B. ConcurrentRequirements

(1) Installationofa"B"serialnumbersuffixhubwillrequirespinnerbulkheadmodificationorreplacementinaccordancewiththeRepair/ModificationchapterofHartzellSpinnerAssemblyMaintenanceManual127(61-16-27).

(a) Applicationswithnon-HartzellspinnerassembliesshouldcontacttheapplicableTypeCertificateholderforreworkinstructions.

(2) Additionalservicedocumentsmayapplytothecomponents/propellersaffectedbythisServiceBulletin.CompliancewithadditionalservicedocumentsmaybenecessaryinconjunctionwiththecompletionoftheAccomplishmentInstructionsinthisServiceBulletin.RefertotheHartzellPropellerwebsiteatwww.hartzellprop.comforacross-referenceofservicedocuments.

WARNING: UNUSUALORABNORMALGREASELEAKAGEORVIBRATION,WHERETHECONDITIONINITIATEDSUDDENLY,CANBEANINDICATIONOFAFAILINGPROPELLERBLADEORBLADERETENTIONCOMPONENT.ANINFLIGHTBLADESEPARATIONMAYRESULTINDEATH,SERIOUSBODILYINJURY,AND/ORSUBSTANTIALPROPERTYDAMAGE.UNUSUALORABNORMALGREASELEAKAGEORVIBRATIONDEMANDSIMMEDIATEINSPECTIONFORPOSSIBLECRACKEDHUB(FORFURTHERINFORMATIONONTHISSUBJECTSEEHARTZELLSERVICELETTERHC-SL-61-165).

(1) Therehavebeennumerousoccurrencesofhubfilletradiuscracks,includingincidentsofin-flightbladeseparationinHartzelltwoblade"compact"seriesaluminumhubpropellers.Cracksweretypicallydiscoveredduringaninspectionfollowingreportsofabnormalvibrationorgreaseleakage.Crackstypicallyinitiateinthesameregionofthehubintheareaadjacenttothebladecalledthe"filletradius".Asthecrackspropagatetowardthecenterofthehub,theirprogressionacceleratesandmayresultinthefailureofonehubhalfthatcanprogresstobladeseparation.

(2) SeveraloftheseeventshaveoccurredaftertheissuanceofHartzellServiceBulletin164,FAAAirworthinessDirective90-02-23,bothofwhichrequireda50hourrepetitivevisualinspectionofthehub.Becausethesecrackshaveprovendifficulttodetectvisually,thisServiceBulletinwasissuedtoreplaceServiceBulletin164andrequiresarepetitiveeddycurrentinspection.FAAenforcedRevision2ofthisServiceBulletinthroughtheirissuanceofAirworthinessDirective2001-23-08.

(3) Becauseofcontinuingevents,Revision3tothisServiceBulletinwasreleasedtorequireareductionintherepetitiveinspectionintervalandtoexpandtheinspectionregionfromwhatwasrequiredinAD2001-23-08.

(4) Threeoftherecentcrackedhubsoccurredonhubswithan"A"serialnumbersuffix.Allthreeofthesehubscrackedintherearhubhalf,whereasthefailuresseenintheearlierdesignhub(withoutaserialnumbersuffix)occurredonthefronthubhalf.Thedesignchangesindicatedbythe"A"suffixareconsideredanimprovementovertheoriginal,earlierdesign,butthisevidencesuggeststhatinstallationof"A"suffixhubsmaynotbeasolutiontothecrackingproblem.Toalleviateconcernsoverthe"A"hubdesign,andbecausetherearofthehubisnoteasilyinspected,thereisarequirementtoreplaceall"A"suffixhubswiththecurrentdesign"B"suffixhub.

(5) Updatedregulatoryactionisnotexpected.

D. Description

(1) ThisdocumentprovidesInstructionsforContinuedAirworthiness(ICA).

(2) Theinspectionareahasbeenexpandedtoincludethesurfacesurroundingthebalanceweightattachmenthole,theunchamferedareasurroundingthehubclampingbolthole,andhubfilletradius.Thebalanceweightattachmentholeandhubclampingboltholedonotrequireeddycurrentinspection.

(3) ThisServiceBulletinprovidesrequirementsfor:

(a) Aninitialandrecurringeddycurrentinspectionofthepropellerhubfilletradiusofhubsthatdonothavean"A"or"B"serialnumbersuffix.

(b) Aninitialandrecurringeddycurrentinspectionofthepropellerhubfilletradiusof"A"suffixhubslistedinTable1ofthisServiceBulletin.

(c) Optionalreplacementofthehubasaterminatingactionforhubsthat donothavean"A"or"B"serialnumbersuffix.

(d) Mandatoryreplacementof"A"suffixhubs,includingthosehubslistedinTable 1 of this Service Bulletin.

(4) Revision4reducedtherepetitiveintervalfortheeddycurrentinspection.

(5) Revision6introducestheoptionalterminatingactionofconvertingtotheoil-filledconfigurationforhubswithoutan"A"or"B"suffixserialnumber.

(1) Inspectionofthefilletradiiofthe(front)cylinderhalfofthepropellerhubmaybeperformed"on-wing"withoutremovingthepropellerfromtheengine.

(2) ThisinspectionmustbeperformedbyqualifiedpersonnelatanappropriatelylicensedpropellerservicefacilityoracertificatedaircraftmechanicwithaneddycurrentqualificationinaccordancewiththeEddyCurrentInspectionchapterofHartzellStandardPracticesManual202A.

(3) Ifinspectionisperformedduringpropelleroverhaulorifthepropellerhasbeenremovedfromtheaircraftanddisassembled,bothhalvesofthehubaretobeinspected.

(4) On-Winginspectionprocedure-Hubswithout"A"or"B"serialnumbersuffix:

(a) Removethespinnerdomeinaccordancewiththeapplicableowner'smanual.
