EuroCloud Luxembourg : la vision d’un cluster luxembourgeois dans le domaine du cloud computing et du SaaSL’externalisation de services informatiques par les entreprises devient un facteur clé de maintien de leur compétitivité. Alors que cette tendance se généralise, l’industrie informatique développe des services et applications à la fois sophistiqués et flexibles qui se basent sur des concepts et architectures récents de cloud computing et de Saas – c’est-à-dire software as a service. Ces technologies permettent aux entreprises, autorités publiques et aux particuliers d’accéder à distance à leurs données et applications via internet.

Tel que signalé par la Commission européenne lors du lancement mi-mai 2011 d’une consultation publique sur la meilleure manière d’exploiter l’informatique en nuage (cloud computing) en Europe, «l’in-formatique en nuage permet aux entreprises, notamment aux PME, de réduire fortement leurs frais infor-matiques, aider les pouvoirs publics à fournir des services à moindre coût et favorise les économies d’énergie grâce à une utilisation plus ration-nelle des équipements».

Même si de nombreux obstacles réglementaires et techniques ralen-tissent encore le développement du cloud computing en Europe, il s’agit pourtant d’une industrie en plein essor avec un chiffre d’affai-res estimé à 35 milliards d’euros en Europe en 2014.

Conscient de l’enjeu pour l’écono-mie luxembourgeoise en termes de compétitivité et de nouvelles pis-tes de diversification économique, nous avons créé fin 2009 l’associa-tion EuroCloud Luxembourg. Cette association fait partie d’un mouve-ment paneuropéen euroCloud et elle rassemble à présent un nombre important d’entreprises de toute taille actives dans ce secteur ce qui nous

permet de figurer comme plateforme d’échange de bonnes pratiques entre entreprises et comme force de proposition vis-à-vis du gouver-nement sur comment développer davantage l’attractivité des condi-tions cadres au Luxembourg.

Depuis sa création, l’association EuroCloud Luxembourg a lancé une série d’initiatives qui s’inscri-vent toutes dans la stratégie globale visant à positionner le Luxembourg comme un centre de compétence dans le domaine de l’e-business et à promouvoir la compétitivité des entreprises locales en encoura-geant l’utilisation de l’informatique en nuage.

Ainsi, EuroCloud Luxembourg a pu organiser, avec le support actif du gouvernement, le premier congrès européen du réseau euroCloud au Luxembourg en 2010. La deuxième édition de ce congrès international se déroulera à nouveau au Luxem-bourg le 27/28 juin prochain ce qui donnera une excellente visibilité à notre pays dans ce secteur clé.

Egalement en lien avec la promotion des entreprises locales, l’associa-tion a organisé en partenariat avec iTnation le concours euroCloud

Luxembourg. Les vainqueurs dans les quatre catégories de prix auront la possibilité de participer automa-tiquement au concours européen euroCloud qui se déroulera durant la deuxième moitié de l’année 2011.

Le projet phare qui mobilise tous les membres de notre association est l’élaboration d’un plan d’ac-tion «roadmap» pour favoriser le développement des applications d’informatique en nuage au Luxem-bourg. Ce travail qui a débuté en 2010 avec le support du CRP Henri Tudor est structuré autour de trois groupes de travail thématiques à savoir : aspects réglementaires ; aspects technologiques/R&D et aspects économiques.

Les recommandations de cette étude globale seront partagées avec le gou-vernement afin de développer dès le départ une vision commune relative au positionnement du Luxembourg comme cluster d’excellence en matière d’informatique en nuage.

Start small, grow tall : why cloud nowThe cloud is the hottest thing in computing today, and enterprises are eagerly seeking to adopt it. They realize that cloud computing holds the promise of curing today’s “data center sprawl,” with its colossal complexity, considerable costs, and substantial capital investment. For their part, service providers see the cloud as a catalyst for revenue growth. Executives and leaders look forward to the day when information technology will be delivered as a pure service throughout the organization, metered, ubiquitous, and available on demand much like electricity or water.

tHE probLEmS HiddEn in tHE CLoUd

In many organizations, the business side of the house is already embra-cing the cloud. They’ve been quick to recognize how they can use the cloud to speed innovation, accele-rate business processes, and reduce time to revenue. They’re deman-ding expanded cloud access, and in some cases actually opting for “guerilla adoption,” moving data and apps to public cloud services informally, without first obtaining the blessing of the CIO or the IT depart-ment.

