    Letter from the Director

    Dear Colleagues,

    Since we last met in 2009, the GW Solar Institute has grown in many ways: we have a larger network, we are working with

    a broader array o interests, and, most o all, we have added Debra Jacobson as Co-Director o the Institute. Despite the

    Institutes advancement, we meet here today to discuss many o the same issues acing solar energy; the solar option is real

    and ready to be deployed, and our nation and world need it.

    Lingering challenges to solar energy include: deployment hurdles like siting and transmission, hidden ossil uel subsidies,

    nancing diculties, integrating variable electric resources into the electric grid, unavorable utility ratemaking policies, and

    the development o a new inrastructure or ueling vehicles through electrication or solar-to-uel products.

    This year is diferent rom last in several important ways. The political climate is more constrained by scal limits, but the will

    to pursue solar energy is strong. Meanwhile, the average price o solar modules has declined substantially. As this continues,solar energy becomes an increasingly attractive option or reducing CO 2 and addressing energy needs. Perhaps the

    constrained political environment will see much more targeted, even more efective, solar solutions.

    Today is indeed about challenges but it is also about opportunities. We are here because we want to hear both the good and

    the bad because it is the only way we can nd new solutions.

    Sam BaldwinDr. Sam Baldwin serves as the Chie Technology

    Ofcer or the Ofce o Energy Efciency and

    Renewable Energy at the U.S. Department

    o Energy and a Member o the Board o

    Directors or the Ofce. In previous positions

    he has served with the White House Ofce

    o Science and Technology Policy (OSTP), the

    National Renewable Energy Laboratory, the

    Congressional Ofce o Technology Assessment (OTA), Princeton

    University, the U.S. Senate, and elsewhere.

    Dr. Baldwin is the author or co-author o 9 books and monographs

    at OSTP, OTA, DOE, and elsewhere, and more than 30 papers and

    technical reports on energy technology and policy, physics, and

    other issues. He is a Fellow o the American Association or the

    Advancement o Science and holds a doctorate in physics.

    Peg BarrattDr. Peg Barratt is Dean o the Columbian

    College o Arts and Sciences at The Georg

    Washington University, the oldest college

    the University. Departments and program

    are supported in the arts and humanities;

    social and behavioral sciences; and natura

    mathematical and biomedical sciences.

    Dr. Barratt served as Deputy Director o

    Clinical Research Policy Analysis and Coordination program at N

    (CRpac) until 2006, and beore that as Division Director or Behav

    and Cognitive Sciences and Program Director or Developmenta

    and Learning Sciences/Childrens Research Initiative at the Natio

    Science Foundation.

    Prior to her service at NSF, Dr. Barratt directed the Institute or Ch

    Youth, and Families at Michigan State University and was a mem

    the aculty o the University o Wisconsin-Madison or 19 years in

    Department o Human Development and Family Studies and s

    as department chair. She received the University o Wisconsin-Ma

    Distinguished Teaching Award in 1998.

    She received a doctorate in developmental psychology rom th

    University o Wisconsin-Madison, and received bachelors andmasters degrees in psychology rom Michigan State University

    She also holds a Master o Philosophy in psychology rom The

    George Washington University.

    Jerry BloomJerry Bloom is a partner at Winston and Strawn,

    LLP. He is chair o the irms energy, project

    development, and inance practice group

    and ocuses his practice on the development

    and operation o domestic and international

    independent energy projects, electric-industry

    restructuring and privatization, and mergers

    and acquisitions.

    Bloom has extensive experience in the negotiation o o-take

    and power purchase agreements, engineering, procurement, and

    construction contracts, operation and maintenance agreements,

    uel supply agreements, syndication, and agency agreements. He

    has assisted in the development and operation o energy projects

    in the United States, Mexico, Costa Rica, Brazil, Turkey, Pakistan,

    Indonesia, Australia, the Philippines, and China. He is also active in

    the development o small- and utility-scale photovoltaic and thermal

    solar acilities. He is also a member o the Advisory Board o the GW

    Solar institute.

    Bloom received a bachelors in psychology in 1974 and a masters

    in counseling in 1976 rom The George Washington University. He

    received a Juris Doctor rom the University o Miami School o Lawin 1980.

