Abt Associates is thriving!

Our mission to improve the quality of life and economic well-being

of people worldwide is the foundation for everything we do here

at Abt Associates . We now have 2,700 colleagues working in more

than 60 countries, and whether we are evaluating housing and

health programs or analyzing the impact of environmental regulation

here in the United States, strengthening health financing and

governance in developing countries or assessing barriers to trade in

West Africa, our mission unites us .

We rebranded our survey and data collection

business, Abt SRBI, which has tripled in scale

since joining us five years ago . We are pleased

to announce that Scott Royal, division vice

president for U .S . Health since 2008, was

named President and CEO of Abt SRBI effective

April 1, 2013 . Mark Schulman has transitioned

from CEO to Founding Partner and Chief

Research Officer, responsible for overseeing

project execution and client relationships .

Co-founder Al Ronca will continue as Chief

Operating Officer . Together, Scott, Mark and Al

will take Abt SRBI to even greater heights .

February 2015 will mark a very important

milestone for our company—the celebration of

our 50th Anniversary . Throughout our 50th year,

beginning in February 2014, we will reflect on the

impact we have had since 1965 and look ahead

to how we can best continue to improve the

quality of life for people throughout the world .

We continued to grow this year, winning record

amounts of the complex, multidisciplinary work

for which we are known—both important new

projects and major rebids . Clients regularly praise

the quality of our execution and the added value

provided by our staff . And we continue to attract

top talent who are dedicated to our mission .

In the following pages, we report on 25 of the

nearly 400 projects we are implementing around

the world and how they are making a difference

in people’s lives .

Milestones

A major milestone this year was the acquisition

of JTA International, an Australian health and

social sector consulting firm now known as

Abt JTA . There is a remarkable alignment of

project portfolios, values and culture between

JTA and Abt Associates, and this partnership

will further our mission in Asia-Pacific, while

benefiting our company, our clients and staff in

every division .

A Focus on Quality, Impact and Innovation

Everyone at Abt Associates is focused on

executing our projects with excellence, which is

especially important in an uncertain marketplace .

We continue to win high marks from clients for

the quality of our research and implementation

work, and our emphasis on impact and return for

our clients’ investment . Leveraging capabilities

across our divisions and subsidiaries is critical to

maintaining our quality edge even as we look at

ways to increase cost competitiveness .

Along with quality and impact, innovation is

one of the drivers of reputation, and this year

we held our first Innovation Expo, a dynamic

gathering which highlighted tools and methods

that can be used on projects across our broad

client portfolio . The 10 innovations presented this

year are highlighted in this report .

We believe that sharing knowledge is vital

to advance the fields in which we work

and to inform public policy . Our thought

leaders are speaking, writing, convening, and

meeting on cutting-edge substantive and

methodological issues . We named three new

Senior Fellows this year: Carlos Cuellar, M .D .

and Thierry van Bastelaer, Ph .D . from our

International Health division

and Danna Mauch, Ph .D ., from

the U .S . Health division, and

we will continue to invest in

the growth and professional

development of our staff .

Despite market challenges, we remain a healthy

and growing company . Our ESOP share price

increased 23 percent to $374 per share, and

our revenue grew 18 percent to more than

$550 million .

We are grateful to our clients and partners for

their continued support of our mission and to

our Board for their commitment and guidance .

We also want to thank our dedicated staff,

who continue to perform at the highest levels,

both technically and in client service . It has

been a very good year, and we are proud of the

As America continues to struggle to

improve access to quality healthcare

and, perhaps more daunting, find

the means to fund it, policy decisions at

local, state and national levels take on even

greater importance . Having the information

to make informed decisions on prevention

approaches, accessing current models

for treatment and gaining insight into the

barriers of changing behavior are critical to

ensuring those policies are well founded.

Abt Associates is integral to this process—

finding answers, shaping policy, improving

delivery methods and working to advance

the overall health and well-being of citizens

across the United States .

Improving the Quality of Nursing Homes Nationwide

To help consumers shop for a Medicare-certified nursing home, Abt Associates assisted the Centers for Medicare & Medicaid Services in 2008 to develop the Five-Star Quality Rating System that is part of CMS’ Nursing Home Compare website. The assessment tool, commended last year by the General Accounting Office, provides a transparent portrait of nearly 16,000 facilities nationwide, ranking their performance based on annual health inspection surveys, staffing levels and other quality measures. In addition to assisting families and caretakers in easily comparing nursing facilities, the rating system has motivated providers nationwide to improve their quality.