Many organizations approach cloud computing in a fragmented and piecemeal fashion. Today there are hundreds, if not thousands, of ven-dors delivering cloud solutions. It’s tempting to adopt these solutions piecemeal, in response to an imme-diate need. Or to pick up a cloud appliance here, a virtual tool there, thinking that it furthers the path to the cloud. Or to allow one part of the company to convert workloads to the cloud, but fail to make this abi-lity available to all. By adopting such solutions without an overall strategy and an endgame in sight, an orga-nization can foster a kind of “cloud sprawl” that adds to virtual sprawl

and leads to the same complexity, security issues, and management costs it seeks to escape.

Start SmaLL, grow taLL...bUt tHink big

So what’s the best route to the cloud ? The immediate goal, of course, is making use of Internet-based technology, with shared pools of services, including metering or chargeback. The cloud needs to be self-service ; it needs to be automa-ted. But these individual attributes by themselves are available in a variety of private, public, and hybrid clouds, and can be cobbled together today with components procured mostly off the shelf.

Experience, however, shows it’s best not to think in terms of separate cloud environments and individual ad hoc pieces—a fragmented, disjoin-ted approach that actually adds to security problems and management complexity. In the final analysis, the businesses that profit most from the cloud will be those that approach it with a unified services view and who strive toward management of all ser-vices—from public, private, or hybrid clouds—under a single umbrella, with support for the broadest pos-sible set of applications.

USE a StEp-by-StEp approaCH

Even an organization starting from zero can start moving toward the cloud today. At HP, our experience has been that the more succes-sful cloud projects—those that are provisioned and operational in the shortest time—result from a holistic, systematic approach to their creation. It’s a step-by-step approach : a company might begin by standardizing, consolidating, and virtualizing its infrastructure to elimi-nate high-cost islands and silos. The next step is working to standardize management tools and processes, then automating and standardizing services to create low-cost pools of assets. Et pour ceux qui n’aiment pas trop la logique du ‘as a service’ la ‘solution’ est là : chacun peut construire son ‘private cloud’ sur ses propres serveurs… A vous de décider si c’est encore dans l’ «esprit cloud»…

Plutôt que de se distraire avec ce ‘hype’, chez iKe, nous préfèrons nous concentrer sur l’essentiel : la fonction. Comment mieux organiser les processus pour créer des organisations plus agiles, plus performantes, plus innovantes ? Comment mieux satisfaire les clients tout en décuplant le potentiel des ressources humaines de l’organisation ?

Pour iKe, cela suppose de maîtriser trois facteurs : Quelles applications ? Quelles intégrations ? Quel techno-logy-mix ?

Quelles applications ? Deux grandes classes de logiciels sont disponi-bles dans le cloud. Tout d’abord des applications destinées à servir de pivot organisationnel, comme le CRM, dont un très bel exemple est la fantastique plate forme sales-force.com/force.com. Ensuite des applications périphériques, qu’il sera plus aisé d’utiliser dans l’esprit de la ‘Good Enough’ revolution : on ne cherche pas le meilleur, mais la satisfaction rapide des besoins orga-nisationnels.

Quelles intégrations ? La mobilisation de solutions SaaS conduit naturel-lement à de nouvelles intégrations entre applications, et à mettre en place des hubs fonctionnels réu-nissant nouveaux logiciels SaaS et logiciels traditionels. Les outils utilisés seront flexibles et puissants : les sui-tes d’intégrations comprenant ETL, ESB, outils d’analyse sémantique,

etc. Les maitriser est critique pour profiter au maximum de la puissance apportée par le cloud computing et suivre le rythme de déploiement de nouveaux services.

Autour de ces deux axes viendront graviter des systèmes et des appli-cations clientes développées en diverses technologies (cobol, .net, .java, plateforme mobile,…). Chez iKe, nous sommes convaincus que cela n’est possible que par une approche de projet ouverte et agile, impliquant à la fois des ressources internes et un réseau de partenaires spécialisés pour constituer des équi-pes pluridisciplinaires et agiles. La place luxembourgeoise reste caractérisée par un secteur financier important. Cependant, les nom-breuses fusions, acquisitions qui ont marqué ces dernières années nous ont conduit à faire face à des institutions financières plus impor-tantes, dont la mainmise du siège social s’est fait ressentir au niveau des branches locales de manière très significative. En conséquence, de plus en plus d’institutions finan-cières installées à Luxembourg ont perdu de leur autonomie de décision au niveau IT, et se sont vu imposer des solutions choisies par la maison-mère et généralement implémentées dans de nombreuses filiales de par le monde