    Julie BlundenSince April o 2005, Julie Blunden has

    served as VP o Public Policy and Corporate

    Communications or SunPower, leading public

    relations, inancial relations, public policy,

    and market development. Prior to SunPower,

    Blunden was a consultant at KEMA-XENERGY

    on energy markets, renewable resources and

    policy to industry, utilities and state and ederal

    governments. In that role, Blunden supported the Schwarzenegger

    administration in developing the Million Solar Homes Initiative. In

    1997, she co-ounded Green Mountain Energy Company, a national

    retail electric supplier o renewable power.

    Blunden began her career doing development and acquisitions in

    the independent power generation business at the AES Corporation.

    She received a Master o Business Administration degree rom

    the Stanord Graduate School o Business and a bachelors rom

    Dartmouth College majoring in engineering, modiied with

    environmental studies. She serves on the board o directors at

    the Center or Resource Solutions and the Real Goods Solar Living

    Institute, as well as on the board o advisors or Vote Solar.

    Stuart E. Eizenstat

    Ambassador Eizenstat is head o the

    international practice o Covington and Burling

    LLP. His work at Covington ocuses on resolving

    international trade problems and business

    disputes with the U.S. and oreign governments,

    and international business transactions andregulations on behal o U.S. companies and

    others around the world.

    During a decade and a hal o public service in three U.S.

    administrations, Ambassador Eizenstat has held a number o key

    senior positions, including chie White House domestic policy adviser

    to President Jimmy Carter (19771981); U.S. Ambassador to the

    European Union, Under Secretary o Commerce or International Trade,

    Under Secretary o State or Economic, Business and Agricultural Aairs,

    and Deputy Secretary o the Treasury in the Clinton Administration

    (19932001).

    During the Clinton Administration, he had a prominent role in the

    development o key international initiatives, including the negotiations

    o the Transatlantic Agenda with the European Union (establishing

    what remains o the ramework or the U.S. relationship with the EU);

    the development o the Transatlantic Business Dialogue ( TABD) among

    European and U.S. CEOs; the negotiation o the Japan Port Agreement

    with the Japanese government; and the negotiation o the Kyoto

    Protocol on global warming, where he led the U.S. delegation.

    Scott Frier

    Scott Frier is the Chie Operating Oice

    or Abengoa Solar Inc., which has a 20-ye

    history o solar thermal R&D in Europe and

    developed several +25 MW solar thermal

    Frier had been in the oil and gas industry

    1988 when he became General Manager worlds frst commercial solar thermal pow

    acilitySEGS I and IInear Barstow, Cali

    He then moved on to become the General Manager o the iv

    Kramer SEGS or LUZ and aterwards, became the Chie Operatin

    Oicer o KJC Operating Company (KJC OC), the worlds large

    producer o solar energy, until it was sold at the end o 2004. Fri

    then served as President and CEO o Solargenix Operating Servi

    now Acciona Solar. During his tenure, Acciona developed the N

    Solar One Project, a 64 MW plant near Boulder City, Nevada. It w

    the frst large-scale parabolic trough plant constructed in the U

    sixteen years.

    Frier let Acciona Solar, to serve as Chie Operating Ocer o Abe

    Solar, where he is currently developing large-scale solar-therma

    projects in the U.S. Southwest as well as supporting other large-

    international developments.

    Arnold Goldman

    Arnold J. Goldman is the Chairman and

    Founder o both BrightSource Energy Inc.

    and BrightSource Industries (Israel), Ltd. (BSII).

    Goldman ounded Luz International, Ltd.

    and served as its Chie Executive Oicer. Luz

    International, Ltd. designed, constructed,inanced, and operated the worlds nine

    largest Solar Electric Generating Systems

    (SEGS) which, at the time, generated ninety percent o the worlds

    solar electricity. Goldman also co-ounded Electric Fuel Ltd., an

    electric battery/uel cell company listed today as Aerotech on the

    NASDAQ exchange. He was the Vice President o Engineering and

    co-ounder o Lexitron, the irst word processing company in the

    U.S. Raytheon purchased Lexitron in 1977.

    Goldman is the recipient o two international awards or hiscontribution to solar energy development. He holds numerous

    patents or his inventions and innovations. He holds a Bachelor

    o Science in engineering rom UCLA and a Master o Science in

    Electrical Engineering rom the University o Southern Caliornia.

