SUNSET EVENTS boss David Chitty says the company’s not out to damage the Fly by ight, but hasn’t ruled out a solo bid for the old drill hall if a joint proposal is rebu ed.
“We’d explore that option,” Mr Chitty conceded to the Herald.
He says Sunset’s approach to the club has been painted in sinister overtones, but he’s adamant it was made with the best of intensions.
“The key point from our perspective is if we didn’t want to work with or help the Fly at all we would have not contacted them with the proposal ... and [instead] submitted an EOI application directly to the Trust,” Mr Chitty told the Herald.
“We were told it’s in trouble and we thought there was an opportunity for us to help them, and at the same time to generate a return for us.”
He says mayor Brad Pettitt gave him the idea.
“I rang Brad and said I was looking for a venue ‘and did you know of any venue that the council is looking at putting out’ and he said ‘no’ but then mentioned that the Fly’s lease was coming up and he didn’t know where the Fly is at.”
Mr Chitty met with Fly treasurer Greg Leaver but denies he was given inside information about the club’s finances, other than to be told there were “looming pressures”.

to him after its May board meeting (Mr Leaver was away but let it know about the approach) so Mr Chitty says he asked Dr Pettitt to facilitate a meeting between the two organisations because of the looming EOI.
He believes Sunset’s o er is generous: in exchange for taking over the lease at commercial rates and getting access to the all-important liquor licence, Sunset is o ering the club the use of the smaller Fly Trap free of charge and the main hall for larger community events.

all fit out and relocation costs if the Fly accepts a move to the Evan Davies building on the strip—formerly home to Kulcha—and he says he has secured Dr Pettitt’s backing for that venue to be o ered at reduced rent.
While reduced rent requires council approval, Dr Pettitt has indicated he’s sure it will be forthcoming if it ensures the Fly’s future in Fremantle.
On his blog this week the mayor indicated the council might still o er one of its properties at a discounted rate if the Fly is unable to remain at Parry Street.
“...I believe we need to make sure the Fly can continue as seamlessly as possible in Fremantle and I guess this is where the council can assist as we own a range of properties that we could lease to the Fly...
“The old Kulcha site is one that has already been raised.”
Dr Pettitt says he’s not
sure Sunset and the Fly have enough in common for the plan to work, but says “surprising partnerships” are worth exploring.
Mr Chitty says he has noticed the Fly’s shows getting fewer and smaller and reckons what it’s currently o ering will
fill Kulcha’s old site well. Meanwhile, his company can pack the hall out every week, a boon to the struggling local economy.

The school has been living on borrowed time in the Old Customs Building on Phillimore Street, deep in the West End, after being told by landlord Artsource to vacate by June 2012.

The Fly has also won support from Something For Kate frontman Paul Dempey. He’s due to play Mt Lawley’s Astor Theatre in early July, and when he heard about the club’s woes he booked a show.

IT’S currently “horror country” for cyclists, but Fremantle two-wheeled lobbyist Bug (Bicycle Users Group) wants Carrington Street to become a major thoroughfare.
Bug has been mapping a network of bike routes into and through Fremantle and last weekend rode down Carrington, which it wants to be one of three north/south routes.
Convenor Rob Delves says Carrington Street needs a lot of attention to make it safe for cyclists, particularly around the intersection with South Street where narrow lanes and a steep hill make jostling with cars a hazard.
The group will submit plans to Fremantle council for the next update of its bike network, but Mr Delves says it’s prepared to be patient.
Fellow member Paul Loring says one option is to put the street’s powerlines
about his interest said the idea was worth looking into.
The organisations will have to move fast, as Ms de Souza says the school is undergoing due diligence on three potential properties and is expecting to make a decision by the end of the month.
“I can’t really say anything about them, but one of them is external to Fremantle and the other two are internal.” The Herald understands one is the old Bond Store at the end of the old tra c bridge.
Ms de Souza says WACS is going strong at the moment,
with a new board that includes businesswoman Kerry Maddestra. “The focus is going to be a game-changer and we’re looking at being able to stand on our own two feet.”
She says the community has rallied behind the organisation, particularly after the closure of Deckchair and Kulcha. The school recently organised three fundraisers and despite the $100 tickets they were all packed. Some folk attended all three performances, the last at the J-Shed last Sunday.
“People know we’re valuable,” Ms de Souza said.
“I learned recently that the future of the Fly By Night Musicians’ club in Fremantle is in doubt and whilst I dearly hope that the current discussions will resolve in favour of the club renewing its lease and remaining open as the world-class venue that it has been for thirty-odd years, I do not want to miss the opportunity to play in one of my absolute favourite venues for what may be the last time,” he emailed the Fly.

