORSE PARK FEED/BEDDING ORDER FORM.

CREDENTIALS: All exhibitors in the pony, Junior Hunter, and any Amateur section must present their measurement card and/or their amateur certifications at the show office before their numbers can be released. To speed processing please attach a Photostat of necessary paperwork with your pre-entry. All entries must be recorded pursuant to the current USHJA recording rules.

DRUGS & MEDICATIONS: A) Current USEF rules relating to drugs & medications will be enforced. B) Each horse entered must pay a $15 Federation Fee. $7.00 Equine Drug & Medication

Fee plus a $8.00 USEF fee. C) Sharps and medical waste must be disposed of in sharps containers placed around the

barns. Anyone found dumping medical waste into manure bins and/or trash bins will be asked to leave the showgrounds.

D) All competitors are asked to comply with the USEF Testing Veterinarians in a courteous and efficient manner.

SCHOOLING: A) Schooling will be posted or announced. A medic will be on duty during that time. B) ASTM-SEI approved headgear must be worn on schooling day in addition to showing days.

FOOTING AND ARENAS: A) Jumper ring is 200” x 300”, Jumper warm-up ring is 150’ x 70’.. B) Hunter Ring1 is 300” x 160” and Hunter Ring 2 is 275’ x 150’. C) Hunter warm-up ring is 300' x 200'. Indoor Ring is 210' x 120'. D) Footing in all rings is all-weather sand composite. E) Footing is a priority; rings may be closed to schooling during inclement weather and/or for

maintenance at any time during the show at the manager’s discretion.

PRIZE MONIES AND AWARDS: A) Prize monies due to competitors will be credited and/or paid at the show upon check-out. B) NO PRIZE MONEY WILL BE MAILED UNLESS THE OWNER’S SOCIAL SECURITY OR EIN IS

LISTED ON THE ENTRY FORM. C) Attention foreign exhibitors: All fees must be paid in “US FUNDS”.

JUMPERS: A) A rotating random jump order will be used pursuant to JP112.2 B) Ties (other than 1

st) will be separated by time taken in the first round. Ties in Jumper

classes jump off for first only. C) Champion and Reserve will be determined using the USEF bonus point system. Bonus

Points will apply to the class indicated for each section. D) Championships will be awarded in jumper sections that offer 3 or more classes, except

Training.

COURSES: 1. Courses will be posted a minimum of 30 minutes prior to each class. 2. At management’s discretion, a dotted line may be put into effect to restrict the size of

the courtesy circle in the hunter classes.

HORSE REGISTRATIONS: A) All horses competing in Federation non-breed restricted licensed competitions with

hunter, hunter breeding, jumper and hunter seat equitation classes (except those activities enumerated in GR901.9, items 1-9) must be properly identified and must obtain a Registration Number from USHJA. A registration number for each horse must be entered on all entry forms for licensed competitions. Proof of registration must be presented to the Show Secretary before numbers can be released.

TROPHIES / CHAMPIONSHIPS 1. Hunter classes receive a trophy and eight ribbons & Equitation classes receive a trophy

and six ribbons unless otherwise noted. 2. All Jumper classes receive a trophy and six ribbons unless otherwise noted. 3. Each hunter section will receive a champion & reserve award based on points unless

otherwise noted. USEF rule HU-7 4. Full Championship points will be given in all classes in each hunter section except Green

Conformation Hunter Model which will count as half points. In all hunter sections, Champion and Reserve Champion will be awarded to two of the top four horses acquiring the most points over fences. In addition, only these four horses will receive full points for ribbons won under saddle and half points for ribbons won in the model (full points for Reg. Conf. Model classes)

PRIZES: Prize money is distributed as shown in chart.

MOTORIZED VEHICLE POLICY: In accordance with GR1301.7: Minors who do not have a valid driver's

license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. *Additionally, pursuant to Texas Rose Horse Park Facility Rules, no ATV’s or motorcycles of engine size 50cc or greater are allowed on the facility property. All vehicles must observe posted speed limits at all times.

