INFORMATION FOR REFEREES ON COLLECTING MATCH FEES AND TO
CLUB SECRETARIES / TEAM MANAGERS ON MARKING REFEREES
GUIDE TO REFEREES AND PAYMENT OF FEES
This League’s Management Committee recommendations to referees are that they must collect their fees before
kick-off from the home team and if not paid in full by the home team you are advised not to start the game.
If you do start the game, the fee that has not been paid then becomes an issue between you and that club
(remember that it is the responsibility of the home team to pay your fees). Do not contact the Referees Secretary
for them to reimburse you. You must fill out your referee’s report form and send it to the League Referee
Secretary. (Rule 13E)
GUIDE TO THE MARKING OF REFEREES BY CLUBS
The mark awarded by a club must be based on the referee’s overall performance, it is most important that the
mark is awarded fairly and not based upon isolated incidents or previous games. The referees’ performance
should be determined by the table below which should act as a guide for the overall mark which should fall
within the mark range for each standard of performance.

91-100 The referee was extremely accurate in decision making and very successfully
controlled the game using management and communication skills to create an
environment of fair play, adding real value to the game.
81-90 The referee was very accurate in decision making and successfully controlled
the game using management and communication skills to create an
environment of fair play.
71-80 The referee was accurate in decision making and controlled the game well,
communicating with the players, making positive contributions towards fair
play.
61-70 The referee was reasonably accurate in decision making, controlled the game
quite well and communicated with the players, establishing a reasonable
degree of fair play.
51-60 The referee had some shortcomings in the level of accuracy of decision making
and control, with only limited success in communicating with the players,
resulting in variable fair play.
50 and
below
The referee had significant shortcomings in the level of accuracy of decision
making and control, with poor communication with the players which resulted
in low levels of air play.
Notes:
· Using a scale of up to 100 allows greater flexibility for clubs to distinguish between different refereeing
performances more accurately.
· A mark within each mark range can be given to reflect the referee’s performance e.g. a mark of 79
indicates a somewhat better performance than a mark of 71.
· A mark between 71 and 80 represents the standard of refereeing expected.
· When a mark of 60 or less is awarded, an explanation must be provided to the League or
competition by completing the appropriate report form. It must include comments which could
help improve the referees’ performance. Even when a referee has significant shortcomings there
will have been some positive aspects which should be given credit; extremely low marks (below
20) should be very rare.

Safeguarding Children Policy
The London County Saturday Youth Football League acknowledges its responsibility to safeguard the
welfare of every child and young person who has been entrusted to its care and is committed to
working to provide a safe environment for all members clubs. A child or young person is anyone
under the age of 18 engaged in any club football activity. We subscribe to The Football Association’s
(The FA) Safeguarding Children – Policy and Procedures and endorse and adopt the Policy Statement
contained in that document.
2. The key principles of The FA Safeguarding Children Policy are that:
• the child’s welfare is, and must always be, the paramount consideration
• all children and young people have a right to be protected from abuse regardless of their
age, gender, disability, race, sexual orientation, faith or belief
• all suspicions and allegations of abuse will be taken seriously and responded to swiftly
and appropriately
• working in partnership with other organisations, children and young people and their
parents/carers is essential.
We acknowledge that every child or young person who plays or participates in football should be able
to take part in an enjoyable and safe environment and be protected from poor practice and abuse. The
London County Saturday Youth Football League recognises that this is the responsibility of every adult
involved in the League.
3. The London County Saturday Youth Football League has a role to play in safeguarding the welfare
of all children and young people by protecting them from physical, sexual or emotional harm and
from neglect or bullying. It is noted and accepted that The Football Association’s Safeguarding
Children Regulations (see The FA Handbook) applies to everyone in football whether in a paid or
voluntary capacity. This means whether you are a volunteer, match official, helper on club tours,
football coach, club official or medical staff.
4. We endorse and adopt The FA’s Responsible Recruitment guidelines for recruiting volunteers and
we will:
• Specify what the role is and what tasks it involves
• Request identification documents
• As a minimum meet and chat with the applicant(s) and where possible interview people
before appointing them
• Ask for and follow up with 2 references before appointing someone
• Require an FA CRB Enhanced Disclosure where appropriate in line with FA policy.
All current London County Saturday Youth Football League members who are regularly caring for,
supervising, training or being in sole charge of children and young people will be required to complete
a CRB Enhanced Disclosure via The FA CRB Unit1.
If there are concerns regarding the appropriateness of an individual who is already involved or who has
approached us to become part The London County Saturday Youth Football League guidance will be
sought from The Football Association. It is noted and accepted that The FA will consider the relevance
and significance of the information obtained via The FA CRB Unit Enhanced Disclosure and that all
decisions will be made in the best interests of children and young people.

It is accepted that The FA aims to prevent people with a history of relevant and significant offending
from having contact with children or young people and the
opportunity to influence policies or practice with children or young people. This is to prevent direct
sexual or physical harm to children and to minimise the risk of ‘grooming’ within football.
5. The London County Saturday Youth Football League supports The FA’s Whistle blowing Policy.
Any adult or young person with concerns about a colleague can ‘whistle blow’ by contacting The FA
Safeguarding Team on 0844 980 8200 4787, by writing to The FA Case Manager at The Football
Association, Wembley Stadium, PO Box 1966, London SW10 9EQ or alternatively by going direct to
the Police, Children’s Social Care, or the NSPCC.
The London County Saturday Youth Football League encourages everyone to know about it and utilise
it if necessary.
6. The London County Saturday Youth Football League has appointed a Club Welfare Officer in line
with The FA’s role profile and required completion of the Safeguarding Children and Welfare
Officers Workshop. The post holder will be involved with Welfare Officer Training provided by The
FA and/or County FA. The Club Welfare Officer is the first point of contact for all club members
regarding concerns about the welfare of any child or young person. The Club Welfare Officer will
liaise directly with the County FA (CFA) Welfare Officer and will be familiar with the procedures for
referring any concerns. They will also play a proactive role in increasing awareness of Respect,
poor practice and abuse amongst Member Clubs and League Committee members.
7. We acknowledge and endorse The FA’s identification of bullying as a category of abuse. Bullying of
any kind is not acceptable at our club. If bullying does occur, all players or parents/carers should be
able to tell and know that incidents will be dealt with promptly. Incidents need to be reported to the
Club Welfare Officer in cases of serious bullying the CFA Welfare Officer may be contacted.
8. Respect codes of conduct for Players, Parents/Spectators, Officials and Coaches have been
implemented by London County Saturday Youth Football League. In order to validate these
Respect codes of conduct the club has clear actions it will take regarding repeated or serious
misconduct at League/Club level and acknowledges the possibility of potential sanctions which may
be implemented by the County FA in more serious circumstances.
9. Reporting your concerns about the welfare of a child or young person. Safeguarding is everyone’s
responsibility if you are worried about a child it is important that you report your concerns –
no action is not an option.
i. If you are worried about a child then you need to report your concerns to the League/Club Welfare
Officer.
ii. If the issue is one of poor practice the League Welfare Officer will either:
• deal with the matter themselves or
• seek advice from the CFA Welfare Officer
iii. If the concern is more serious – possible child abuse where possible, contact the CFA Welfare
Officer first, then immediately contact the Police or Children’s Social Care. iv. If the child needs
immediate medical treatment take them to a hospital or call an ambulance and tell them this is a
child protection concern. Let the League Welfare
Officer know what action you have taken, they in turn will inform the CFA Welfare Officer.
v. If at any time you are not able to contact your Club Welfare Officer or the matter is clearly serious
then you can either:
• contact your CFA Welfare Officer directly
• contact the Police or Children’s Social Care

• call the NSPCC 24hour Helpline for advice on 0808 800 5000 or text 88858 or
NB – The FA’s Safeguarding Children Policy and Procedures are available via
www.TheFA.com/Footballsafe – click on the ‘downloads’ under Policy and Procedures. The policy
outlines in detail what to do if you are concerned about the
welfare of a child and includes flow diagrams which describe this process. How to make a referral is
also covered in the Safeguarding Children workshop. Participants are given the opportunity to discuss
how this feels and how best they can prepare themselves to deal with such a situation. For more
information on this workshop contact your County Welfare Officer.

THE LEAGUE CODE OF CONDUCT
Must be incorporated into the leagues club rules and regulations and the clubs are
committed to circulating copies of their rules and the league rules to all club
officers, managers, parents/guardians, and spectators.

MANAGERS CODE
1. As the team manager, you, by your actions and conduct, set the example
for your players, parents and spectators. Set a good example at all times
2. Read the players, spectators and parents / guardians codes, and
understand what is being asked of all participants of your sport. Actively
promote the codes.
3. You are responsible for your players’ health, welfare and safety,
particularly the very young players, during the period they are under
your control, from the arrival of the first child, to the collection of the
last player.
4. Ensure that each player is correctly dressed with the necessary safety
equipment, shin pads etc, before being allowed to play. Note: referees can
send the player from the field of play until correctly dressed (see the
Laws of the Game)
5. Get treatment for an injured child / player immediately. There are no
exceptions.
6. Never, either physically or mentally, pushes children beyond their
abilities. The game is of minor consideration when compared to the
child’s welfare, health and wellbeing.
7. Never condone unacceptable behaviour by doing nothing. To do so can
be seen as encouragement to the guilty and leaves it for the next manager
to rectify.
8. Always be prompt, courteous and correct when dealing with league
officials, opposition managers and referees. Confirm venues, times and
dates etc as
early as possible and at reasonable times during the day e.g. before 9pm and
if possible on the Saturday / Sunday one week before the game.
9. Read, understand and be aware of your responsibilities as laid down in
the League rule book. Remember and remind all concerned that bad
behaviour is punished by the league and could go to county youth FA
with heavy fines and/or suspension of the player and/or club.
10. Check that you have the necessary equipment, documentation and first
aid box before you leave for the match or training.

