Suffolk Civil Defense , in a move to guard against an emergencycommunications breakdown, yesterday unveiled plans to establish aspecial radio network between town and county CD headquarters
The radio network , considered vital for control and coordinationof emergency activity in the event of a natural or wartime disaster,will provide a "hot line" between* — the county and all townshi p con-trol centers.
Suffolk CD Director John L.Barry said that the county's actionwas based on the recommendationsof the county's ham operators who"spent considerable time and effortworking out the details."
"One of the major requirementsfor coordination and control ofcivil defense emergency activitiesin the event of disaster, eithernatural or by enemy action, willbe adequate communications.
"Radio is the most dependablemeans. Our county, fire , police andpublic works systems are estab-lished for their own traffic , butcannot be expected to handleadditional loads under • emergencyconditions. Telephones, If linesremain intact , can still handle onlyone message to one person at onetime," said Barry.
For this reason, the county's hamoperators and the county civil
defense headquarters felt it wasimperative that a special commandcontrol radio network be estab-lished to cope with any emergency.
Mr. Barry said that in the nearfuture the county will install a"base station" in each town controlcenter. "This will be strictly acommand net on . a frequency es-pecially allotted to us by theFederal Communications commis-sion," he said. No other radiotraffic will be permitted to usethis frequency.
Each station will be located inan area immediately available toeach town CD director. The equip-ment will be used during alertsand during regular tests of thecounty network.
"All town centers will be re-quired to have a means of provid-ing emergency power to operatethe station under any type ofcondition," Mr. Barry said.