Amherst Street through to Curedale Street.
“We recognise that certain main roads such as Leach Highway and Stock Road are not appropriate for bikes and therefore we are attempting to create a network of parallel routes that provide direct, safe connection between all the main activity centres for bike riders,” Mr Delves says.
The pair praise the council for giving bikes the jump over cars when turning onto Carrington from Lefroy Road. Green tarmac beyond the white “stop” line lets cyclists move to the front of the queue to turn left, right or go straight ahead (previously only an option for pedestrians). They say this style of tra c management is widespread in other cycling-friendly cities and they expect more in Freo in the future.

VOLUNTEERS have described as “digusting” Melville council’s decision to include them as a risk to the city, based on their potential to be politically active.
Members from the Friends of Booragoon and Blue Gum Lakes regard Tuesday’s vote as an attempt to silence their criticism of the way the council manages its environmental responsibilities.
Already, the council has “sacked” one veteran volunteer, Gavin Waugh, who’d criticised the council’s wetlands management (Melville City Herald, June 14, 2014). He’s been told he’s no longer allowed to identify himself as a council volunteer.
AlienatedDuring debate Tuesday on
the recommendation to include volunteer groups as a risk, former mayor June Barton said the council’s approach had “alienated” volunteers, without whom “this city would have gone under”.
“We couldn’t a ord to do the things volunteers are doing,” the veteran Bicton-Attadale ward councillor told colleagues.
Cr Susanne Taylor-Rees asked where the idea had come from to identify volunteers as a risk category.
Council CEO Shayne Silcox said there were “statewide examples” of the decisions of other councils being influenced by political volunteer groups. However, he failed to provide any examples either on the night or following subsequent questioning.
Cr Duncan Macphail seemed to channel former US defense secretary Donald Rumsfeld with warnings about ignoring “knowns” and “unknowns”, before mentioning the twin towers attacks on 9/11 to
drive home a point we weren’t entirely sure of, except that it was supportive of the recommendation.
Only Crs Barton, Taylor-Rees and Nick Pazolli opposed the recommendation.
“This is providing a great deal more damage to the reputation of council than anything that any volunteer group may or had done,” Cr Pazolli noted.
Council declares volunteers a ‘risk’
He says the council is sending the wrong signal to volunteers that, “it is worried they may be a risk to the council’s objectives and reputation”.
Dr Silcox said he has a “responsibility to identify risks”.
“If someone wished to use the wrong mechanisms for political purposes or inappropriate work practices ... there is a potential liability, I make no apologies for that.”

Shabby, hold the chicI HAVE been wandering around Fremantle the last couple of days and it appears to me nothing has been done since my last letter months ago bemoaning the sad appearance of the place.
The old Australia Hotel, a lovely old building and one that disembarking liner passengers see first, looks like it has not had a coat of paint sine 1988 at least.
The so-called Ocean Terminal is a museum piece.
The usual heritage buildings, from the old police station and the rows of warders’ cottages are more shabby
Stop the raceI WAS disgusted and disappointed to read in Tuesday’s West about racist comments made in junior football that started an all-in brawl.
It all starts at the top: you can blame the AFL for having the indigenous round, also for sending an all-indigenous team to Ireland.
You will notice as I have the slurs’ start at that time of the year.
I am an 82-year-old Western Australian and have accepted that Australia is multicultural.
As a 16-year-old boy I lived in a boarding house in Albany. My two room mates were part-Aboriginal and there was never a racist comment by me nor any other lodger in the boarding house.
We all had respect for each other.My advice is for the AFL to get
rid of the indigenous round and to make no comment of the origin of our players.
You are all Aussie citizens and footballers.