SPECTATORS CODE
1. Remember that children play organised sport for their own enjoyment. They
are not there to entertain you and they are not miniature premier stars.
2. Be on your best behaviour. Do not use profane language or harass, physically
or verbally, players, managers, coaches, referees or assistant referees. The
League will take action against your club if you break these codes.
3. Applaud all good play by your team or your opponent’s team.
4. Show respect for your teams opponents. Without them there would be no
game.
5. Never ridicule or scold a child for making a mistake during the game.
6. Condemn the use of violence and verbal abuse.
7. Respect the referee and assistant referees’ decisions. Remember they are only
human with the same feelings as you and like you sometimes make an honest
error or see it from a different angle to you.
8. Encourage players always to play according to “The Laws of the Game”
9. Read “The Laws of the Game” to better understand what you are looking at
and commenting on.

THE LONDON COUNTY SATURDAY YOUTH FOOTBALL
LEAGUE RULES
DEFINITIONS
1.(A) In these Rules
“Affiliated Association “Means as Association accorded the status of an affiliated Association under the
Rules of the FA.
“AGM” shall mean the annual general meeting held in accordance with the constitution of the
competition.
“Club” means a Club for the time being in membership of the competition.
“Competition” means the London County Saturday Youth Football League.
“Competition Matches” means any match played or to be played under the jurisdiction of the
competition.
“Contract Player” means any player (other than a player on a scholarship) who is eligible to play under
a written contract of employment with a club.
“Deposit” means a sum of money deposited with the competition as part of the requirements of
membership of the competition.
“Fees Tariff” means a list of fees approved by the clubs at a general meeting to be levied by the
management committee for any matters for which fees are playable under the Rules.
“Fines Tariff” means a list of fines approved by the clubs at a general meeting to be levied by the
management committee for any breach of the Rules
“Ground” means the ground on which the club’s team (s) plays its competition matches.
“Management Committee” means in the case of a competition which is an unincorporated association,
the management committee elected to manage the running of the competition and where the competition is
incorporated it means the Board of directors appointed in accordance with the articles of association of that
county.
“Match Officials” means the referee, the assistant referee ad any fourth official appointed to a
competition match.
“Mini Soccer” means those participating at ages under 7s to under 10s.
“Non-Contract Players” means any player (other than a player on a scholarship) who is eligible to play
for a club but has not entered into a written contract of employment.
“Officer” means an individual who is appointed or elected to a position in a club or competition which
requires that individual to make day to day decisions.

“Participants” means an Affiliated Association, Competition, club official, intermediary, player,
official, match official, management committee member, member or employee of an Affiliated club and all
such persons who are from time to time participating in any activity sanctioned either directly or indirectly
by the Association.
“Player” Means any contract player, non-contract player or other player who plays or who is eligible to
play for a club
“Playing Season” means the period between the date on which first competitive fixture in the
competition is played each year until the date on which the last competitive fixture in the competition is
played.
“Rules” means these rules under which the competition is administered.
“Sanctioning Authority” means The FA
“Scholarship” means a scholarship as set out in Rule C 3 (a) (i) of the Rules of the FA.
“Secretary” means such person or persons appointed or elected to carry out the administration of the
competition.
“Team” means a team affiliated to a club.
“Team Sheet” means a form provided by the competition on which the names of the player taking part
in a competition match are listed.
“The FA” means the Football Association Limited.
WGS means the whole game system and the procedures for the operation thereof as determined by the FA
from time to time
“Written” or “In Writing” means the representation or reproduction of words or symbols or other
information in a visible form by any method or combination of methods, whether sent or supplied in
electronic form or otherwise.
“Youth Football” means those participating at ages under 11s to under 18s.
(B) the rules are taken from the standard code of rules for youth competitions (the standard code )
determined by the FA from time to time. In the event of any omissions from the standard code then the
requirement of the standard code shall be deemed to apply to the competition.
(C) All clubs shall adhere to the Rules. Every club shall be deemed, as a member of the competition to
have accepted the Rules and to have agreed to abide by the decisions of the management committee in
relation thereto, subject to the provisions of Rule 16.
(D) The competition will be known as The London County Saturday Youth Football league (or such
names as the competition may adopt). He clubs participating he competition must be members of the
competition. A club to exist or which ceases to be entitled to play in the competition for any reason
whatsoever shall thereupon automatically cease to be a member of the competition.

(E) The administration of the competition under these Rules will be carried out by the competition acting
(save where otherwise specifically mentioned herein) through the management committee in accordance
with the rules, regulations and policies of The FA.
(F) Unless stated otherwise, teams referring to natural persons are applicable to both genders. Any team in
the singular applies to the plural and vice-versa.
2 (A) This Competition shall consist of not more than 200 clubs and 1000 teams approved by the
sanctioning authority.
(B) All Clubs must be Affiliated to an Affiliated Association and their names and particulars shall be
returned annually by the appointed date in a manner prescribed by the sanctioning Authority and must
have a constitution approved by the sanctioning Authority. Failure to comply with this Rule will result
in a fine (in accordance with the fines tariff) the area covered by the Competition membership shall be
London wide and can be divided into regions.
This Competition shall apply annually for sanctions to the London County Association as their
Parent County FA and other County FA’s if required and the constituent teams of the Member
Clubs may be grouped into divisions based on age groupings. Each age group can be divided into
more than one division each shall not exceed 12 teams in any one division.
The Competition will provide 11-a-side football for players who have attained the age of 12 as at
midnight 31st
August in a playing season and Mini-Soccer for players who have attained the age
of 6 years but not the age of 12 years as at midnight on 31st
August in a playing season. (9v9)
may be provided for players who have attained the age of 10 as at midnight on 31st
August in
accordance with Rule 8(B) and Mini-Soccer (7v7) for players who have attained the age of 8
years but not the age of 10 years as at midnight on 31st
August in a playing season. (5v5) will be
provided for players that have attained the age of 6 years but not the age of 8 years as at
midnight on 31st
August in a playing season.
Other formats of youth football as authorised from time to time by the FA are also permitted.
This Competition shall provide Saturday Youth Football and all games shall be played on Saturdays,
except where it is mutually agreed by both teams concerned and the League’s Fixture Secretary, to
play at another time as an emergency to complete the Leagues fixtures. This Competition in special
circumstances will provide 11-a-side football for players who have not attained the age of 21 years of
age as at midnight 31st
August in the playing season.
All Member Clubs’ teams partaking in this Competition’s competitive divisions will be included
in the League Divisional Challenge Knock-Out Cup, League Divisional KO Shield and
Divisional Trophy (If they are run in that season).

(C) Inclusivity and Non-discrimination
(i) The Competition and each member Club must be committed to promoting inclusivity and to
eliminating all forms of discrimination and should abide and adhere to The FA equality policy and
any legislative requirements (to include those contained in the equality Act 2010)
(ii) This Competition and each member Club must make every effort to promote equality by
treating people fairly and with respect, by recognising that inequalities may exist, by taking steps to
address them and by providing access and opportunities for all members of the community,
irrespective of age, gender, gender reassignment, sexual orientation, marital status, race, nationality,
ethnic origin, colour, religion or belief, ability or disability or otherwise.
(iii) Any alleged breach of the Equality Act 2010 legislation must be referred to the appropriate
Sanctioning Authority for investigation.
(D) Clubs must comply with the provisions of any initiatives of The FA which are adopted by the
competition including but not limited to, charter standard and RESPECT programmes. Failure to
comply with this will result in a fine (in accordance with the fines Tariff).
(E) At the AGM or a Special General Meeting called for the purpose, a majority of the delegates
present shall have power to decide or adjust the compilation of the divisions at their
discretion. When necessary this Rule shall take precedence over Rule 12.
Entry Fee, Subscription, Deposit
3 (A) Applications by Clubs for admission to this Competition or the entry of an additional team(s)from the
same club must be made in writing to the Secretary and must be accompanied by an entry fee of Mini-
Soccer U/7 and U/8 (5v5) £30.00 per team; U/9 and U/10 (7v7) £30 per team; Small sided section
U/11 and
U/12 (9v9) £35.00 per team; Full sided Junior Section (11v11) U/13 and U/14 £40.00 per team;
Youth Section (11v11) U/15 and U/16 £40.00 per team; Colts Section (11v11) U/17 and U/18 £45.00
per team; Intermediate Section U/19 and U/21 £50.00 per team; plus Club Goodwill fee of £50.00
which shall be returned in the event of non-election.
At the discretion of the voting members present applications, of which due notice has been given, may
be received at the AGM or a Special General Meeting or on a date agreed by the management
committee.
(B) The Club Annual Subscription shall be £60.00 (existing clubs) per Member Club renewing
application to play 11v11 or Small Sided Soccer 9v9 or Mini-soccer 7v7 and 5v5 per Club payable on
or before 1st
April in each year by existing clubs or £65.00 (new clubs) Payable seven (7) days on or
before election.
(C) Any club not renewing its membership by the 1st
April will be deemed to be at default and
may be withdrawn from membership of the Competition and maybe asked to apply for re-election.
(i) Each Club shall, within seven (7) days of election, pay a Goodwill Deposit of £50.00
which shall be returnable to clubs on leaving the Competition provided they have fulfilled
their fixtures and complied with all orders of the Management Committee.