In the past three years, Abt has tracked the steady increase of four-and five-star facilities.

Informing the CDC on Flu Vaccination Strategies

With seasonal influenza claiming tens of thousands of American lives each year, the Centers for Disease Control and Prevention (CDC) has made it an annual priority to communicate the importance of vaccination. Particularly in high-risk groups, such as healthcare workers and pregnant women, it is important for CDC to understand who isn’t getting vaccinated and why. For that task, CDC turned to Abt Associates. Over the winter of 2011-12, Abt conducted in-depth surveys to gauge vaccination coverage and identify potential barriers. The recently published findings informed CDC communication strategies to encourage vaccination of these groups in an effort to save lives.

Evaluating the Effectiveness of Developmental Interventions for Children

Since 2008, Project LAUNCH, a federal grant program administered by the Substance Abuse and Mental Health Services Administration (SAMHSA), has been conducting pilot programs in 35 communities across the country to promote the social, emotional, behavioral and cognitive development of children from birth to eight years of age. To date, more than 3,100 families have been served. On behalf of SAMHSA and the Administration for Children and Families, Abt Associates is conducting a cross-site evaluation to determine the program’s effectiveness at improving developmental outcomes for young children. The final report, due in September 2013, promises to offer evidence on how communities can enhance programs and services for young children.

Determining which HIV/AIDS Programs Hold the Most Promise for High-Risk Groups

While the annual number of new HIV cases has remained relatively stable over the past decade, approximately 50,000 per year, certain subgroups have been disproportionately affected. Substance abuse and mental health issues both contribute to a much higher rate of HIV, yet these are groups that often go undiagnosed and untreated. In order to better serve this high-risk population, SAMHSA has funded 11 Metropolitan Statistical Areas to develop model programs that integrate substance abuse, mental health and HIV care. Abt Associates is conducting a cross-site evaluation to identify which of these models hold the most promise in treating high-risk groups.

Considering the breadth of the

medical knowledge at our fingertips

today, it’s inconceivable that much

of the world’s population continues to

suffer from diseases and health problems

that could be treated, if not prevented,

with the most basic of care . The barriers

to delivering these life-saving services are

often man-made, the result of ineffective

policies, inefficient practices, cultural

beliefs and economic instability . Working

closely with public and private partners in

more than 50 countries, Abt Associates

identifies those impediments to quality

healthcare and provides evidence-based

analysis and solutions to effectively

address them, and thereby improve lives.

Strengthening Health Systems and Improving Sustainable Healthcare in 51 Countries

Reducing deaths from infectious diseases, improving health services for mothers and children, and expanding access to quality healthcare are dependent on strengthening health systems globally. To that end, in 2006, USAID launched Health Systems 20/20, drawing on Abt Associates’ expertise in health financing, governance, human resources and capacity building. In six years, Abt responded to more than 250 requests for program activities in 51 countries, tailoring each to local realities, bringing down barriers to delivery and building capacity to provide high quality health services.

The September 2012 final report outlines accomplishments in eight key areas, offers lessons learned and provides clear evidence that increasing the ability of countries to strengthen their health systems is a critical step toward achieving sustainable healthcare.

Reducing Childhood Deaths from Diarrheal Disease in Ghana

Of every 1,000 babies born in Ghana each year, 80 die. Many of those deaths are due to diarrheal disease that is eminently treatable. To address this issue, Abt Associates’ USAID-funded Strengthening Health Outcomes through the Private Sector (SHOPS) Project launched a comprehensive program to increase awareness, ensure widespread availability of treatments such as zinc and oral rehydration solution (ORS), and update the diarrhea management skills of nearly 10,000 private sector midwives, clinical officers, pharmacists and licensed chemical sellers. Prior to the campaign, only 1.3 percent of caregivers were using the appropriate treatment. A subsequent study among those trained in the program revealed that 44 percent recommended zinc and 80 percent recommended ORS to caregivers of children with diarrhea.

