    Guide to Creating an Emergency Response Plan

    Purpose: Emergency procedures ensure that responses to emergencies are prompt,

    organized and effective.

    Your company’s Emergency Response Plan must cover off these five key elements:1. Emergency responsiilities!. Emergency procedures". #ommunications$. %nvestigation&. Plan verification

    Read and ans'er the (uestions )'here indicated* in each of these five elements to helpuild your Emergency Response Plan.

    1. Emergency Responsibilities

    +uring emergencies, emotions can run high it is critical that emergency procedures aredistriuted to all employees and revie'ed fre(uently, so that everyone kno's 'hat theirrole is.

    Responsiility re(uirements include defining:

    • -ho is responsile for regular site inspections, including identifying potential

    hazards and corrective action.

    • -ho is responsile for irst/0id, including making sure trained personnel are

    on site and irst/0id its and e(uipment are properly maintained.• -ho is responsile for emergency and evacuation training of all personnel.

    • -ho is responsile for developing, revie'ing and updating emergency and

    evacuation procedures.

    • -ho is identified as Emergency Response 3eam 2eader.

    • -ho is responsile for contacting e4ternal emergency responders.

    • -ho is responsile for initiating the emergency response process )stop/'ork

    order, site containment, search/and/rescue and irst/0id procedures*.

    • -ho is responsile for e4ternal communications )communities, families, head

    office, media, etc.*.• -ho is the internal investigation team leader.

    2. Emergency Procedures

    3he 5ccupational 6ealth and 7afety Regulation re(uires 'ritten rescue and evacuationprocedures for a numer of different emergency situations, including 'orking inconfined8remote spaces, at high angles, near or over 'ater, etc.

    9ased on the 'ork site conditions identified in your site inspection, you must develop theappropriate procedures. 3hese procedures should include, ut not e limited to:

    2isting all potential hazards and their possile conse(uences. Preparing an inventory of resources needed for emergency response )medical

    supplies, rescue e(uipment, etc.* %dentifying evacuation routes for the 'ork site and surrounding area. #ontacting on/site irst/0id providers and the Emergency Response 3eam

    2eader. #ontacting e4ternal emergency responders, government and company

    representatives. 5n/site fire/fighting, rescue and medical evacuation.

    #ontainment of the hazard and8or location to protect people and theenvironment.

    9riefing and training 'orkers on emergency response, and conducting periodicdrills.

    7hut do'n and start up. Protection of vital records. #lean/up, investigation and return to 'ork.

    3. Communications

    #lear procedures and lines of communication must e put in place to enale emergency

    personnel to notify others on the 'ork site, company management and outsideemergency responders. 3hey’re also essential in helping the company provideinformation to families, communities and the media in a timely manner. #ommunicationsre(uirements include:

    +efining your internal, on/site emergency communications process. Ensuring all personnel are trained in that process. %dentifying 'ho is responsile for contacting e4ternal emergency responders. %dentifying 'ho is responsile for e4ternal communications 'ith the community,

    company, government, media, etc. %dentifying 'ho is responsile for developing and maintaining the emergency

    contact list. 3his list should include at least:

    o ire services, including orest ire serviceso Police 0mulance 7ervices

    o ;edivac and hospital services

    o ;unicipal and company representatives

    4. Investigation

     0n internal investigation team leader must e appointed. 3heir >o is to act as liaison'ith police, the 9# orest 7afety #ouncil, -ork7afe9# and other government agenciesto assist in the full investigation of any incident.

    3his individual is also responsile for the follo'ing:

    • 5verall control of the investigation team activities, from inception to

    completion.

    • Revie'ing the final report and making a presentation to senior management

    personnel on the investigators findings and recommendations.

    •  0s applicale, meet 'ith the family of any seriously in>ured 'orker)s* to

    discuss the incident and convey the company’s sympathy regarding theincident.

    . Plan !eri"ication