(D) A Club shall not participate in this Competition until the Team Entry Fee, Club Annual
Subscription and the Club Goodwill Deposit have all been paid.
(E) Clubs must advise annually to the League Secretary in writing by lst August of its
sanctioning Authority affiliation number for the forthcoming playing season, . Clubs must
advise the League Secretary in writing, or on the prescribed form, of details of its
Headquarters, Officers and any other information required by the Competition.
Management, Nomination, Election
4 (A) The Management committee shall comprise the officers of the competition and members who shall
all be elected at eh AGM. All participants shall abide by The Football Association Regulations for safeguarding children as determined by the FA from time to time.
(B) Retiring Officers shall be eligible to become candidates for re-election without nomination
provided that the officer notifies the secretary in writing not later than 31st May in each year. All
other candidates for election as Officers or Members of the Management Committee shall be
nominated to the Secretary in writing, signed by the Secretaries of two Member Clubs, not later
than 31st
May in each year. Names of the candidates for election shall be circulated with the
notice of the AGM. In the event of there being no nomination in accordance with the foregoing
for any office, nominations may be received at the AGM.
(C) The Management Committee shall meet as and when required, no more than three calendar
months shall pass between each meeting.
On receiving a requisition signed by two-thirds of the members of the Management Committee the
Secretary shall convene a meeting of the management Committee.
(D) Except where otherwise mentioned all communications shall be addressed to the League
Secretary who shall conduct the correspondence of the Competition and keep a record of its
proceedings as recorded by the Minutes Secretary.
(E) All communications received from Clubs must be conducted through their Club Secretary.
(i) Any club in receipt of correspondence from the League and/or its Officers that calls for a
reply must submit such reply with seven (7) days of the sending of such correspondence
date sent.
(ii) If such correspondence is not answered (see Rule 5(i)) within seven (7) days the offending
club shall be suspended and all matches to be awarded to their opposition.
(iii) Any club failing to attend a League Council Meeting unless a written apology is received
by the Secretary two (2) days before the meeting. Clubs not represented at two (2)
consecutive meetings. Clubs missing three (3) consecutive meetings will have to re-apply
for membership in the following season and will be interviewed by the Management
Committee before their renewal is recommended to the Member Clubs. See fines tariff

Powers of Management
5 (A) The Management Committee may appoint sub-committees and delegate such of their powers as they deem
necessary. The decisions of all such sub-committees shall be reported to the Management Committee
for ratification. The Management Committee shall have power to deal only with matters within the
Competition and not for any matters of misconduct that are under the jurisdiction of the FA or Affiliated
Association.
(B) Subject to the permission of the Sanctioning Authority having been obtained the
Management Committee may order a match or matches to be played each season, the proceeds to be
devoted to the funds of the Competition and, if necessary, may call upon each Club (including any club
which may have withdrawn during the season) to contribute equally such sums as may be necessary to
meet any deficiency at the end of the season.
(C) Each member the Management Committee shall have the right to attend and vote at all
Management Committee meetings and have one vote there at, but no member shall be allowed to vote
on any matters directly appertaining to such Member or to the Club so represented or where there may
be a conflict of interest. (This shall apply to the procedure of any sub-committee).
In the event of the voting being equal on any matter, Chairman shall have a second or casting vote.
(D) The Management Committee shall have powers to apply, act upon and enforce the Rules of
the Competition and shall also have jurisdiction over all matters affecting the Competition, any action
by the competition must be taken within 28 days of the competition being notified.
With the exception of Rules 5 (i) 6(H), and 19 in relation to any alleged breaches of a Rule the
management committee shall issue to the club concerned the club charged is required to respond to
the charge within 7 days from the date of the notification of the charge, in such reply may; -
(i) Accept the charge and submit in writing a case of mitigation for consideration by the
management committee on the papers; or
(ii) Accept the charge and notify that it wishes to put its case of mitigation at a hearing before the
management committee; or
(iii) Deny the charge and submit in writing supporting evidence for consideration by the
management committee on the papers; or
(iv) Deny the charge and notify that it wishes to put tits case at a hearing before the management
committee.
Where the club charged fails to respond within 7 days, the management committee shall
determine the charge in such manner and upon such evidence as it considers appropriate.
Where required, hearings shall take place as soon as reasonably practicable following receipt of
the reply of the club as more fully set out above.
Having considered the reply of the club (whether in writing or at a hearing), the management
committee shall make its decision and, in the event that the charge is accepted or proven, decide
on the appropriate penalty (with reference to the fines tariff where applicable).
The maximum fine permitted for any breach of rule and, when setting any fine, the management
committee must ensure that the penalty is proportional to the offence, taking into account the
mitigating circumstances. No participant under the age of 18 can be fined.

All breaches of the laws of the game, Rules and Regulations of the FA shall be dealt with in
accordance with FA Rules by the appropriate Association
(E) All decisions of the Management Committee shall be binding subject to the right of appeal to the
Board of Appeal in accordance with Rule 16.
Decisions of the Management Committee must be notified in writing to those concerned within TEN
(10) days.
(F) Members of the Management Committee shall constitute a quorum for the transaction of
business of the Management Committee and business by any sub-committee of this
Competition.
(G) The Management Committee, as it may deem necessary shall have power to fill in an acting
capacity, any vacancies that may occur amongst their number.
(H) A Club must comply with an order or instruction of the Management committee, attend to the
business and/or the correspondence of the competition of the management committee. Failure to
comply with this Rule will result in a fine (in accordance with the fines Tariff)
(I) Subject to its right of appeal in accordance with Rule 16 below. All fines and charges shall be
paid with fourteen (14) days of the date of posting of notification of the decision.
Any club failing to do so will be fined (on accordance with the fine tariff) further failure to pay the fine
including the additional sum within fourteen (14) days will result, in addition sum within 14 days will
result in fixtures being withdrawn and may be awarded to the opposing team or until such time as the
outstanding fines are paid.
Any Club that is fined or disciplined by the League Management under the same Rule or the
breaking of the same Rule Three (3) or more times shall be called before the League Disciplinary
Committee to explain their conduct. The League Disciplinary Committee will have the power to
apply and can suspend the club’s fixtures.
(J) A member of the Management Committee appointed by the Competition to attend a meeting or
match may have any expenses incurred refunded by the Competition.
The management committee shall not be held responsible either collectively or individually for any
losses, damages or injuries sustained by any club or its members through actions, which are
pursuant to the administration and management of league affairs.
(K) The Management Committee shall have the power to fill any vacancy that may occur in the
membership of the Competition between the AGM or Special General Meeting called to decide the
constitution and the commencement of the Competition playing season.
(L) The business of the competition as determined by the management committee may/shall be
transacted by electronic mail of facsimile.
Annual General Meeting
5. (A) The AGM shall be held not later than 30th June in each year. At this meeting the following business
shall be transacted provided that at least 50% of members are present and entitled to vote: -
(i) To receive and confirm the Minutes of the preceding AGM.

(ii) To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts.
(iii) Election of Clubs to fill vacancies
(iv) Constitution of the Competition for the ensuing playing season.
(v) Election of Officers and Management Committee.
(vi) Appointment of Auditors.
(vii) Alterations of Rules, if any (see Rule 20)
(viii) Fix the date for the commencement of the playing season and kick off times applicable to the competition.
(ix) Other business of which due notice shall have been given and accepted as being relevant to an AGM.
(B) A signed copy of the duly audited/verified Balance Sheet and Statement of Accounts and agenda shall
be forwarded to each club at least (14) days prior to the meeting together with any proposed changes.
(C) A signed copy of the duly audited/verified balance sheet and statement of accounts shall be sent to the
sanctioning Authority within 14 days of its adoption by the AGM.
(D) Each Member Club shall be empowered to send two (2) delegates to an Annual General Meeting.Each
Member Club shall be entitled to one vote only. The Club representative who signs the Attendance
Sheet/book will be the only person entitled to vote and speak.
Not less than fourteen (14) days’ notice shall be given of any Meeting.
(E) Clubs who have withdrawn their Membership of the Competition during the season being concluded or
who are not continuing Membership shall be entitled to attend but shall vote only on matters relating to
the season being concluded. This provision will not apply to clubs expelled in accordance with Rule
17.
(F) All voting shall be conducted by a show of voting cards unless a ballot is demanded by at least fifty
(50%) of the delegates qualified to vote or the Chairman so decides.
(G) No individual shall be entitled to vote on behalf of more than one Member Club
(H) Any continuing club must be represented at the AGM. Failure to comply with this rule result in a fine
(in accordance with the fines tariff).
(I) Officers and Management Committee members shall be entitled to attend and vote at an AGM.in the
case of a tie in the coting, the chairperson shall have the VOTING.
(J) Where a competition is an incorporated entity, the officers of the competition shall ensure that the
Articles of Association of the competition are consistent with the requirements of these Rules.
Agreement to be Signed
(7) Each Club shall complete and sign the following agreement which shall be deposited with the
Competition together with the application for membership for the coming playing season, or upon
indicating that the Club intends to compete.

B________________________________ of __________________ (Secretary) of
of the Rules and Regulations of the London County Saturday Youth Football League Competition and
do hereby agree for and on behalf of the said Club, if elected or accepted into Membership, to
conform to those Rules and Regulations and to accept, abide by and implement the decisions of the

Management Committee of the Competition, subject to the right of appeal in accordance with Rule
16."
(i) Where a club is an unincorporated association, the club chairman and secretary; or
(ii) Where the club is an incorporated entity, two directors of the club’
Any alteration of the Chairman and/or Secretary on the above Agreement must be notified to the
Parent County Football Association(s) to which the Club is affiliated and to the Secretary of the
Competition.
Qualification of Players
8 (A) A registered youth playing member of a Club is one who, being in all other respects eligible has:-
(i) Signed a fully and correctly completed this Competition Registration Form in black ink,
Countersigned by his/her parent or guardian and by an Officer of the Club, and who has been
registered with the Registration Secretary Seven (7) days prior to playing and whose completed
registration counterfoil/Player ID Card has been received by the Club prior to playing. (See Rule 8 B)
The registration document must incorporate emergency contact details of the player’s parents or
guardians. These details must be available at matches and training events the player attends within the
management of the Club or Competition.
The registration document must incorporate Two (2) current identical passport-sized photographs
showing full face (glued not stapled or taped) of the player seeking registration together with proof of
the player’s date of birth.
Proof of a player’s age is required for registration purposes the Competition will accept an original
Birth Certificate. In cases where the birth certificate is not available the Competition requires a
photocopy of the player’s passport or other official Document issued by a Government Agency
attesting to the player’s date of birth with a photograph of the player incorporated.
Registration forms and documentation may also be submitted to the (Registration) Secretary by
facsimile machine or electronic mail prior to the player playing.
Players re-signing may show their previous season’s registration card as proof.
The Competition’s Senior Registration Secretary has the overall responsibility for administration of
the Competition’s players registration for all sections and age groups or in their absence the
Divisional Registration Officers, appointed to that particular Division, are appointed to supervise and
record player registrations and appearances.
All registration documents and match cards relating to a particular division shall be sent in the first
instance to the Registration Secretary by 1st
class post
Divisional Registration Officers will refer all matters of dispute requiring rules interpretation to the
Senior Registration Secretary who will as appropriate; refer such matters to the Management
Committee for their decision.
Should a Club misplace a player(s) registration card (or cards) they may apply to their Divisional
Registration Officer for the temporary loan of a copy of the Competition records for emergency use
on match days. Clubs must ensure that they complete the full procedure for re-registration of player(s)
for the missing cards within fourteen (14) days of the notification of the loss, copy to be returned

