President’s Message Roger Cell Tower UpdateIt has been very quiet on the Rogers Cell Tower issue as of late. I do believe that the current proposed site is not going to be an option. Therefore, Rogers has the option to look for another site(s) or drop the process altogether. If they do choose another site in Hawkwood, they will have to do an Open House again and unfortunately, the HCA only gets a 21-day notice so we won’t be able to get anything into the Hawk Eye. I will try and keep everyone updated in the Hawk Eye and on our website.

Hawkstone Rink If you believe the Farmer’s Almanac and the various pundits out there, our winter should be back to “normal”. I hope this means some cold temperatures with the odd, short chinook thrown in to keep us sane. If this is true, then as you read this our hockey rink should be up and running. Located on Hawkhill Road, our rink is open during daylight hours – and under the lights – until 10:30PM at night (9:00 PM on maintenance nights). If you want to join the Rink Rats who volunteer a couple hours a month to sweep and flood the rink, then go to our website (www.HawkwoodCA.com) and click on Rink to out how you can sign up for a shift . The veteran Rink Rats will even train you – it’s not that hard!

AGMWe had our AGM on November 29th and we had a very good turnout and Councillor Joe Magliocca was on hand to say a few words and answer some questions. Thanks to all that came out and by all means contact us anytime about any questions (our contact emails are on the website) and a special thanks goes out to our Executive and Directors who have stepped up to volunteer in our community for another year.

Sound Barrier on Nose Hill DriveI just received word that a new Noise Barrier will be built in 2017 on the Hawkwood side of Nose Hill Drive from Country Hills Blvd. south past Hawkstone Drive to the green space. This barrier (or at least the south half of it) has been on the books since BEFORE I got involved with the HCA. Glad to see that the project has finally got to the top of the City’s pile of things to do.

No Flyers, PleaseThe Community Standards Bylaw is under review.

Fines will be increased. There are concerns about noise, fire pits, unkempt properties, long weeds and grass, graffiti, and unwanted flyers. There are some exceptions for homes with “no flyer” notices because election ads, paid newspapers, community newsletters, and any information from government will be delivered. Surveys were done by telephone, as well as consultation with stakeholder groups. Should a Charter challenge occur, the City Law Department is prepared to defend these changes. The bylaw will also be easier to understand and use.

Just what you need to blow the winter blues away! We will be holding the HCA Winter Festival on

Saturday January 21, 2017 between 1:00 p.m. – 3:00 p.m. This free event will be held (weather permitting) at our ice rink in Hawkstone Park. We will be barbequing hot dogs and veggie dogs and serving hot chocolate to keep everyone warm plus other soft drinks. Kidsport’s Skate Shack will be supplying skates and helmets for the event so if you do not have your own equipment it will be provided for you so that everyone can join in the fun.

There will be fun and games on the rink and music by DJ Fish so join us for some Winter Fun.

Councillor ReportHappy New Year! I know for many

residents of Ward 2, the past year has been very difficult. I am pleased to report that prior to the New Year, City Council unanimously approved Adjustments to the 2017 Budget which includes relief in taxes and fees to support Calgary home owners and businesses. This includes:• Property tax freeze for 2017;• Elimination of the Green Cart

program fees for 2017; and• A sliding scale for Calgary Transit’s

Low Income Monthly Pass based on income which will be implemented in the second quarter of 2017.

City Council also set aside $15 million from the Fiscal Stability Reserve to assist Calgary businesses facing challenges due to the economic downturn. Administration will report back to Council early in the New Year with options for Council to consider around utilizing the funds.

Over 11,000 Calgarians provided feedback on the proposed changes to the Community Standards Bylaw, of which City Council has approved. The bylaw regulates neighbourhood nuisances, safety and liveability issues. The approved amendments address citizen concerns related to outdoor concert bass sound levels, wood-burning fire pits, upkeep of properties and delivery of unwanted items.

Council has also given approval of amendments to the Livery Transport Bylaw. These amendments will provide Calgarians with more transportation choices while maintaining public safety.

I’m very glad to see that 144th Avenue NW was opened to traffic between 14th Street NW and Centre Street. Although this is not the final alignment, I am really pleased to see that this section is open as it provides another exit out of Evanston.

In Our CommunitySafer Traffic ReportIn 2015, there were 22 fatal collisions, 2,504

injury collisions, and 3,279 in property damage-only collisions on Calgary roads, at a cost of $1.02 billion. An increase in cyclist injuries was reported (although not on a per trip basis) and less so for motorcyclists.

An annual report to the Council Committee on Transportation and Transit updated an Action Plan (2015-2018). If approved, there will be a traffic safety plan for 2018-2022.

Many safety programs added in 2016 are ongoing. The Roads Department is providing new traffic cones to all school programs. Another pilot program is the use of traffic pedestrian “sleeves” (neon and reflective signs) at crosswalks. A study of speed and yielding will evaluate guidelines for use. Where safety issues have been identified, for example at left turns, traffic signal timing when traffic allows or protected signal phases will be reviewed.

The City consults with Calgary Police Services. Other partners are Alberta Transportation, schools boards, the AMA, and the public. Community Traffic Safety meetings have been well attended. Other initiatives are through safety campaigns, media, 3-1-1, open houses, YouTube, www.calgary.ca, and forums.

West Valley Softball 2017Registration begins January 5th for the upcoming

2017 season. West Valley is the designated softball program for children in your community wishing to play softball. West Valley offers a Learn To Play program for children born between 2012-2009 and a softball program for those born 2008-1998. The softball season runs late April to mid- July. Hawkwood Garden News Just a reminder for all of you gardeners to rent your community gardening beds! After our build this Spring, we will have 25 beds to rent out. Please print out the rental agreement form located on the community website (hawkwoodca.com) and follow the directions to reserve one. You must also have a valid community membership.