Closer to homeI SEE from last week’s front page (Fremantle Herald, June 14, 2014) that councillor Sam Wainwright has thrown himself in to another humanitarian cause, with the
Trust a threat to cultural heritageI AM a Western Australian living in Sydney and last week, while staying with friends in East Fremantle, was horrified to read of the National Trust’s plans to open the lease of the artillery drill hall to public expressions of interest (Herald, June 17, 2014).
I also read that National Trust CEO Tom Perrigo suggested this was necessary as part of the Trust’s good governance. The Trust’s vision is (according to its website) that the Trust “…will be the pre-eminent independent organisation promoting the conservation and interpretation of Western Australias (sic) heritage and educating the community about the use of cultural heritage (historic, natural and indigenous) for the long-term social, economic and environmental benefit of the community”.
The Fly By Night Musicians’ Club is an important part of the cultural environment of Fremantle, and surrounds. It can’t simply be seen as a tenant in a heritage building anymore. The Fly is part of the city’s cultural heritage fabric.
So much so that I’d suggest that were any other organisation contemplating the action which the National Trust has initiated, the community would rightfully expect that an organisation like the National Trust to fight for the preservation of such a significant piece of the city’s cultural heritage.
Tom Perrigo is almost right when he says, “if you did not do this, then someone would say, ‘why did you give them that building’”. But what I’m wondering is, “why did we give the building to the National Trust?”.

The council has ensured the more likely initiative of employment quotas for Aboriginals has occurred, something it is proud of, even if the target is low.
However, with the National Disability Insurance Scheme coming, shouldn’t Cr Wainwright, possibly the most altruistic councillor I’ve come across, begin the long journey to ensure the City of Fremantle is a truly equal opportunity employer?
It’s not going to happen by itself, but the reality is the money is coming, along with additional carers and equipment to help close another gap in our society.
We need to be ready to welcome many more people with disabilities in to the workplace, but that journey needs to start now.

AS an audience member at performances and events at the Fremantle
drill hall, managed by the Fly by Night Musicians’ Club since the days of the America’s Cup, and a board member of the club’s constituent company in the late ‘80s through to the mid-‘90s I am troubled by several matters raised in the Herald’s article, “Sunset bids for the Fly”, (June 14, 2014) concerning the lease arrangements for the hall which is owned by the National Trust WA.
First, process. National Trust CEO Tom Perrigo says new governance rules require it to seek expressions of interest in relation to any new leases of Trust property, and in a letter to the Fly’s board he refers to it as a “statutory obligation”. Yet, there is nothing in the Act creating the Trust or on its website which refers to this obligation, or any newly created procedural requirement in leasing or renewing leases of Trust properties.
Mr Perrigo is also quoted that the process is “good governance and transparency” and he also refers to a lessee who can o er the best “social values” to the building and the community.
These are mixed messages.I’d like Mr Perrigo to tell me
whether the new procedures have been applied to other Trust properties in WA, with examples, and whether the “obligation” precedes any inquiries by Sunset Events about the possibility of it taking over the lease after its expiration on September 11 this year.
The Herald article refers to a meeting between Mr Greg Leaver, a director of the public company which is the lessee of the drill hall, a representative of Sunset Music (a proprietary limited company that seeks to make profit for its directors as a promoter of music and other events) and the mayor of Fremantle.