within 14 days. After the fourteen (14) day period the Competition records will not be available for
the Club to use.
Before the start of a match Team Managers must swop the Player’s ID Cards and check the ID Cards
against the opposing team’s players, as proof of eligibility to play.
If there is a doubt with reference to an individual player the opposing Team Manager will ask the
player to sign the Match Card, in their presence, against the player’s name.
(ii) A game shall not commence without the production of Players Identity Cards. Players who are
not in possession of their Player Identity Card shall Not be permitted to take part in the match and
shall be deemed illegible to play.
Any Team that does not produce its Players’ Identity Cards will have the game awarded to their
opposition and required to pay the Match Officials fees and if the Away team pay the Pitch fee/costs
to the Home Team.
The Match Sheet once signed by their Opponents each club to send their own Match Sheet to the
Registration Officer.
(B) (i) Contract players, as defined in the Football Association Rules, are not permitted in this
Competition with the exception of those Players who are registered under Contract with the same
Club who have a team operating at Steps 1 to 6 of the National League System. A contract player may
only play for the Club that holds their contract.
It is the responsibility of each Club to ensure that any player signing a registration form for that Club
has, where necessary, the required International Transfer Certificate, Clearance is required for any
Player aged Ten (10) and over crossing borders including Wales, Scotland and Ireland.
(ii) No player registered with the F.A. Premier League or Football League Academy under the Elite
Player Performance Plan contained within Youth Development Rules will be permitted to play in this
Competition. A Player registered with a Centre of Excellence may play in this Competition. Details
of the Youth Development Rules are published on the FA website.
(iii)Each team must have the following number of players registered 17 days before the start of each
playing season:

(C) A child who has not attained the age of six shall not play and shall not be permitted or encouraged to play in a match of any kind.
The relevant age for each player is determined by his or her age as at midnight on 31st
August of the
relevant playing season. i.e. Children who are aged 6 as at midnight of 31st
August in a playing
season together with those who attain the age of 6 during the playing season will be classed as Under
35
7 players for that playing season. Children who are aged 7 as at midnight on 31st
August in a playing
season will be classed as Under 8 players for that playing season and so on.
Notwithstanding the above, a child is permitted to play up in the age group above his or her
chronological age group, irrespective any changes of format or competition structure, save that a child
who attains the age of 6 after 31st
August is permitted to play only in the Under 7 age group and may
not play in the Under 8 age group, for that playing season.
The age groups that children are eligible to play in are set out in the table below, along with the
permitted football formats for each of those age groups. Children shall not play the stated number of
players, according to their age groups.

(D) A fee as set out in the fees Tariff shall be paid by each club/team for each player registered, if
applicable.
(E) The management committee shall decide all registration disputes.
In the event of a player signing a registration form of having a registration submitted for more than one
club priority of registration shall decide for which club the player shall be registered. The secretary shall
notify the club last applying to register the player of the fact of the previous registration. (F) It shall be deemed a breach of these rules for a player to; -
(i) Play for more than one club in the competition in the same playing season without first being
transferred. (ii) Having registered for one club in the competition, register for another club in the competition in
that playing season, except for the purpose of a transfer.
(iii) Submit a signed registration form for registration but the player had wilfully neglected to
accurately or fully complete.
(iv) Failure to comply with this rule will result in a fine (in accordance with the fine tariff).

(G) (i) the management committee shall have the power to accept the registration of any player subject to the
provisions of clauses (ii) and (iii) below.
(i) The management committee shall have the power to refuse, cancel or suspend the
registration of any player, the exercise of such power being without prejudice to the
management committee’s ability to fine a club at its discretion (in accordance with the
fines tariff) that has been charged and found guilty of registration irregularities ( subject
to Rule 16)
(ii) The management committee shall also have the power to refuse or cancel the registration
of any player charged and found guilty of undesirable conduct, such refusal or
cancellation being subject to the right of appeal to the sanctioning authority. Where the
management committee does not have enough information to enable it to make a
decision pursuant to the above power, it may apply, in its absolute discretion, to the
sanctioning authority of The FA for further information.
Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a participant
from being involved in this competition. (iii) For a player who has previously had a registration removed in accordance with clause
(iii) but has a registration accepted at the expiry of exclusion will be considered to be
under probationary period of 12 mouths. Whilst under a probationary period, should the player commit a further act of proven misconduct under the jurisdiction of the
competition, (excluding standard dismissals), the competition would be empowered to
consider a further charge of bringing the competition into disrepute. (note: action under clause (iii) shall only be taken against a player in cases of the player bringing the
competition into dispute and will in any event be subject to an appeal to the sanctioning authority or
The FA. All decisions must include the period of restriction. For the purpose of this rule, bringing
the competition into disrepute can only be considered where the player has received in excess 112
days’ suspension, or 10 matches in match based discipline, in any competition(and is not restricted
to the competition) in a period of two years or less from the date of the first offence.)
Registration of players within the London County Saturday Youth Football League -each Club will be
allocated Players Registration Cards as below:

New clubs entering the League for the first time as late applicants will have fourteen (14) days to register their
players before they can play a League fixture.

(H) Subject to FA Rule C2 (a) dealing with players without a written contract when a player
desires a transfer, the Club the player wishes to transfer to, shall submit a transfer form to the Senior
Registrations Secretary accompanied by a fee of £5.00. Such transfer shall be referred by the Senior
Registrations Secretary to the Club for which the player is registered. Should this Club object to the transfer
it should state its objections in writing to the Senior Registrations Secretary and to the player concerned
within seven (7) days of receipt of the transfer form. Upon receipt of the Club's consent, or upon its failure
to give written objection within seven (7) days, the Senior Registrations Secretary may, on behalf of the
Management Committee, transfer the player who shall be deemed eligible to play for the new Club from
such date of seven (7) days after receipt of such transfer.
In the event of an objection to a transfer the matter shall be referred to the Management Committee for a
decision.
(I) A player may not be registered for a Club, nor transferred to another club in the Competition after 28th
February except by special permission of the Management Committee.
(J) . A Club shall keep a list of the players it registers and a record of the games in which they have played,
and shall produce such records upon demand by the Management Committee.
In the event a club has more than one team in an age group, each team must be clearly identified but not
designated “A” or “B” or 1st
2nd
. In such cases, players will be registered for one team only within the
provisions of Rule 8 (B).
(K) A register containing the names of all players registered for each Club, with the date of registration, shall be
k ept by the Senior Registrations Secretary and shall be open to the inspection of any duly appointed Member
Club representative at all Management Committee meetings or at other times mutually arranged. Registrations
are valid for one Season only.
(L) A player shall not be eligible to play for a team in any special Championship promotion or relegation
deciding match (as specified in Rule 12(a)) unless the player has played five (5) games for that team in this
Competition in the current season.
(i) A player who has played for a team in the higher division of the age group five (5) times or more
shall not in that season be eligible to play in a lower Division within that age group except by
permission of the Management Committee.
(M) (i) subject to rule 8 (M) (ii), any club found to have played an ineligible player in a match or matches
where points are awarded shall have the points gained from that match deducted from its record, up to a
maximum of 12 points, and have levied upon it a fine (in accordance with the fines tariff).
(ii) The Management Committee may vary the sanction as relates to the deduction of points set out at rule
8(M) (i) only in circumstances where the ineligibility is due to the failure to obtain an international
transfer certificate or where the ineligibility is related to the player’s status.
(iii) Where a club is found to have played an ineligible player in accordance with the rule 8(M)(i) above,
the management committee may also, at its discretion:
(A) Award the points available in the competition match in question to the opponents, subject to the
competition match not being ordered to be replayed;
(B) Levy penalty points against the club in default; or
(C) Order that such match or matches be replayed (on such terms as are decided by the management
committee).

(The following clause applies to competitions involving players in full time secondary
education): -
(N) (i) Priority must be given at all times to school and school organisations activities.
Failure to comply with this rule will result in a fine (in accordance with the fines tariff).
(ii) The availability of children must be cleared with the Head Teachers (except for Sunday competitions).
(iii) A child under the age of 15 as at midnight on 31st August in a playing season, shall not be permitted to
play in a competition match during that playing season where any other player is older or younger that that
child by two years or more.

9 (A) Every Member Club must register the colour of its shirts and shorts with the Secretary by the 31st
July
who shall decide as to their suitability
Goalkeepers must wear colours which distinguish them from other players and the referee.
No player, including the goalkeeper, shall be permitted to wear black or very dark shirts.
Any team not being able to play in its normal colours as registered with the Competition shall notify
the colours in which they will play(including the colours of the goalkeeper jersey)at least four days
before the match.
If, in the opinion of the referee, two Teams having the same or similar colours, the HOME team shall
make the change. Any team not having a change of colours or delaying the kick-off by not having a
change of kit shall be fined (in accordance with the fines tariff).
The Secretary of the Competition may request shirts to be submitted if complaints are received as to
lack of distinguishing colours and the Management Committee may refuse to permit any shirts or
shorts as they think fit. The Competition requires all shirts to be numbered.
(B) Any club wishing to change its name must obtain permission from the sanctioning Authority and from
the management committee. Any club wishing to change its colours during the playing season must obtain permission from the management committee. Failure to comply with this rule will result in a fine (in
accordance with the fines tariff).
Playing Season, Conditions of Play,Times of Kick Off, Postponements,Substitutes
10. (A) All competition matches shall be played in accordance with the laws of the game as
determined by the international football association board or, for mini soccer, and 9v9 football, the rules as set down by The FA.
Clubs must take all reasonable precautions to keep their grounds in a playable condition. All competition matches shall be played on pitches deemed suitable by the management committee. If
through any fault of the home team a match has to be replayed, the management committee shall
have the power to order the venue to be changed.
The management committee shall have the power to decide whether a pitch and/or facilities are
suitable for matches in the competition and to order the club concerned to play its fixtures on another ground.

