1. HARARE WEST CONSTITUENCY PROFILE

Harare West National Assembly Constituency is represented by Fungayi Jessie Majome. It comprises the two council wards of Marlborough(Ward 41) and Mabelreign(Ward 16). It is the result of splitting the former Harare North Constituency into three after increasing the number of House of Assembly seats from 150 to 210 in line with Constitutional Amendment No.18 in December 2007. Its sister constituencies are Harare North and Mt Pleasant (where the Harare North Constituency office fell).

Harare West Constituency is gifted with a wealth of human resources from all sectors, and a remarkable portfolio of commerce and industry concerns eclipsed possibly only by Harare Central Constituency because of the latter’s central business district. It houses the Westgate Complex, Bluffhill Industrial Park, Ashbrittle Office Park and Emerald and numerous other business sites that host formidable local and multi-national businesses.

The constituency thus has the capacity to resource its own development but would require financial assistance in setting up the constituency development forum infrastructure.

A.VISION

A Harare West constituency in which all women, men, the young and the disabled who live and work in it are:

a) Empowered to attain the best possible standard of living and work promised by Harare West Constituency.

b) Aware of or actively contribute to maximisation of the benefits of a parliamentary democracy in their day to- day lives.

c) A Harare West in which a political culture of responsibility and participation replaces that of apathy and patronage.

B.GOAL

To set up, support and administer a non-partisan, multidisciplinary and comprehensive institutional mechanism for the derivation of maximum benefit of a parliamentary democracy to the constituents of Harare West through the twin objectives of parliamentary participation and constituency development.

C.MISSION

To develop and administer a non-partisan multidisciplinary and comprehensive and effective infrastructure for Harare West Constituency for participation in Parliament and the development of the constituency for the term of the M.P.

8. FORM AND MODE OF OPERATION OF CONSTITUENCY DEVELOPMENT FORUM

Residents (individuals and corporate) will participate on a voluntary basis in either Ward or Business Development Forums of their respective wards, and either individually or through appointed representatives (committees) will participate in the Constituency Development Forum.

The Forum purpose is to implement, on a voluntary basis the above Constituency Development Strategies across all the identified sectors i.e. Economic, Social and Political through the following sub-committees at the constituency level but also reflected in the ward level where appropriate:

1. Amenities Sub-committee(electricity, water supply, waste disposal and physical environment)

2. Infrastructure and Communications Subcommittee (roads, telephones I.C.T, postal services)

3. Health and Nutrition Sub-committee 4. Education sub-committee5. Culture Sub-committee (religion, recreation, the arts)6. Welfare and Housing Sub-committee7. Security and Safety Sub-committee8. Business (Commerce, Industry) 9. Agriculture10.Management Committee

9. ADMINISTRATIVE FRAMEWORK

A trust will be established to host, manage, and safeguard the values and finances of the forum. It will employ a secretariat to manage the affairs of the forum in support of the Constituency Development Forum and its sub-committees.

10. INCEPTION REQUIREMENTS PRIORITIES

Parliament is unable to fund all of them: 1. Securing constituency office accommodation2. Securing a constituency office co-coordinator i.e. a

development worker with a Social Science Degree.3. Constituency profile and needs-assessment research.4. Securing of venue for constituency quarterly

consultation meetings.5. Alternatively securing funding for press advertisement

update message/letter to constituency or flier production and distribution.

6. Securing communications expenses (cell phone airtime, petrol).
