INTRODUCTION

Harikar NGO is a neutral, non-governmental, non-profit humanitarian organization established in 30th May 2004 by group of social activists. Harikar NGO as stated in its mission statement strives toward the fulfilment of human and women rights in Duhok Governorate as stipulated in the new Iraqi constitution of 15th October 2005. Harikar is committed to- within its resources- contribute towards the achievement of the internationally agreed Millennium Development Goals.

Harikar believes in human rights, the right of every person to reach his potential without discrimination on the basis of race, gender, religion, social segment and ethnicity. We strive to achieve the social justice especially among the marginalized vulnerable groups. It also works towards elimination of all forms of discrimination against women and promotes their capacity to fully participate in the community development.

In order to keep a track of all our regular activities for Syrian Asylum Seekers (SAS) and IDPs, this weekly report has been prepared. The report highlights the following services conducted by the Harikar/PARC teams and others as divided by camps:

CHAPTER ONE PROTECTION, ASSISTANCE & REINTEGRATION CENTER (PARC) Harikar/UNHCR PARC stands for Protection, Assistance, and Reintegration Centre which is a UNHCR funded project implemented by Harikar NGO. The importance of existing PARC lies behind its provided services to UNHCR PoCs which generally aims to refugee protection.

PARC activities could be classified as; protection monitoring to identify gaps and offer them for solution and

assure refugee’s access to basic social services, providing legal assistance to refugees and IDPs to be kept

within the protection environment, registration based on standard UNHCR forms and database to keep the

required information available whenever needed, providing cash assistance to off camp refugees in dire need

to be an effective and appropriate form of relief assistance, GBV and SGBV services to assure that the risk of

SGBV is reduced and quality of response improved, QIPs implementation for the benefit of refugee and host

communities so that both communities harmony is maintained.

- The amount of IQD 860,000 had been disbursed to 6 vulnerable families among old caseload refugees in Duhok governorate. 1 case in Muqobli camp, 4 cases in Gregawre, and 1 case in Zakho

- CSA Team did assessment for Cash for transportation at Darato, Malabirwan, Moqubli, and Balqos.

Syrian Response Program

- 6 monitoring visits to 46 Syrian families had been conducted in Duhok governorate to identify gaps and assure access to other basic services.

- Protection monitoring and community based services are still provided by Harikar CS and Protection assistant in the three refugee camps in Duhok governorate Domiz, Akre, and Gawilan camps.

- PARC provided 18 cases with legal assistance to be kept within the protection environment.

- PARC received 193 cases through Domiz and Gawilan camp WLCs.

- 20 Cases have been assessed and identified as vulnerable ones for cash assistance provision; it is to target the cases in dire need.

- The voluntary return of 1135 Refugee individuals to Syria is recorded during October 2015.

IDPs Response Program - IDPS protection non-camp teams had paid visits to 823 families within the governorate of Duhok.

- 15 camps (Bardarash, Essian, Mamliyan, Garmawa, Dawodia, Shariya, Kabarto 1, Kabarto 2, Khanke, Bajid Kandala 1 & 2, Qadiya, Cham Mishko, Bersive 1 & 2) had been monitored by Harikar protection assistants monitoring 684 families in all the mentioned camps.

- PARC provided 72 cases with legal assistance to be kept within the protection environment.

- PARC received 66 cases (23 GBV and 43 Non-GBV) in BK camp WLC.




Issues Raised Action Taken - Registration and residency including (15 days visit

permission) are still the main issues that refugees face due to the suspense of procedures by Asayish.

- Protection assistance is following up such issues with Asayish to reach a result for the suspended cases.

Other Activities

PARC met with UNHCR Program and CS to discuss the process of cash distribution for refugee students’ uniform decided lately by UNHCR to be implemented by Harikar. The program is aiming the provision of IQD 50.000 to each student in refugee camps in Duhok governorate. Preparation is ongoing and plan will be shared with UNHCR as soon as finalized.

Assessments to identify Syrian EVIs for cash assistance are still continuous in Duhok non-camp area. More than 20 cases had been identified during the report period.

Supervision and monitoring visits are continuous paid by QIPs team to the working sites.

WLC- Domiz camp, Gawelan and Bajid Kandala received 7 new GBV cases (2 Domiz, 3 Gawilan and 2 Bajid Kandala) and 3 psychological cases, 1 in Bajid kandala and 2 in Gawilan.