Football turf pitches are allowed in this competition. All football turf pitches used must be on the
FA’s register of football Turf pitches and must be tested (by the accredited test institute) every 3 years and the results passed to the FA. The FA will give a decision on the suitable for use and add
the pitch to the register.
The home club is also responsible for advising participants of footwear requirements when
confirming match arrangements in accordance with rule 10©.
All matches shall have duration as set out below unless a shorter time is mutually arranged by the
two clubs in consultation with the referee prior to the commencement of the match, and is any event
shall be f equal halves.

For round robin/trophy events, the maximum duration of play per half cannot be exceed, but the
minimum duration of play per half may be adjusted.
For trophy events, the competition may award mementos.
The times of kick off shall be fixed at the AGM and can only be altered by the mutual consent of the two competing clubs prior to the scheduled date of the match with written notification given to the
secretary at least five days prior.
Referees must order matches to commence at the appointed time and must report all late starts to the
secretary.
If mutually arranged at a meeting, if so called, a list of fixtures must be forwarded by the League
Fixture Secretary, within seven (7) days of the meeting. Fixtures are deemed to be accepted unless
objections are received by the Fixture Secretary within fourteen days of their issue
Any Club failing to be represented at a Fixture meeting, if so called, or otherwise infringing this Rule
shall be liable and the Fixture Secretary shall arrange that Club’s fixtures.
Non-competitive/Developmental age groups Under 7, Under 8, Under 9, Under 10, Under 11, as
confirmed by The FA each season, will have Fixtures organised by the League.
At the discretion of the Management Committee, the Competition’s fixture programme may be
extended for games involving championship places or cup / trophies / charity competitions / finals
and/or replays /play-offs /League Representative Games.
A club may request a break in their fixtures for any of its teams because of school trip/event and/or a
club tour but not for any other reason and if it leads to an infringement of Rule 10(E), such requests
for deferment of their fixture must be made in writing and be sent to the fixture secretary at least 28
days before the relevant Saturday date and the decision of the League Management Committee and if
agreed, the Fixture Secretary will re-fixture the match date, all of which shall be final and binding. A
Club can make three such requests in any one season.
Any Club’s Team that has failed to play Four (4) League Games by 1st
January of the current season
may be called before the Management Committee to explain why and maybe suspended from further
participation in the League.
(B) Except by permission of the management committee all competition all matches must be played on the
dates originally fixed but priority shall be given to The FA and parent county Association cup
competitions. All other matches must be considered secondary. Clubs mutually agree to bring forward a match with the consent of the fixtures secretary. Failure to comply with this rule will result in a fine (in
accordance with the fines tariff).

In the case of a revised fixture date, the clubs must be given by the competition 5 clear days notice of the match (unless otherwise mutually agreed).
Changing facilities should be available for players, male and female, as appropriate and a separate
changing room for Match Officials, male and female, as appropriate. If changing facilities Not
available the Home Team Must advise their opponents and the Match Officials.
(i) Any match cancelled must be notified by the Home and Away teams by Text or Telephone
and the Competition’s website results line to the Results Secretary. Defaulting Club(s) will
be fined a maximum of £10.00.
(ii) The Notification of Cancelled Game Form must be sent to the Fixture Secretary, Result
Officer and League Secretary by both teams within three (3) days of the match date.
Defaulting Clubs will be fined a maximum of £10.00.
(iii) All matches shall take place according to the Fixture List, amended list or as directed by
the Fixture Secretary. The Confirmed Fixture List is the responsibility of the clubs to
check and confirm with each other and then send by post to the Fixture Secretary by the 1st
August each season. Defaulting clubs will be fined a maximum of £10.00 and will not be
able to play until they have confirmed with the Fixture Secretary their Agreed Fixtures for
the season.
(iv) Failure to fulfil a fixture on the date agreed, without advanced approval of the Fixtures
Secretary will result in three (3) points being awarded to the opposition. The defaulting
Club may be fined up to £10.00 and be liable for all expenses incurred by their opponents
and match officials.
(v) under 12 year age groups is 30 minutes each half, in cup matches + 10 minutes each half
of extra time
(vi) For the under 13 and under 14 year age groups is 35 minutes each half, in cup matches +
10 minutes each half of extra time
(vii) For the under 15 and under 16 year age groups is 40 minutes each half, in cup matches +
10 minutes each half of extra time
(viii) For the under 17, 18 and under 21 years age groups is 45 minutes each half, in cup matches
+ 15 minutes each half of extra time.
(ix) The minimum time for any game will not be less than 20 minutes each half for players in
the Under 14 age group and below and 25 minutes each half for all other age groups. This
does not apply to mini-soccer at under 9, 10 and 11 as the full time is required in all games
as above.
(x) Matches should not commence later than 15 minutes after the scheduled kick-off time
unless agreed by the two teams and the referee. The club causing the start to be late shall
be fined a maximum of £20.00.
(x) Referees must order matches to commence at the appointed time and must report all late
starts to the Competition on their Referee Match Cards to the Referee Match Card Officer.
(xi) The Home team must provide at least two footballs fit for play and the referee shall make a
report to the Competition on the Referee Match Card if the footballs are unsuitable the Home Club can be
warned or fined a maximum of £10.00.
The size of football to be used shall be:-
A size 3 ball will be used for age groups U7 to U9
A size 4 ball will be used for age groups U10 to U14
A size 5 ball will be used for all other age groups
Goal nets must be used in all games or the Home Club can be fined a maximum of £10.00

(C) The Secretary of the Home Club must give notice in writing of full particulars of the location
of, and access to, the ground and time of kick-off to the match officials and the Away Secretary of the
opposing Club at least seven (7) clear days prior to the playing of the match. The Away Club
Secretary shall seek and acknowledge receipt of such particulars.
The Away team must notify the League if notification has Not been received from the Home team by
the Wednesday before the match.
It is the equal responsibility of each Club to ensure that the match fixture is played.
Any Club failing to comply with this Rule shall be liable to a maximum fine of £20.00
(D) The Minimum number of players that will constitute a team for a competition match
is as follow;

(E) (i) In competitions where points are awarded home and away matches shall be played.
In the event of a club failing to keep its engagement the management committee shall
have the power to impose (in accordance of the fines tariff), deduct points from the defaulting
club, award the points from the match in question to the opponents, order the defaulting club to pay any expenses incurred by the opponents or otherwise deal with them except the award
goals. Notwithstanding the foregoing home and away provision, the management committee
shall have the power to order a match to be played on a neutral ground or on the opponents ground if they are satisfied that such action is warranted by the circumstances.
(ii) Any Club unable to fulfil a fixture or where a fixture has been postponed for any reason
must, without delay, give notice to the Fixture Secretary, the Referee Secretary, the Secretary of the
opposing Club and the Match Officials. Any Club failing to comply shall be dealt with by the
Management Committee who may inflict a fine.
(iii) In the event of a match not being played or abandoned owing to causes over which neither
Club has control, it should be played in its entirety on a date to be mutually agreed by the two Clubs
and approved by the Management Committee. Failing such agreement and notification to the Fixtures
Secretary within Two (2) days the Management Committee shall have power to order the match to be
played on a named date or on or before a given date.
(iv) The Management Committee shall review all matches abandoned in cases where it is
consequent upon the conduct of either or both teams. Where it is to the advantage of the Competition
and does no injustice to either Club, the Management Committee shall be empowered to order the
score at the time of the abandonment to stand.
In all cases where the Management Committee are satisfied that a match was abandoned owing to the
conduct of one team or its Club member(s) they shall be empowered to award the points for the match
to the opponent. In cases where a match has been abandoned owing to the conduct of both teams or

their Club member(s), the Management Committee shall rule all points for the match as void. No
fine(s) can be applied by the Management Committee for an abandoned match.
(v) The Management Committee shall review any match that has taken place where either or
both teams were under a suspension imposed upon them by the Association or Affiliated Association.
In each case the team that was under the suspension would be dealt with in the same manner as if they
had participated with ineligible players in accordance with Rule 8 (O) above. Where both teams were
under suspension the game must be declared null and void.
(vi) Where a Club refuses to play another team/club within this League they will have all their
fixtures removed from that division or divisions for that season and forfeit all monies paid and owing
to the League and be fined up to £50.00 and will have to reapply for membership the next season as a
new club.
(F) A Club may at its discretion and in accordance with the Laws of the Game use five (5) substitute
players in any match (11v11) (9v9) in this Competition who may be selected from five (5) named
players
For Mini-Soccer (5v5) (7v7) – any number of substitutions may be used at any time with the
permission of the Referee. Entry onto the field of play will only be allowed during a stoppage in play.
A player who has been replaced may return to the play as a substitute for another player. A Team
must not have a match day squad greater than double the size of the team in an age group.
For Youth (11v11) (9v9) – for teams in the under 18-21 age group and below, a player who has been
substituted themselves becomes a substitute and may replace another player at any time subject to the
substitution being carried out in accordance with Law 3 of the Laws of Association Football.
The Referee shall be informed of the names of the substitutes not later than five (5) minutes before
the start of the match.
Any player arriving late and not notified on the match card will be deemed ineligible to play. If noted
on the match card before entering the field of play must present themselves to the opposition manager
with their Player ID card and sign the match card in front of the opposition manager to be eligible to
play.
A player who has been selected, appointed or named as a substitute before the start of the match but
does not actually play in the game shall not be considered to have been a player in that game within
the meaning of Rule 8 of this Competition.
(G) The half time interval shall be of FIVE minutes duration, but it shall not exceed 15 minutes. The
half time interval may only be altered with the consent of the match officials.
(H) The teams taking part in youth football shall identify a team captain who may / shall wear an
armband and shall have a responsibility to offer support in the management of the on-field discipline
of his/her teammates. Failure to comply with this rule will result in a fine (in accordance with the
fines tariff).
(i) Prior to each match the participating teams and officials shall conduct the ‘Respect’ handshake
and/or participating teams to offer ‘three cheers’ and handshakes to the opposing team after the
match.