il semble que la mise en place de la fiscalité européenne sur les produits d’intérêts pour les non-résidents ait modifié la base de clientèle pour les banques spécialisées dans le «pri-vate banking». La base de clientèle de type «petit» ou «moyen» épar-gnant, qui avait afflué en masse

dans les années 1990, a abandonné les solutions «off-shore» pour se réo-rienter vers des solutions «on-shore». Les banques privées installées à Luxembourg se sont recentrées sur ce qui était leur marché traditionnel : offrir du service personnalisé «haut de gamme» à une clientèle plus restreinte, mais plus aisée, ayant ou recherchant des compétences financières plus pointues.

La masse critique s’étant restreinte, les banques recherchent diverses voies pour réduire leurs coûts.

La volonté des établissements finan-ciers de se recentrer vers leur «core» business, la pression sur les coûts et l’évolution de la technologie vers du «cloud computing» pousse un certain nombre de banques à envi-sager la gestion de leur informatique au travers de l’externalisation en «managed services». La crise n’a pas seulement affecté le secteur financier ; Luxembourg est également caractérisé par un nombre important de PME.

La diffusion au grand public du service «mail» gratuit via Internet, et disponible partout (type «google mail», «yahoo mail», …) a illustré de manière très concrète les avantages qu’on pouvait attendre du «cloud computing».

Real Solutions propose depuis de nombreuses années avec suc-cès son logiciel d’archivage et de gestion documentaire AOF Xdm. Celui-ci a été conçu pour automa-tiser le traitement des documents et éviter toute manipulation inutile de papier.

La possibilité d’installation de ce logiciel dans un «cloud public» est en cours de finalisation, de manière à permettre aux PME de stocker l’ensemble de leurs archives électroni-ques dans un environnement sécurisé et décentralisé. Ceci leur permet de se débarrasser de l’ensemble des contraintes techniques et de ne payer qu’en fonction de l’usage.

miSE En pLaCE dE CLoUdS privéS

Les compétences techniques de Real Solutions ont permis la réali-sation concrète de «Clouds privés» notamment pour un ensemble de plus de 20 sociétés actives en élec-tricité industrielle à travers la France. Ce projet, entièrement géré par Real Solutions, a permis la mise en com-mun de logiciels aussi variés que la gestion de chantier, l’établissement des devis, la gestion des comman-des ainsi que la comptabilité et les salaires, pour l’ensemble de ces sociétés. Ces sociétés sont implan-tées sur la totalité de la France métropolitaine. L’offrE dE «managEd SErviCES» ?

Bien évidemment, il n’entre pas dans les intentions de Real Solutions ni de mettre en place de multiples data-centres, ni de créer un backbone international.

Dans le cadre d’un appel d’offres émis par une grande banque brési-lienne pour trouver une solution de «hosting» (hub européen) pour plu-sieurs de ses filiales, Real Solutions a conclu un partenariat gagnant avec Clearstream Services.

Clearstream Services fournit l’infrastructure physique et les compétences dans l’operating et le monitoring quotidien des services. De par l’existence des data centres et des solutions de monitoring, ainsi que l’utilisation du backbone de DeutscheBörse, une offre particu-lièrement concurrentielle a été mise en place : Real Solutions apportant son expertise en gestion de projet et des différents impétrants, ainsi que le support technique nécessaire à l’implémentation de certains softwa-res spécifiques.

La qualité, la convivialité de la colla-boration et la complémentarité des équipes ont été des facteurs déter-minants de la réussite de ce projet de référence.

Cloud Computing : haute performance et disponibilité accrue pour les pmE Les chefs d’entreprise ont pris conscience des défis qui se posent à leur informatique : mobilité, disponibilité permanente, sécurité sans faille. Leur infrastructure doit être à toute épreuve, et cela implique des investissements lourds et des compétences internes pour en assurer la gestion. Ils entendent que le Cloud Computing pourrait être une réponse à ces défis, mais beaucoup d’informations circulent à ce propos, et il est difficile pour les patrons de PME d’avoir une vision précise. Systemat, en tant qu’intégrateur Cloud indépendant, peut les accompagner à y voir clair et faire le pas vers cette nouvelle mouvance.

