Challenges of the GHs from a Universal Perspective Vince Pacecca – Chief Scientific Officer, Chem-Alert &RiskManagementTechnologies

Despite the introduction, and eventual implementation of the Globally Harmonised System (GHS) framework for hazardous chemical classification, international divergences in the outcome of chemical assessments continue to grow. Whilst Australia has traditionally aligned with European chemical classifications, the incorporation of additional human health outcome assessments has had the unfortunate outcome of contributing to this divergence. One needs only to look at Styrene to see the different classifications around the world for an identical chemical. The lack of correlation is not limited to inconsistencies between countries implementing the GHS, but is also evident within Australia where Hazardous Chemical Information List (HCIL) classifications may not correlate with the Australian Dangerous Goods (ADG) Code, as is the case for chemicals such as Dichloromethane. This has the potential to create issues in relation to certain legislative requirements such as Placarding in accordance with the Work, Health and Safety (WHS) regulations. It is important to understand the challenges and discrepancies created by the implementation of the GHS to prevent the introduction of unnecessary risk within the work place.

INTRODUCTION TO GLOBAL HARMONIsATION sysTEM (GHs) OF CLAssIFICATION AND LABELLING OF CHEMICALs

The GHS is a United Nations created system for the classification, labelling and Safety Data Sheets (SDS) of chemicals on a global basis. The GHS was accepted worldwide in 2012 and most countries (US, Canada, Europe and China) have now adopted it into their own health and safety legislation. By January 1st 2017 most of Australia (excluding WA and VIC) has agreed to comply with the new system.

With the adoption of the national model Work Health and Safety (WHS) Regulations in 2012, Australia has agreed to the GHS. We are nearing the end of the five year transitional period to move to the new GHS-based system. After 31 December 2016, all workplace chemicals must

be classified according to the GHS and labels and SDS must be updated. GHS is the most important change to legislation within the new WHS Regulations. With only months until the official change over, how will the introduction of the GHS affect you?

The aim of this conference is to update everyone who comes in contact with hazardous chemicals on the GHS. The event will explore the variety of updates required and pre-empt the issues the introduction of the GHS will have on your business. The event will also ensure that you stay legally compliant with the Australian and international law and regulations.

The GHs in Australia – Implementing Legislation and supporting Activities Dr Paul Taylor – Occupational Hygiene | Director, WHS Technical Policy - Safe Work Australia

The model Work Health and Safety (WHS) Act implements the GHS in Australia for workplace hazardous chemicals. This presentation outlines the legislative requirements for workplace hazardous chemicals, including classification, labelling and safety data sheets, as well as interactions with other legislation. Activities undertaken nationally to support the implementation and the future of the GHS in Australia will also be highlighted. Delegates will come away with an understanding of the way the legislation is put together, what is required, and the activities Safe Work Australia and others have been undertaking to support the implementation.

How does the WHs/GHs Interact and Impact on Dangerous Goods Warehousing and Transport? Richard Greenwood – Lead Consultant, RG Chemical Safety

The key purpose of the GHS is to provide the same international consistency for user labelling of chemicals that dangerous goods has achieved for transport labelling. While dangerous goods have formed a key part of the GHS from the beginning, there are some differences, not least of which are the intentionally simplified GHS pictograms. While transport remains governed by the dangerous goods classification system, and there is no intention to change this, warehouses are workplaces and labelling therefore must comply with WHS requirements. This talk will highlight consequences of the change from just dangerous goods to WHS/GHS in storage legislation.

Labelling and Placarding of Bulk storages and Tanks Peter Hunt – Director and Principal Consultant, Whamcorp Pty Ltd

It sounds simple, but it’s not always. WHS Regulation clause 342 requires GHS labelling of “containers” – what does this mean for tanks and bulk storages? Placard requirements under WHS for flammable gases, skin corrosion Category 1 and elevated temperature liquids for example, are not what you might expect. Do I need to remove any Class 9 placards? What about tanks in the plant services areas such as fire fighting foam concentrate, refrigerant receivers, effluent holding pits and air receivers? Here Peter will tackle these tricky GHS questions and issues.

Craig graduated from Sheffield University in the UK with a degree in business studies and joined Dutch chemical company Univar on their European graduate management programme – becoming general manager of their major hazard facilities in London and Widnes. After 10 years with Univar he became a regional director for German chemical company Brenntag, the world’s largest chemical logistics company with 500+ sites globally. Craig was responsible for five major hazard facilities in Europe. Craig migrated to Perth in 2008 and set up Chem-Safe Australia Pty Ltd with government sponsorship in 2009 providing nationally accredited training and consultancy in hazardous substances, GHS and dangerous goods.