(ii) Each Home club shall make arrangements for the provision of designated areas for spectators.
This area can be marked by an additional painted line, the use of cones, a roped off area or use of a
temporary spectator barrier. The area for spectators should start two metres from the touchline on
both sides of the pitch. Each area should run the full length of the pitch. It is recognised, however,
that the alignment of some public pitches does not allow for this arrangement in which case other
appropriate arrangements should be made.
Reporting Results
11 (A) The Divisional Match Card Officers must receive the match card from both teams within six (6) days of
the date the match was played, the result of each Competition match in the prescribed manner. This
must include the forename(s) and surname of the team players (in block letters) and registration
number and any other information required by the Competition. Failure to do so will incur a
maximum fine of £20.00 and/or the club being dealt with as the Management Committee decide.
Errors or admissions on the match card in respect of players or missing details will result in a fine of
up to £10.00 per card.
(B) The Home and Away clubs shall both Text the result of the match to the Result Officer on the
Full Time website as soon as possible after the match but before 5.00pm on the day of the fixture or
11pm for midweek fixtures. Failure to report these results will result in a maximum fine of up to
£10.00.
(C) The Match Result Notification Sheet, correctly completed, shall be signed by a responsible
member of the Club. Failure to do so will result in a maximum fine of £10.00. NB If the fixed
penalty exceeds £20 the Club must be charged as detailed in Rule 5(D)
Postponed or abandoned matches and unfulfilled fixtures, including LFA County Cup games must
also be notified to the Fixture Secretary by phone or text on the day and the Result Secretary in the
same manner as above. Failure to do so will result in the offending Member Club being fined a
maximum of £10.00.
(D) The competition and clubs are permitted to collect but NOT publish results or any grading tables
for fixtures involving under 7s, under 8s, under 9s, under 10s, under 11s. Any competition failing
to abide by this rule will be dealt with by the sanctioning authority, and any club failing to abide
by this rule will be find (in accordance with the fines tariff). The competition and clubs are
permitted to collect and publish results for trophy events.
(E) The competition may require a club to confirm that a set of fixtures has been played. A fine (in
accordance with the fines tariff) may be imposed for a breach of this rule.
Determining Championship
12 (A) In Competitions where points are awarded, Team rankings within the competition will be decided by
points with three points to be awarded for a win and one point for a drawn match. The teams gaining
the highest number of points in their respective divisions at the conclusion shall be adjudged the
winners. Matches must not be played for double points.
In the event of two or more teams being equal on points team rankings may be determined by deciding match(es) played under conditions determined by the management committee, or the position
shared.

(i) The Competition will organise a Divisional/Age Group play-off match played under conditions
determined by the Competition Management Committee via the Fixture Secretary. The Championship
shall be decided by a single play-off match to be decided on penalties if scores are still level after
extra-time.
(B) Automatic promotion and Relegation does not apply to this Competition.
(C) Does not apply to this league
(D) In the event of a team withdrawing from the competition before completing 75% of its fixtures for the
playing season all points obtained by or recorded against such defaulting team shall be expunged from
the competition table for the purpose of this rule 12 (D) a completed fixture shall include any
competition match (es) which has been awarded by the management committee.
Referees
13 (A) Registered referees (and assistant referees where approved by The FA or county FA) for all
competition matches shall be appointed in a manner approved by the management committee
and the sanctioning association(s).
The Home Club must contact the Referee Secretary to obtain a Referee for all their Home and
Cup Games or enter on line the correct game details of the League/Cup/Shield/Trophy/County
Cup game not less than 8 days before the game. Failure to comply will result in the Home Club
being fined a maximum of £10.00 Failure of the Home Club to ask or notify the Referee
Secretary of the details of their Home, League/Cup match by the Tuesday before the match will
result in the Home Club being fined a maximum of £10.00.
The Referee will only travel to a match if notified by the Home Club, failure to notify the match official(s)
will result in the Home Club being fined the equivalent of the Referee’s fee and the Assistant
Referees fee, if appointed, for the match plus an administration fee of £10.00.
The League Management Committee shall have the powers to order the game to be replayed at the Away
venue if the Home team fails to notify the Referee Secretary and or the appointed League
Referee.
(B) In cases where there are no officially appointed match officials in attendance the clubs shall
agree upon a referee. Individuals under the age of 16 must not participate either as a referee or
assistant referee in any open age competition and individuals under the age of 14 must not participate
in any competition. Referees between the age of 14 and 16 are only eligible to officiate in
competitions where the players age band is at least one year younger than the age of the referee for
example 15 year old referee may only officiate in competition where the age banding is 14 or
younger.
(C) Where assistant referees are not appointed each team shall provide a club assistant referee.
Failure to do so will result in a fine (in accordance of the fines tariff) being imposed on the defaulting
club.
(D) The appointed referee shall have power to decide as to the fitness of the ground in all matches
and the decision shall be final.
(E) Subject to any limits/provisions laid down by the sanctioning association, match officials
appointed under this rule shall be paid their fees and expenses in accordance with the fees tariff.

Match officials will be paid their fees and/or expenses by the home club unless otherwise ordered by
the management committee. Failure to comply with this rule will result in a fine (in accordance with
the fines tariff).

(i) Registered referees appointed by the Management Committee as Assistant Referees, the
fee is as above for that age group. Referee and Assistant Referees appointed to Double
Banker games the fees shall be one and half times the normal fee for that age group.
(ii) The Home Club shall pay the Officials their full fees inclusive of expenses before the
match Kick Off and the Referee is responsible to collect their match fees, if applicable
their travel costs, before Kick Off from the Home Team. If the Referee is not paid
pre-match they will not referee the match and send a report to the Referee Secretary.
(iii) For League KO Cups/Trophies/Shield games the Home team to pay the pitch costs of the
Cup Game and the Away Team to pay the Referee’s Fee. In the event of Assistant
Referees being appointed their fees will be split between the two clubs.
(iv) Failure to pay the Referee (and Assistant Referees if appointed) shall result in a maximum
fine of £20.00 plus the Referee (and Assistant Referees if appointed) fees. When Clubs are
due to share the cost of the match officials both teams must pay the match officials their
half of the fee before the match, failure to do so will result in a fine as above.
(F) In the event of a match not being played because of circumstances over which the clubs
have no control, the match officials, if present, shall be entitled to EXPENSES ONLY. Where a
match is not played owing to one club being default, that club shall be ordered to pay the match
officials, if they attend the ground, their full fee and expenses. Failure to comply with the rule will
result in a fine (in accordance of the fines tariff).
(G) A Referee not keeping his or her engagement, and failing to give a satisfactory explanation as
to their non-appearance, may be reported to the Association with which he or she is registered.
(H) Each club shall, in a manner prescribed from time t time by The FA, award marks to the
referee for each match and the name of the referee and the marks awarded shall be submitted to the
competition on the prescribed form provided. Clubs failing to comply with this rue shall be liable to
be fined (in accordance with the fines tariff) or dealt with as the management committee shall
determine.
(i) Where a club marks a referee 60 or under a letter of explanation must be sent to the league
referees secretary within 7 days of the match. Failure to do so will results in a fine
according to the fines tariff
(I) The Competition Referee Secretary shall keep a record of the markings and on the Form
providedby the prescribed date each season, shall submit a summary to The Football
Association/County Football Association.
(J) The Referee shall submit a Referee Match Report Form, supplied by the Competition, giving
the result of the match, the number of players in each team and the time of kick-off to the Referee
Secretary within two days of the match and any protest complaint by a club reference to the pitch
under Rule 15A (ii)

(K) Referees and Assistant Referees shall be supplied, each Season, with a copy of the
Competition Rules free of charge.
(L) Match officials shall have undertaken a RESPECT briefing offered by FA/County FA for the
league.
Continuation of Membership or Withdrawal of a Club
14 (A) Any club wishing to resign from the competition must do so at least 7 days before the AGM.
Failure to do so will result in a fine (in accordance with the fines tariff).
(i) After 31st
December in the current season a Club intending, or having a provisional intention, to
withdraw a team from the Competition on completion of its fixtures and fulfilment of all other
obligations to this Competition must notify the League General Secretary in writing by 31st
March
each season of their intensions to leave the Competition or be liable to a fine not exceeding £50.00.
(ii) All Clubs wishing to remain in membership of the Competition for the following season
must confirm their intention to do so, in writing, to the League General Secretary by the
31st
March of each season (See Rule 2B)
(B) The management committee shall have the discretion to deal with a team being unable
to start or complete its fixtures for a playing season, including but not limited to, issuing a fine
(in accordance with the fines tariff).
( C ) in addition to the powers of the management committee pursuant to rule 5 (I), in the event of a
member club failing to discharge all its financial obligations to the competition in excess of £50.00,
the management committee are empowered to refer the debit under The FA football debit recovery
provisions.
(i) In the event that any such obligation remains unpaid after a period of twenty-one (21)
days, then such obligation shall be met by the then current Club Members, excluding those
under the statutory school leaving age. Until a member’s pro rata obligation is discharged
in full the member shall not be allowed to participate in the Competition, which may apply
to the club’s Parent County Association for a suspension order.
Protests and Complaints
15 (A) (i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred to
the Management Committee or a sub-committee duly appointed by the management committee.
(ii) Objections relevant to the dimensions of the pitch, goals, flag post or other facilities of the venue
will not be entertained by the management committee unless a protest is lodged with the referee
before the commencement of the match.
(B) Except in cases where the management committee decide that are special circumstances,
protests and complaints (as set out more fully at rule 15 (A) above) (which must contain full
particulars of the ground upon which they are founded) must be lodged induplicate with the secretary
within 7 days (excluding Sundays) of the match or occurrence to which they refer. A protest or
complaint shall not be withdrawn except by permission of the management committee. A member of
the management committee who is a member of any club involved shall not be present (except as a
witness or representative of his/her club) when such protest or complaints being determined.

