PIANC USA was organized in 1902 withthe U.S. Army Corps of Engineers servingas the Secretariat located at the Institutefor Water Resources in Alexandria,VA. Itsgoal is to advance the sustainable devel-opment of shallow and deep-draft naviga-tion issues including dredging and dredgedmaterial disposal, navigation and portinfrastructure, recreational navigation andrelated environmental matters. PIANCUSA is chaired by the Assistant Secretaryof the Army (Civil Works); the President isthe Deputy Commander, U.S. Army Corpsof Engineers. upcoming conference has been organized to bring togetherthe nation’s and the world’s top professionals in the field ofhurricane response, ecosystem restoration and infrastructureprotection, including more than 200 private sector andgovernmental participants.

The four-day conference will include technical sessions, fieldtour opportunities, industry exhibits, technical short courses

and networking events. As part of the tours, you will have the opportunity to seeup close the latest innovations being undertaken at the Port of Mobile, as well as ongoing recovery of the Mississippi Gulf Coast from Hurricane Katrina. Since 2001, the National Oceanic and AtmosphericAdministration (NOAA) has been working with Gulf Coaststates to build a geospatial infrastructure to support numer-ous activities that rely on accurate heights. From construc-tion to research, navigation to recreation, restoration todevelopment, accurate heights play a critical role. Accuratestorm surge and inundation models are required for coastalmanagers and decision makers to develop evacuation, emer-gency response, and recovery plans. Surveys must be per-formed, and reliable and consistent elevation data must beavailable, before the rebuilding and restoration process canbegin. In an environment constantly impacted by regionalsubsidence, coastal storms, and erosion, it is a challenge toensure infrastructure data is accurate and up-to-date.

The Height Modernization program is a National planestablished by NOAA’s National Geodetic Survey (NGS)to provide a modernized process for obtaining accurateheights. Partnering with NGS, universities and local govern-ment entities and other Federal agencies in the Gulf Coastregion work to update the local geodetic infrastructure,develop models and tools for obtaining accurate heightsmore easily, and educate and build outside capacity forusers of geospatial data.

In this session, NGS and local partners will provide anoverview of activities throughout the Gulf Coast region andexplain how these programs serve a criticalneed, both before and after a hurricane.

Course Coordinator: Dr. Jeffrey Waters, Program Directorfor the Regional Sediment Management Program, Coastal &Hydraulics Lab/ERDC, US Army Corps of Engineers.

Regional Sediment Management (RSM) is a systems-basedapproach for collaboratively addressing sediment relatedissues within a regional context. Historically, dredged sedi-ment was placed in the most economical locations, whichwere often on the banks of rivers, or alongside the channelin rivers, bays and estuaries resulting in submerged featuresand island formations. More recently, environmental con-cerns over the effects of open water or unconfined place-ment resulted in sediment being placed in confined areaseither upland or in the water. Along coastal inlets, sedimentwas disposed of in deeper offshore waters.These practices,new and old, do not necessarily consider the regional sedi-ment transport processes and dynamics. Managing sedimentas a resource to benefit a region potentially lowers cost,allows use of natural processes to solve engineering prob-lems, and improves the quality of the environment. Underthe RSM concept, sediment is considered a naturalresource that provides environmental and economic bene-fits when it is managed effectively on a regional basis.

This workshop will provide detailed background informa-tion on several key topics that are critical to successfulimplementation of RSM strategies. Specific topics will incor-porate lessons learned from RSM implementation projectsin the USACE RSM Program and include:• Processes and Controls on Sediment Formation,

Transport, and Deposition• Engaging Stakeholders in Collaborative Planning• Regional Sediment Management Plan Development• Innovative Beneficial Use of Dredged Sediment• How Regional Sediment Budgets Inform Sediment

WORKSHOP #3 *:Analysis Techniques for Evaluating Coastal Impacts

Course Coordinator: Rose Dopsovic, enterprise coastalGIS (eCoastal) program manager for the US Army Corpsof Engineers, Mobile District.

The U.S. Army Corps of Engineers’ Joint Airborne LidarBathymetry Technical Center of Expertise (JALBTCX)began its National Coastal Mapping Program (NCMP) in2004. Immediately following completion of its 2004 surveymission, hurricane season hit the southeast US with avengeance. For the next two years, hurricane after hurri-cane struck the southeast and the NCMP collected datamany times following the storms, resulting in some amazingpre- and post-hurricane data. GIS tools and applicationswere developed to analyze these regional datasets, whichconsist of topographic and bathymetry lidar and RGBimagery to extract engineering, environmental and econom-ic information.

JALBTCX collects bathymetric and topographic lidar dataalong with RGB and hyperspectral imagery and providesGIS products from the native point and raster data thatincludes a seamless topo/bathy DEM, ortho-imagery, ashoreline position vector, building footprints, bottomreflectance, and a bare earth DEM. Based on input from theGIS community, these products target the needs of analystsand engineers so that their time may be spent workingwith information rather than generating information withwhich to work.

This technical workshop will focus on the procedures fordata manipulation, and introduction to the eCoastal tools, inan ArcGIS environment to extract impact information fromNational Coastal Mapping Program data to quantify engi-neering, environmental and economic impacts. Attendeeswill find a basic knowledge of ArcGIS helpful.