WLC-Bajid Kandala conducted 3 campaigns, one about “Sexual Abuse”, and the other one about “Educational Abuse”. For that purpose, they distributed leaflets and held some sessions about the same topics in the camp.

64 monitoring visits by (WLC-Bajid Kandala) to IDPs families have been conducted to identify gaps and ensure access to other basic services.

WLC Bajid Kandala held 4 information sessions about” Importance of Education in preventing violence against women”, ” Marriage Affairs”, “ Force marriage”, and “Sexual harassment” for 63 females.

WLC-Domiz camp conducted two campaigns on about “sexual Abuse” and the other one about

“Educational Abuse “and for that purpose they mobilized in the camp and distributed leaflets and

conducted some sessions about the same topic within the camp.

WLC-Domiz camp conducted 9 Information sessions about” Women rights in Iraqi and International

laws”, “Marriage Certificate”, “Issues of an old unmarried woman face in the community”, “Harassment

and its effect on the survivors of this issue”, “Economic abuse on women”, “relaxation importance to

decrease stress”,” Family happiness fundamentals” and two in “Child Labor” and 370 females attended

in the mentioned sessions.

WLC/Gawilan Camp held 4 Information sessions about ''Parents and children relationship'', ''Divorce''. ''

Problem solving'' and ''Emotional clearing” for 83 females.

WLC/Gawilan Camp conducted two campaigns one about ''Sexual abuse'' and the other one about

''Educational Abuse'' they distributed leaflets and conducted some sessions about the same topics within

the camp.

CHAPTER TWO CHILD FRIENDLY SPACES

The purpose of CFS project by Harikar NGO is to motivate Syrian refugees and IDPs’ children to achieve

immediate and lasting change in their lives.

Child friendly spaces are safe places within a disaster affected community where children’s unique needs can

be met. Harikar NGO funded by Save the Children established more than 2 CFS/YFS in Garmawa and Domiz

Camps to help children return to normal routine by offering structured activities, games and informal

education.

Staff training for 3 days about (Watson System and Cholera) was given by SCI.

A ceremony was conducted on 18th of November for Universal Children’s Day.

CHAPTER THREE LEGAL & SOCIAL CENTER The purpose for the Legal Social Center (LSC) provided by UNDP is to enhance protection for vulnerable women and girls among the Syrian refugees SAS from Sexual Gender Based Violence (SGBV) and Trafficking.

The LSC in Domiz Camp Conducted 4 awareness raising sessions on topics related to Early Marriage in collaboration with IBHR monitor. In addition, LSC conducted two awareness sessions for number of female students in Domiz camp, it is important to mention that there were more than 20 attendees in each session in Domiz camp.

Issues Raised Action Taken After the heavy rains started, almost all 6

centers facing problems regarding the physical structure of the CSC buildings. All the rooms in CSCs filled with water.

Other Activities:

- Different seminars, campaign and awareness sessions conducted by the centers for the IDPs in morning and afternoon time focusing on early marriage, hygiene education, GBV, human rights, cholera and child rights.

- CSCs paid a special attention to the issue of “Cholera”. They conducted different seminars, sessions, campaign on the issue and the staff participated in some training on how to aware IDPs on the means of protection from this disease. CSC managers attended meetings concerns this issue.

- Different type of trainings (Computer, Painting, Hairdressing, Dressmaking, English Language, Literacy, First Aid, Latin Writing, Knitting, Music, photograph…etc.) are ongoing in 6 centers in morning and afternoon time. A huge number of IDPs are participating in these trainings. The registration for training is continued, IDP males and females are so enthusiastic to participate in CSCs’ trainings.

- Different entertainment activities (Sport games, Relaxation exercises, Competitions, Storytelling, Group Discussions...etc.) conducted during the reported period for IDPs. These activities are really helpful to make IDPs feel happy and have friendly and nice environment.

- Different activities (Seminars, session entertainment activities, training, sport games…etc) are ongoing in 6 camps in afternoon time; each center has a facilitator for arraigning and supervising the activities.

- Host community outreach team are monitoring in Zakho and Shariya, they are visiting IDPs in unfinished buildings and host community in these two towns; providing them legal and social services. In addition to that CSC staff in Qadia camp are monitoring in Qadia village, providing social services, conducting seminars, training and group discussion with host community.

- CSC’s staff are monitoring inside the camps almost every day to follow up CSC cases and to make CSC more familiar among IDPs. It is worth to mention that IDPs are welcoming CSC’s staff after they trust that CSCs are serving IDPs in a very good way.