(i) Any dispute occurring between Clubs in the Competition shall be referred for determination by the
Management Committee whose decision shall be binding upon all parties subject to Rule 16.
(C) No protest of whatever kind shall be considered by the Management Committee unless the
complaining club shall have deposited with the General Secretary a sum of £20.00 in accordance with
the fee tariff. This may be forfeited in whole or in part in the event of the complaining or protesting
club losing its case. The competition shall have the power to order the defaulting club making a
losing or frivolous protest or complaint to pay the expenses of the order that costs to be shared by the
parties.
(D) All parties to a protest or complaint must receive a copy of the submission and must be
afforded an opportunity to make a statement at least seven (7) days prior to the protest or complaint
being heard.
(i) All parties must have received 7 days’ notice of the Hearing should they be
instructed to attend.
(ii) Should a Club elect to state its case in person they should forward a deposit of £20
and indicate such when forwarding the written response.
(E) If so requested by all parties concerned, the management committee may determine any
disputes, protest, appeals, claims of complaints between two clubs in which event both clubs shall
send a non-returnable fee. Such determination shall be final and binding upon the parties concerned.
The procedure for such determination shall be determined by the management committee.
All correspondence with regards to Appeals shall be sent by lst Class post to the Secretary.
Board of Appeal
16 (A) any appeal against a decision of the management committee must be ledged with the Sanctioning
authority within 14 days of the posting of the written notification of the decision causing the appeal,
accompanied by a fee as set out in the fee tariff, which may be forfeited in the event of the appeal not
being upheld. A copy of the appeal must also be sent to the secretary. The procedure for the appeal
shall be determined by the sanctioning authority, in such respect the sanctioning authority may (but is
not obliged to);
(B) no appeal can be lodged against a decision taken at an Annual or special general meeting unless
this is on the ground of unconstitutional conduct.
(i) Invite submissions by the parties
(ii) Convene a hearing to hear the appeal;
(iii) Permit new evidence; or
(iv) Impose deadlines as are appropriate.
Any appeal shall not involve a rehearing of the evidence considered by the management committee.
No appeal can be lodged against a decision taken at an Annual or special general meeting unless this
is on the ground of unconstitutional conduct.
17 (A) At the AGM or Special General Meeting called for the purpose in accordance with the provision
of Rule 19, Notice of Motion having been duly circulated on the Agenda, the accredited delegates
present shall have the power to exclude any Club or Team from further membership which must be
supported by (more than) two thirds (2/3) of those present and voting. Voting on this point shall be
conducted by ballot.

(B) At the AGM or at a Special General Meeting called for the purpose, in accordance with the
provisions of Rule 19, the accredited delegates present shall have the power to exclude from
further participation in the Competition any Club or Team of a Club whose conduct has, in their
opinion, been undesirable, which must be supported by (more than) two-thirds (2/3rds) of those
present and voting. Voting on this point shall be conducted by ballot. A club whose conduct is
the subject of the vote being taken shall be excluded from voting.
(C) Any official or member of a Club proved guilty of either a breach of Rule, other than field
offences, or of inducing or attempting to induce a player or players of another Club in the
Competition to join them shall be liable to expulsion or such penalty as a General Meeting or
Management Committee may decide, and their Club shall also be liable to expulsion in
accordance with the provisions of Clauses (A) and (B) of this Rule.
(i) Any Club or Team failing to complete or having Six (6) or more of their fixtures
awarded in any season shall (unless the conditions are beyond their control, or the
accredited delegates present at the Annual General Meeting or a Special General
Meeting decide otherwise by a majority of two-thirds of the votes cast) be debarred
from membership the following season.
Trophy: - Legal Owners, Conditions of Taking Over, Agreement to be Signed, Awards.
18 (A) The following agreement shall be signed on behalf of the winners of the Cup or Trophy: “We

Members of and representing the Club, having been declared winners of___________
Cup or Trophy, and it having been delivered to us by the Competition, do hereby on behalf of the club
jointly and severally agree to return the Cup or Trophy to the Competition Secretary on or before the
February meeting. If the Cup or Trophy is lost or damaged whilst under our care we agree to refund
to the competition the amount of its current value or the cost of its thorough repair.”
Failure to comply will result in a fine as determined by the Management Committee.
(B) At the close of each Competition awards shall be made to the winners and runners-up if the
funds of the Competition permit.
Special General Meetings
19 Upon receiving a requisition signed by (2/3) of the Clubs in membership the Secretary shall call a
Special General Meeting.
The Management Committee may call a Special General Meeting at any time.
At least seven (7) days notice shall be given of either meeting under this Rule, together with an
agenda of the business to be transacted at such meeting.
Each Member Club shall be empowered to send two delegates to all Special General Meetings. Each
club shall be entitled to one vote only as will members of the Management Committee.
Any continuing Member Club failing to be represented at a Special General Meeting without
satisfactory reason being given shall be fined a maximum of £20.00.

Officers and Management Committee members shall be entitled to attend and vote at all Special
General Meetings.
Alteration to Rules
20 (A) Alterations, for which consent has been given by the sanctioning Association, shall be made to these
Rules only at the Annual General Meeting or at a Special General Meeting specially convened for the
purpose called in accordance with Rule 19. Any alteration made during the playing season to the
Rule relating to the qualification of players shall not take effect until the following season.
Notice of proposed alterations to be considered at the Annual General Meeting shall be submitted to
the Secretary by 1st
April in each year. The proposals, together with any proposals by the
Management Committee, shall be circulated to the Clubs by 1st
May and any amendments thereto
shall be submitted to the Secretary by 15th
May. The proposals and proposed amendments thereto
shall be circulated to the Clubs with the notice of the Annual General Meeting. A proposal to change
a Rule shall be carried if a majority of those present and entitled to vote and voting are in favour. All
proposals by a Member Club must be seconded by another Member Club of this League.
A copy of the proposed alterations to Rules to be considered at the Annual General Meeting or Special
General Meeting shall be submitted to the sanctioning Authority or The FA at least 28 days prior to
the date of the meeting.
Finance
21 (A) The Management Committee shall determine with which bank or other financial institution
the funds of this Competition will be lodged.
(B) All expenditure in excess of £500.00 shall be approved by the Management Committee.
Cheques shall be signed by at least two League Officers nominated by the Management Committee.
(C) The financial year of this Competition will end on 31st
May each year.
(D) The books, or a certificated balance sheet, of the Competition shall be prepared and shall be
audited annually by some suitable person(s) who shall be appointed at the Annual General
Meeting
INSURANCE
22 (A) All clubs must have valid public liability insurance cover of at least ten million pounds
(10,000,000) at all times.
(B) All clubs must have personal accident cover for all players registered with them
from time to time. The players personal accident insurance cover must be in place prior to the
club taking part in any competition match and shall be at least equal to the minimum
recommended cover determined from time to time by the association.
Failure to comply with rule 22 (A) or 22 (B) will result in a fine (in accordance with the fines
tariff)
23 DISSOLUTION

24 (A) Dissolution of the Competition shall be by resolution approved at a Special General Meeting
by a majority of 3/4 of the members present and shall take effect from the date of the relevant
Special General Meeting.
(B) In the event of the dissolution of the Competition, the members of the Management Committee
are responsible for the winding up of the assets and liabilities of the Competition.
(C) The Management Committee shall deal with any surplus assets as follows:
(i) Any surplus assets, save for a Trophy or another presentation, remaining after the
discharge of the debts and liabilities of the Competition shall be transferred only to
another Competition or Affiliated Association or The Football Association
Benevolent Fund or to such other charitable or benevolent object in the locality of
the Competition as determined by resolution at or before the time of winding up and
approved in writing by the sanctioning Association. (ii) If a Competition is
discontinued for any reason a Trophy or any other presentation shall be returned to
the Donor if the conditions attached to it so provide or, if not, dealt with as the
sanctioning Association may decide.

ADDITIONAL RULES
Cup Rules For The: - League Divisional Challenge K.O Cup
All matches shall be played according to the Laws of the Game, Rules and Regulations and by-Laws of the

Football Association. The rules shall be the same as those governing the London County Saturday Youth
Football League Championship Rules 1 to 23 of the ‘London County Saturday Youth Football League Rule
Book’ except as stated below.
The Home team to pay the pitch costs of the Cup Game and the Away Team to pay the Referee’s Fee. In the
event of Assistant Referees being appointed their fees will be split between the two clubs.
Duration of Play – shall be as per the League Rule 10 for the Divisional age group with the additional extra time
added at the end of full-time to decide a winner or a penalty shoot out as laid down by the FA Standard Rules.
The Competition will provide two Cup(s) and/or Trophy(s) competitions for each age group, known as the
‘League Divisional Challenge K.O Cup’ and ‘League Dominic Savio K.O Shield’ Competition. Where there are
eight (8) or more teams in that age group (see below for the ‘Inter-Divisional Combined Trophy’ and ‘Charity
Challenge Shield’.
The League will provide 16 individual awards to each competing team’s players in the
Final (11v11); 14 individual awards to each competing team’s players in the (9v9) Finals and Mini-Soccer (7v7);
10 individual awards to each competing team’s players in the (5v5) Finals.
‘The League Divisional Challenge K.O. Cup’ will be open to all teams in the age groups U12s-U21s.
Teams that fail to play their ‘League Divisional Challenge K.O. Cup’ preliminary and/or first round ties, unless
they had byes or walkovers awarded them, cannot play in the ‘League Dominic Savio K.O Shield’.
Where there are less than eight teams in the age group, of the Under 16’s, 17’s, 18’s and 21’s, the Competition’s
Management Committee have the power to run the ‘Inter-Divisional Combined Trophy’, which can only involve
the combination of the age grouping permitted under the FA regulations for age groups to play against each
other. Any player under 15 years of age on the 31st
August of that current season cannot play in this open age
grouping.
Where there are eight or less teams in any of the age groups at Under 12’s, 13’s, 14’s and 15’s age group, the
‘Charity Challenge Competition’ can be run by the Competition Committee on a League base. The team gaining
the highest number of points at the end of the season in this competition will be adjudged the winner of the
respective Competition.
When a Division is short of teams the Management Committee has the power to play/organise qualification
rounds on a home and away basis. The team qualifying for the next round will be the team with the highest
number of goals scored from both matches. If both teams have an equal number of goals for, then the team
scoring the highest number of goals in their away match goes through.
If the two teams are still equal then they shall play extra time in the second match with the winner going through.
If the two teams are still equal on goals scored then a penalty shoot-out will apply in the second leg/match only.
The organisation and management of these competitions shall be invested in the League Management
Committee.
Each team competing in the ‘The League Divisional Challenge K.O Cup’ and/or ‘The League Dominic Savio
K.O Shield’ will consist of players that have been registered via The London County Saturday Youth Football
League and have a valid Players Registration Card and been registered at least seven (7) days before appearing in
a cup-tie.