to commence any discussions or negotiations about the lease renewal (which had been, to my knowledge, the subject of correspondence between the Trust and Fly commencing earlier this year).
In my opinion, Mr Leaver, without further explanation, has a potential conflict of interest in regard to his duties and responsibilities as a director of a public company under the corporations act.
I am aware of a letter written by the mayor to the Trust because I had discussed the issue of the lease renewal four weeks ago with my son, Josh Wilson, the deputy mayor. I did so after receiving a phone call asking for my legal opinion about the Trust’s process in relation to the lease renewal.
NaivetyI haven’t seen a copy of
that letter but I am assuming it set out the important cultural contribution and significance of the Fly’s operations over 28 years to the Fremantle community, particularly in the context of the closure of Kulcha and Deckchair Theatre. Part of the mayor’s letter, quoted by the Herald, suggested that one outcome of the meeting at X-Wray cafe was the possibility of a “partnership” between Sunset and the Fly.
In my opinion this displays an unbelievable naivety and lack of nous on behalf of the mayor.
Sunset’s view of such a partnership appears to be: “we’ll take over the lease and give you a sop. You can run small events in the Fly Trap.”
What the mayor needs to tell me is whether this “partnership” proposition is driven by the need to placate Sunset over the position taken by the council towards Sunset’s J-Shed application.
We now hear that Sunset will promote three or four performances each week at the
Fly with the benefit of existing facilities built up over 28 years, the brand, the liquor licence and access to extensive parking available in the city’s car park across the road.
A very di erent proposition from the permitted 12-15 performances annually at J-Shed and the expenditure of a considerable amount to spend on that building to bring it into compliance with numerous regulatory requirements.
Finally, everyone interested in this issue needs to understand the di erence between the Fly and Sunset as legal entities.
The Fly is run by a special purpose public company (also known as a company limited by guarantee), it’s a not for profit organisation like most arts and cultural organisations.
In return for special exemptions—from income tax for example—and in recognition of its cultural and community contributions and significance (formerly called a charity), it cannot distribute any profits it makes to any of its members, nor anybody else.
Sunset, by comparison, is a profit making machine for its directors. It works on risk and margins as any entrepreneur or any commercial organisation does. Its objects are to make money for its directors; any contribution to the cultural and economic fabric of Fremantle is secondary.
The mayor should explain in this context what real benefit the community has received from the Blues and Roots festivals staged annually on council property so we can all assess Sunset’s motives and the benefits it brings to Fremantle. Do we want another Metropolis operating in Fremantle? What’s next: A Sunset takeover of concerts and performances of the Fremantle Arts Centre?
The barbarians are at the gates. We should unite to drive them back into the sunset.

High St HwyI MUST dispute the notion the widening of High Street has been hijacked by disinterested parties (“Wide road blessing,” Herald, June 7, 2014). It has been put before precinct meetings numerous times, as I understand it, and received a mixed but mostly negative response.
It’s hard to conceive of a massive sweep through that terrain without a Servetus Street/ West Coast Hwy style canyon for some of its length. Only this time six lanes instead of four. A vast river of bitumen even without that. It has to actually be built and it won’t be quick.
There’s plenty of smaller options that would address most safety matters: pedestrian crossings, a gentler bend on the intersection at Stirling Hwy, etc. But that’s not what this plan is at all about. It’s those larger goals that are holding up addressing those problems as all-or-nothing options are what get o ered.
Yeah, netball wants more parking. But really, who doesn’t? I’d suggest maybe not driving to netball. I know that’s kind of Perth heresy to say such things.

and dilapidated than ever, the mall is carpeted with unswept leaves (do we not have mechanical street sweepers these days?) and detritus of fast-food outlets, loads of empty shops, the dreary monstrosity of the old Myer building and so the list goes on.
Is the council blind? Or does it just not care about anything but profitmaking ventures? Cycle-paths and skate parks are worthy additions but hardly aesthetic. Having priced out the working classes that made Freo such a vibrant place and turned the West End over to Notre Dame, apartment developers and the concomitant yuppies, surely there is enough cash somewhere to save some of the city’s heritage and make the place a shade more visually attractive to visitors.

