1. Introduction

1.1. Purpose DC Water is currently undergoing a major business transformation initiative by implementing Oracle ERP Cloud Fusion Applications suite replacing legacy tools, systems and applications (Lawson – financial, Procurement- Zycus, HCM/Payroll/Time – Ceridian Dayforce, Latitude, SourceTime Pro, Learning Management System – Cornerstone, Applicants Tracking System-Evolve, Licenses and Certifications- Fleetwave) that are currently used to support a variety of operational business reporting functions in the areas of financial, human capital and supply chain management.

DCW plan is not to migrate all the historical data to the new Oracle ERP System but only the minimum data required as per the company or legal compliance whereas the historical data will be stored in an enterprise data warehouse. Specifically, for this requirement, DC Water is currently looking for developing an enterprise data warehouse based on historical data from Ceridian Dayforce, Cornerstone, Evolve, Latitude (HPL), SourceTime Pro and Fleet wave.

BR-02 Develop web user interface (reports & dashboards) allowing Employee Self Service and administration by HCM Administrators (Payroll, Time & Labor, Core HCM System, Benefit, Succession, Goal and Performance, Learning and Development, Recruitment, Superadmin)

BR-03 Authentication and access control will be tied to DC Water’s Active Directory (AD) using Single Sign On (SSO). Data should be encrypted while loading in the DataMart and decrypted while accessing with the proper authenticated roles.

BR-04 Employee should be able to access Web application and can view key reports based on predefined parameters (downloadable to excel sheet and PDF formats as applicable). Refer Appendix A to see the layouts of each of the key reports.

2.3. Assumptions & Dependencies 1. DCW has approximately 1200 active employees but based on the future growth and to keep

historical data for the inactive employees also due to legal compliance reasons, assume the employee base of approximately 1500 active employees till the Oracle ERP Cloud in April,2021.

2. DCW Azure SQL Database will hold the Data Mart. Vendor will be provided the tenant access of DCW Microsoft Azure.

3. No real-time transactions will be done in the consolidated DataMart and will be kept only for read and view access. In case needed few key resources (Superadmin) should have the access to update incorrect data.

4. Complete Data Extract from source systems (Ceridian Dayforce, Cornerstone) will be provided to the Vendor or access to these systems will be provided to the selected vendor. Vendor needs to provide their approach in their solution proposal. DCW will provide SQL data backup for Evolve and Latitude (HPL).

5. Type of data available in the systems: -a. Core HR, Benefits, Payroll, Time and Labor: Dayforce and Latitude (HPL)b. Succession, Performance and Learning: Cornerstonec. Applicant Tracking: Dayforce and Evolved. Licenses and Certifications: Fleetwavee. TimeSheet History: SourceTime Pro

7. All the above systems (except Fleetwave) are planned to be replaced by Oracle ERP Cloud in April,2021.

8. Payrolla. Paycheck history Jan,2000 till April,2021 (approximately 21 years)

i. Pay check history in Latitude (HPL): Jan 2000 - March 2018 (18 years)ii. Pay check history in Ceridian Dayforce: April,2018- April,2021 (3 years)

b. Payroll reporting - capture report gross to net, with filtersc. Payroll reporting - custom PDF report generation and/or Excel. Also, need Dayforce

W-2s/W-2Cs for 2018, 2019 & 2020. (FYI, SeeMyW2 system has this till 2017 and it is accessible to administrators currently so there is NO need to do anything with SeeMyW2 as far as scope of this document is concerned).

9. Time and Labor

a. All timesheet records since 7/26/15 in DayForce. SourceTime Pro system has the timesheet records prior to 7/26/2015

10. People and Talent Management

a. Some key reports will be generated in Excel or PDF layouts

11. After the implementation of data mart from all the source systems, kindly ensure that the data transfer from the source systems (Ceridian Dayforce and Cornerstone) should be periodically transferred (preferably monthly and option to have it adhoc manually) to DataMart till the Oracle Cloud HCM go-live (planned April,2021).12. Vendor should have good knowledge of the data elements of above source systems as DCW Process SMEs will not have much bandwidth to explain in detail about these systems fields)13. Ongoing regular sync from Oracle Cloud HCM into Data Mart. Data transfer from Oracle Cloud HCM to Data Mart should be done periodically (preferably weekly and should have an option to do adhoc manually also). DCW is considering this particular requirement as a part of phase 2 requirements, so need the efforts, timelines and cost to take the decision whether to implement this requirement or not.