    William R. Gould Jr.

    Gould serves as the Chie Technical Ocer

    or SolarReserve. He brings more than thirty

    years o technical experience to SolarReserve

    in the areas o engineering, procurement and

    construction o power plants and power related

    systemswith the last twelve years o his careerlargely dedicated to solar energy installations.

    Goulds highly regarded solar energy expertise

    includes extensive easibility work, design, construction, cost

    estimating, and fnancial due diligence on various concentrating

    solar thermal power plant technologies, including power tower and

    solar trough designs. This work includes acilities in development,

    construction and in operation in the U.S. as well as installations in

    Europe, Arica the Middle East, and Latin America.

    Gould served as Project Manager o the Solar Two project built in 1997near Barstow, Caliornia by the U.S. Department o Energy. This highly

    successul demonstration acility was the largest thermal power tower

    installation at the time and utilized molten salt technology or energy

    capture and storage, similar to SolarReserves current technology.

    Gould received Bachelor o Science and Master o Science degrees

    in mechanical engineering rom Brigham Young University and is a

    licensed Proessional Engineer in a several states.

    Debra JacobsonDebra Jacobson joined the Solar Institute as

    Co-Director in September 2009. She has worked

    in the felds o energy and environmental law

    and policy or more than 30 years or more than

    25 years, Jacobson worked in the legislative and

    executive branches o the Federal government,including 16 years as a sta member on the

    House Committee on Energy and Commerce

    and 6 years as a legislative aide to a member o the Committee.

    In addition, Jacobson served or ive years as a senior advisor and

    in special assistant positions in the Oce o the Secretary, the Oce

    o Energy Eiciency and Renewable Energy, and the Oice o

    Environmental Management at the Department o Energy.

    Since 2002, Jacobson has taught Energy Law at the GW Law School

    and worked as an independent consultant on energy and climateissues. She was a ounding member o the Womens Council on Energy

    and the Environment in 1981 and currently serves as an Advisor to the

    REIL Project and as a Member o the DOEs Wind Powering America

    Strategy Committee.

    She earned a Juris Doctor rom The George Washington Law School

    and a Bachelor o Arts in environmental studies rom the University

    o Rochester. She is a member o the Bar in both New York and

    Washington, D.C.

    Steven KnappSteven Knapp became the 16th presiden

    The George Washington University on Au

    1, 2007. A distinguished scholar with nea

    30 years o experience in higher educatio

    administration, Dr. Knapp previously serv

    provost and senior vice president or acaaairs at The Johns Hopkins University.

    As president, Dr. Knapps priorities include enhancing GWs

    partnerships with organizations and agencies throughout the

    nations capital, increasing the institutions preeminence in resear

    addressing the aordability o higher education, and strengtheni

    connections with its lielong and worldwide community o alu

    He also has convened task orces on sustainability and campus

    saety and security.A specialist in 18th- and 19th-century English literature and lite

    theory, Dr. Knapp served or 16 years on the aculty at the Univ

    o Caliornia, Berkeley, where he held leadership positions in t

    Department o English and on university committees. Dr. Knap

    earned a masters degree and doctorate rom Cornell University

    a Bachelor o Arts degree rom Yale University.

    Stuart LichtDr. Licht is Proessor o Chemistry in The

    George Washington University Columbian

    College o Arts and Sciences and is a ounding

    member o the GW Institute o Basic Energy

    Science and Technology. His current research

    ocuses on the generation o uels romsunlight, and he has published numerous

    articles on the subject, which have been

    eatured in the Journal of Physical Chemistry.

    Prior to coming to The George Washington University, Dr. Licht served

    as a Program Director in the Chemistry Division o the National Science

    Foundation. He also held proessor positions at Technion Israel Institute

    o Technology, Clark University, and the University o Massachusetts,

    Boston, where he served as Chair o the Chemistry Department rom

    2003 to 2006.

    Dr. Licht earned his doctorate rom the Weizmann Institute o Science

    and a bachelors degree in chemistry and a masters in physics rom

    Wesleyan University.

    John LushetskyJohn Lushetsky is the Manager o the

    U.S. Department o Energys Solar Energy

    Technologies Program (SETP) with responsibility

    or all solar technology development, grid

    integration, and market transormation activities

    under the Solar America Initiative announced byPresident Bush in 2006. His career has included

    signiicant technology development and

    commercialization roles with both start-up and Fortune 500 companies.