Expanding Abt’s Community-Based Malaria Prevention Model in Ethiopia

Malaria accounts for up to 30 percent of deaths of children under five in Ethiopia. Tragically, in epidemic years, mortality of nearly 100,000 children is not uncommon. USAID turned to Abt Associates to lead an Indoor Residual Spraying (IRS) program, and in 2012, 1,506,273 Ethiopians were protected. To improve the sustainability of the program, Abt trained community health workers in one district to lead IRS. The community-based model is expected to produce savings of 40 percent due to lower transportation costs, and using local workers led to strong feelings of ownership and high acceptance of IRS by the community. As a result, the President’s Malaria Initiative asked Abt to expand the model to six additional districts in 2013, and the government of Ethiopia is now preparing to replicate it in all IRS regions it directly manages.

Improving Maternal and Neonatal Health in Zambia

With only 47 percent of births attended by a skilled health worker, Zambia’s maternal and natal mortality rates are among the world’s highest. As part of the USAID-funded Zambia Integrated Systems Strengthening Program, Abt Associates is collaborating with the American College of Nurse-Midwives to form and train Safe Motherhood Action Groups (SMAGs). More than 1,350 members in 11 districts have been enlisted and schooled on how

to recognize a pregnancy complication, what to do when they see one, and how to administer simple life-saving actions. Starting from zero referrals to health institutions prior to the program, SMAG members in one district referred 189 women for institutional deliveries, 207 neonatal cases for post-delivery follow-up and 22 neonatal complications to health facilities within the first four months—evidence that this program is having the desired effect of improving maternal and neonatal care in Zambia.

Using Technology to Guide Health Reform in the Republic of Georgia

Like many developing countries, the Republic of Georgia traced many of its health system challenges to information gaps. To address this weakness and increase the government’s capacity to guide and monitor health reform, USAID and the Ministry of Labour, Health and Social Affairs retained Abt Associates to develop a unified Health Management Information System (HMIS) to connect government agencies, health providers, insurers, pharmacies and the general population through user-friendly modules. The HMIS currently handles data from 155 primary healthcare providers, 1,200 rural doctors and 12 insurance companies. The system has already enabled the government to expand health insurance coverage from 50 percent to 100 percent of the population in one year, reduce costs by identifying patient duplications, and is empowering patients to make informed decisions about healthcare options.

Reducing Vector-Borne Disease in Solomon Islands and Vanuatu

The Australian government is working closely with Solomon Islands and Vanuatu to shrink the geographic incidence of malaria and, ultimately, eliminate it from those island nations. To assist with implementing the initiative and mobilizing community involvement, a consortium led by the University of Queensland has retained Abt JTA.

With a goal of reducing malarial deaths to zero in 2014, the program has rolled out training and monitoring plans for all sectors of the population, from primary school students and teachers to government employees and village healthcare workers. In addition, the initiative has improved inter-agency collaboration around key social issues, such as waste management at health facilities. Final statistics are not in, but both island nations experienced a decrease in the number of malaria deaths during 2012.

Strengthening Healthcare in the Remotest Areas of Papua New Guinea

The North Fly District of Papua New Guinea consists of 17,000 square kilometers of dense jungle subject to almost constant rainfall. It’s also home to the country’s largest employer, Ok Tedi Mining Limited (OTML), and has a population in excess of 70,000. The environment, coupled with limited road access, has resulted in a high mortality rate among district residents. The North Fly Health Service Development Program (NFHSDP), an initiative of OTML managed by Abt JTA, is a multi-faceted, districtwide program designed to strengthen local healthcare systems. Among its achievements in 2012: 6,907 children were immunized, newly formed health patrols visited more than 76 villages, 47,630 bed nets were distributed, and NFHSDP assumed management of the District hospital—raising standards not seen in the area for more than 20 years.

A nation’s social and economic prosperity are inextricably linked . It

is virtually impossible to have one

succeed if the other fails . Since our founding

quality of life . Whether it’s implementing

evidence-based solutions to reduce

homelessness, improve income security or

enhance educational outcomes, we provide

policymakers and community leaders with

the knowledge, information and technical

skills to tear down barriers, bridge

philosophical divides and improve lives.

Reducing Homelessness among Veterans

Veterans make up only 10 percent of the adult population, but account for 13 percent of all homeless adults. It’s estimated that on a single night in January 2012, 62,619 Veterans were homeless in the United States. Working on behalf of the Department of

Veterans Affairs (VA), Abt Associates is helping nonprofit grantees of the VA’s Supportive Services for Veteran Families (SSVF) program design and implement best practices to prevent and end homelessness among our nation’s Veterans. In its first year, approximately 21,100 Veteran households, with over 35,000 adults and children, received assistance nationwide; 88 percent of the persons who exited the program either maintained or obtained permanent housing. These results are especially promising given the number of Veterans slated to return to civilian life over the next decade.

