About the projectGympie Regional Council (GRC) is committed to improving the waste management strategy to deliver sustainable environmental solutions to our community.

This project is a partnership between GRC Waste Services, artists and the community to contribute to making the Gympie region being the natural choice to live, work and play.

The GRC is inviting artists of the Gympie region who can work with the community to submit expressions of interest in a Public Art project. The project is for the painting of enclosures to house wheelie bins on rural roads.

We are calling on artists from the regional centres including Gympie, Mary Valley, Kilkivan/Goomeri, Tin Can Bay/Rainbow Beach, and Curra/Gunalda/ Anderleigh to work with their specific communities.

The Project will be managed by Joolie Gibbs, Gallery Coordinator for the Gympie Regional Gallery (GRG) in collaboration with GRC Waste Services Branch.

Bin spaces and useCouncil provides wheelie bin services to households and businesses in rural areas of the region. The services that Council provides encourage household recycling and are a convenient and efficient method of waste removal.

There are some roads where Council is not able to provide a kerbside wheelie bin service due to road conditions, bridge load limits, vegetation, road ownership, etc. In order to provide services to residents in these locations, Council will provide a communal bank of bins in a nearby accessible location (usually a nearby intersection). The bank of bins concept will enable residents to enjoy the benefits of a wheelie bin service where they have not previously been able to.

Because the enclosures will be in prominent locations on rural roads, the appearance of the enclosure will be critical to maintaining the aesthetic quality of the area for residents and visitors.

There is the opportunity to design on the three sides of the enclosure wraparound. See images below.

Budget The total ‘Bin’ project budget allocation is $20,000. This amount is inclusive of community artist fees of $60ph (from National Association of Visual Artists), project costs (administration and publicity), and materials.

No payment is being offered for an expression of interest.

Process

Stage 1: ShortlistingA Public Art Advisory Group (made up of representatives of the main project, the committee and the Project Manager) will shortlist all expressions of interest. Expressions will be assessed against the criteria of artistic merit, relevant experience, track record and management, although there could be the opportunity for skill development for aspiring community artists.

Stage 2: MeetingA detailed briefing meeting for shortlisted artists will be coordinated (face-to-face where possible) before they begin work.

Stage 3: Design developmentSelected artists will be required to work with the community to develop ideas and themes around site specificity, and actively involve the community in the production of the artwork where appropriate, or transcribing their ideas into paint.

Selection criteriaEach artist is assessed as follows:

• Application submitted in correct form with all requirements.

• Artistic merit, relevant experience.

• Suitability to create required public artwork (management processes).

• Relevance and impact on the community.

Submission requirementsAll applications to be submitted by 15 January 2016.

All submissions must address the following requirements:

• Completed Expression of Interest Form.

• Cover Letter and short artist statement.

• Curriculum Vitae, no more than two pages.

• Portfolio (Limit 5 images of relevant artworks/public art).