Greetings from all of us at the Hawkwood/Citadel Scouting Group!Once again, we want to thank everyone who supported

our popcorn campaign, and we also want to thank those who donated to our November bottle drive. Your generosity is always appreciated - it helps us create amazing programs for our Youth. Investing in our Youth is investing in the future success of our communities, our city, and our world!

Our busy little Beavers have had fun with lots of crafts and games, learning vertical skills, and they had a great Halloween Party!

Our Cubs had an amazing night at Bowness Park learning how to build a fire – each Lair learned how newspaper, dryer lint, kindling, and a “tent” of twigs can spark up a fire. And some of our Leaders made special “fire magic” at our big campfire, much to the delight of our Cubs!

Our Scouts participated in an Emergency Camp at the Ghost Lake Land Use Area at the end of October with the assistance of some of our Venturers. They are learning skills to help themselves and others in case of an emergency. The Scouts are also planning their journey to the Canadian Jamboree in Nova Scotia in summer of 2017!

Our Venturers and Rovers have been busy re-painting our Bottle Drive signs as they needed a bit of a “makeover”. Thanks guys! The Venturers also helped the Salvation Army during their Christmas Kettle Campaign. We want to give a shout-out to three of our Rovers - they received the Medal of the Maple award! This honour is awarded to Youth who have significantly contributed to the spirit of Scouting through community service, extraordinary Scouting participation, and have shown a solid system of personal values. Good job and thank you for your service.

Congratulations to our Group Commissioner, Mike Plested, who was made a Fellow of the Chinook Scout

Foundation! The Foundation’s mission is to contribute to the education of young people through a value-based system that is based on the Scouts Promise and Law – to help build a better world where people are self-fulfilled as individuals and play a constructive role in society. Mike works tirelessly for the Hawkwood/Citadel Scouts and this recognition is well deserved!

Of special note, we participated in a Remembrance Day ceremony, together with the City of Calgary and the Commonwealth War Graves Commission, at the Union Cemetery, Field of Honour. The Cross of Sacrifice is a central feature - this monument is only placed in cemeteries housing Commonwealth war dead. This same monument can be found at Normandy, Vimy Ridge, and elsewhere throughout the Commonwealth. Our Beavers, Cubs, Scouts, Venturers, and Rovers laid memorial cards and a Canadian flag at each grave of a WW1 soldier. This was a sobering, humbling moment for our Youth, Leaders, and parents, and it was a special opportunity for us all to reflect on the sacrifices these brave men made for our freedom.

Please keep your eyes open for our Scouts on January 7th, 2017, at our next bottle drive. They will be knocking on doors, but you can also leave your bottles out (tagged for Hawkwood/Citadel Scouts) or come visit us at the parking lot at St. Thomas United Church on Hawkwood Boulevard.

In Our CommunityTeaching Kids to PlanJanuary is a fresh slate. Some love the idea of creating

fresh goals, while others shy away from it, feeling it’s just a set up for failure. It doesn’t have to be, and in fact, planning and making goals can be a great teaching tool for kids.

Life is a series of appointments, task lists, and deadlines. We see it at home (laundry, meals, car repairs). We definitely see it at work, and kids see it at school. Planning ahead, and setting goals helps us navigate our responsibilities with a sense of control, and the reward of satisfaction when we’ve accomplished our errands.

We can teach our children to plan. We can show them that planning reduces stress. It gives us more time. It helps us to achieve the goals we set for ourselves. If your child wants to be a chef, help them by setting goals to cook a meal a week. Maybe your child has goals related to sports. Show them how to set small tasks, daily, to achieve their fitness goals over a period of time.

Planning and items relating to planning have become a huge trend. Use stickers to help track anything and everything. Calendars come in a variety of styles and can be be adapted so they are intensely personal. Your children will love colorful pens to keep track of tasks. Planning is fun, and can benefit your child toward creating good habits for achieving goals, while gaining skills that will help them as adults.

Hawkwood Transportation Updates Air Traffic The Calgary Airport Authority (YYC) completed monitoring of air traffic noise in Hawkwood, Bowness and Signal Hill, throughout July-Sept. This documented that frequency is an issue, with about 45 community overflights occurring daily, versus 15-25 in recently monitored communities adjacent to the airport. This concentrated flight path disrupts sleep and enjoyment of homes for some residents. It has created issues in many cities where it has been introduced. Currently, Transportation Canada is studying similar issues in Toronto to assess what could be done. Results are expected next year and may have bearing on what can be done in Calgary. If an appropriate solution is not defined and broadly implemented, substantial political pressure may be required at the Federal level. A balanced solution would see Navigation Canada develop technology that will reintroduce distributed flight paths over NW Calgary. To support this, impacted residents should continue to send concerns to YYC.com at Environment/Environmental Management/Submit a Concern. Pedestrians and Driving With winter fully upon us, by now everyone should have remembered the importance of slowing down for icy roads and intersections. The smaller arteries in the community often remain the slickest, but our scenic hills can also pose special problems. These are also where many of our expensive community planters are located. Your car and our community planters will continue looking great if we reduce speed during slick conditions.

As a reminder, residents are responsible for clearing snow and ice off walkways within 24 hours of a snowfall. Walking provides healthy exercise for many residents, and falls on slippery sidewalks have caused severe injuries. The majority of Hawkwood residents do an excellent job keeping on top of this – thank you! If you have a neighbor who has limited physical mobility, consider becoming a Snow Angel and clearing their sidewalk and driveway. They will appreciate it. Residents can call the City at 311 to nominate their favorite “Snow Angels“, to register them for a chance to win a prize. This number can also be called for sidewalks that are not being cleared within 24 hours. Bylaw officers will follow up to insure the sidewalk is made safe.