Fremantle College neededHIGH schools in Fremantle are suddenly on the political agenda as the state government looks to rationalise its facilities and resources. The community group High School Options for Fremantle has been lobbying for a simple solution: open up John Curtin College of the Arts as a general high school to all Fremantle students, rather than just those in its speciality arts programs.
The state government proposal that the City of Fremantle expands southwards and eastwards into a Greater Fremantle municipality with more than 100,000 people rather than the present 30,000 means we should look for a much bigger and better solution.
Fremantle needs a new school—let’s call it Fremantle College. And it needs to be so good that many parents who have taken their children into the private system will think again.
Fremantle College needs to be so good it will attract people to live and invest here in many of the new residential
housing projects the council is providing. The departmental guideline for a
viable high school is 1450 students. John Curtin will achieve close to that next year. This leaves South Fremantle and Hamilton Senior High Schools with a combined total of 770 students at present. With year sevens shifting to high schools in 2015 this will make a total of around 1000. The case for amalgamation into one regional Fremantle general high school is pretty clear.
To attract more students Fremantle College will require:
• a gifted and talented academic program in humanities and sciences. South Fremantle SHS had such a program until 1998 and, once it was transferred to Willetton SHS, meant the Willetton catchment became a major residential attraction for people;
• accommodation for country students on the Fremantle College campus. This will both help the school and catalyse the provision of other residences, shops and general revitalisation of the area around the school. This should be a non-government funded initiative;
• greater resourcing of Fremantle College education specialties that feed directly back into the local industries: marine, sustainability, music, IT, and other local small businesses with a Freo flavour
• ensuring Fremantle College becomes a model school of the future with features such as carbon-neutral status, a school vegetable garden feeding the canteen, renewable energy demonstrations of solar, wind and geothermal…all built into the curriculum and available for the community to access;
creation of mutually beneficial links between Fremantle College and local universities wherein gifted students are involved with high-level projects and the universities can invest in research with the students and sta .
This vision recognises the synergies created when academic and vocational options co-exist in the same school.
A major advantage of the growth in numbers will be extra support services. For example, a much bigger range will
be available for students with intellectual and physical disabilities, who are hearing and visually impaired, su ering autism or having other special needs.
In short, as we begin to think of Fremantle as a much bigger catchment we need to think of our high school needs in a similar way. If it is created as planned the City of Greater Fremantle will have many options for improving services, education needs to be one of them.
A number of competing sites exist but in my opinion there is only one one that fulfills the potential outlined above this site is relatively inexpensive, well located for public transport, with good buildings and space to expand where a proud new Fremantle College could be immediately created.

BEACONSFIELD eco-guru Shani Graham has scored a major coup for Fremantle, enticing a founder of permaculture to head to the port city for a conference and workshop.
David Holmgren coined the term permaculture with his university tutor Bill Mollison in Tasmania in the 1970s and wrote the sub ect’s first paper.
Permaculture (permanent agriculture) has since become a global phenomenon and two years ago US president Barack Obama awarded the University of Massachusetts’ permaculture initiative his country’s highest sustainability award.
Ms Graham says it was Mr Holmgren’s work which inspired her and partner Tim Darby’s eco-B&B Painted Fish in South Fremantle, which in itself inspired the highly successful Hulbert Street Sustainability Fiesta.
She’d come across his work at a talk about peak oil at UWA in 2006. Before that she’d had little idea about either peak oil or permaculture, “a movement I thought mostly had to do with raising animals in the country, using their poo to grow food”. “David’s talk shared how we could use permaculture principles as city dwellers.”
Ms Graham and Mr Darby have moved from South Freo to Beaconsfield and their passion for sustainability is running riot.
The new house looks like a war zone; they have pretty much stripped the yard back to limestone cap rock (and even beyond) to build gardens, chook runs and install water tanks. Inside, they’re carving up the house into three apartments to show there’s another way to increase density, other than McMansions on tiny lots.
Ms Graham says she’d set her sights on adding Mr Holmgren to a list of green revolutionaries she’d already coaxed to Fremantle, including Dr Mollison, Richard Heinberg and Peter Cundall.
He’d always resisted, leaving the spreading of the permaculture message to Dr Mollison while he furthered research on the family farm. But his friendship with radical economist Nicole Foss finally convinced him to head west (Foss is locked into the conference, which is on Sunday July 6 from 10am to 4pm at the Fremantle Town Hall)