Ensuring Reading Interventions for Teens Are Rigorously Evaluated

Recognizing the urgent need for credible evidence of effective strategies for addressing the literacy crisis among the nation’s middle and high school- age students, the U.S. Department of Education’s Institute for Education Sciences (IES) turned to Abt Associates to provide technical assistance to

local evaluators of 16 programs funded by the Striving Readers Grant Program. Each evaluation funded under Striving Readers—a discretionary grant program focused on improving the reading achievement of teenage students—was shown to meet the highest standards of scientific evidence. Abt’s technical assistance helped guarantee that the research resulted in top quality evidence on which policy decisions can be made.

Increasing Fruit and Vegetable Consumption among Low-Income Children

Today, one in three American children is overweight or obese. As part of a Congressional mandate to create healthier school environments by providing healthier food choices, the USDA launched a program to introduce elementary school children in low-income schools to a variety of fresh fruit and vegetable snacks. Tasked with rigorously evaluating the results, Abt Associates found a significant increase in fruit and vegetable consumption among students in participating schools. While 80 percent of the increase was due to higher consumption during school hours, another 20 percent was due to consumption out of school— clear evidence that it is possible to change diet within low-income school environments.

Gauging the Impact of Health Profession Opportunity Grants

In order to address the shortage of skilled healthcare workers in the U.S., the Administration for Children and Families has launched a federal grant program, Health Professional Opportunity Grants (HPOG), to train low-income adults for careers in healthcare. Career training for close to 30,000 individuals is being conducted by 32 grantees in 23 states. A groundbreaking study currently underway by Abt Associates, along with the Urban Institute, will determine the extent to which HPOG grantee programs help low-income adults complete training and obtain jobs in the healthcare industry. Importantly, it will also explore how certain practices and policies are associated with variations in participant impacts, contributing to future program design.

Declines in air quality and extreme

climate events that are endangering our

ecosystems, economic prosperity and the

health of people worldwide . These

very real threats have led government

agencies and multilateral banks to rely

on Abt Associates for cutting-edge

regulatory and economic analyses, health

and ecological risk assessments, water

resources management, and insight in

developing localized solutions to restore

and maintain ecosystems, facilitate

behavior change, improve public health,

and promote climate mitigation and

adaptation strategies.

Identifying Potential Flood Risks in the U.S.

Floods affect more people than any other type of natural disaster and, in the U.S., have accounted for more than 85 percent of counties being

declared disaster areas over the past 50 years. Now, for the first time ever, the U.S. Army Corps of Engineers has a tool that highlights areas of high flood risk, and determines what is driving that risk; the potential for community resiliency; and where best to designate resources to the greatest effect. This knowledge comes from the National Flood Risk Characterization Tool developed by Abt Associates. At a time of budget restrictions, this tool allows the Corps to target its limited flood reduction funds to the greatest effect.

Assessing the Economic Impact of Climate Change on Coral Reefs

Beyond their role as a breeding ground for many of the ocean’s fish and other species, coral reefs provide the world with resources and services worth billions of dollars. To clearly understand the impact global warming is having on this beautiful and diverse ecosystem, EPA turned to Abt Associates. Abt developed the first of its kind ecological-economic

These projections will be valuable in determining the long-term economic and social cost of carbon dioxide emissions on coral reefs and oceanic food supplies, and be key driving solutions that minimize future climate change.

Contributing to Historic Climate Change Legislation in Mexico

The USAID-funded Mexico Competitiveness Program, led by Abt Associates, has played a key role in making Mexico the second country in the world to pass comprehensive national climate legislation. As part of this effort, the Mexican government has relied on Abt’s web-based technology, which helps manage climate change actions and programs, consolidates reporting, and verifies the progress of climate change initiatives, adding an unprecedented level of accountability to low emissions development efforts. The Mexican Senate’s Chair of the Environment Commission thanked the Abt-led project for assistance that informed the country’s new General Law on Climate Change—particularly for provisions on greenhouse gas inventories, a greenhouse gas registry and economic instruments. With this new legislation, Mexico is actively taking the lead in building climate change mitigation approaches and creating an economy open to green technologies.

