Importance of the market

• Domestic market– Figures– Range of goods

• Export

Range of goods

• Halal yogurt• Halal fruit juice• Halal champagne « Cham’alal »• Halal « foie gras » (liver paté)• Halal water• Halal mortadella, roulades, poultry

gelatine, chicken liver mouse, poultry mergues, pizza,

Exports• A large number of Muslim countries is importing

food and especially meat from western countries• Estimates say that 200.000 tons of meat (mainly

beef) and 200.000 tons of poultry are exported from Europe to MENA. If 0,05 € is applied for a halal certificate per kilo, it makes 20 million euro just for the halal certificate business

• A halal controller certifying 46 tons of poultry per week exported to muslim countries will get 5.520 € per week if only 0,03 € is asked per kilo. This is a strong incentive to enter the market

Main challenges

• Halal as a political problem• Halal as an economic problem

Halal as a political problem

• Economic crisis • Delicate interreligious relations• Opaque halal certificates• Mosques and certification agencies

affiliated to certain countries• Violence in case of problems• Halal food, first path to the « halal way of

life »

Economic crisis• The GDI will drop by more than 4% in 2009. It is

affecting everybody• It is affecting more Muslim people because they

proportionnally occupy lower positons and lower salaries, and they are the first ones to be fired.

• A difference of 10% in retail price between a certified and a non-certified product is enough to switch to a non-certified one.

• Many Muslims beleive that ther first duty is to protect their family so in cae of economic crisis they would abandon certified products.

Delicate interreligious relations• As a champion of secularism, France is

extremely sensitive to all kind of communitarian issues.

• Between Muslims and Jews because of the situations in Israel/Palestine

• France is at the same time the largest Muslim and the largest Jewish state in Europe

• A highly publicized trial about a gang who murdered a young French jew polarizing the two parts of the society

Opaque halal certificates• Certification agencies do not agree over stunning: AVS

and Halal Service are for while the Mosque of Paris is against it.

• Very often independance of bodies does not exist (the sacrifier is the controller and/or they are paid by the slaughterhouse)

• Existence of empty certificates, signed and stamped• Some slaughterhouses are launching their own

certification agencies, so they are certifying themselves.• Private persons open their own mosques or praying

places and afterwards launch certification agencies based on the existance of a mosque

• Three cases : Hertzog, Routhian and Auchan

Mosque affiliations

• The Mosque of Paris with Algeria• The Mosque of Evry with Morocco• The Mosque of Lyon with Algeria• The UIOF launched its own certification

agency Halal Services last year

Violence

• The state does not do anything, Muslim people can not expect help from the state

• The state is purposely not intervening with the aim of dividing the muslim community and keep it in an inferior position

• Muslim people participating to this are not only crooks, they are apostates and since legal action aginst them is useless, the only alternative is violence