MELVILLE city council has voted for a new five year contract worth up to $1.75 million for CEO Shayne Silcox.
The former Belmont and Nedlands CEO joined Melville in 2008, his five year contract renewed in 2011 at $319,485 a year, including a car and super.
The new contract reportedly ups that by $30,000 a year, taking Dr Silcox’s package to $6730 a week.

THE article “Wide road blessing” (Herald, June 7, 2014) reported some residents saying the
widening of High Street (between Carrington and Stirling Highway) and upgrade of the intersection between High Street and Stirling Highway would be a “blessing”.
And yes a blessing it will be—particularly in view of the wrongly cambered intersection mentioned above.
The article quoted Lyn Lendrum (netball club administrator) as saying “a ‘vocal minority’ has highjacked discussions over the widening”.
However, the proposal is not a “widening”, as the old High Street remains. Main Roads has an additional six lanes of tar being pushed through the two golf courses.
This “vocal minority” includes members of the recently formed Fremantle Transport Alliance (FTA), who advocate a four-lane road and appropriate size intersection upgrade, rather than the planned six-lane freeway-style construction.
The FTA was formed primarily from members of associated organisations with a vested interest in the proposed new road through the golf courses. These include Road to Rail, Booyeembara Park Taskforce, Gibson Park Precinct, FERN, WGV precinct and local residents, etc. Minority? I think not.
Please be clear—the FTA agrees the upgrade of High Street and the
ROY LEWISSON is part of the Fremantle Transport Alliance and a White Gum Valley precinct stalwart. In this week’s THINKING ALLOWED he says an upgrade of High
Street is welcomed by his group, but not if it divides the community.
When a road becomes a freeway
intersection should take place. However, the new road needs to be of a scale that does not divide our community forever and leave a scar on the urban landscape in Fremantle and beyond. The current plan from Main Roads will do this.
Main Roads’ plan to build a six-lane freeway-style highway will become a true freeway (no lights no stoppages) if the Perth Freight Link* eventuates.
Stunning specimensSix lanes will require cutting down 100
trees to the northern boundary of the golf courses and the removal of a further 100 trees to the south. Some of the northern trees are stunning specimens of mature Tuarts. In addition to the loss of these 200 trees, half the large and very productive olive grove in Booyeembara Park will be chopped down.
It is obvious that safety for netballers needs urgent attention, with parking for vehicles required on the north side of High Street. High Street residents also require a service road. There is no need to build a six-lane freeway to achieve these outcomes. Both can be achieved with a new four-lane road.
A four-lane road with two lanes to the north of the Tuarts, two to the south and the trees in the medium strip is possible.
In view of a second harbour within the next decade, more freight onto rail, internodal hubs closer to the port and various other measures to reduce truck movements on High Street, four lanes will serve our community and the larger WA community well into the future.
We are not “highjacking discussions”—merely advocating four lanes instead of six and requesting a more modest intersection upgrade.
It is interesting to note the original community consultation for the upgrade of High Street took place in 2003. It was a weekend workshop and the only thing the 70 community participants agreed upon was the number of lanes and radius of the upgraded intersection curve. They agreed both were too large. One decade on and the FTA is hearing same community sentiment.
*Perth Freight Link—was discovered recently via the Senate Estimates Committee—the current state government is suggesting a freeway from the Kwinana Freeway to the port with no lights and no stoppages. This will involve the completion of Roe 8 through the Beeliar wetlands and fly-overs at Winterfold St, South St, Stock Rd, Leach Hwy, Carrington St, High St and Stirling Hwy, Marmion St, Canning Hwy, Tydeman Rd and Queen Victoria Street.