THE SPRING ROUND UP HORSE SHOW, IT’S MANAGEMENT, OFFICERS, OWNERS, OFFICIALS, AND EMPLOYEES WILL NOT BE RESPONSIBLE FOR ANY ACCIDENT OR LOSS WHICH MAY OCCUR TO AN EXHIBITOR, SPECTATOR, GUEST, RIDER, GROOM, ATTENDANT OR OTHER EMPLOYEE, ANIMAL, VEHICLE, OR EQUIPMENT AT THE SHOW. THIS SHALL BE A CONDITION OF ENTRY TO THE SHOW OR SHOW GROUNDS. Show Management reserves the right to interpret all questions and conditions in regard to, or arising out of the show without claims for damages or recourse of any kind. All items not covered in these rules and information shall be decided by Horse Show Management, its’ decision to be final. ADDITIONAL RULES AND REGULATIONS A) Every Competitor will comply with the rules of the show management, but management

will, in no case, be responsible for any loss or damage that may occur, and it shall be the condition of entry that each competitor shall hold this horse show, the TRHP, Great Southwest Equestrian Center LP, Southbound Show Mgmt., it’s Directors and employees, and the officials and employees of the show blameless for any loss or accident to his horse, employees, equipment, which may occur from sickness, fire, accident, or otherwise. The competitor also acknowledges that equine activity carries an inherent risk of accident and/or death, and that the sole responsibility for choosing to participate rest with the competitor and their trainer.

B) Competitors, guests, and vendors are responsible for their own property. C) The TRHP, Great Southwest Equestrian Center LP, and Southbound Show Mgmt. is not

responsible for theft, fire, or loss. D) All questions and protests not covered by association rules will be decided upon and

interpreted by competition management. E) Management reserves the right to cancel, combine, add, delay, and reschedule classes

in the best interests of the horse show and its operations.

In case of any action or proceeding brought against Great Southwest Equestrian Center LP, Texas Rose Horse Park, Southbound Show Management Inc, Patrick Rodes, Great Southwest Spring Round Up Horse Show, Horse Show Management by reason of any such claim. Exhibitor, upon notice, covenants to defend such action or proceeding by council acceptable to owner. Exhibitor is responsible for his/her own property and the TRHP is not responsible for accidents, fire or theft.

SAFETY AND WELFARE: A) Pursuant to USEF rule GR 301: Dogs are to be leashed & under the owner control. In

addition, pursuant to facility regulations, loose dogs will be removed by animal control, from the show grounds at the owner’s expense.

B) Pursuant to USEF rule GR 801: An ASTM-SEI approved helmet must be worn on show grounds at all times when mounted. Harness must be securely fashioned.

C) Management may excuse any competitor from the grounds who does not maintain a horses feed, water, or minimum standards of care and custody.

D) Riders must take full responsibility upon entry that they are fit and qualified to compete at this level of competition, and that they understand the inherent risk of equine activities.

Directions to The Texas Rose Horse Park From the east (Shreveport Area) take I-20 west to the Van/Tyler, Highway 110 exit (#548). Turn left/south. Go approximately 1 mile. The equestrian center is on the left.

From the west (Dallas Area) take I-20 east to the Van/Tyler exit, Highway 110 exit (#548). Turn right/south. Go approximately 1 mile. The equestrian center is on the left.

From the south (Houston area) take US 287 north to TX-155 towards Tyler. At FM- 2661 turn left. Left again at TX -64, right on to CR- 413, then left at FM -724. Follow FM-724 to CR-42 and turn right. At TX-110 turn left. The equestrian center is on the right.

From the south (San Antonio area) take I-35 north to US-84 and turn right. Follow US-84 to TX-31, turn right. At FM-314 turn left, right on to FM-279, left on to FM-314 then right on to CR-4906. At CR-4907 turn left to a right turn at CR-4908. (This road turns into CR-426) At CR-422 turn right, then right on to FM-1955 and right on to TX-110. The equestrian center is on the right.

THJA MEMBER STATEMENT: THJA MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT COMPETITIONS RECOGNIZED BY THJA. A NON-MEMBER MAY PARTICIPATE AS A RIDER, OWNER, LESSEE, AGENT, OR TRAINER IN THJA RECOGNIZED SHOWS UPON PAYMENT OF A $10.00 REGISTRATION FEE. PARTICIPANTS IN THE FOLLOWING CLASSES ARE EXEMPTED FROM THE REQUIREMENTS OF THIS RULE: (1) LEADLINE, (2) EXHIBITIONS, (3) GAMES AND RACES, (4) BEGINNER, (5) SHORT-STIRRUP, (6) PRE-BEGINNER, AND (7) BABY GREEN. (See also THJA Bylaws, Section 1F). NON-RESIDENTS OF THE STATE OF TEXAS ARE EXEMPT FROM THE PAYMENT OF NON-MEMBER FEES. IF A MEMBER DOES NOT HAVE A MEMBERSHIP CARD WITH HIM/HER, OR IS NOT ON THE CURRENT THJA ROSTER, A $10.00 NON-MEMBER FEE MUST BE PAID. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

Federation Entry Agreement By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of (Competition). I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4

Classes will be judged on performance and soundness unless otherwise noted in the prize list. Please refer to the current USEF rulebook for additional specifications and rules that may be applicable to the hunter division. All USEF hunter divisions and classes will be split according to current USEF rules, others will be divided as a California split. Management may combine and/or split hunter sections based on entries in the best interest of the horse show.