Le Cloud Computing offre de nom-breux avantages aux PME : maîtrise des coûts de leur informatique grâce à un paiement à l’utilisation, bascu-lement des dépenses informatiques d’investissement en capital vers les dépenses d’exploitation, sans oublier gain en agilité et en souplesse. «Si le patron de PME est convaincu des avantages qu’offre le Cloud Compu-ting, pas question de n’y aller que partiellement», explique Vincent Schaller, responsable de la straté-gie commerciale chez Systemat. «Il n’aurait pas d’intérêt à conserver une partie de son infrastructure et de ses applications sur site».

Systemat, dans son propre Data-center local, est capable de publier toutes les applications que l’on retrouve au sein des PME. D’abord, les applications de masse (la mes-sagerie par exemple) ; ensuite, les applications développées spéciale-ment pour le Cloud, comme certains CRM en ligne ; enfin les applications «Non-Cloud ready», comme un logiciel de comptabilité ou de ges-tion des stocks. Mais sans oublier la partie «utilisateur» ou la valeur

ajoutée de Systemat est de pouvoir interconnecter tous types d’appa-reils, qu’il s’agisse d’un portable, d’une tablette ou d’un Smartphone, tournant sur n’importe quel système d’exploitation. «C’est dans cette approche globale que le rôle d’inté-grateur de Systemat prend tout son sens», ajoute Vincent Schaller.

Complementary approaches of the two companies results in collaboration on a “shared private cloud”, tailored to the Luxembourg market.

IBM and LuxCloud early recognized the immense potential offered by cloud computing – the possibility of having a mutualized infrastruc-ture, in which a number of different systems are interconnected in private or public networks, enabling businesses to lower their costs and simplify the management of their IT environments. Cloud com-puting is one of IBM’s three worldwide priorities, along with business analytics and its vision for a “Smarter Planet.”

In addition to being secure and redundant, the cloud infrastructure complies not only with the strictest standards of the banks and insu-rance companies but also the various laws and regulations in effect in Luxembourg, including the requirements of the Supervisory Com-mission for the Finance Sector (CSSF) and the National Commission for the Protection of Data (CNPD). Such compliance makes the new infrastructure well suited to finance industry clients who are concer-ned about the traceability of their data, as well as to international and e-commerce customers, allowing them to secure their data and computer processes while also having a specific local anchor point. In previous installments of this ongoing conversation, we have talked about the need for information technology itself to become smarter. Despite enormous advances in computing power, the world’s IT infrastructure — already under severe stress from today’s computing tasks — could easily become overwhelmed by the onrushing complexity and unprecedented data generated by nearly a trillion instrumented and interconnected devices, objects, processes and people.

Fortunately, help is at hand. It comes in the form of a new model called “cloud computing,” in which processing, storage, networking and applications are accessed as services over networks — public, via the Internet; or private, via intranets. It makes possible a new level of system intelligence — also known as “service management” — with the potential to secure, authenticate, customize and just plain keep up with the coming wave of data complexity and volume.

Importantly, just as the clouds above us are differentiated — cirrus, stratus, cumulus — the smart clouds of a smarter planet will develop around particular tasks. They will be optimized for workloads as diverse as software development and virtual desktops, as smarter traffic management and smarter retail.

Some will enable entire business systems to function more smoothly. For instance, consider the company iTricity, which developed a ‘cloud services factory’ to provide computing resources to companies in Belgium, The Netherlands and Luxembourg. Customers can access new, secure, compliant resources in minutes, and only pay for what

they use today. Yet they have the flexibility to move quickly when they need more resources to meet the demands of tomorrow.

Some clouds will extend the capabilities of a smarter planet to communities with limited resources. Thanks to a private education cloud, the 12-year-old computers of the Pike County School System in eastern Kentucky now behave more like 2009 models. This has enabled the county to cut 62% of its schools’ end-user support costs, while providing equal access to education content across 27 schools. Most importantly, Pike’s 10,000 students can now access new courseware instantly — something that used to take more than a year.

And some clouds will help provide more secure and stable public services when it matters most. Following Hurricane Ike in 2008, Houston was plagued by downed trees and power lines — but the nonprofit human services agency Neighborhood Centers Inc., with its system data backed up in a cloud, didn’t suffer a single business disruption at any of its 20 facilities. Following the storm, the agency was back in business, providing support to families in need.