    Lushetsky was previously with Corning, Inc., where he held a number

    o senior positions with responsibility or strategic marketing,

    account management and business development activities. Most

    recently, Lushetsky was responsible or developing new strategic

    business opportunities in the solar technologies as well as the

    computer electronics, medical device and lie science, and waterpurifcation industries.

    Prior to Corning, Lushetsky was with Electrosource, Inc., an Austin,

    Texas-based start-up developing an advanced battery technology or

    electric and hybrid vehicles. While with Electrosource, Lushetsky had

    responsibility or marketing, business development and company

    fnancing activities.

    Lushetsky holds a Master o Business Administration in international

    business rom The George Washington University, and a bachelors andmasters degree cum laude in engineering science rom the University

    o Florida.

    David MillerDavid B. Miller is President o DuPont Electronics

    & Communications. Miller joined DuPont in

    1981. He began his career with DuPont at

    the Savannah River Plant in Aiken, S.C., where

    he held several positions in engineering and

    manuacturing. He then moved into theDuPont Electronic Materials business where

    he held assignments in sales, marketing, and

    business management, including Managing Director o the Asia Pacifc

    Region. Upon his return rom Asia, Miller became a Director in DuPont

    Investor Relations. He was named Vice President and General Manager,

    DuPont Electronic Technologies in January 2001. In June 2007, he was

    named group Vice President o DuPont Electronic & Communication

    Technologies. He assumed his present position in October 2009.

    Miller is also a member o the Semiconductor Equipment and MaterialsInternational (SEMI) North America Advisory Board, serving on the

    public policy subcommittee.

    He received a Bachelor o Science in electrical engineering rom the

    University o Virginia.

    Chris MyersChristopher D. Myers was appointed Vice

    President o Government and Energy Prog

    or Lockheed Martin Mission Systems & Se

    (MS2) in January 2010.

    In this role, he is responsible or ensuring M

    business strategies are properly coordinate

    and executed in conjunction with Lockhee

    Martins Corporate Washington oce. Myers also leads MS2s entr

    into the renewable energy market as the capture executive or En

    Generation and is responsible or establishing and growing MS2s

    presence in this feld.

    Previously, Myers was Vice President, Business Development, whe

    was responsible or new business acquisition, technology researc

    development or MS2 pursuits. He has also served as Vice Preside

    Advanced Programs, with responsibility or leading MS2s eorts

    in developing advanced sensors and weapons systems or surac

    combatant ships. Beore that role, he was Vice President, Seabase

    Missile Deense Programs, which included overseeing Aegis Ballis

    Missile Deense.

    Myers joined Lockheed Martin ater a distinguished career with th

    U.S. Navy. He earned a bachelors degree in political science rom

    University o Colorado at Boulder and a Master o Public Administ

    degree rom Cornell University.

    Donald PaulDr. Donald Paul is the Executive Director o the

    University o Southern Caliornia Energy Institute,

    where he also holds the William M. Keck Chair in

    Energy Resources. The USC Energy Institute was

    launched in 2008 to create a university-based

    ramework to support and expand opportunitiesin energy-related research, education, and public

    policy development.

    Dr. Paul had a distinguished career at Chevron, retiring in 2008

    as the corporations Vice President and Chie Technology Oicer.

    During his 33 year tenure at Chevron, he held a variety o positions in

    research and technology, exploration and production operations, and

    executive management, including service as president o Chevrons

    Canadian subsidiary. As Chevrons Chie Technology Ocer, he was

    responsible or the corporations three major technology subsidiaries:Energy Technology, Inormation Technology, and Technology Ventures.

    He was extensively involved in orming external research and

    technology partnerships between Chevron and major universities,

    governments, and businesses.

    Dr. Pauls public service record is expansive, and he was recently

    recognized or his career contributions as a recipient o the USC Viterbi

    School o Engineerings Distinguished Service Award and an honorary

    Doctorate o Engineering rom the Colorado School o Mines.

    .

    Rhone ReschRhone Resch is President and Chie Executive

    Ocer o the Solar Energy Industries Association

    (SEIA). At SEIA, Resch is responsible or all

    aspects o the associations operations and

    implementation o SEIAs strategic priorities.