Hunter Classics Conditions and Specifications

Eligibility: Must have entered, shown, and completed at least two over fences classes in the same division at the same show. To be judged on performance and soundness with manners emphasized. To be scored under the open numerical judging system. A minimum of eight (8) entries will be required for all Hunter Classics. Classics with less than eight (8) entries may be combined where appropriate. A designated class of the division will count as the first round of the classic, (First round will be the class denoted with an (*) in their respective division as indicated on the show schedule and in class listings.) with the top twelve scores returning to jump a second course. The second round competitors will return in order of lowest score to highest. In case of ties, order of those tied will be drawn. Scores will be added together from both rounds to determine the winners. In case of ties, the second round will serve as tie breaker. Participants must enter, in the show office, prior to the start of their respective division classes the day of the classic. Formal attire suggested for round 2. $500 Pony Hunter Classic Ponies will receive a score in their second round class of their regular pony hunter division on Sunday. Open to all ponies entered in the small, medium and large divisions. Green ponies are not eligible unless completing in the regular pony division and must compete at the regular pony height. 2. Numbers must be worn on riders back or on the saddle pad so that it is visible to the paddock master.

3. Exhibitors are responsible with familiarizing themselves with all pertinent current USEF rules and regulations for the jumper division and jumper schooling areas.

GSWEC SPRING ROUND UP HORSE SHOW is operated in accordance with current rules of the Texas Hunter & Jumper Association by which it is

recognized and rated: “A” in High Performance, Amateur Owner, Performance Hunters, Green, Green Pony, Pony, Children’s Pony, Junior, Children’s, and Adult Hunter, and Jr/AO Jumper, Children’s Jumper, Adult Jumper.

Points for placing in Junior, Pony, Children or Adult Equitation classes will be credited in accordance with the rules of the THJA. A person/horse may register with the THJA at a recognized horse show as long as the

application(s) and payment accompany the official horse show results. Payment may be made in the form of a personal check, business check or cashier’s check. If a member does not have a membership card with

him/her or is not on the current THJA roster, a $10 non-member fee must be paid. A check for the $10 non-member fee & Membership Affidavit Form must be filed w/ the horse show secretary. The non-member fee will be refunded

upon proof of THJA membership.

Small ponies to be shown at 2', Medium Ponies at 2'3", and Large Ponies at 2'6"; spreads not to exceed height of fence. No minimum prize money is required. Pre-Green Hunter: A Pre-Green hunter is a horse in his 1st or 2nd year of showing over fences 3' or higher at Regular Member Competitions or Combined Training Events. A horse may show in the Pre-Green Hunter Section of an USEF Zone 7 Recognized Competition for no more than two years. Pre-Green Classics will be awarded points equal to those given in USEF "B" Hunter Classics. Show management may offer two sections of Pre-Green Hunter (Fence Heights 3' and 3'3") or only one section at either height. Horses may only be entered in one section. Horses showing in Pre-Green may not show in any 3'6" or over classes at the same show. Zone awards will be presented annually as one section. Reinstatement of Pre-Green Status: A horse’s pre-green status may be reinstated for a future competition year in accordance with USEF rule HU105 for regaining green status. Adult Amateur Jumper: To be ridden by Amateurs who are no longer eligible to compete as Junior Exhibitors. Cash winnings do not influence this classification. Children's Jumper: To be ridden by Junior Exhibitors. Cash winnings do not influence this classification.