Protecting Air Quality on Tribal Lands

With Indian tribes’ close connection to the land, environmental changes often impact them more directly than the general population. In order to comply with a federal ruling and build tribal capacity to improve and protect air quality on tribal lands, EPA asked Abt Associates to develop tools and provide information to small businesses in Indian Country. Abt developed calculators and webinars to help local enterprises, such as gas stations and dry cleaners, estimate the amount of air pollution they release in order to determine if it is of a sufficient quantity to require registration with EPA. Now these business owners will be better able to protect air quality on land under tribal jurisdiction.

Helping Dominican Farmers and Craftspeople Gain Economic Independence

As part of the USAID Rural Economic Diversification Project (USAID/RED), Abt Associates has worked with Dominican farmers and small-scale agricultural producers to become more competitive in global markets by diversifying and expanding production and increasing the quality of their goods. Over the life of the program, rural dairy farmers, cacao bean growers, furniture makers and weavers have collectively increased their imports by more than 50 percent and doubled in-country sales. In addition to meeting the project’s primary objective of increased sales and improved conditions, Abt expanded the country’s capacity to lead its own development.

Protecting Mali’s Agriculture During Politically Uncertain Times

Shortly after a coup toppled Mali’s government in March 2012, all formal banking ceased, jeopardizing local farmers’ ability to buy the materials necessary for growing rice, millet and sorghum —essential everyday foods. The upheaval not only threatened to derail progress on introducing environmentally sustainable growing techniques, but also endangered the nation’s already fragile ability to feed itself. In spite of this hurdle, through USAID’s Initiatives

Abt Associates is working with developing countries in Africa, Asia and Latin America to increase their food production capacity…and improve overall economic growth and health.

Intégrées pour la Croissance Economique au Mali, Abt Associates quickly pivoted from facilitating bank loans to producers in the breadbasket regions of the country to temporarily providing much-needed seed and fertilizer directly to the farmers so planting could continue. This initiative not only allowed local farmers to plant and irrigate crops, it led to a doubling of production of next season’s rice and millet harvest.

Impact of Religion in Everyday Life

Abt SRBI conducted interviewing for the challenging Portraits of American Life Study (PALS), an unprecedented multi-wave panel study directed by researchers at Rice University and Notre Dame. PALS seeks to understand the impact of religion in everyday life and the connections between religious change and other forms of change in individuals over the course of their lives. Topics include family relationships, health, civic participation and volunteering, moral and social attitudes, and race and ethnic issues. For the 2012 survey, Abt SRBI not only re-interviewed the original respondents, but also their children who had turned age 18 since the first survey was conducted. This provides insights for multigenerational analysis.

Understanding the Mental Health Needs of Women Veterans

Women Veterans’ mental health research to date has focused mainly on PTSD and military sexual trauma (MST). As a result, little is known about the prevalence and impact of other mental health symptoms and conditions that may be prevalent and appropriate targets for gender-specific intervention. The VA Women’s Overall Mental Health Assessment of Needs (WOMAN) Study, conducted by Abt SRBI for the National Center for PTSD Dissemination and Training Division, VA Palo Alto Health Care Center interviewed over 6,000 women Veterans by telephone to collect essential gender-specific data needed to inform the VA’s efforts to expand mental health resources for women Veterans and assure their access to and engagement with these services.

Restarting the Small Business Job Engine

Small businesses account for almost two-thirds of net new job creation. With economic recovery underway, there’s a revived focus on invigorating the small business job engine. Over the past five years, Abt SRBI has partnered with Citibank each quarter to take the pulse of small business. Abt SRBI interviews a national sample of 1,150 small business owners, focusing on employment trends, sales forecasts, impact on communities, business challenges and their personal sacrifices. Through a deeper understanding of small business needs and interests, Citi has developed new products and services designed to leverage technologies and provide ways of doing business to lower costs, increase market share and gain productivity.

Improving the Overcrowded Northeast Rail Corridor

Abt SRBI’s transportation experts have joined a nationally recognized team of planners, engineers and other experts to work with the Federal Railroad Administration (FRA) to assess the future of rail service along the outdated and overcrowded Northeast Corridor. Options being considered span the spectrum from minor improvements to a major reconstruction that would cut travel time between major cities in half. Also under consideration is a more robust system of connections between the corridor’s commuter rail lines and Amtrak’s intercity trains. Abt SRBI’s role is to design and conduct a major survey among nearly 15,000 travelers in the region. The survey will help the FRA to determine the best strategies for investing in the nation’s busiest rail corridor through 2040.