    Resch is a registered lobbyist with more than15 years o experience working in clean energy

    development and climate change issues. Prior

    to coming to SEIA, he was Senior Vice President o the Natural Gas

    Supply Association, a trade association that represents both major

    and independent companies that produce and market natural gas.

    In addition, he has served as Program Manager at the EPAs Climate

    Protection Division in the Oce o Air and Radiation, developing

    energy eciency programs to reduce greenhouse gas emissions and

    hazardous air pollutants rom the petroleum industry.Resch has also supported the U.S. Department o Energys

    Environmental Management Program, evaluating the energy eciency

    o industrial operations and reviewing regulatory compliance with

    respect to Superund, the Resource Conservation and Recovery Act,

    the Toxic Substance Control Act, as well as the Clean Water Act, Clean

    Air Act, and the Occupational Saety and Health Act.

    He received a Master o Public Administration degree in management

    rom Syracuse Universitys Maxwell School, a Master o Environmental

    Engineering rom SUNY Syracuse, and a Bachelor o Arts rom theUniversity o Michigan.

    Scott SklarScott Sklar is President o The Stella Group, a

    strategic marketing and policy frm or clean

    distributed energy users and companies. The frm

    specializes in blending technologies and fnancing

    or projects, assisting companies to scale-up

    market penetration, and acilitating ederal andstate polices to expand markets. He joined the

    company ull-time as its President in 2000.

    For fteen years, he was simultaneously the Executive Director o

    the Solar Energy Industries Association and the National BioEnergy

    Industries Association. Sklar also served as Political Director o the

    Solar Lobby, ormed by several national environmental groups, and

    co-ounded the Congressional Solar Coalition, which helped drive

    legislation or renewables in the 1970s. His co-authored book,

    A Consumer Guide to Solar Energy, was re-released or its third printing,and his co-authored book, The Forbidden Fuel: Power Alcohol in the

    Twentieth Century, was updated and re-released in early 2010 by

    University o Nebraska Press.

    Sklar serves on and chairs numerous industry and non-proft boards.

    Sklar will join The George Washington University in September 2010

    to teach a course on sustainable energy within the Columbia College

    o Arts and Sciences.

    Maja WesselsMaja Wessels leads First Solars governmen

    aairs, sustainable development and

    community relations activities globally

    Wessels joined First Solar as Vice President

    Government Aairs or the Europe, Middle

    and Arica region in May 2008 ater servingyears as Senior Vice President o Governme

    Aairs at Honeywell or the EMEA region a

    three as President, United Technologies International Operations

    Europe. Wessels chaired the American Electronics Industry Assoc

    Europe rom 2006 to 2007 and prior to that served as President o

    American Chamber o Commerce to the EU rom 2003 to 2007. F

    1997 to 2000 she was Vice President o Government Aairs in Eur

    Daimler Chrysler.

    Wessels received a bachelors degree rom Dartmouth College. Salso holds a masters degree in international economics and Euro

    studies rom the School o Advanced International Studies at The

    Hopkins University.

    Ken Zweibel

    Ken Zweibel has almost 30 years experience

    in solar photovoltaics. During his 26 years at

    the National renewable Energy Lab (NREL),

    Zweibel led their development o thin lm PV,

    serving as program leader or the Thin Film PV

    Partnership Program until 2006. The Thin FilmPartnership worked with most U.S. stakeholders

    in thin ilm PV (companies, universities,

    scientists) and is oten credited with being important to the success

    o thin lm PV in the U.S. Zweibel subsequently co-ounded and

    became Chairman and President o a thin lm CdTe PV start-up,

    PrimeStar Solar, a majority o which has been purchased by General

    Electric. Zweibel authored the Solar Grand Plan, an article appearing

    in Scientic American (January 2008).

    Since July 2008, Zweibel has been Director o the Solar Institute atThe George Washington University in Washington, D.C. The Institute

    conducts research into the economic, technical, and public policy

    issues associated with the development and deployment o solar

    energy to meet global energy and environmental challenges. Zweibel

    has been on the Steering Committee o the DOE Solar Vision since

    June 2009, when it began an efort to develop a deployment plan or

    solar through 2030. Zweibel also keeps an active blog on solar energy,

    thesolarreview.org.