Class conditions for Adult Amateur and Children's Jumper: Classes in the Low Adult Amateur and/or Children’s Jumper section will be conducted at 1.0m to 1.05m. Classes in the High Adult Amateur and/or Children’s Jumper section will be conducted at 1.10m to 1.15m. If only one section is offered, the classes will be conducted at 1.10m for all classes offered in the section. Competition Management may restrict cross entries between High and Low sections at the same show if stated in the prize list. Classes to be scored under Table I; Table II, Section 1, Sections 2(a), 2(b), 2(c), or 3; or Table IV (Optimum Time). Cross entry into Junior or Amateur Owner Jumper or any class at 1.25m and above is not permitted for the same horse/rider combination at the same show. A combined Adult Amateur/Children's Jumper section may be offered, and if entries warrant, may thereafter be split into separate sections. Exceptions: An exception is permitted to any or all of the sections described above only under the following conditions: The rule-making organization must be a statewide USEF Affiliated Association. State exceptions can apply only in shows held within that state. State specifications must have been published and sent to each member of the state association, each member of the Zone 7 Committee, USEF and the manager of every show that applies for State Association recognition or sanction. State rules that are valid exceptions to the general Zone 7 specifications can be more restrictive, but cannot reduce or eliminate any of the Zone 7 stated criteria spelled out above and must be printed in their entirety under the applicable section heading in the prize list. METHODS OF PAYMENT If you want an open charge account that will run through the last day of the show, you must include the following:

1. Your SIGNED blank check payable to “TRHP”. On the “FOR” line, you must print “OPEN ACCOUNT”. 2. You must included your driver’s license number and expiration date on check as well as a phone number.

This check will be retained in the Show Services Office until the end of the show, unless you decide to close your account earlier. If you prefer, you may pay your account by cash and we will then return your check to you. A handling fee of $15.00 will be charged if you do not come to the Show Services Office to close your account before you leave the show. A fee of $35.00 will be charged for all checks returned for insufficient funds. There will be a fee of $50.00 added to any account that has to be invoiced after the end of the show.

All Feed and Hay orders must be in by 1:00 pm for delivery the next morning. Call Show Services Office for current prices.

RV PARK POLICIES AND INFORMATION

1. You must sign in at TRHP Show Services Office. Check in time is 12:00 PM; Check out time is 12:00 PM

on the last day of your visit. Unless a later time is cleared through the office.

2. RV’s must be parked head in, to the left of your assigned number. You will hookup on the left side of

your RV (driver’s side). As close to the box as possible.

3. When connecting to the water outlet, please leave back flow valves in place and make sure you are not

leaking water.

4. DO NOT PARK IN STREETS OR FIRE LANES. DO NOT PARK IN EMPTY SITES WITHOUT PERMISSION FROM

THE TRHP SHOW SERVICES OFFICE. Many sites are reserved and people may be coming late.

5. Please observe the 5 MPH speed limit at all times. No ATV’s, motorcycles etc over 50 CC’s are allowed

on park grounds. Anyone operating a Motorized Vehicle on TRHP Property MUST HAVE a Valid Driver’s

License.

6. Quite time is 10:00 PM to 7:00 AM. Please remember that your neighbor may be trying to sleep.

Rowdiness, loud music, abusive language, drunkenness, and possession or use of drugs is strictly

prohibited.

7. All pets must be contained or restrained on a leash of no more than 6 feet at all times. Droppings and

accidental waste material from pets must be picked up immediately and removed to trash dumpster.

Pets may be left in your unit, but PLEASE remember this is Texas and it does get HOT.

8. Please keep the area around your unit neat and clean. Keep outside storage of items to a minimum.

Trash receptacles are located around the Park for your convenience.

9. NO ground fires: BBQ grills cannot be used for open fires. Fires must be contained in enclosed fire

pits.

10. Waste/sewage, water or effluent from sinks, portable toilets or other plumbing fixtures must be

deposited in dumping facility only and may not be deposited directly on any pavement, dirt or

vegetation. You may set up an appointment with a mobile dump truck; arrangements may be made

through the TRHP Show Services Office. This will be at your own expense. Check in the TRHP office for

dump schedule.

11. TRHP is not responsible for fire, theft, injury, or loss of personal property. Guests and all other users of

this property are liable for all property damages.

12. Sites are designed for Living Quarters Units. No horse trailers may be parked in an RV slot, unless they

are live-ins. Trailer parking is allowed in designate area only. If trucks or cars will not fit within the

designated site, they will have to be parked in an area that is set aside for parking.

13. Parents are responsible for the whereabouts, safety and conduct of their children at all times.

14. All signs, posted notices and directions of the RV Park management must be obeyed. Non compliance

may result in immediate loss of parking privileges.

15. Property outside of TRHP fences is private property. Please respect our neighbors’ privacy. Please do

not ride horses, or drive motorized vehicles in the adjoining neighborhoods.

16. All Federal, state, and local laws must be obeyed at all times.

17. TRHP reserves the right to refuse service or evict anyone violating the rules of good camping,

destroying, or defacing property or creating a disturbance.