- CSCs coordination and cooperation with governmental actors and NGOs work very smoothly and in a very high level of understanding. CSCs attend other NGO’s activities whenever they are invited. It is worth to mention that many times CSCs’ centers had been used by other NGO’s or Government to do their activities.

- CSCs in 6 camps at the end of any training they conduct a small gathering, distributing certificates of participation to the participant and representing some nice activities during the gatherings.

- On the occasion of “36 Days Activism” CSCs are preparing and planning to revival this occasion with different kinds of creative activities.

- CSCs in 6 centers are presenting a very nice competitions like (Shingal Idol, Bajedkanadala Idol, the Voice, Qadia Best-Singer, Miss-Qadia, confessional, volleyball, Badminton’s Championship, and best poem)

- CSC lawyers visited Courts continuously to follow up legal cases and make representation for the needed cases.

- CSCs are participating in UPP campaign on “Early Marriage” and will last for three weeks.

Harikar/ ASB On Sunday, 1st of November, CC staff conducted a Seminar on “Right to Education”, 11 female attendees.

On Monday, 2nd of November, CC staff conducted another seminar on “General Violence”, 35 female attendees.

On Tuesday, 3rd of November, CC staff held a competition party; the competition was among children and they liked it the idea of competitiveness.

On Tuesday, 3rd of November, CC staff conducted a seminar on “cholera”, 6 female attendees.

On Wednesday, 4th of November, we made a support group for some women and kids.

On Thursday, 5th of November, CC staff conducted a seminar about “education of customs and traditions”, 33 female attendees.

On Thursday, 5th of November, Ezidy women who escaped from ISIS were given gifts which made them unbelievably happy.

On Sunday 8th of November, we made a campaign in the school about (peace and Coexistence).

On 8-9-10th of November, our Center allowed IDPs to have access to a free of charge internet usage in our center.

On Monday 9th of November, the CC staff distributed some clothes to some kids.

The English training course for Bersive village started on 10th of November and will continue for 20 days, 40 females and males are participating in it.

Bersive Camp 1& 2 Women attending the seminar were made aware that they have right to education equally as men.

The seminar meant to convey the message that violence creates more evil actions if it is not controlled and it was clarified that violence starts from within us as human beings.

The kids were made very happy and their minds were off the terrible conditions they experience.

Participants were informed of the risks of “Cholera” diseases and means of protection were demonstrated.

The difference in customs and traditions was explained and respecting those of others was underscored.

Escapees who fled from ISIS were given gifts to feel that they are of significance.

To reduce disagreement between the residents of the camp, this seminar about peace and coexistence was conducted.

The training courses of English, Sewing, Hairdressing, Volleyball, and football, were launched to help participants gain skills in the areas mentioned and to help reduce the

CHAPTER FIVE WASH AND NFI SUPPORT & HYGIENE PROMOTION AND DISTRIBUTION Harikar NGO is implementing different project activities for serving IDPs in different camps and improving their

living conditions. One of the projects is Wash and NFI support through CARE international funded by MOFA,

ADH, and DFATD to distribute NFIs and maintain WASH facilities in the mentioned camps. Other projects are to

promote positive hygienic environments in different camps through UNICEF and ASB.

5.1 WASH AND NFI SUPPORT IN BERSIVE 1 CAMP WASH and NFI support to vulnerable IDP’s in Duhok camps in 3035

Maintenance and rehabilitation of existing WASH facilities.

Installation of 46 sections of latrines, each has 6 latrines and showers.

Supporting cleaning of WASH facilities.


Broken and damaged parts in latrines need to

be changed (broken doors).

No hot water inside WASH cabinet.

5.2 HYGIENE PROMOTION AND DISTRIBUTION IN BERSIVE 1 CAMP The project is Hygiene promotion and distribution of hygiene kits in Bersive 3 Camp for 3500 IDP’s.

Issues Raised Action Taken Rodents like mice.

Grounds of the tents are not concrete and that is

not safe during the raining season.

New volunteers were selected for cleaning the new latrines.

Distribution of cleaning kits on weekly basis for cleaners that clean the latrines.

Hygiene and WASH committee is established and trainings conducted for volunteers.

Hygiene team participates in water test committee and they perform weekly test in random places inside camp.

Committee of volunteers conducted a monitoring inspection on latrines inside camp.

5.3 HYGIENE PROMOTION IN DIFFERENT CAMPS IN DUHOK GOVERNORATE Improvement of knowledge and practice for hygiene and sanitation in schools and community among Syrian
