3C DECCAN HERALD B Saturday, June 17, 2017 Metro Industries around Vrushabhavathy valley told to set up treatment plants BENGALURU: Following the di- rections issued by the Supreme Court, Karnataka State Pollu- tion Control Board (KSPCB) on Friday identified water-based industries around Vrushabha- vathy valley and its catchment area and directed them to set up effluent treatment plants at the earliest. The apex court had issued the orders on February 22, 2017, on a writ petition, direct- ing all industries to set up pri- mary treatment plants within three months. KSPCB chairman Laksh- man said that following the or- ders, the board identified 474 water-based industries in the catchment area which fall un- der various categories, leading till Byramanagala tank. The categories include surface treatment and electroplating, bulk drug and pharma, dyeing and washing, garment wash- ing, service stations, plastic re- cycling with washing, batteries, automobile and engineering. “The industries are required to treat and recycle the efflu- ents completely within the premises to comply with the di- rections issued by the Supreme Court. There should not be any discharge of untreated or treat- ed effluents into Vrushabha- vathy valley and into Byra- managala tank, directly or indirectly. Penal action will be taken against industries not complying with the directions or with the Air and Water (Preservation and Control of Pollution) Act, 1974,” he said. The industries have been list- ed out on the Board’s website- http://kspcb.gov.in. DH News Service BENGALURU: The High Court of Karnataka has stayed the or- der of the National Green Tri- bunal’s (NGT) principal bench, New Delhi, which had directed the civic authorities in Bengalu- ru to close down polluting in- dustries in the catchment area of Bellandur lake. NGT had passed the order on April 19, 2017, on a petition filed by Rajya Sabha member D Kupendra Reddy about in- dustries letting out untreated effluents into the lake leading to frothing and fire. Hearing a petition filed by Shashi Distilleries Pvt Ltd, a di- vision bench comprising Chief Justice Subhro Kamal Mukher- jee and Justice P S Dinesh Ku- mar also stayed the notice is- sued by Karnataka State Pollution Control Board (KSPCB) to the distillery to close down. KSPCB had issued notice to the distillery on May 12 follow- ing directions by the NGT. The petitioner has contended that KSPCB issued the notice with- out application of mind. The distillery challenged the NGT order on the grounds that it passed the order without ju- risdiction as the petition re- garding pollution in Bellandur lake has to be heard by NGT in the Southern Zone bench, Chennai. The petitioner contended that NGT’s order is against the provisions of the National Green Tribunal Act, 2010. Sec- tion 4 Sub-Section 3 specifies territorial jurisdiction of NGT. The petitioner sought direc- tions to quash the NGT and KSPCB orders. The bench also issued notice to the state gov- ernment, BBMP, Bescom, BWSSB and KSPCB in the mat- ter. Dr V Sudesh, principal and dean, University Law College, Bangalore University, however, told DH that the delay was caused by technical glitches in the software portal. “We distribute admission tickets online. We were sup- posed to distribute them yes- terday (June 15) but there was a delay as the server of the por- tal was down due to a trans- former burst in Sadashivna- gar,” he said. Dr Sudesh said the company that processes all its examination work, repaired it in the morning and all stu- dents were distributed hall tick- ets at 4 pm. However, the students claim they received the admission tickets only by 7 pm. Nikhil, (name changed) was more worried about whether the exam would happen or not as he had not received the admis- sion ticket. He said, “It is not the first time we are facing this problem. Every time we have an exam, this problem arises. Not only this, we are also made to spend time paying examina- tion fees and other related work only at the fag end of the semester when we are busy preparing for the exams.” Denying the allegations, Sudesh said, “I had made alter- native arrangements for per- mitting students with the stu- dent’s copy, if we were unable to distribute the admission tick- ets today. A student copy is a document that contains the de- tails of the exam that the stu- dent is appearing for.” However, the students de- mand that the officials put an end to all these problems. The revised fee is in- creased by a maximum of Rs 1,000 compared to the fee in the previous academic year. Private engineering colleges had asked for at least 10% hike in fee. But the government in- creased it between Rs 500 and Rs 1,000. The fee for BSc (Agri- culture) and BVSc has been in- creased by 15% and 40% respec- tively while the fee for other professional courses like B.Pharma and DPharma re- mains the same. However, the government has set a deadline and we will ad- here to it.” He added that after clearing weeds and checking inflow of untreated sewage, desilting will continue. KSPCB chairman Laksh- man said that apart from the expert committee’s recom- mendations, the Board is also following the Supreme Court orders directing all pollution control boards to ensure that water bodies are free from pol- lution. Besides, the Board fol- lows rules issued by the Min- istry of Environment and Forests through the Central Pollution Control Board. “We have been issuing clo- sure orders to industries around Bellandur lake and its catchment areas under sec- tion 33 (A) of the Air and Wa- ter (Prevention and Control of Pollution) Act, 1974. Accord- ing to the Act, the Board is em- powered to conduct inspec- tion and close down polluting industries around all water bodies,” Lakshman said. He has two sites and one house in Chikkaballa- pur, three houses and two shops at Mashtur village, gold articles worth Rs 5 lakh, silver articles worth Rs 1.5 lakh, one car and two bikes and Rs 21,000, all in Narasamma’s name. In Gangamma’s name, he has 1.6 guntas land in Chintamani taluk,2.7guntaslandatKariyap- panapalya , Kasaba hobli, three sites inChikkaballapur townand one bike. With regard to Vijay Kumar M Gudageri, the sleuths un- earthed three sites worth Rs 13.5 lakh in his wife’s name in Haveri, a duplex house worth Rs 50 lakh in Haveri, one car and three bikes. During the raid on Basavaraj Rudrappa Goudar, the sleuths unearthed details of 36 acres land, 13 sites, one SUV and gold ornaments worth Rs 30 lakh. The sleuths unearthed six sites, one car, one bike, gold or- naments worth Rs 5 lakh, silver articles worth Rs 30,000, do- mestic appliances worth Rs 4 lakh and 15 bank accounts dur- ing raids on Bannappa Kumar’s office and houses. The Governor, in a two-page letter to Siddaramaiah, has asked the chief minister to in- form him about on what action he would take against his Cab- inet colleague soon after the Supreme Court judgement on irregularities in acquisition of agricultural land in Vajarahalli and Raghuvanahalli, off Kanakapura Road in Bengalu- ru south taluk. Vajubhai Vala had recently taken objection to the continuation of Krishnappa as the Housing minister on the grounds that his name figures in a land scam. KSPCB withdraws its petitionThe Karnataka State Pollution Control Board on Fridaywithdrew its petition before the National Green Tribunalseeking the bench's clarification whether to allow the re-opening of industries near Bellandur lake which have notbeen discharging effluents into the water body, reportsDHNS from New Delhi.Since the Karnataka High Court had stayed the NGT pro-ceedings on Bellandur lake, KSPCB said it will withdraw itspetition. The NGT granted permission.Earlier, the NGT, while directing the KSPCB to close downall industries in the vicinity of Bellandur lake, ordered in-spection to check whether these units have set up effluenttreatment plants. However, KSPCB was unclear whether toallow industries, which were not discharging any effluentsinto lake to reopen, and sought NGT’s clarification.