In order to be eligible to play in a Semi-Final or Final tie the player must have been named as starting the game
on the match card in at least three competitive League and/or Cup games with that team, under the jurisdiction of
the League Competition in the current season.
No individual member having played in one Competition for one Club/Team shall play for another Club/Team in
the same Competition in the current season. The Club / Team playing an ineligible player shall be excluded from
that Competition and fined a maximum of £100.00 for each ineligible player in that match under Rule 8B(ii) and
8O.
All Cup/Trophy/Shield games will be played in accordance with the rules of the League Competition and the
Cup Rules and the Football Associations Regulation and Bye Laws, as either a straight knock-out competition or,
at the League Competition’s discretion as a two leg Home and Away competition or, as stated in these rules
above. Extra time to be played in all draws with a penalty shoot-out if still drawing after extra-time or in the
second leg of those played on a home and away bases.
In two leg games extra time if needed will be played in the second leg only and if still drawing it will be decided
by a penalty shoot-out.
Teams and Officials taking part in Semi-Finals and Finals will be at the venue at least thirty (30) minutes before
the official kick-off time. Clubs will be fined a maximum of £20.00 if not at the venue/ground and reported to
the Referee and League Officers within or before that time. If Clubs delay the kick-off time they can forfeit the
match and/or in addition be fined the full costs of the match with an additional fine not exceeding £20.00.
Cup Semi-Final kick-off times will be 10.30 am and 1.30 pm or as directed by the Fixture Secretary.
The League has the option of supplying each Club in the Finals with a maximum of 50 programmes, at a cost to
be agreed by the League Competition’s Management Committee.
Double Banker Games (Supplementary Rules)
In the event of inclement weather or bad playing conditions, the League will introduce ‘Double Banker’ games in
order to ensure that the League programme is completed. Double-banker games are the playing of two
consecutive matches, between the same two club sides, one match following the other, on one pitch on one
Saturday. These will only be introduced where strictly necessary, determined by team’s outstanding games and
the number of Saturdays left in the season and will be applied under Rule 5d.
The fixtures will be laid down by the League Fixture Secretary. It may be advisable to bring forward the kick-off
time of the first game by at least fifteen (15) minutes, if possible, in order to fit the two matches in. No Double
Banker game shall KO before 10.00 a.m. or after 1.30 p.m. or as directed by the League Officers.
Home Clubs should give their opposition and Referee early notice of double-banker matches.
The games are to be played on the ground of the original home side or as directed by the League Fixture
Secretary. The full costs of the double–banker match will be shared between the two Clubs and must agree with
the full cost of the Away teams pitch fees or the local council pitch fees.
A team not ready to play at the time of the agreed first match kick-off shall be deemed absent and the points
awarded to the team that is ready to play. The second match will be played as soon as possible.
No more than ten (10) minutes break allowed between the two separate matches. Half-time periods may be
reduced if agreeable to both teams.

Duration of games shall be: - Mini-Soccer sections: Shall be 15 minutes each half
(5v5) Under 7 and Under 8 Shall be 15 minutes each half
(7v7) Under 9 and Under 10 Shall be 15 minutes each half
(9v9) Under 11, 12 Shall be 15 minutes each half
(11v11) Under 13, 14 Shall be 20 minutes each half
(11v11) Under 15’s, 16’s, 17’s, 18’s, & 21’s: Shall be 25 minutes each half
Each game may consist of different registered players of each team but separate match cards for each game must
be completed and the substitutes must be named in both games before kick-off of each match. The cards are then
sent to the Divisional Registration Officer as usual.
The Referee is entitled to a fee of one and a half times the normal fee and this should be paid, equally between
the two teams participating, before kick-off.
A player sent-off in the first game shall be eligible to take part in the second match.

League Representative Football (Supplementary Rules)
The Management Committee has the power to enter a team or teams into the County Football Association Inter-
League Cup Competitions or any other Inter-League Competition. This shall be determined by the Member
Clubs voting on such proposals.
A Manager for each League Representative Team shall be appointed and they shall be given responsibility for all
matters concerning team selection, training and organisation. They may be a currently active manager of a team
that is participating in the League in the same age group as the League Representative Team.
A sub-committee comprised of the Chairman, the General Secretary and the Fixture Secretary shall liaise directly
with the Leagues Representative Team Manager and is responsible for providing assistance and administrative
support as required. The sub-committee will act under guidance from the Management Committee.
The League Representative Team manager must initially approach the Member Clubs Secretaries for nomination
of players to be considered for the League Representative Team. Clubs should advise the League Representative
Team manager within ten (10) days giving the names and details of players so nominated. Only in exceptional
circumstances will more than three players from any one team be selected to represent the League in a single
representative match.
When an Inter-league match has been arranged, league fixtures will not normally be cancelled. However, the
Fixtures Secretary shall have the power to re-arrange fixtures in a manner that ensures that no Club is unfairly
penalised.
The Club concerned and Fixture Secretary shall be given twenty-one (21) days notice by the League’s
Representative Team Manager of the players selected to represent this League.
Clubs are required to release players who are selected to represent this League.

ON THE LEAGUE STANDING ORDERS
MEETINGS AND AGENDAS
1.1 The LSYFL Handbook information – league dates form part of the leagues standing orders and
Committee structure
1.2 The dates and days of all meetings are confirmed at the first League Management Committee
Meetings each year.
1.3 The Management Committee may arrange additional meetings or cancel meetings at their
discretion.
1.4 The League Secretary shall send out the agenda for each / all meetings to be transacted, with a
copy of the minutes of the previous meeting.
1.5 Notice of intending motions shall be sent to the League Secretary at least twenty eight days prior
to the date of the next meeting and placed on the agenda for circulation.
1.6 Members attending a meeting shall sign their name in the attendance book kept for that
meeting.
1.7 In the event of urgent action becoming necessary between council and / or Management
Committee meetings, the Chair shall be authorised to take appropriate action, provided the
League Secretary is consulted and the matter is reported to the next meeting.
1.8 The Management Committee Members shall be ex-officio members of all sub-committees.
ORDER OF PROCEEDINGS
2.1 At all meetings the League Chair shall present the minutes of the last proceeding meeting for
confirmation and signature.
2.2 Matters arising shall be dealt with immediately unless it is covered in the agenda.
2.3 The League Secretary is to report all correspondence.
2.4 Reports of all sub-committees shall be submitted in writing to the League council meetings. The
Chair of all sub-committees or a nominated member of that committee shall present the report,
for adoption. It is then open to the League council to speak on any matter in the report or move
a resolution thereon.
2.5 Verbal reports of committees shall be regarded as for information only, unless for reasons of
urgency, action is needed, in that case the committee(s) must give specific consent before
proceeding.
2.6 Members missing three or more meetings shall be seen to have resigned: apologies are not
taken as being an approval of absence.
MOTIONS AND VOTING
3.1 The proposers of any motion shall be allowed a maximum of three minutes to speak on their
proposition.

3.2 No other member shall be allowed to speak more than once on the same question unless
permission is given by that committee chair or the attention of the chair is called to a point of
order.
3.3 The mover of every original but not of any amendments (unless it becomes an original motion),
shall have the right to reply, but must not introduce therein a new matter, immediately after
which the question shall be put to the chair.
3.4 When an amendment is moved upon a proposition, no further amendments shall be moved or
taken into consideration until the first is disposed of. Any number of amendments may be
brought forward in succession but if an amendment were affirmed it shall form the proposition
under consideration.
3.5 When discussion arises upon amendment or proposition the mover of the amendment that has
displaced the original proposition may speak in reply and so in like manner with respect to any
further and displacing amendment.
3.6. All voting shall be by a show of hands unless a secret ballot is requested (unless there is a
procedure within the rules to follow).
3.7 All abstentions shall be counted and recorded.
3.8 The chairs of all committees shall have the casting vote or second vote where the vote is equal.
3.9 Any discussion may be ceased by a resolution “that the question now be put” being moved,
seconded and carried, such resolutions to be put to the meeting without further debate.
LENGTH OF MEETINGS
4.1 All meetings shall start as agreed as per the dates of confirmation at the start of each season. All
meetings shall finish by 9.30pm, unless the chair extends the meeting for an extra 30 minutes.
MEMBERS MISSING MEETINGS
5.1 Members missing three or more meetings shall be seen to have resigned: apologies are not
taken as being an approval of absence.
SUSPENSION OF STANDING ORDERS
6.1 Any standing orders may be suspended upon a motion being put to that effect, provided such
motion be duly seconded and carried without discussion by two thirds of the meeting present.
ALTERATION OF STANDING ORDERS
7.1 No alteration in these standing orders may be discussed or made except on a notice of motion
given under standing orders number 1.5.