MELVILLE city councillor Nick Pazolli has described the past 12 months as an “annus horribilis” in the latest council newsletter, Mosaic.
He was critical of the Kitchener Road development and council code of conduct, which he described as “restrictive”. His article was accompanied by a extraordinary “rider” which e ectively served as the City’s reply to the issues Cr Pa olli raised.
“While comments were not usually placed under councillor articles, notes had been placed under Cr Pa olli’s feature to clarify any misconceptions and inaccuracies in the article,” C Shayne Silcox told the Herald. “And importantly to protect Cr Pa olli from any breach of the city’s code of conduct for elected members.”
Cr Pa olli plans to ask uestions in Budget talks about the cost of Mosaic, a glossy 24-page brochure delivered to local letterboxes. Published four times a year the Herald understands it costs about $70,000 a year—$56,000 to design and print and $13,000 to distribute.

WH he’s referred to as the butcher of Palmyra, it’s usually a compliment for Love Me Tender’s Steve Fisher.
But last week vegandals took it a step further, branding him a murderer with a big anti-meat protest sprayed across the side of his Carrington Street butchery.
Mr Fisher, who bought the business four years ago, says he doesn’t think he was especially singled out as he was told of other damage the area at the same time.
He says it’s almost comical except the protesters damaged his sign so he’ll have to fork out money getting it replaced.
Love Me Tender is Perth’s oldest butchery, having opened as owney Sons in the 1930s.
Mr Fisher says his customers include vegetarians who come in to pick up a T bone or two for their partners, and he’s never had an unkind word before.

COUNCILS are reportedly reluctant to join a legal action against the Barnett government’s merger reforms as they fear they could be sacked.
WA local government minister Tony Simpson’s o ce confirmed Thursday that sacking councils that do not toe the line is a possibility “at his disposal”.
But he says he’d prefer that councils prepare for change and work together to improve e ciency.
“My preference is for local governments to move forward with the reform program in the interests of their ratepayers and sta ,” he told the Herald.
“If a local government has not made any progress on the work re uired, will look very closely at the options open to me.”
One option is to simply sack dissenting councils and replace them with super councils, as ictorian premier Je Kennett did when he cut the number of councils from 210 to 78.
Mr Simpson says metropolitan Perth needs its 30 councils to merge into 15 to ensure local government’s survival.
A Cockburn insider says the issue of sackings was “on the table” as dissenting Mayors for Democracy met at Cockburn in late May.
Lawyer John Hammond was invited to the meeting. His clients include Subiaco, Kalamunda and Serpentine-Jarrahdale who have committed to challenging the merger process. Claremont and Cockburn are also considering joining.

THE felling of a towering gum tree in North Fremantle symbolises a bigger battle over sunshine, says Thompson Street’s Ben Lane.
n Tuesday, contractors took down the native giant to make way for a building whose dimensions and approvals Mr Lane plans to question in the Supreme Court.
“We’re going to challenge the design principles and show that [the council] have ignored their own policies,” the disgruntled neighbour told the Herald.
“The scale of this development is dramatic.”
The council approved a 22m-long 6.7m-high structure along Mr Lane’s boundary, blocking out most of his afternoon sun (about half on a typical winter day).
Mr Lane is entitled to at least 25 per cent light, the tree’s removal small consolation for the darkness he and his partner now face.
He claims that in 2011 the council approved a development on the site with a condition the tree stay. But when the current application went through in February the “street icon” barely rated a mention.
Mr Lane’s lawyers wrote a letter of demand to council, which replied

He says Cr Doug Thompson who lives across the road seemed more concerned about the double garage on Mr Lane’s property than the tree.

