I I S E P T E M B E R 1959will make for healthy debates.Speaking for myself 1 can give you anassurance. This is because I haveheard of the apprehension expressed i nsome quarters that the opposition willmerely oppose. As a matter of fact itis not going to be so. The a im of theopposition is to offer constructivecriticisms. That is what 1 have in mind. However, although I have given thisassurance, it should not be thought thatf will always be at one with everythingthat is desired by the Government.

You, Sir, have the necessaryexperience and you were a member ofthe Legislative Council of the Perse-kutuan Ta nah Melayu and of the JohoreCouncil of State, a fact which promptsme to support ),our election a s Speaker. But, Sir, I would like to give my viewson this matter for your rruidancebecause i n m y opinion-I too-had thehonour t o sit i n Councils such as this-an essential quality that a Speaker ofan assenlbly such as this should have, especially now when we have variousparties here ---the Government and theopposition - is first tolerance-morethan to le ra nc e when calied upon toconsider any point raised in theHouse. Likewise a Chairman orSpeaker is expected to give an im-partial ruling regardless of whether thematter is raised by a member on theGovernment side or by the opposition.I habe no doubt that you, Sir, areconversant with this aspect of thematter and will be fair to every sectionof the House.

Mr. Chin See Yin (Seremban Tirnor):.Mr. Speaker, Sir, I rise to speak notonly for myself but for my twoIndependent colleagues in this House. We wish to congratulate you on yourelection as Speaker of this House, andwe are confident that you will surelydischarge your duties fairly and justlyin the interests of the people of thecountry.4 .
