Philosophy: If you cannot measure it, you cannot control it.

• It gives Town Gov a step by step time line

• It compliments other programs-TT, 10% etc. DON’T STOP DOING THESE!

Data Sources

• Natural gas – From Berkshire Gas, for usage and cost, broken down by residential, commercial, industrial for FY01 & FY08

• Electricity – from WMECO , broken down by residential, commercial, industrial for FY08. Cost based on average $/kwh in Greenfield. FY01 3% more, based on fact that electricity usage dropped about 1% last few years.

• Oil – Residential usage based on # of households that use oil in 2000 census + USDOE usage/household. Cost based on average cost in Greenfield in ‘01&’08.

Data Sources

• Oil – Commercial & Industrial – Usage based on square footage of buildings from Greenfield Assessors office and USDOE data on energy use per sq ft.

• Propane, Wood, Coal – Residential usage based on # of households using that fuel as noted in 2000 Census and USDOE data on usage per household. Cost based on average cost in Greenfield in FY01 & FY08.

• Propane, Wood, Coal – Commercial & Industrial usage was not available.

• Gasoline & Diesel for Transportation – US Census, Registry of Motor Vehicles, and US DOE

Health Care Without Harm calculates that emissions from our electrical use alone causes direct expenses of over ½ $mil each year, and an additional $5.4 mil per year in societal costs due to respiratory diseases, hospital visits, lost work, premature deaths.