He decided against it, never thinking for a minute the council would approve a development that required its removal.
“There is a fear if we continue to push, and the government gets its back up, it can sack every council or elected member and reform the system like Kennett did,” the insider says. “No council wants to fall on their sword. But this is something the minister can do.
“Canning was sacked two years ago because it was dysfunctional.”
Cockburn CEO Stephen Cain says the council remains opposed to what is believed to be the favoured merger plan that will see Cockburn cease to exist, swallowed by expanded Kwinana and Fremantle.
“The city respects the rights of other local governments and individuals to look at legal action if they believe that this is necessary to preserve their position, but it does not follow that the city will necessarily have to do the same.”
Mr Hammond says it is up to Cockburn to decide what to do: he only needs three councils.
“However, the more councils which support the action the better,” he says, hoping to file his application in the next couple of weeks.

Our party of self-confessed bogans, and a couple of blow-ins, was celebrating a birthday with dinner at Fitzy’s Lakeside Restaurant, part of the South Lake tavern.
Sitting on the edge of Lakelands Reserve there’s a pleasant view over lakes and grassland during the day.
At night a fire, and the lights, burn bright in the cavernous space that is the pub dining room.
There’d been a mix up with the booking, but sta took the arrival of a large group with aplomb and we were seated
quickly and ready to order.A generous serve of cheesy
garlic bread ($8.50) was moist and delicious, but the regular garlic bread ($7.50) was a tad dry and lacked oomph.
The squid entree ($12) on the other hand was fantastic, tender on the inside with a deliciously crisp Schezuan pepper batter.
Despite some trepidation, I ordered barramundi—having had some less than stellar servings elsewhere.
But this huge chunk ($29.50) was perfectly cooked, moist, firm and tasty, and the crispy
skin superb.It came with a choice of
sauces and I opted for a dish of lemon butter, perfect for dipping both the fish and the chat potatoes in.
Chicken involtini ($26.50) is a fancy way of saying breasts have been flattened and filled with a combination of ingredients, in this case ham, ricotta, spinach with a mustard cream sauce.
There was a bit of trouble around the table with the name, but no problem wolfing down the tender chook and its savoury filling.
Strictly a steak man, my old mate Howie smiled with contentment as he tucked into his tender, medium-rare morsel ($25.50).
The lamb shanks ($24.50) were a disappointment and that’s all we’ll say about that, but the fish and chips (orange roughy in tempura batter) won the thumbs up from all who ate them. And before you could say ABBA, there I was dancing in the bar, and crooning into a mic, a proud Bogan-ville local.

FREMANTLE local Emma Willing was back in her home town for Black Swan Theatre’s latest production Dust and the Herald caught up with her at Heathcote.
Filming was underway on one of a series of audio/visual segments shot around Perth to be used in the play, on at the State Theatre.
One of the characters the WAAPA graduate plays is dying and her ghost-like quality was captured in the atmospheric former psychiatric hospital.
Windy Perth is a city at the mercy of the changing winds of the mining industry, so a play about a red dust storm completely blanketing the metropolitan area has resonance.
The inspiration for Dust was the 2009 dust storm that closed Sydney, but the content is pure WA—and its mining culture.
There’s humour and pathos in the play, and one of the characters Willing plays is stranded in a one-night stand as people are told to stay inside, amid fear the dust is toxic.

Instead of a quick exit, Lara and her “date” are forced to spend time with each other and look at where their lives are going.
“It changes the way we look at ourselves and our place in the world,” Willing says, adding, “there’s a lot of humour in it.”
Playwright Suzie Miller says,
“this is the story of looking beyond the top soil and digging deeply into lives that could be the lives of any of us”.
Dust, which also stars Kelton Pell, the magnificent din in the ABC’s The Gods of Wheat Street, is on at the State Theatre from June 28 to July 13.
