Hawkers have become an integral part of Mumbai city.There is a repel effect of their presence and absence.There are over 2.5 lakh illegal hawkers in Mumbai, while only around 17,000 vendors hold valid licences.Hawkers want around 280 additional roads declared ashawking zones. Of these, the BMC has agreed to 105roads, adding approximately 8,oo0 hawkers to theroads.
There are four main areas they affect:

Social Effect
Migration There are a large number of opportunity seekers migrating to
Mumbai.
Inconvenience to Residents and Pedestrians Hawkers encroaching the
footpaths make it difficult for residents and pedestrians who instead use the roadscausing more accidents and traffic jams.
Child Labour - Employing children below the age of 15 years, which is illegal . Italso deprives them of basic education.
Exploitation of Labour - Uneducated people are employed on very low
wages, and made to work for long working hours.
Decrease in Crime This sector provides employment to many uneducatedpeople who otherwise might turn anti-social.

y Bribe (Hafta) The TISS survey says unlicenced hawkerspay hafta to the tune of Rs 324 crore annually inMumbai.
y Vote Bank Politics Politicians offer their support toillegal hawkers in exchange for their votes.
y Regional Communalism Residents of certain areas

Big Market for Chinese Goods Duplicate and Chinesegoods are being dumped in the market.
Unaccountability The profit made by the hawkerscannot be calculated. While the licensed hawkers pay tax,the illegal ones evade tax.

Environmental Effect
Pollution Land pollution is caused by the vegetable vendors who dispose the garbage in the market. Air pollutionis caused by usage of stoves in the open by hawkers ,
which is illegal. Water pollution is a major concern, ashawkers set up stalls at beaches and seashores and
pollute the water and the environment.
Inferior Quality of Goods - Goods sold by the hawkers are of inferior quality. They also use lowquality goods for eatables which isdangerous for consumption.
Use of plastic bags - Less than 50 microns plastics are used by hawkers . These plastic bags are notrecyclable and hazardous for theenvironment.
